The risk assessment is the qualitative or quantitative evaluation of the risk posed to human health and the environment by the actual or potential presence or release of hazardous substances, pollutants or contaminants. The environmental impact assessment (EIA) is assessed by the environmental criteria, and risk assessment is assessed by the risk rate. Risk rate based on dose-response values may not be easy to apply on regulatory basis like EIA for uncertainty. Internationally there is an example of OECD program. Risk assessment of High Production Volume (HPV) Chemicals has started since the OECD Program with the 1990 Council Act on the Co-operative Investigation and Risk Reduction of Existing Chemicals. These HPV chemicals include all chemicals produced or imported at levels greater than 1,000 tonnes per year in at least one Member country or in the European Union region. The SIDS called the Screening Information Data Set is regarded as the minimum information needed to assess an HPV chemical to determine whether any further work should be carried out or not. All the data elements of SIDS including assessment for environment and health are prepared as three formats of the full SIDS Dossier, the SIDS Initial Assessment Report (SIAR), and the SIDS Initial Assessment Profile (SIAP) of an HPV chemical. In 1998 the global chemical industry through the International Council of Chemical Associations (ICCA) has joined to work with OECD. The OECD has assessed approximately 1,000 chemicals from 1991 through 2004 with ICCA. Till the February of 2005, 592 chemicals of those chemicals completed SIDS reports. Member countries have been targeted the goal of 1,000 new chemicals from 2005 to 2010 and Korea shared 36 chemicals from the 1,000 new chemicals. Currently Korea has completed SIDS reports of 7 chemicals among sponsored 24 chemicals. In conclusion SIDS project will be linked to national program for outputs application with more reliable production. Both the OECD and industry will carry out their commitment to complete assessments for more and the remaining chemicals assessment. The major outputs will contribute to cope with international chemical management.
Effluent treated by an NaDCC injection method in Ballast water management system (BWMS) contains reactive chlorine species and disinfection by-products (DBPs). In this study, we conducted whole effluent toxicity (WET) testing and ecological risk assessment (ERA) to investigate its ecotoxicological effects on marine environment. WET testing was carried out for four marine pelagic and freshwater organisms, i.e., diatom Skeletonema costatum, Navicula pellicuosa, chlorophyta Dunaliella tertiolecta, Pseudokirchneriella subcapitata, rotifer Brachionus plicatilis, Brachionus calyciflorus and fish Cyprinodon variegatus, Pimephales promelas. The biological toxicity test revealed that algae was the only biota that showed apparent toxicity to the effluent; it showed no observed effect concentration (NOEC), lowest observable effect concentration (LOEC) and effect concentration of 50% (EC50) values of 25-50%, 50-100% and >100%, respectively, at three water condition, but did not show any significant toxicities on other biota. Meanwhile, chemical analysis revealed that the BWMS effluent contained total residual oxidants (TROs) below $0.03{\mu}g/L$ and a total of 25 DBPs such as bromate, volatile halogenated organic compounds (VOCs), halogenated acetonitriles (HANs), halogenated acetic acids (HAAs), chloropicrin and Isocyanuric acid. Based on ERA, the 25 DBPs were not considered to have persistency, bioaccumulation and toxicity (PBT) properties. The ratio of predicted environmental concentration (PEC) to predicted no effect concentration (PNEC) of the other DBPs did not exceed 1 for General harbor environment. However, four substances (Isocyanuric acid, Tribromomethane, Chloropicrin and Monochloroacetic acid) were exceed 1 for Nearship environment. But observed toxicity in the test water on algal growth inhibition would be mitigated by normal dilution factor of 5 applied for nearship exposure. Thus, our results of WET testing and ERA showed that the BWMS effluent treated by NaDCC injection method would have no adverse impacts on marine environment.
