  • 무선 인터넷 기술의 발전과 휴대 단말장치 기술의 급속한 발전과 더불어 무선 모바일 컴퓨팅 환경에서의 많은 응용들이 개발되고 있다. 최근 어린이나 영유아를 상대로 하는 유괴와 성폭행 등 약자를 상대로 하는 흉악한 범죄가 급증하고 있는 실정이다. 본 논문에서는 이러한 범죄로부터 어린이들을 보호하고 미아가 발생했을 때 빠른 시간 안에 미아의 위치를 추적하여 찾아낼 수 있는 무선 모바일 환경에서의 GPS와 블루투스를 이용한 미아방지 시스템을 설계하고 구현하였다.

보육시설의 피난안전 관련 주요 기준 분석 및 실태조사에 관한 연구 (A Study on the Major Standards and Actual Conditions of Evacuation Safety in Child Care Facility)

  • 최근 보육시설의 확충과 보육환경의 개선, 보육서비스 질 향상에 대한 사회적 욕구는 급속히 증가하고 있으며, 특히 화재 등으로부터 안전환경 확보가 범국가적 이슈로 대두되고 있다. 보육시설은 영유아 등 재실자의 대부분이 피난능력이 떨어지는 재해약자로 구성되어 건물 내 설치층수, 피난시설의 설치 적정성 등이 피난안전을 좌우하는 중요한 요소이다. 본 연구에서는 보육시설 설치현황, 국내외 관련 기준의 비교분석, 피난 관련 시설의 실태조사 등을 통하여 보육시설 피난안전성 측면에서의 문제점과 개선요소를 파악하였다. 그 결과 화재안전 관련 법규정의 체계화, 비상재해대비시설의 설치기준 및 관리에 대한 소방기관과의 연계, 스프링클러 등 보다 강화된 소방설비 설치규정의 개선, 화재위험시설과 동일 건물 내 설치금지 등이 필요한 것으로 분석되었다.

Q6, Q10 어린이 인체모형의 상해치 연구 (Injury Study for Q6 and Q10 Child Dummies)

  • The Child Occupant Safety Assessment was first introduced and carried out by Euro NCAP in 2003, with the goal of ensuring manufacturers to develop safe vehicles for passengers of all ages; the objective was to evaluate the safety and protection offered by different Child Restraint Systems (CRS) in the event of a crash. In 2013, the formerly used P child dummy series was replaced by newer and more biofidelic Q1.5 and Q3 child dummies, representing 1.5 and 3 year old children respectively. The frontal and side impact dynamic performances of the Q1.5 and Q3 were tested within all classes of vehicles assessed by Euro NCAP at the time. As an extension to that initiative, Q6 and Q10 child dummies were later developed representing children of 6 and 10 years old. Since the protection of larger children during vehicle crashes relies greatly on the interaction of vehicle restraint systems such as seat belt and the CRS, instrumented Q6 and Q10 dummies will be used to assess the protection offered in the event of front and side impact crashes. In this paper, we focused on injury criteria of Q6 and Q10 child dummies at 64 kph 40% offset frontal crash test. The whole procedure was designed with DFSS analysis. The full vehicle sled test results of both dummies were conducted with different restraint systems settled through previous sled test. It showed that several injury criteria and image data were collected as the result of the full vehicle sled test. Based on the results of these investigations, this paper describes which factor is most important and combination shows the best performance when evaluating rear seat occupant protection for Q6 and Q10 child dummies.

  • Efforts are being made to prevent traffic accidents within the child protection zone. Efforts are being made to prevent accidents by enacting safety facilities and laws to prevent traffic accidents in the school zone. However, traffic accidents in school zones continue to occur. If the driver can know the situation in the child protection zone in advance, accidents can be reduced. In this paper, we design a camera that eliminates blind spots in school zones and a number recognition camera system that can collect pre-traffic information. Design a LIDAR system that recognizes vehicle speed and pedestrians. Design an LED guidance system that delivers information to drivers without smart devices. We study time series analysis and artificial intelligence algorithms that collect and process pedestrian and vehicle information recognized by cameras and LIDAR. In the artificial intelligence traffic accident prevention system learned by deep learning, before entering the school zone, the school zone information is sent to the driver through the Force Push Service and the school zone information is delivered to the driver on the LED sign. try to reduce accidents.

