전자상거래 분쟁해결을 위한 우리나라 온라인 조정제도의 발전방향 (The Directions for the Development of Korean Online Mediation System for e-Commerce Dispute Resolution)

  • The present study reviewed the meanings of mediation and the roles of mediators, and examined the necessities of online mediation system, prerequisites for the settlement of the system, foreign cases of promoting online mediation and the current state of online mediation in Korea. It also identified problems in the mediation system in Korea and, based on the analysis of problems, discussed directions for the development of Korean mediation system in broad perspective. Directions for the development of Korean online mediation system suggested in this study can be summarized as follows. Firstly, the government must make an unsparing investment in order to activate online mediation system in Korea. Secondly, from the aspect of online mediation procedure, it is necessary to introduce online mediation system in combination with online seal system or certification marks. Thirdly, the judicial circle must take an amicable attitude toward ADR system and, furthermore, it is necessary for the court to be active in introducing various ADR systems. Fourthly, it is necessary to establish an integrated mediation system for the efficiency of mediation and cost saving. Fifthly, mediators must be provided with systematic and exhaustive periodical retraining programs. Lastly, it is necessary to help people to recognize that mediation system is a better service than other forms of dispute resolution procedure and particularly to enhance users' confidence in online mediation through advertising its advantages and safety. Moreover, in order to make e-commerce-related online dispute resolution available to everybody, it is necessary to overcome language barriers by establishing perfect service systems including automatic translation system in the governmental dimension.

무작위 분할 영상과 결합변환 광 상관기를 이용한 암호화 시스템 (Optical encryption system using random divided image and joint transform correlator)

  • 본 논문에서는 키 영상과 암호화 영상의 암호화 수준을 동등하게 하기 위해서 분할 영상을 제작하여 결합변환 상관기의 주파수 영역을 이용한 광 암호화 시스템을 제안하였다. 제안한 암호화 과정은 원 영상의 반조 영상을 만들고 이를 시각 암호화를 이용하여 두 개로 나누어 분할 영상으로 만든다 두 개의 분할 영상 각각 위상변조 한 후 위상변조된 무작위 영상을 곱하고, 이들을 각각 푸리에 변환하여 두 개의 최종 암호화 영상을 얻는다. 그 두 암호화 영상 중에 하나를 복호화 키로 사용하여 진위 여부를 판별하게 된다. 제안한 방법에 의해 제작된 암호화 영상은 1차로 시각 암호화를 이용하여 암호화시키고 2차로 위상변조된 무작위 영상을 곱해서 암호화하므로 복제와 위조를 통한 위상정보의 유출에도 원 영상의 복원을 막을 수 있으며, 원 영상 재생에 결합변환 상관기의 주파수 영역을 이용하기 때문에 시스템 구성이 간단하며 두 암호화 영상 중에 특정한 영상을 복호화 키로 쓰지 않아도 된다. 본 논문에서는 컴퓨터 모의 실험을 통해 제안한 방법의 타당성을 확인하였으며 잡음에 대한 영향을 분석하였다.

조선초기 공기록물(公記錄物) 관리제(管理制)의 개편 (The Reformation of the Public Record Management System in Early Chosǒn Dynasty)

  • $Chos{\check{o}}n$ Dynasty was governed by the words of king, however, if they were not announced by the form of public document, they were useless. Therefore, the form of public document was the symbol of governing activity, and it was very important to manage the public record in operating the nation affairs. However, the point we should consider is that $Chos{\check{o}}n$ Dynasty, in the case of managing the public record, edited 'the original' instead of preserving them. And so, the preservation of the public record was deeply related to the editing of history. In Late Korea dynasty, the management of the public record got into utter confusion and so many troubles were occurred. In order to resolve these problems, the movements which innovated the public record managements system was gradually extended. This movements were continued in $Chos{\check{o}}n$ Dynasty. Finally, through the several modification procedures, the rules of public record management were legislated by 'Kyong Kuk Dae Jeon'(經國大典). Especially, by laws of 'Kyong Kuk Dae Jeon', not only the daily records of Secretary Department(承政院) but also the important documents which was related to the government branch should be booked in the last decade of the year and the number of the books had to be reported to the king. This rule made certification of the fact that the king was the last confirmer of the public record management. In addition, through the procedure of printing the record of the national affairs, and the diplomatic once in three years, and then preserving that public record in the National Department(議政府), other departments responsible and the archives, the National Department practically took part in the public record management. The management system was also changed in order that the public record was virtually used and consulted before taking the procedure of immortal preservation. All public documents were classified by the definite rule and filed in a same volume. After classifying and filing, certainly, for making convenience of reference and application of public record, records were indicated by the paper card. It may be that, after the step of reference, application and indicating, the public documents were gradually transferred to the next step. In these procedures, Early $Chos{\check{o}}n$ public documents system was confirmed.

수송류 항공기용 금속계 제동패드의 다이나모시험 절차 (Dynamometer Test Procedure of Metal Brake Pad for Part 25 Aircraft)

  • 본 연구에서는 국내 및 미국의 항공기 기술기준과 기술표준품 표준서를 분석하여 수송류 항공기용 금속계 제동패드의 비행시험 인증을 위한 합치성 증명 시 요구되는 다이나모시험절차를 도출하였다. 제동장치의 설계개조는 중대한 변경으로 분류되어 부가형식증명 및 부품등제작증명이 동시에 요구된다. 다이나모시험 항목은 미국의 제동장치 기술표준품 표준서인 TSO-C135a 규정에 따라 비행시험의 적합성을 판단하는 기준으로 비행시험 시 요구되는 주요 시험항목 중 설계착륙-정지 시험, 가속-정지 시험 및 최대 하중상태의 착륙-정지 시험을 선정하였다. 다이나모시험 조건은 항공기 제조사가 제공하는 주요 사양에 따라 정해지며, 제동패드의 조건, 감속도 및 시험횟수 등은 TSO-C135a 규정에 따라 정의하였다.

