아동친화적인 지역사회에 대한 부모와 아동관계자의 인식 비교 - A기초자치단체를 중심으로- (A Comparison of Assessment of Child Friendly Cities by Parents and Child Service Providers in Selected Local Government)

  • 본 연구의 목적은 한 지역사회를 중심으로 부모와 아동관계자의 아동권리보장실태에 대한 인식을 살펴보고 아동친화도시를 구성하기 위한 방안을 모색하고자 하는 것이다. 이를 위해 서울시의 한 기초자치단체에서 실시된 조사데이터를 활용하여 놀이, 지역사회 참여, 보건 및 사회서비스, 안전, 교육환경, 주거 부분에서의 인식차이를 확인하였다. 분석 결과, 6개 영역중 교육환경과 주거환경이 상대적으로 잘 보장되고, 지역사회참여는 덜 보장되고 있는 것으로 나타났으며, 아동관계자들은 아동친화적 지역사회를 구성하기 위한 물리적 환경에 있어 더 부정적이었고, 부모는 참여권과 같은 제도적/문화적 환경에 더 부정적인 것으로 나타났다. 이를 바탕으로 본 연구는 다음과 같이 제안했다: 첫째, 아동친화도시를 구성하기 위한 기준 중 물리적 환경은 아동관계자의 기준을 참조하고, 제도문화적 환경은 부모의 기준을 참조해야 한다. 둘째, 지역사회 의사결정구조에 아동, 부모, 아동관계자의 참여를 확대해야 한다.

  • Child labor is being recognized as the key issue of human rights, and the International Labor Organization and the Convention on the Rights of the Child emphasize that children are individuals with dignity and rights. Male and female child actors belong to a profession with wide public exposure and there is a potential danger of invading classes and roles not matching the developmental stage of the child. In this study, we would like to discuss international and domestic laws and future complementary measures surrounding legal and institutional issues that need to be considered for child actors. Although the basic rights for child workers are stated in the Constitution Article 32 Paragraph 5 and Labor Standards Act Articles 64 through 70, they are insufficient. Following the revised broadcasting deliberation regulations by the Korea Communication Commission and amendment of the Juvenile Protection Law, several changes are taking place in the working environment. In certain foreign places such as California, United States, the economic and educational rights of male and female child actors are being protected. Although legal and institutional frameworks for the male and female child actors are being reinforced, more consistent devices are needed. Consideration for working hours, regulations to keep up with learning while working, and preparation for physical and emotional influences are required to keep up with international changes.

Radiation Dose from Computed Tomography Scans for Korean Pediatric and Adult Patients

  • Background: In recent events of the coronavirus disease 2019 (COVID-19) pandemic, computed tomography (CT) scans are being globally used as a complement to the reverse-transcription polymerase chain reaction (RT-PCR) tests. It will be important to be aware of major organ dose levels, which are more relevant quantity to derive potential long-term adverse effect, for Korean pediatric and adult patients undergoing CT for COVID-19. Materials and Methods: We calculated organ dose conversion coefficients for Korean pediatric and adult CT patients directly from Korean pediatric and adult computational phantoms combined with Monte Carlo radiation transport techniques. We then estimated major organ doses delivered to the Korean child and adult patients undergoing CT for COVID-19 combining the dose conversion coefficients and the international survey data. We also compared our Korean dose conversion coefficients with those from Caucasian reference pediatric and adult phantoms. Results and Discussion: Based on the dose conversion coefficients we established in this study and the international survey data of COVID-19-related CT scans, we found that Korean 7-year-old child and adult males may receive about 4-32 mGy and 3-21 mGy of lung dose, respectively. We learned that the lung dose conversion coefficient for the Korean child phantom was up to 1.5-fold greater than that for the Korean adult phantom. We also found no substantial difference in dose conversion coefficients between Korean and Caucasian phantoms. Conclusion: We estimated radiation dose delivered to the Korean child and adult phantoms undergoing COVID-19-related CT examinations. The dose conversion coefficients derived for different CT scan types can be also used universally for other dosimetry studies concerning Korean CT scans. We also confirmed that the Caucasian-based CT organ dose calculation tools may be used for the Korean population with reasonable accuracy.

