영국의 지역주의와 지방분권화 (Regionalism and Devolution Policy of the United Kingdom)

  • 1997년 영국 하원선거에서 토니 블레어의 노동당은 압승을 거두었을 뿐만 아니라, 2001년에 있었던 총선에서도 승리함으로써 재집권에 성공하였다. 이러한 정치적 성공 오랫동안 쟁점이 되어온 지역주의와 깊이 연관되어 있으며, 특히 비(非)잉글랜드 지역 유권자들의 '뉴 레이버'의 지방분권화 정책에 대한 지지 덕분이었다. 하지만 지역주의를 바탕으로 한 지역갈등을 중앙권력의 지방 이양을 통해 해소하려는 해법에 대해 최근 우려의 목소리도 적지 않는 것도 사실이다. 이 글은 영국의 지역주의 운동과 이에 대응한 지방분권화 노력을 논의하고자 한다. 이를 위해 영국의 연합왕국으로의 형성과정과 그 와중에서 제기되어온 지역적 민족적 갈등, 그리고 이후의 지역주의 운동의 전개양상을 살펴보고, 1997년 하원선거가 영국의 분권화에 미친 영향과 아울러 분권화에 따른 주요 쟁점과 장래의 국가 및 지역발전을 검토하고자 한다.

신유학(新儒學), 장횡거(張橫渠)의 기일원론(氣一元論)과 이동원(李東垣)의 내상학설(內傷學說) (Neo-confucianism(新儒學), Zhang Heng-qu(張橫渠)'s Qi-monism(氣一元論) and Li Dong-yuan(李東垣)'s Theory of Internal Injury(內傷學說))

  • Objective : This paper was designed to confirm the relation between Li Dong-yuan(李東垣)'s theory of internal injury(內傷學說) and Neo-confucianism(新儒學)'s academic orientation, particularly Zhang Heung-qu(張橫渠)'s 'Qi-monism(氣一元論)'. Method : Through a comparative literature review, I searched for the commonality between Li Dong-yuan(李東垣)'s theory of internal injury(內傷學說) and Neo-confucianism(新儒學)'s academic orientation, particularly Zhang Heung-qu(張橫渠)'s 'Qi-monism(氣一元論)', and also examined the difference in the meaning of 'Primordial Qi(元氣)' in Qi-monism and that Lee Dong-yuan proposed. Result & Conclusion : The central theme of Neo-confucianism, 'Staying on the Golden Path(允執厥中)', has a commonality with Li Dong-yuan's theory of internal injury that emphasized Primordial Qi, and the concepts of "Great Vacuity as Qi(太虛卽氣)", "Two Properties Inherent in a Single Object(一物兩體)", and "the Nature of Acquired Disposition(氣質之性)" have commonality with the concepts of "The Given from the Vacuity of Natural World(所受於天)", Up & Down Movement(升降運動), and Yin Fire(陰火) of Primordial Qi in Li Dong-yuan's theory of internal injury respectively. However, the concept of Primordial Qi in the Theory of Qi-monism refers to the building blocks of all things in the universe, whereas the concept of Primordial Qi that Li Dong-yuan proposed has no meaning of component of body but driving force that maintains the phenomenon of life.

기술사업화를 위한 연구개발센터의 역할 : 개발도상국의 사례 및 시사점 (The Role of R&D Center for Technology Commercialization : The Case and Implication to The Developing Country)

  • 기술사업화를 위한 연구개발 센터 조직은 크게 세 가지 단계로 구분된다. 첫째는 산업계의 문제를 해결하는 역량을 개발하는 것이며, 둘째는 선진국을 따라잡기 위해 수입된 기술을 창조적 모방을 통해 개발하는 것이다. 셋째 단계는 선진화된 지식창조 역량을 습득하는 것이다. 따라서 센터의 조직은 대학과 정부의 발전전략과 잘 연계되어야 한다. 본 연구는 개발도상국에게 연구센터의 개발을 통해 경제개발과 관련된 관리적 시사점을 제공하고 있다. 사례연구로 든 카자흐스탄의 경우 산업계 문제해결 단계인 첫 번째 단계에서 센터는 기술과 인적자원 측면에서 인프라구조를 구축한다. 두 번째 단계는 지식 역량을 구축하는 것으로 중앙 아시아에서 주요 산업 연구개발 허브로서의 역할을 하는 것이다. 셋째 단계에서는 센터가 선진화된 지식을 구축하여 세계수준의 지식센터를 만드는 것이다. 이같은 점에서 연구개발과 사업화 센터의 진화는 센터의 서비스 형태에 따라 다르게 나타나야 할 것이다.