Water pollution in the lower reaches of the Namhan River is getting worse due to drought and a decrease in water quantity due to climatic changes and hence is affecting the water quality of Paldang Lake. Accordingly, we have used a water quality index (WQI) and statistical analysis in this study to identify the characteristics of the water quality in the lower reaches of the Namhan River, the main causes of water pollution, and tributaries that need priority management. Typically, 10 items (WT, pH, EC, DO, BOD, COD, SS, T-N, T-P, and TOC) were used as the water quality factors for the statistical analysis, and the matrix of data was set as 324 × 10·1. The correlation analysis demonstrated a strong correlation between Chemical Oxygen Demand (COD) and T-P with a high statistical significance (r=0.700, p<0.01). Furthermore, the result of principal component analysis (PCA) revealed that the main factors affecting the change in water quality were T-P and organic substances introduced into the water by rainfall. Based on the Mann-Kendall test, a statistically significant increase in pH was observed in SH-1, DL, SH-2, CM, and BH, along with an increase in WQI in SH-2 and SM. BH was identified as a tributary that needs priority management in the lower reaches of the Namhan River, with a "Somewhat poor" (IV) grade in T-P, "Fair" grade in WQI, and "Marginal" grade in summer.
This paper presents a discussion on lubricating oil filters. The maintenance of lubricating oil filters can improve the performance of mechanical systems and extend the service life of the lubricating oil. Therefore, the effective management of the lubricating oil can extend the service life of the machine and reduce maintenance costs. A representative method for managing lubricating oil is filtering the lubricating oil using a lubricant filter. However, effectively managing a lubricating oil using a lubricant filter requires an understanding of the related knowledge. In this paper, we present the definition, classification, characteristics, specifications, performance, and self-cleaning function of lubricating oil filters. The lubricant filters are classified based on the filter material, filtering method, filtering location, and amount of filtered fluid. Cellulose and glass fiber materials are conventionally used as materials for lubricant filters, and recently, metal materials, which show excellent durability, are being increasingly adopted. The filtering methods can be classified into physical, chemical, magnetic, and electric field methods, and the lubricant filters can be classified according to their location in the lubrication system. The beta ratio and efficiency of the lubricant filter can be determined based on the performance of the filter. Finally, there are many products or technologies that add a self-cleaning function to the filter to remove foreign substances or contaminants for efficient management.
2007년 6월 시행된 유럽 신(新)화학물질관리제도(REACH, Registration, Evaluation, Authorization and Restriction of CHemicals)에서 물질 제조자가 공급망 상 제공해야 하는 법적 의무 사항인 확장된물질안전보건자료(eSDS, extended Safety Data Sheet)에 대하여, 본 총설에서는 eSDS의 개념 파악과 함께 노출시나리오(ES, Exposure Scenario) 작성 방법에 대한 유럽의 개발 동향을 기반으로 노출시나리오의 구성요소 및 각 구성요소별 주요 입력정보 그리고 단계별 노출시나리오 작성 방법을 알아보았다. 노출시나리오 작성에 필요한 정보로는 용도기술어 시스템(UDS, Use Descriptor System), 작업조건(OC, Operational Condition) 및 위해성관리대책(RMM, Risk Management Measure)이 조사되어 이에 대해 구체적인 이해를 도모하였다. 근로자, 환경, 소비자를 평가 대상으로 하는 기존의 주요 노출 평가 툴의 특징을 살펴보고, REACH 하의 노출시나리오 생성을 실행하기 위해 유럽화학물질청(ECHA, European Chemicals Agency)에서 최종 개발하여 발표한 노출 평가 툴인 Chesar (Chemical Safety Assessment and Report tool)의 구성을 알아보았다. EU 집행위에서 개발한 유기용매 분야의 일반 노출시나리오 (GES, Generic Exposure Scenario) 사례를 소개하였고, 3단계로 구분할 수 있는 노출시나리오 작성 과정 중에서 국내 수출 중소기업에서 담당할 부분 및 활용 방안을 제시하였다.