부모의 양육태도가 유아 행동평가 척도에 미치는 영향 연구 (Effects of Parenting Attitude on K-CBCL Scales)

  • Objectives The aim of this study was to explore the effect of parental attitude on the behavioral problems in children who visited the traditional Korean pediatrics clinic. Methods The subjects were consist of 190 outpatients ($56.6{\pm}12.9$ months) and their mother. The Behavior problems of children were measured with Korean version of Child Behavior Checklist for Ages 1.5-5 (K-CBCL1.5-5) while parental perception of child vulnerability, parent overprotection, parenting stress were measured by Child Vulnerability Scale (CVS), Parent Protection Scale (PPS), Korean-Parenting Stress Index-Short Form scale (K-PSI-SF), respectively. Correlation and multiple regression were conducted for the analysis. Results Significant correlations between child total problems score and child vulnerability (r=.272, p<.001), parent overprotection (r=.243, p=.001), and parenting stress (r=.597, p<.001) were reported. Multiple regression analysis revealed that the parenting stress (${\beta}$=.548, p<.001) was a major predictor for the child behavior problems rather than child vulnerability and parent overprotection. Conclusions It was shown that the parenting stress has a significant influence on the emotional and behavioral development of children. These results can be useful for improving clinical diagnosis and treatment in traditional Korean pediatrics.

아동·청소년 복지의 개념과 법체계의 개선방안 (Definition of Child and Youth Welfare and Proposals for the Reform of Legal System)

  • 아동복지(또는 청소년복지)와 관련한 법제를 연구하는 데는 다양한 접근이 가능하다. 최협의로는 아동복지법에 대한 연구이고, 최광의로는 아동 또는 청소년복지와 관련된 일체의 법령에 대한 연구이다. 또는 아동복지를 사회보장(사회복지)의 일종으로 보아 출산, 양육, 보육에 대한 경제적 지원으로 한정해 볼 수도 있다. 그런데 어떠한 접근을 하든 우리나라에서 아동복지 또는 청소년복지 관련 법이 무엇인가를 살펴보고자 하면 불가피하게 다음과 같은 미결의 문제에 직면하게 된다. 우선 아동과 청소년의 개념이 불분명하다. 아동복지법은 18세 미만의 자를 아동이라고 하고 있는 반면(제2조 제1호), 청소년기본법에서는 "청소년"을 9세 이상 24세 이하의 자라고 하고 있고(제3조 제1호), 청소년보호법은 청소년을 만 19세 미만의 자를 말한다고 규정하고 있다(제2조 제1호). 아동과 청소년의 법적 개념이 모호한 결과 아동복지와 청소년복지의 개념과 범위도 불분명해진다. 아동복지가 청소년복지를 포함하는 개념인지, 청소년복지가 아동복지를 포함하는 개념인지, 아니면 양자는 별개의 개념인지가 모호하다. 아동복지법에는 아동복지에 관한 개념 규정이 없고, 청소년기본법에서 청소년 복지를 "청소년이 정상적인 삶을 영위할 수 있는 기본적인 여건을 조성하고 조화롭게 성장 발달할 수 있도록 제공되는 사회적 경제적 지원을 말한다"(제3조 제4호)고 정의하고 있으나, 아동복지와 청소년복지를 구분하는 단서는 없다. 또한 아동복지법과는 별도로 청소년복지지원법이 있는데, 양 법에 의해 아동복지와 청소년복지가 분리되는 것인지도 분명치 않다. '아동복지법'이든 '청소년복지지원법'이든 복지를 다루고 있다는 점에서는 차이가 없는데 '복지법'과 '복지지원법'이라는 명칭 때문에 아동복지와 청소년복지가 구분된다고 보는 것은 타당치 않아 보인다. 그런데 실제로 아동복지법은 요보호 아동에 관한 규정을 두고 있는 반면, 청소년복지지원법은 모든 청소년에 대한 보편적 복지를 주요 내용으로 하고 있다. 그러한 연유에서인지 최근 사회복지 분야에서는 아동복지와 청소년복지를 구분하여 전자는 주로 요보호 아동에 대한 선별적 복지를, 후자는 모든 청소년에 대한 보편적인 복지를 의미한다고 보고 있다. 그러나 용어만으로 볼 때 아동복지를 요보호 아동에 대한 복지, 청소년복지를 모든 청소년을 대상으로 한 복지라고 할 만한 근거는 없다. 이같은 문제를 염두고 두고 아래에서는 아동 및 청소년 관련법이 어떠한 이유로 현재의 혼란스러운 상태에 이르게 되었는가를 그 역사적 발전과정을 통해 살펴본 후 현행의 법률들이 아동 및 청소년을 어떻게 정의하고 있는가, 그 대상은 누구인가를 검토해 본다. 나아가 아동 및 청소년복지 법제의 헌법적 근거와 그 범위 획정에 대하여 알아보고, 법 체계상의 문제점과 개선방안이 무엇인가를 모색해 보기로 한다.