보육시설의 실내공간계획 및 설비와 소방설비의 안전성 관련 기준에 대한 연구 (A Study on the Safety-related Criteria for the Interior Space Planning, Facilities and Fire-fighting Equipment in Child Care Centers)

  • Because of the increasing demand for day care centers, The Korean government has enforced childcare accreditation. The government has created the evaluation certification system for child care facilities. But the system includes variable items, and the physical rules are not sufficient for ensuring security and quality amenities. So this study, through literature search, examined the rules of Child Care Centers in the U.S. and compared them with those in Korea focusing on the provision of security and amenities. The standards found in 4 U.S. states were investigated, and the results are as follows. The rule pertaining to the size of indoor activity spaces in C.C.C. allows the spaces to be smaller in Korea than in the U.S. There is no specific criterion for infants and toddlers in our standard. When comparing the standards of Korea with those of the United States, Korea's standards do not state specific rules about child care facilities such as indoor furniture, finishes and space planning. Additionally, the binding force ensuring compliance with the standards of physical facilities is weak. Thus, the ratings of child care standards for the physical environment should be presented in detail. And if a center does not comply with the criteria, stronger penalties will have to be imposed.

119구급대원의 아동학대 인식 및 신고의무태도에 관한 연구 (Perception of child abuse and attitudes towards mandatory reporting among 119 emergency medical technicians)

  • Purpose: The purpose of this study was to assess 119 emergency medical technicians' perception of child abuse, attitudes towards mandatory reporting, and perceptions of mandatory reporting system, and to promote early reporting. Methods: The questionnaire was filled out by one hundred ninety 119 EMTs with paramedic or nurse licenses. The questionnaire consisted of 53 items with responses based on a five-point scale. Data were collected from July 10 to July 31, 2018, and were analyzed using IBM SPSS version 24.0 software. Results: The average score for 119 EMT's perception of child abuse was 3.76. The average score for positive attitude towards mandatory reporting was 3.63, and the average score for negative attitude towards mandatory reporting was 2.63. The average score for perceptions of the mandatory reporting system was 3.50. There was a significant positive correlation between perception of child abuse and positive attitude towards mandatory reporting (r=.244, p=.001), between perception of child abuse and perceptions of the mandatory reporting system (r=.209, p=.004), and between positive attitude towards mandatory reporting and perceptions of mandatory reporting system (r=.336, p=.000). Conclusion: Systemic educational programs for 119 EMTs on perception of child abuse and reporting are needed. It is very important to establish institutional strategies such as the use of checklist for suspicion of child abuse, procedural simplicity after reporting, and protection of reporter information.

대한민국 정권별 아동복지정책 관련 뉴스 기사 분석: K-평균 군집 분석 (Analysis of News Articles on Child Welfare Policies in South Korea: K-Means Clustering)

  • Purpose: The purpose of this study is to analyze changes of child welfare policies and provide insights based on the collection and classification of newspaper articles. Methods: Articles related to child welfare policies were collected from 1990, during the Kim, Young-sam administration, to May 9, 2022, under the Moon, Jae-in administration. K-Means clustering and keyword Term Frequency-Inverse Document Frequency analysis were utilized to cluster and analyze newspaper articles with similar themes. Results: The administrations of Kim, Young-sam, Kim, Dae-jung, Roh, Moo-hyun, and Park, Geun-hye were classified into two clusters, and the Lee, Myung-bak and Moon, Jae-in administrations were classified into three clusters. Conclusion: South Korea's child welfare policies have focused on ensuring the safety and healthy development of children through diverse policies initiatives over the years. However, challenges related to child protection and child abuse persist. This requires additional resources and budget allocation. It is important to establish a comprehensive support system for children and families, including comprehensive nursing support.

