아동 이용자에게 특화된 온라인 개인정보보호 이슈 : 사례연구를 중심으로 (Protecting Children's Online Privacy : Privacy Issues and Its Implications)

  • 최근 아동들의 온라인 활동에 대한 참여가 활발해짐에 따라 아동을 대상으로 하는 온라인 서비스 역시 빠르게 증가하고 있음에도 불구하고, 아동들은 그들의 보호받아 마땅한 권리를 충분히 보장받고 있지 못하다. 본 연구는 아동이 주로 이용하는 앱서비스를 대상으로 현황 및 사례 조사를 통해 국내 아동 개인정보보호에 관련한 이슈를 유형화하여 분석하는 것을 목적으로 한다. 이를 위해 아동의 개인정보보호에 관한 현황을 살펴보고 국내외 법제도에 근거하여 이슈를 도출했다. 연구 결과, 아동 식별의 이슈, 고지 및 동의의 실효성 이슈, 정보주체로서 아동의 권익 이슈 등이 도출되었다. 현황분석을 통해 살펴본 온라인 환경에서의 아동 개인정보 관련 내용을 바탕으로 정책적 시사점을 도출하고 개선방안 등을 제언하였다.

아동 대상 인터넷 사이트의 개인정보보호 실태와 개선 방향 (A Content Analysis of Web sites from a Perspective of Children's Online Privacy Protection)

  • The objective of this study was to discuss child privacy issues at Web sites targeting children, Specifically, the study examined l)types of information required for join the membership, 2)whether privacy policies at Web sites for children abide by privacy guideline, and 3)specific examples of recommendable privacy policy and problematic privacy policy from Web sites, Total of 305 Web sites targeting children were used for content analysis, Selected Web sites included recommended sites by Korea Council of Children's Organizations and food business Web sites, The results showed that more than 70% of Web sites required private information when children join the membership. Most of these Web sites provided mailing service for children. Generally, Web sites showed problems in parents' approval procedures. Also, privacy policies at Web sites frequently omitted purpose specification principle and the security safeguard principle. Regulating online service provides and marketers targeting children would be necessary for protecting child privacy. Further, education program targeting parents and children could help them make right choices to protect children's online privacy.

개인속성 정보의 결합을 통한 강화된 인증방안에 대한 연구 (The Study on the Enhanced User Authentication using the Combination of Individual Attribute)

  • An increasing number of children are now using the Internet. They are starting at a younger age, using a variety of devices and spending more time online. It becomes an important problem to protect the children in online environment. The Internet can be a major channel for their education, creativity and self-expression. However, it also carries a spectrum of risks to which children are more vulnerable than adults. In order to solve these problems, we suggested a binding model of user attributes for enhanced user authentication. We also studied the requirements and prerequisites of a binding model of user attributes. In this paper we described the architecture of binding model of user attributes and showed the effectiveness of the suggested model using simulation. This model can be utilized to enhanced user authentication and service authorization.

연령 검증정보의 안정성을 위한 평가인자에 대한 연구 (The Study on the Evaluation Factor for Security of Age Verification Information)

  • Some laws and regulations may require internet service providers to provide services based on the age of users. Age verification in the online environment should be used as a tool to provide service that is appropriate to child based on age. Using the minimum attribute information, processes on age verification provides the proper guidance to the internet services. However, there is a lack of a globally accepted trust framework for age verification process including evaluation factors for age verification information. In this paper the federation model of user attributes were described and evaluation factors for the age verification information were suggested. Also using the suggested evaluation factors, performance evaluation of federation model of user evaluation was performed. To meet the requirements of evaluation factors, framework of federation model should consider the unlinkability pseudonym support, eavesdropping protection and cloning protection.

임상시험심사위원회 위원과 연구자를 대상으로 연구의 위험평가 설문조사 (Survey of Risk Evaluation in the Clinical Research for IRB Members and Researchers)

  • Purpose: Institutional review board (IRB) classifies risks of clinical trials into less than minimal risk, minor increase over minimal risk, and more than minimal risk. Based on classification and evaluation for risk, IRB decides whether permitting consent exemption or asking additional protection for clinical research subject or not. The purpose of this study is to analyze how IRB members evaluate minimal risk by sending questionnaire survey with 12 predetermined scenarios. Methods: IRB members and researchers (pediatrician, gastroenterologist, neurologist, and neurosurgeon) in 11 different hospitals were asked to answer survey questions via email or online. We analyzed the differences of answers among several subgroups in each predetermined scenarios. Result: Responders were 212 personnel(110 researchers and 102 IRB members) from 11 centers. There were significant differences between IRB members and researchers in response such as blood sampling, skin prick test, one time catheterization in a girl, spinal tapping in child, non-enhance MRI in child, non-enhance MRI with chrolal hydrate in a child, spinal tapping without anesthesia in adult, bioequivalence test, gastric endoscopy, and non-enhance CT. significant differences between medical IRB members and non-medical members were also revealed in one time catheterization in a girl, spinal tapping in a child, non-enhance MRI in a child, bioequivalence test. Depending on researchers' department, they responded differently in several questionnaires as well. Conclusions: We have found that IRB members and researchers evaluate the risks differently. Researchers compared to IRB members, medical IRB members compared to non-medical members answered less than minimal risk in many cases. In assessing and evaluating the risks associated with the study, medical IRB members answered predetermined scenarios as less dangerous compared to non-medical IRB members. Difference among researchers where also revealed significantly. Researchers answered predetermined scenarios as less dangerous compare to other department researchers, especially in predetermined scenarios containing procedures they are familiar with.