우리나라 특수아동(特殊兒童) 복지제도(福祉制度)에 관(關)한 고찰(考察) (A Review of Literature on the Welfare Delivery System of Exceptional Children in Korea)

  • The issue presented in this paper are as follows: 1. Legislative actions of welfare-related law for the exceptional children. The legislative base for the evolution has been yet weak and ambigous at best for a formalization of what should be considered accepted practice and effective action in providing handicapped child and their parents educational rights and equal protection of the law. And they are under remote control of partial factor subject to social welfare law for children, and public law for education, promotion law for the exceptional child education, protection law for public aids. 2. Organization of government for the welfare services for the exceptional children. There is no sing of a push toward consolidation of effort for the welfare service of the exceptional children in this country that seeks to recapture a sense of unity, of coherence, of completeness from a reality made up of discontinuous fragments of humanitarian effora This presently that. as for the education of the exceptional child, by the section of the exceptional education in MOE (Ministry of Education), and/or as for welfare services and promotion actions, by the section of child welfare in MHSA (Ministry of Health and Social Affairs). One door type operation rooted in the specialization, and limited resources to evolve multi-purpose agencies that undertake to provide a broad range of tangible and concrete services, as well as supportive counselling and assessment, under a single management which plans and directs the allocations of resources, should be followed. 3. Facilities and recruitment of teachers for the exceptional children. In this country there are 54 facilities for special services, 56 schools for the exceptional education, and 3 colleges and equavalents that provide teacher training services leading to certification with IIO annual graduates. However, curriculum for exceptional children should be rearranged and reconstructed. Conclusion; Only as for social welfare institutions in community, this country produced a succession of specific purpose activities, over period of time, that accumulated to form the present network of hundreds of social welfare organizations and facilities Periodically major efforts were launched to revitalize or to improve the help-giving system. But they lack specialization to be effective, and the nature of multi-purpose center tends to be vague for the classified handicapped. Therefore, there, should be linkage between policy maker and community services to maintain some coherenty in preventive care, treatment, and after cares. At last, the effects of the current concept "the exceptional child" involved with their families, and their neighborhood should be considered in view of the people who consist about 25% of the total population.

아동친화도시 구축을 위한 아동권리와 행복감에 관한 연구 -초등학생과 중학생의 비교연구 (A Study on Children's Rights and Happiness for Building Child Friendly Cities - Comparative study between elementary and middle school students)

  • 아동친화도시는 아동이 행복하게 살 수 있도록 지역사회 환경을 조성하는 것으로 아동권리가 보장된 환경이 조성될 때에 가능하다. 이에 본 연구는 아동권리와 행복감의 관계에 대해서 검증하여 아동이 살기 좋은 아동친화도시구축을 위해 지원해야할 사항이 무엇인지 탐색하였다. 이를 위해 아동친화도시 인증을 받은 W지역의 초등학생과 중학생 1000명을 대상으로 설문조사하여 이를 분석하였다. 분석결과 첫째, 초등학생이 중학생보다 아동권리인식이 높은 것으로 조사되었다. 둘째로, 행복감에 영향을 미치는 아동권리는 건강과 사회서비스, 교육환경으로 나타났다. 셋째로, 행복감에 영향을 미치는 아동권리는 학교급에 따라 다르게 나타났는데, 초등학생의 경우는 가정환경, 안전과 보호, 교육환경이 중요하게 부각되며, 중학생은 건강과 사회서비스, 안전과 보호가 중요한 것으로 나타났다. 이러한 연구결과를 토대로 아동친화도시 구축을 위해 보건, 복지, 교육, 안전 등의 다양한 측면을 고려한 융복합적 개입과 접근이 필요함을 제언하였다.