아동복지시설 사례관리수행 저해요인에 관한 연구 (A Study on the Inhibiting Factors of Case Management in Child Welfare Facilities)

  • 본 연구는 주요 아동복지시설에서의 사례관리 수행정도 및 사례관리수행을 저해하는 요인 및 이를 보완해 줄 수 있는 요인들을 밝히고자 하였으며, 이를 위해 지역아동센터 종사자 181명, 아동보호전문기관 및 가정위탁지원센터 종사자 96명을 대상으로 자료를 분석하였으며, SPSS 21.0 프로그램을 이용해 분석하였다. 그 결과 지역아동센터의 경우 대인관계기술, 사례관리지침, 슈퍼비전, 네트워크 활용정도가 영향요인으로 나타났으며, 타 아동복지시설의 경우 개인적 저해요인, 사회복지근무경력, 사례관리경력, 네트워크 활용정도로 분석되었다. 이에 따른 사회복지 실천적 함의로는 종사자들의 대인관계기술을 증진시키고 슈퍼비전 체계를 강화시키며 명확한 사례관리수행 가이드 라인을 제시해야 할 것이다. 또한 아동복지시설의 지역내 네트워크를 구축하고 네트워크 내 기관들 간의 협력과 상호지지를 강화해야 할 것이다.

INJURY PERFORMANCE EVALUATION OF THE CHILD RESTRAINT SYSTEMS

  • The new FMVSS 208, 213, 225 regulations include automatic suppression of airbags to prevent low-risk airbag deployment and the use of child seats with a rigid-bar anchor system. The regulations mean that children must sit in the rear seat, but do not include other specific safety measures for their protection. In the rear, restraint equipment consists of three-point shoulder/lap belts for the outside seats and a static two-point lap belt in the middle, with no additional devices such as pretensioners or load limiters; this is far from optimal for children. This study investigated injury rates using a 3-year-old-child dummy. ECE R44 sled tests used a booster, a speed of 48 km/h, and a 26- to 32-g rectangular deceleration pulse. While seated on a booster, the dummies were restrained by an adult shoulder/lap three-point belt. HIC_15 msec, Chest G and Nij were somewhat lower with an emergency locking retractor (ELR)+pretensioner+load limiter than with only an ELR or with ELR+pretensioner. However, the current seat-belt system results in injury rates that exceed the limit for OOP performance under the new FMVSS 208 regulations.

아동학대 범죄의 처벌 등에 관한 특례법 전후의 아동학대 인식 변화에 대한 고찰 (A Study on the Change of Perceptions of Child Abuse Before and After Special Law)

  • 아동학대 범죄의 처벌 등에 관한 특례법이 실제 우리 사회에서 아동학대에 대해 공유 되어 지는 사회적 인식변화를 가져왔는지를 추론하기 위해 빅 데이터를 활용하여 대중의 아동학대 인식변화를 살펴보았다. 본 연구는 '아동학대'를 키워드로 선정하여 특별법 시행 전후 분석한 결과는 아래와 같다. 첫째, 2013년 특별법 시행 이전에는 유치원, 교사, 신체, 문제, 신고 의무, 방임 등이 이후와 비교하여 차이나는 단어들이다. 특별법 시행 이후에는 어린이집, 사건, 근절, 캠페인, 가정폭력, 예방 교육 등이 새롭게 나타났다. 둘째 핵심어들의 상호연관성은 2013년 이전 그림에서 II 집단은 아동학대를 방지하기 위한 방안 위주로 나타나고, III 집단은 아동학대를 가정폭력과 연계하여 가정 내의 문제로 인식하는 이혼, 훈육, 방치, 부모교육들이 보여진다. 2013년 특례법 이후에는 4개 그룹으로 세분화 되고 아동학대 사건에 대해 특례법과 아동보호체계가 구체적으로 나타나는 등 강화된 인식을 보여주고 있다.