  • Recently, the certification procedure for exhaust emission regulation of LDV has tested with the NEDC mode in the laboratory. But the on-road exhaust emissions exceed the standard emission limits. Therefore, it is important to analyze the real-driving emissions (RDE) with a portable emissions measurement system (PEMS). In present study, the on-road emissions were measured with a PEMS and evaluated by moving averaging window (MAW) method. Also, it was compared with the $CO_2$ and $NO_x$ emissions for real-driving and test modes from euro-6 light-duty vehicles equipped with SCR and LNT systems. In results, on-road $NO_x$ emission has been 2.3-10.0 times higher than the standard $NO_x$ emission limit on NEDC mode. The reason was that the test modes did not reflect traffic and various real-driving patterns sufficiently.

  • For the development of software industry, offers an expanded software authentication scheme caused by the unauthorized copying of software is to reduce the damage to software developers, retail sales and to promote the development of the software industry was studied. Serial Number of the current software registration is conducted in such a simple verification procedure if the Serial Number only illegal and can be installed on multiple computers, such as program code to allow third parties to enter the Serial Number, or the extract can be used without is a reality. The proposed extension to the software authentication system when you install the software, my phone authentication and MAC Address Authentication Service introduced to distinguish normal user, the user of the MAC Address of the server and software development company that was sent to the registered MAC Address of the computer to be run only by the use of genuine software and to make unauthorized copies of software generated by the software developer can reduce the damage of the proposed plan.

소 수정란의 전염성질병 예방 (Infectious Disease Control of Bovine Embryos)

  • Based on the current importing and exporing regulations for disease control of embryo transfer, some important microorganisms and their control possibilities are reviewed. The results reviewed were sumrnarized as follows: 1. Regulations regarding to the import of embryos vary between importing and exporting countries, but exporting countries examine the donor and embryos for the heaith certification by the requirements of importing countries. 2. Organisms that infect the gametes are 5 kinds of viruses and the diseases caused by them could not be controlled or eradicated using embryo transfer. 3. Organisms that do not infect the gametes are 4 kinds of viruses and the causal organisms are potential candidates for control or eradication by embryo transfer. 4. Organisms that penetrate the zona pellucida and infect the embryo are 6 kinds of viruses including bovine viral diarrhea virus. 5. Organisms that cannot penetrate the zona pellucida or do not infect the embryo are 15 kinds of viruses and the removal from their contaminations are recommended by proper washing procedure and antisera treatment. Bovine and porcine parvovirus, porcine pseudorabies virus and vesicular stomatitis virus are included in these organisms. 6. Bovine embryos that artificially exposed to various pathogenic organisms such as bovine herpes virus, IBR virus, bluetongue virus, bovine viral diarrhea virus and Brucella abortus in vitro are discussed about their infection by several treatments.

비행시험을 통한 경비행기의 속도계 보정 (Airspeed Calibration of a Light Airplane via Flight Test)

  • This paper presents the flight test procedure and the results for the airspeed indicator calibration of a light airplane the name of ChangGong-91, which is the first type certified aircraft from Korean Ministry of Construction and Transportation, as a part of the flight test validation to get the certification. The flight tests for airspeed position error calibrations are conducted using tower fly by method in order to calibrate swivel head testboom which is attached to the right wing tip of the airplane. Also system to system method is applied in order to calibrate the airspeed indicator of the cockpit. The flight test is conducted at the basis of the 'Korean Airworthiness Standard' which is the regulation of Korean Ministry of Construction and Transportation. The airspeed error range for the testboom and the airspeed indicator are determined to $-0.75{\sim}+0.75$ knot and to $-4.0{\sim}+2.0$ knots, respectively. The calibration results are applied to ChangGong-91 Flight Operation Manual.

철도차량용 차륜 플레이트에서의 새로운 횡압 계측방법 (New Lateral Force Measurement Method of the Wheel Plate for Railway Vehicles)

  • Conventionally, to measure derailment coefficient of a railway wheel, strain gauges for lateral force measurement are attached to both side of the wheel. But narrow gap between railway wheel and traction motor makes it difficult to attache the strain gauges at the inner side of wheel. In this study, to overcome the hard accessibility to the strain gauge points by narrow gap, a new Wheatstone bridge connection method is presented by attaching all the strain gauges at the outer side of wheel with a new bridge connection. We evaluate the running safety of railway vehicles in accordance with railway safety regulations. The experimental results obtained shows higher sensitivity than conventional methods and the derailment coefficient measurement procedure becomes simpler.

인체보호용 헬멧의 구조 및 기술 (Structure and Technology of Personal Protection Helmets)

  • The helmet is an imperative personal protective equipment. This protective device must be able to guard the human head against potential risks. Helmets are classified according into the purpose of use; therefore, the required performance and specifications depend on the type of products. Military helmets are intended to protect the wearer's head from bullets and shrapnel. Generally, lightweight super fibers and fiber reinforced composite materials are used as helmet shell materials, and NIJ STD of U.S. Department of Justice is most widely used as international standard related to bulletproof helmets. Safety helmets are widely used for industrial application and sports leisure. In general, the performance of shock absorption must be ensured, and various lining systems are applied in material, design, and combination methods. Evaluation standards have also been classified and strictly controlled for each purpose; therefore, it is difficult to certify with the existing standards such as the recently developed convergence helmets. However, it is possible to launch the product through a separate national integrated certification procedure.