Purpose: 최근 의료기관에 대한 객관적인 평가방법은 의료기관 인증제도를 시행하여 의료서비스에 대한 수요자의 신뢰성을 높이고 있다. 또한 핵의학 검사실과 진단검사의학 검사실도 국제적인 여러 종류의 인증제도를 채택하면서 검사실내의 안전관리에 관한 사항이 중요시 되고 있다. 핵의학과 혈액검사실에서도 검체에 의한 감염 및 방사성 동위원소시약을 비롯한 여러 유해환경에 노출되어 있으므로 직원 및 환자의 안전관리 영역에 많은 관심이 요구된다. 이에 본원 핵의학과 혈액검사실에서 실시하고 있는 직원 및 환자의 안전관리 활동에 대해 논해 보고자 한다. Material & Method: 본원 핵의학과 혈액검사실에서는 안전관리 책임자에 의해 전반적인 안전관리 사항이 제시되고 검사실 모든 직원이 이를 업무에 적용하고 있다. 정해진 규정에 따라 안전관리 교육을 정기적으로 실시하고 있으며, 검사 업무 중에는 개인 보호구 착용 및 손 위생을 시행하여 감염을 예방하고 있다. 또한 기술적 안전지침과 정전으로 발생되는 사고지침을 통해 유사시에 대비하고 있다. 감염관리 지침을 통해 감염 예방 및 감염 시 대비 요령을 숙지하고 방사성 동위원소 관리, 시약 사용에 대한 안전관리 및 유해화학 물질에 대한 안전 지침을 업무에 적용하고 있다. Result: 핵의학과 혈액검사실에서는 안전관리 규정을 업무에 적용하고 있다. 손 위생을 실시해야 하는 상황에서 손 씻기를 시행하여 직원 및 환자 간 감염을 예방하고 있으며, 검체에 의한 감염을 예방하고자 개인 보호구 착용을 하고 있다. 혈액검사실 내에서 사용하고 있는 시약에서 유해물질로 분류된 시약은 쉽게 알아 볼 수 있도록 분리하여 보관하며 방사성 폐기물 및 일반 의료 폐기물도 효율적으로 안전한 관리를 하고 있다. 이와 같은 많은 안전관리 활동을 통해 직원들은 안전관리 의식이 향상 되었으며 환자들은 여러 위험으로부터 보호되고 있다. Conclusion: 핵의학과 혈액검사실 직원은 안전관리에 대한 규정을 충분히 숙지하고 업무에 적용해야 한다. 더 나은 안전관리에 대한 제안이 나오면 검토하여 적용하고 직원 및 환자의 안전관리에 대한 질적 향상을 높여야 할 것으로 사료된다.
화학성 폐렴은 유독한 화학물질의 흡입 혹은 흡인으로 발생한다. 황화수소는 자연적으로 발생하기도 하지만, 석유 정제, 약품 제조 과정 등에서 발생하여, 고농도로 노출될 경우 화학성 폐렴을 일으킨다. 두 명의 근로자가 제약회사의 폐수처리장에서 작업하던 중 황화수소가 포함된 혼합가스에 노출된 후 의식을 잃었다가, 구조된 이후에 의식은 회복되었으나, 호흡곤란과 기침을 호소하며 내원하였다. 단순 흉부 방사선 검사 및 고해상도 전산화 단층촬영에서 폐침윤이 관찰되어, 화학성 폐렴으로 진단하였고, 동맥혈가스 분석에서 저산소혈증을 보여 산소공급 및 보존적 치료 후 임상 및 방사선학적으로 회복되었다.