부부의 가정폭력특례법에 대한 인식과 태도 (Married Couples' Perceptions and Attitudes on Domestic Violence Acts)

  • The purpose of this study is to study the perceptions and attitudes of various married couples(non-violent couples, violent couples, indicted couples) on the Domestic Violence Acts, and collect opinions on the legal treatment of indicted couples, especially on Protection Orders and criminal punishment. The questionnaires included 542 couples residing in Pusan and 50 indicted couples in various major cities of Korea. The major results were as follows: First, couples in general understood well the Domestic Violence Acts, and their history of domestic violence did not affect their knowledge on the Acts. Second, the attitudes of the husbands on Domestic Violence Acts were affected by whether or not they had inflicted violence on their wives. Husbands who have a history domestic violence, but were not arrested and indicted had negative attitudes on the in- tervention of the police. They also did not want to call the police for assistance. However, they showed positive attitudes towards programs aimed at preventing domestic violence. Third, the attitudes of wives on Domestic Violence Acts were not associated with experienced domestic violence. Fourth, indicted couples felt that Protection Orders were necessary and they were willing to follow the Protection Orders set forth by public prosecutors. Victimized wives wanted another form of sentencing rather than a fine, and they wanted to have their opinions heard when their spouse was arrested and when sentencing took place.

어린이용품 함유 유해인자의 위해성평가를 위한 노출계수 조사 (Survey of Exposure Factors for Risk Assessment of Hazardous Materials in Child-Specific Products)

  • Background: Despite children's unique characteristics that distinguish them from adults, relatively few attempts have been made to measure exposure factors for characterization of children's exposure to hazardous chemicals in child-specific products (CSP). This study was conducted to establish the child-specific exposure factors for exposure and risk assessment of hazardous substances in CSP. Methods: We investigated the exposure factors (e.g., time use of child-products, time and frequency of object-to-body contact, time and frequency of object-to-mouth contact) influencing children's exposure to CSP (e.g., toys, playmats, oil pastels, etc.) in 650 children through a parent-completed questionnaire using a web-based survey. Participants were recruited in five age groups, <1, 1-2, 2-3, 3-6, and 6-12 years of age. Results: The child-specific exposure factors were presented as the mean, median, $95^{th}$ percentile, minimum, and maximum values. Time activity for play mats was the longest among CSP and infants spent more time on them than did elder age groups (189.3-224.7 min/day for <1-2 years vs. 91.2 min/day for 6-12 years). It is apparent that time and frequency of toy block- and plastic toy-to-mouth contact significantly decreased as a function of age. When the variation of CSP use patterns was compared by gender, the only variable that was statistically different between genders was time activity in child-products exposure space. Conclusion: We believe the five child-specific exposure factors suggested in the present study will be valuable for reducing uncertainty in the estimation of chemical exposure during risk assessment of CSP and furthermore, in the appropriate regulations to protect children's health.

119구급대원의 아동학대 인식 및 신고의무태도에 관한 연구 (Perception of child abuse and attitudes towards mandatory reporting among 119 emergency medical technicians)

  • Purpose: The purpose of this study was to assess 119 emergency medical technicians' perception of child abuse, attitudes towards mandatory reporting, and perceptions of mandatory reporting system, and to promote early reporting. Methods: The questionnaire was filled out by one hundred ninety 119 EMTs with paramedic or nurse licenses. The questionnaire consisted of 53 items with responses based on a five-point scale. Data were collected from July 10 to July 31, 2018, and were analyzed using IBM SPSS version 24.0 software. Results: The average score for 119 EMT's perception of child abuse was 3.76. The average score for positive attitude towards mandatory reporting was 3.63, and the average score for negative attitude towards mandatory reporting was 2.63. The average score for perceptions of the mandatory reporting system was 3.50. There was a significant positive correlation between perception of child abuse and positive attitude towards mandatory reporting (r=.244, p=.001), between perception of child abuse and perceptions of the mandatory reporting system (r=.209, p=.004), and between positive attitude towards mandatory reporting and perceptions of mandatory reporting system (r=.336, p=.000). Conclusion: Systemic educational programs for 119 EMTs on perception of child abuse and reporting are needed. It is very important to establish institutional strategies such as the use of checklist for suspicion of child abuse, procedural simplicity after reporting, and protection of reporter information.