레일리파 기반의 고감도 변형률 센서에 관한 연구 (A Study on a Highly Sensitive Strain Sensor based on Rayleigh Wave)

  • Piezoresistive-type, capacitive-type, and optical-type sensors have mainly been used for measuring a strain. However, in building a sensor network for remote monitoring using these conventional sensors there are disadvantages such as the complexity of a measuring system including wireless communication circuitry and high cost. In this paper, we demonstrates a highly-sensitive surface acoustic wave (SAW) strain sensor which is advantageous to harsh environments and wireless network. We designed and fabricated the SAW strain sensor. The SAW strain sensor attached on a specimen was tested with a tensile tester. The strain on the sensor surface was measured with a commercial strain gauge and compared with that obtained from strain analysis. The central frequency shift of the SAW sensor was measured with a network analyzer. The sensitivity of the SAW strain sensor is 134 $Hz/{\mu}{\varepsilon}$ which is high compared to previous results.

Effect of shear zone on dynamic behaviour of rock tunnel constructed in highly weathered granite

  • Tunnels have become an indispensable part of metro cities. Blast resistance design of tunnel has attracted the attention of researchers due to numerous implosion event. Present paper deals with the non-linear finite element analysis of rock tunnel having shear zone subjected to internal blast loading. Abaqus Explicit schemes in finite element has been used for the simulation of internal blast event. Structural discontinuity i.e., shear zone has been assumed passing the tunnel cross-section in the vertical direction and consist of Highly Weathered Granite medium surrounding the tunnel. Mohr-Coulomb constitutive material model has been considered for modelling the Highly Weathered Granite and the shear zone material. Concrete Damage Plasticity (CDP), Johnson-Cook (J-C), Jones-Wilkins-Lee (JWL) equation of state models are used for concrete, steel reinforcement and Trinitrotoluene (TNT) simulation respectively. The Coupled-Eulerian-Lagrangian (CEL) method of modelling for TNT explosive and air inside the tunnel has been adopted in this study. The CEL method incorporates the large deformations for which the traditional finite element analysis cannot be used. Shear zone orientations of 0°, 15°, 30°, 45°, 60°, 75° and 90°, with respect to the tunnel axis are considered to see their effect. It has been concluded that 60° orientation of shear zone presents the most critical situation.

  • 우리나라는 자연재해로 인한 피해를 복구하기 위해 풍수해보험을 시행하고 있다. 풍수해보험은 국민안전처가 주관하며 민간보험사가 운영하는 정책보험으로 보험계약자가 부담해야 하는 보험료의 일부를 국가 및 지방자치단체에서 보조함으로써 국민이 저렴한 보험료로 예기치 못한 풍수해에 대해 능동적으로 대처할 수 있도록 하는 선진국형 재난관리제도이다. 본 연구에서는 이러한 풍수해보험 관리지도상의 보험요율 산정 시 필요한 보험목적물 GIS DB 구축과 피해율 산정과 GIS를 분석하는 방법에 대하여 연구하였다. 이번 연구에서 구축한 풍수해 보험의 보험목적물은 단독주택, 공동주택, 온실을 대상으로 하였으며 우리나라 전역의 광범위한 데이터를 어떻게 구축하고, 이 데이터를 실제 시스템을 통해 어떻게 운영할 것인지에 대한 방안을 제시하였다.