유아의 유능감이 숙달동기에 미치는 영향에서 어머니 과보호의 조절효과: 유아의 기질 유형에 따른 차이를 중심으로 (Effects of Young Children's Competence on Mastery Motivation Moderated by Mothers' Overprotective Parenting: Focus on Temperament Types of Young Children)

  • Objective: This study aims investigate the moderating effect of mothers' overprotective parenting in the influence of young children's competence, as determined by their temperament, on mastery motivation. Methods: An online survey was conducted on 429 mothers with children aged 3-5. The collected data was analyzed using K-means clustering in SPSS 23.0 and the Process macro Model 2. Results: Children's temperaments were categorized into four types : easy-active temperament, easy-inactive temperament, slow temperament, and difficult temperament. It was confirmed that children's competence directly affected their mastery motivation when they had easy-inactive, slow, or difficult temperament. It was also found that mothers' intrusive control had a direct main effect on object persistence when children had easy temperament, while there was no effect on mastery pleasure. The moderating effects of mothers' anxious protection on the pathway from children's competence to object persistence were significant only among children with a slow temperament. Conclusion/Implications: This study highlights the need for mothers to adapt their parenting behavior to their children's temperament type. The study confirmed partial moderating effects of mothers' overprotective parenting in the influence of children's competence, as determined by their temperament, on mastery motivation.

시군구 육아종합지원센터 웹사이트 서비스 현황 분석 (Analysis of Website Services of Support Center for Childcare of Districts)

  • 본 연구는 육아종합지원센터 웹사이트에서 수요자 중심의 온라인 서비스가 제공되고 있는지를 파악하기 위해 시군구 육아종합지원센터 69개소의 웹사이트 서비스 현황을 분석하였다. 웹사이트 서비스를 평가하기 위해 사용된 도구는 문인규(2005), 이명희(2004), 이충수(2009)를 바탕으로 수정 보완하였으며, 평가항목은 정보제공 서비스, 민원처리 서비스, 온라인 참여 서비스, 이용 편의성 서비스로 구성되었다. 연구결과를 살펴보면, 첫째, 정보제공 서비스의 측면에서 웹사이트는 기관 소개 및 주요사업 안내 항목과 관련 사이트 안내 항목 순으로 높게 나타났다. 둘째, 민원처리 서비스의 측면에서 웹사이트는 민원게시판 운영 항목과 민원처리 결과 고지 항목 순으로 높게 나타났다. 셋째, 온라인 참여 서비스의 측면에서 웹사이트는 온라인 신청 및 예약 기능 항목이 가장 높게 나타났다. 넷째, 이용 편의성 서비스의 측면에서 웹사이트는 자료의 통합검색 기능 항목과 사이트 맵 기능 항목, 그리고 개인정보보호 관련 기능 항목 순으로 높게 나타났다. 이를 통해 시군구 육아종합지원센터 웹사이트는 수요자와 소통하기 위한 다양한 서비스 기능을 시도하고 있는 것으로 나타났다. 본 연구는 육아종합지원센터 웹사이트의 서비스 구성내용과 문제점을 파악하고, 보다 체계적이고 효율적인 웹사이트 서비스 구축에 대한 시사점을 도출하는데 기여하고자 하였다.

소아승낙 현황조사와 소아청소년과/소아신경과 전문의를 대상으로 면담조사를 통한 소아승낙서 공통기준 수립 연구 (Research to Establish a Common Standard for Assent by Assessing the Current State of the Assent Process and Conducting Interviews with Pediatrician/Pediatric Neurologist)

  • Purpose: The purpose of this study is to investigate the current status of pediatric assent in nationwide hospitals and to assess the children's comprehension for pediatric assent by interviewing pediatricians/pediatric neurologists to determine whether children of the age (elementary and middle school students) can understand the purpose, risks, benefits, and concepts of voluntary participation in clinical research described in the assent form, and to help improve the administrative efficiency of multicenter clinical trials. Methods: The status of pediatric assent was surveyed online using Google Forms at 141 university hospitals with administrative staff who are members of the Institutional Review Board (IRB) administrative staff subcommittee with in Korean Association of Institutional Review Boards (KAIRB). Additionally, face-to-face interviews were conducted with 7 pediatricians/pediatric neurologists. Survey and interview responses were summarized using descriptive statistics. Results: Out of the 141 institutions surveyed, 35 institutions (24.8%) responded. Among them, 30 institutions (85.7%) reported having age criteria for acquiring pediatric assent forms in the case of children. The age range for pediatric assent acquisition have been from 7 years old to 12 years old (15 institutions, 50%), and from 7 years old to 15 years old (7 institutions, 23.3%). Nine institutions (25.7%) have had criteria for obtaining both parents' consent in cases involving the participation of children. Nineteen institutions (54.3%) have had checklists or guidelines available for use by IRB members in study protocols involving vulnerable research subjects. Three pediatricians/pediatric neurologists have believed that upper-grade elementary school students (5th-6th grade) could comprehensively understand informed consent forms. Two have believed that middle school students would be able to understand them if they included personal information. Two pediatricians/pediatric neurologists have believed that even lower-grade elementary school students (1st-4th grade) could understand the explanations if they were made simpler. Conclusion: It is suggested that not only elementary school students (7-12 years old) but also middle school students (13-15 years old) should receive pediatric assent forms, as it would facilitate a comprehensive understanding of the forms. To enhance the comprehension of assent form content, it is necessary to use age-appropriate words, language, and expressions in the forms hospital. It is also recommended to create comics or videos to make the content of the assent forms more accessible for children.
