국내의 정보화 프로젝트 개발 소프트웨어가 대형화되고 복잡화됨에 따라 개발 업체의 소프트웨어 프로젝트 품질이 매우 중요해지고 있다. 프로젝트 품질 평가 심사 모형인 CMM 등으로 개발 사업자의 프로젝트 수행능력이 평가되고 있다. 따라서 개발 사업자들은 CMM 등급 인증획득 또는 등급을 올리기 위한 노력을 기울이고 있다. 그러나 인증의 신뢰성에 대하여 논란이 되고 있는 시점에서 프로젝트 품질 인증의 제도가 프로젝트 품질에 차이를 나타내는지에 대한 연구와 CMM등급 인증과 기업 문화의 적합이 프로젝트 품질 성과에 차이를 나타내는지에 대하여 연구를 수행하였다. 연구 결과, CMM인증 등급이 높고 기업문화의 개방성이 높은 조직이 프로젝트 품질 성과가 높은 것으로 나타났다. 프로젝트 품질 성과를 높이기 위해서는 CMM인증 등급도 중요하지만 품질을 위한 기업 문화의 개방성을 높여나가는 것이 매우 중요한 것으로 나타났다.

정보보호 관리체계(ISMS)와 개인정보보호 관리체계(PIMS)는 인증제도의 준비를 위해 소요되는 시간과 비용을 줄여달라는 요구에 따라 정보보호 및 개인정보보호 관리체계(ISMS-P) 인증제도로 통합되었다. 인증제도 통합으로 제도 운영자는 ISMS-P 인증제도 관리의 용이성을, 인증 대상기관은 인증취득 및 유지의 간편함이라는 장점을 얻을 수 있게 되었으나, 모든 유형의 인증 대상기관에 동일한 인증기준을 적용하면서 생기는 인증 대상기관별 인증기준 적용기준의 모호성과 인증 대상기관에게 과도한 관리체계 운영을 요구하는 인증기준 통제항목의 모호성, 인증 대상기관에 적용해야 할 법적 근거가 모호한 문제점이 발생하였다. 이러한 문제점을 개선하기 위하여 본 논문에서는 사례연구를 통해 인증기준을 적용하는 인증 대상기관의 유형 구분, 인증 대상기관의 유형에 따라 인증심사 시 적용하는 통제항목의 변경, ISMS 인증만 취득하려는 기관에 대해서는 ISMS-P에서 적용하는 통제항목을 제외하는 세 가지 해결방안을 제시하였다. 본 논문은 효율적인 인증제도의 운영을 위한 방안을 제시하고 향후 ISMS-P의 인증제도에서 발생하는 문제점을 개선할 수 있는 근거로 활용될 수 있을 것이다.

In modern society, the use of small rotary-wing unmanned aerial vehicles such as drones is increasing. As the military considers tactics using drones, demand for drones is increasing. However, there is still no airworthiness certification standard for drones for safety. In this paper, we proposed airworthiness certification standards for small rotorcraft unmanned aerial vehicles based on CS-LURS in Europe and STANG-4703, 4738 (draft) of the North Atlantic Treaty Organization. In addition, airworthiness certification standards have been strengthened through the case of unmanned aerial vehicle accidents in operation by the Korean military. The airworthiness certification standards for small rotary-wing unmanned aerial vehicles will be supplemented through a demonstration project.

The ICAO AMO global recognition system will be instituted in 2024, with the aim of reducing the certification and surveillance burden on aviation authorities and approved maintenance organizations (AMOs). If the domestic AMO certification and surveillance system is internationally recognized through this system, it may facilitate the rapid development of the domestic MRO industry in South Korea. To ensure international recognition of the domestic AMO system, the AMO surveillance and regulation system must be improved. This study reviewed ICAO policies, standards, guidelines, and leading aviation authorities' regulations and systems with regard to maintenance organization certification and surveillance, and a comparative analysis with the domestic system was conducted. From this, gaps in aviation safety inspection personnel training, qualification, and surveillance were identified, and measures for improving inspection personnel training and organization certification and surveillance system maintenance were elucidated to preemptively respond to the ICAO AMO global recognition system.

