To improve maritime security and enhance international shipping commerce within US ports in addition to ISPS (International Ship and Port Facility Security Code), the TWIC (Transportation Worker Identification Credential) program is working on the maritime field from the October 15, 2008 in the United States. In this paper, the program is reviewed and investigated in terms of goal, benefit, solution, and related legislation so forth In addition, other maritime security programs including MMD (Merchant Mariner Document), FAST (Free and Secure Trade), SIDA (Security Identification Display Areas). and Air Cargo security program was analyzed and compared in order to obtain relationship and difference with the program in terms of enrollment frequency, list and method of security check, and profile of each program As a result of this paper, the program is mostly to improve maritime security, protect individual privacy, and enhance commerce rather than other programs.

The purpose of this study is the making of standard which is optimal region selection for the creation of the naturally favorable waterfront area. We surveyed data of twenty two site in Korea where are managed KARICO(Korea Rural Infrastructure Corporation). Three different evaluation methods, simple score give method, subjective evaluation method, and check-list method were used. We were divided into "the highest priority area in consolidation rank", "the priority area in consolidation rank", the other area in consolidation rank". Thus, the object areas for consolidation of environment friendly canals will be chosen as in an objective manner and they will be good use of the long-term plan for consolidation of environment friendly canals.

Although UCI Identification metadata is not represented in the UCI syntax, it means a set of elements that enable users to easily and quickly identify. Against this backdrop, we research on how to design identification metadata for UCI. First of all, we check ISO/IEC 11179 and compare this with UCI properties. And then we defines nine components (such as UCI, Identifier, Title, Type, Mode, Format, Contributor, ContributorEntitiy, and ContributorRole) as elements of the identification metadata and establish encoding scheme with several parts (such as List of Encoding Scheme, Encoding Scheme of Identifier, Encoding Scheme of Type, Encoding Scheme of Mode, Encoding Scheme of Format, and Encoding Scheme of ContributorRole).

Children from low-income families are vulnerable to variable psychological and emotional stress related to financial issues and dysfunctional families. The subjects were 15 1st to 3rd graders who were low on the Self Esteem Scale (SES). They were attending an after-school center for elementary school students. They participated in three art therapy groups from April to October 2005. Children's depressive symptoms and self-esteem were assessed using the Children's Depression Inventory (CDI) and an observational check-list. Results showed that the group art therapy program brought about significant effects on increasing self-esteem of the children and reducing depressive symptoms, showing that group art therapy can facilitate emotional and psycho-social growth of children from low-income families and can be developed in family-based community programs.

Although installations and usages of gang-form that has advantages of preventing fall disaster, the serious disasters from gang-form occur every year. This research focused on the continuous prevention of disasters in construction of outer wall of apartment working site through step by step safety management worker's checking table. The result is the worker's checking table for safety management in apartment gang-form works, through safety guidelines case studies, interviews with safety management experts and then extracting a check list.

Purpose : The purpose of this study was to compare stress and psychological status between a stroke and a fracture patient's caregivers. Methods : Data was collected from September to December 2018 and participants of this study were 60 stroke and 61 fracture patient's caregivers. Stress was evaluated with the Global Assessment of Recent Stress scale-Korean Version and psychological status was measured with the Symptom check List-90-Revision. Results : The stroke patient's caregivers scored significantly higher than the fracture patient's caregivers in stress relevant to interpersonal, change in relationship, sickness or injury, financial, change/no change in routine (p<.05). The stroke patient's caregivers scored significantly higher in somatization, interpersonal sensitivity, depression, anxiety, paranoid ideation, and psychoticism than the fracture patient's caregivers (p<.05). Conclusion : It was found that the severity of mental health in the stroke patient's caregivers is necessary to develop a customized mental health improvement program for stroke patient's caregivers.

The improvement of quality is a continuous process and one of the main objectives of the Statistical Strategy launched by the Korea National Statistical Office (KNSO) is the enhancement of the quality of Korea national statistics. In this paper, we define the processing statistic, classify the Korea national processing statistics, and develop the quality indicators and check list for assessing the national processing statistics of Korea. During its development, the indicators has been discussed with the processing statistic managers of the KNSO and the checklist tested in a pilot study covering a variety of processing statistic areas.

본 연구는 고품질의 수문정보를 생산하기 위한 수문정보화의 일환으로서 수기로 작성하여 관리해오던 관측시설 점검대장의 데이터베이스를 구축하고, 관측시설 유지관리 업무을 표준화 하여 업무의 효율성과 정확성을 제고할 수 있는 관리시스템을 구축하였다. 또한 관측시설의 점검내용과 점검결과 그리고 시설개량 및 보수 사항 등을 시스템에서 처리할 수 있도록 하여 업무의 효율성을 높이고 이를 타 홍수통제소에서의 적용가능성도 제시하였다. 점검내용의 처리는 인터넷을 이용하여 입력이 가능하도록 인터넷용 입력 프로그램도 구축하였다. 향후 타 홍수통제소의 의견이 반영된 시스템 확장 및 고도화가 요구되며, 점검업무의 계획, 실행, 입력, 결과 등 업무처리 방법 및 제도의 개선이 필요하다고 판단된다.

One drawback of polar codes is that they are not universal, that is, to achieve optimal performance, different polar codes are required for different kinds of channel. This paper proposes a polar code construction scheme for Nakagami-m fading channel. The scheme fully considers the characteristics of Nakagami-m fading channel, and uses the optimized Bhattacharyya parameter bounds. The constructed code is applied to an orthogonal frequency division multiplexing (OFDM) system over Nakagami-m fading channel to prove the performance of polar code. Simulation result shows the proposed codes can get excellent bit error rate (BER) performance with successive cancellation list (SCL) decoding. For example, the designed polar code with cyclic redundancy check (CRC) aided SCL (L = 8) decoding achieves 1.1dB of gain over LDPC at average BER about 10^-5 under 4-quadrature amplitude modulation (4QAM) while the code length is 1024, rate is 0.5.

Design phase VE that is mandatory conducted in public construction project more than 10 billion won in accordance with the relevant laws and regulations has been activated in domestic application case of Value Engineering. But construction VE has been applied in specific project. Therefore, this study aims to deduce problems of poor performed construction VE through review of precedent researches and depth interviews of expert group. As one of the improvements this study suggest that a building plan which is VE process leading VET/CM.