Background: The types and effects of hazardous pollutants in indoor air may vary depending on the characteristics of the sources and pollutants caused by physical and chemical properties of buildings, the influence of outdoor air, and the exposure and use characteristics of residents. Objectives: This study was conducted to provide basic data on the establish of indoor air quality management for different classes of public-use facilities by presenting the characteristics of concentration distribution of hazardous pollutants by different public-use facilities and the status of the excess proportion of exceeding standards. Methods: This study analyzed self-measurement data from public-use facilities taken from 2017 to 2019 A total of 133,525 facilities were surveyed. A total of 10 types of pollutants that have maintenance and recommended standards stipulated in the Indoor Air Quality Control Act from the Ministry of Environment were investigated. The excess proportion and the substances exceeding the criteria for each type of public-use facilities for these pollutants were investigated. Results: As a result of the analysis of the proportion of exceeding the standard for each type of public-use facility, the facilities with the highest excess proportion of the standards for each hazardous pollutant were: PM10 in railway stations (8.93%), PM2.5 in daycare centers (7.36%), CO2 in bus terminals (2.37%), HCHO in postpartum care centers (4.11%), total airborne bacteria in daycare centers (0.69%), CO in museums (0.1%), NO2 in postpartum care centers (1.15%), Rn in museums (0.78%), total volatile organic compounds in postpartum care centers (7.20%) and mold in daycare centers (1.44%). Conclusions: Although uncertainty may arise because this study is a result of self-measurement, it is considered that this study has significance for providing basic data on the establishment in the future of indoor air quality management measures customized for each type of public-use facility.
반도체 공정 중 PR (Photo Resist) 공정은 여러 인화성 물질을 혼합하여 사용하는 공정으로, 공정 장비가 Clean Room 내 설치되어 인화성 물질이 누출되는 경우 질식, 화재, 폭발 사고로 이어질 위험성이 크므로, 물질 누출시 발생할 수 있는 사고에 대한 영향을 분석하고, 작업자들의 안전을 보장할 수 있는지 평가하는 것이 필요하다. 본 연구는 FLACS CFD - Fire Module을 이용하여 10개의 누출, 화재 시나리오에 대한 CFD Simulation을 통해 Clean Room 내부 가상으로 설정한 Monitor Point에서의 복사열 및 온도 변화 값을 확인하였다. Clean Room 내부에서 발생한 화재는 층간 구조물에 높은 복사열을 전달하지만, 그 범위가 상당히 제한적이며, 단일 화재 사고로 인해 붕괴될 가능성이 희박하다. 화재 사고로 인해 탈출구로 이어지는 2 곳의 계단이 동시에 높은 복사열에 노출되는 시나리오는 없어, 화재 발생시 작업자가 탈출 가능하였다. 또한 복사열 및 온도 상승의 수준은 아래층으로 이동하면서 급격하게 낮아지는 것을 확인하였으며, API 520의 기준에 따라 작업자가 30초 동안 버틸 수 있는 복사열인 6.31 kW/m2에 노출된 작업자도 화재가 발생한 Clean Room 내부에서 충분히 탈출할 수 있음을 확인하였다.
각종 국제협약의 채결 및 개정안에 따라서, 특히 73/78 국제해양오염방지협약에 의하여 제정되고 개정되어 온 해양오염방지 협약과 같은 국내법들을 살펴보고 국제협약들의 주요 내용과 비교하였다. 그리고 현존의 국제협약 또는 새로운 국제협약의 새로운 내용 및 최근의 개정내용에 따라서 해양오염방지법과 같은 현행 국내법을 개정하거나 새로운 국내법을 제정하는 몇 가지 대안을 제시하였다. 73/78 국제해양오염방지협약의 부속서 6장을 최근에 대기환경보전법으로 수용하지 않고 해양오염방지법으로 수용하였다. 선박 밸러스트수 배출을 통한 외래유해생물종의 침입을 방지하고 국내 해양생태계와 연안환경을 보호하기 위하여 선박밸러스트수침전물관리협약을 해양오염방지법으로 수용하거나 새로운 법을 제정하여 수용하여야 한다. 선박의 유해한 방오시스템 통제를 위한 국제협약을 유해화학물질관리법으로 수용하기보다는 해양오염방지법으로 수용하여야 한다. 선상 잔유 유성혼합물의 빌지수를 함유한 해철유조선을 선진국에서 개발도상국이나 후진국으로 국가 간 이동하는 것을 방지하기 위하여 유해화학물질의 국가간 이동을 규제하고 금지하는 바젤협약올 해양오염방지법으로 수용함으로써 종국적으로는 세계의 해양환경보전에 기여하여야 한다.