러시아 정부는 세계 3위의 민간항공기 생산 강국을 목표로 민간항공기 제작기술 및 첨단 소재 확보를 위해 외국과 생산 제휴 등 전략적 협력을 확대하는 중이다. 또한 러시아 정부는 항공기 제작산업의 발전을 지원하고 항공 인증 조직을 개편하여 체계적인 항공안전 확보를 추구하고 항공제품 수출을 위한 국제협력과 인증활동에 많은 노력을 기울이고 있다. 국가 간에 민간항공기 안전 및 인증분야의 협력체계를 구축하기 위해서는 전반적인 인증시스템에 대한 상호간의 이해와 신뢰를 구축하는 과정이 요구된다. 따라서 본 연구에서 러시아의 항공기 인증조직, 법령체계, 인증절차를 분석하여 러시아의 항공기 인증체계에 대한 이해를 돕고자 하였다.

The AS9100 aerospace standard has become the aerospace quality management system standard instead of ISO9001 and MIL-Q-9858A by international aerospace manufacturing companies. The organization which adopts AS9100 standard is to be certified by an independent third party certification body as IAQG requests. The quality management system certification assessor shall utilize the AS9101 standard prepared by IAQG to assess AS9100 organization. In this paper, AS9101 quality system questionnaire is analyzed and scoring method which characterizes AS9101 is reviewed. Score attained can be utilized as an organizational quality index. Practical data gathered by certified assessors from 2002 to 2007 are analyzed and suggested to improve the organization's system operational efficiency based on the analysis results. Suggestions can be utilized by any organization to prepare assessment or to enhance the level of quality system maturity. This study is applicable to the future as well as present aerospace manufacturing activities throughout the world.

Lately, the importance of social responsibility of venture companies is becoming highlighted in Korea.This study is to empirically suggest that the practice of social responsibility by venture companies will become the foundation for formation of the organizational trust and for the sustainable growth of the organization. The certification on social responsibility for venture companies has been conducted for past five year and based on the research on difference of organizational validity on companies that are certified and non-certified by its practice of social responsibility, we've found organizational trust difference in two groups; the companies that already formed organizational trust did not have new mediation effect due to organizational commitment but the non-certified companies that did not have organization trust created new medication effect from organizational commitment. This can be understood that the organizational commitment effect through social responsibility is already formed for companies that have created organizational trust through social responsibility certification. The organizational infrastructure is needed for sustainable growth and development of an organization; therefore, the differentiated organizational trust for social responsibility certified organization will become the infrastructure for growth of the certified organizations.

With the expansion of E-commerce, Public Key Infrastructure (PKI) solutions are requited to resolve Internet security problems. But the certification mechanism for each organization has been independently developed under its own circumstances, so the cooperation of heterogeneous certification mechanisms must be carefully taken into account. In this paper, we propose an efficient protocol for the cross certification based on the path validation. The proposed “cross certification gateway” provides flexibility and convenience with the initial establishment protocol for the cross certification among different certification domains.

In order to advance into the MRO industry, the Aviation maintenance organization with suitable for the standards for personnel, facilities and operations should be first approved by FAA and EASA. The purpose of study is designed to arrange the standards required for personnel, facility, operation rule for approval of Repair Station maintenance organizations certified by FAA PART 145 of the US Federal Aviation Regulation. Also to consider the following differences through the comparative analysis with domestic AMO certification of the information in the Management, Maintenance Process, and Quality System for approval of maintenance organization authorized, the additional EASA PART 145. As a comparative analysis on maintenance organization certification in the country between FAA and EASA, this study could show us that domestic maintenance organization, certified manual contents are used by applying just many of the FAA system. And we could know that as part of the EASA maintenance organization certification process, airmen personnel were relatively systematically segmented and controlled. For domestic maintenance organization certification, operational as policy implications we would like to present policy implications such as the implication of rating system of Aviation Mechanic License like EASA, the financial support of the training center to resolve the shortage of the FAA or EASA license holders, operational organization as "CAMO" for systematic aviation mechanic certified system should be required, continued construction of hangar or MRO for airworthiness repair under Governmental support, and varied application of DER system from FAA accordingly.

As more and more companies pursue ISO 9000 certification, the adaptation of ISO 9000 has brought about some significant positive effects to domestic quality systems However, somenegative results occurred in domestic industries rushing to fulfill the requirements of these new quality systems. The primary objective of this research is to provide the efficient implemen tation process of ISO 9000 certification on the basis of total quality management concerning with ISO/ DIS 9000:2000, ISO/ DIS 9001:2000, ISO/DIS 9004:2000. this study has been conducted using the data collected from 325 Korean small and medium manufacturing companies which registered ISO 9000 certification in March 2000. The first, the adoption of a quality manage ment system needs to be a strategic decision of the organization. The design period of the adoption of a quality management system is influenced by the size of the organization, the products process, KS certification, the rate of management.