1960년대 광화문 중건과정의 특성 (The Characteristics of Gwanghwamun reconstruction in the 1960's)

  • After the Korean war, two major attempts were made to reconstruct Gwanghwamun Gate as an important part of Korea's lost cultural heritage. In December 2006, the Korean government replaced the concrete gate with a wooden one, yet traces of the attempts made in the 1960s to transform Gwanghwamun Gate and the main road remain to this day. At the time, the Third Republic of Korea, sought to legitimize itself in the name of modernity, and went on to modernize the architecture and urban landscape of Seoul. The location and design selected for the rebuilt Gwanghwamun illustrated the symbolic relationship between historic heritage and urban development. The reconstruction of the gate began as part of the Third Republic's project to restore the Central Administration Building and culminated in the transformation of the main road in front of the gate. By reconstructing the traditional gate using concrete, the military government intended to convey the message that we could inherit our proud tradition using modern materials, and that we should actively adopt the new technologies of the modern era. This study begins with the premise that the Gwanghwamun reconstruction project of 1968 represents the application of new technological thinking to Korea's architectural style, and has two objectives. The first is to summarize the reconstruction process and method using the records and drawings from the 1968 project, which was then under the leadership of architect Kang Bong-jin. The second is to analyze the characteristics of the architectural style and structure of the reconstructed Gwanghwamun so as to reinterpret the relationship between Korean tradition and modern technology.

Microbial production of carotenoids for fortification of foods

  • Isopentenyl diphosphate (IPP) is the common, five-carbon building block in the biosynthesis of all carotenoids, IPP in Escherichia coli is synthesized through the non-mevalonate pathway. The first reaction of IPP biosynthesis in E. coli is the formation of 1-deoxy-D-xylulose-5-phosphate (DXP), catalyzed by DXP synthase and encoded by dxs. The second reaction in the pathway is the reduction of DXP to 2-C-methyl-D-erythritol-4-phosphate, catalyzed by DXP reductoisomerase and encoded by dxr. To determine if one or more of the reactions in the non-mevalonate pathway controlled flux to IPP, dxs and dxr were placed on several expression vectors under the control of three different promoters and transformed into three E. coli strains (DH5(, XL1-Blue, and JM101) that had been engineered to produce lycopene. Lycopene production was improved significantly in strains transformed with the dxs expression vectors. When the dxs gene was expressed from the arabinose-inducible araBAD promoter (PBAD) on a medium-copy plasmid, lycopene production was 2-fold higher than when dxs was expressed from the IPTG-inducible trc and lac promoters (Ptrc and Plac, respectively) on medium-copy and high-copy plasmids, Given the low final densities of cells expressing dxs from IPTG-inducible promoters, the low lycopene production was probably due to the metabolic burden of plasmid maintenance and an excessive drain of central metabolic intermediates. At arabinose concentrations between 0 and 1.33 mM, cells expressing both dxs and dxr from PBAD on a medium-copy plasmid produced 1.4 - 2.0 times more lycopene than cells expressing dxs only. However, at higher arabinose concentrations lycopene production in cells expressing both dxs and dxr was lower than in cells expressing dxs only. A comparison of the three E. coli strains transformed with the arabinose-inducible dxs on a medium-copy plamid revealed that lycopene production was highest in XL1-Blue.

  • This case study contributes to the efforts on identifying the essential features of responsive teaching practice where students' mathematical thinking is central in instructional interactions. We firstly conceptualize responsive teaching as a type of teachers' instructional decisions based on noticing literature, and agree on the claim which teachers' responsive decisions should be accounted in classroom interactional contexts where teacher, students and content are actively interacting with each other. Building on this responsive teaching model, we analyze classroom observation data of a 7th grade teacher who implemented a lesson package specifically designed to respond to students' mathematical thinking, called Formative Assessment Lessons. Our findings suggest the characteristics of responsive teaching practice and identify the relationship between noticing and responsive teaching as: (a) noticing on students' current status of mathematical thinking by eliciting and anticipating, (b) noticing on students' potential conceptual development with follow-up questions, and (c) noticing for all students' conceptual development by orchestrating productive discussions. This study sheds light on the actual teachable moments in the practice of mathematics teachers and explains what, when and how to support teachers to improve their classroom practice focusing on supporting all students' mathematical conceptual development.

해외 한의약 건강증진사업에서 eCRF시스템 활용사례 - 2017년 베트남 금연사업을 중심으로 - (eCRF use case in Korean Medicine Global Health Business - Focused on Smoking Cessation Program in Vietnam (2017) -)

  • Objectives : The purpose of this study was to introduce the case of using eCRF system in the Smoking Cessation Program project in Vietnam (2017). And aimed to derive the usefulness of the eCRF system and it potential for future global health business. Method : Introduce the smoking cessation program in vietnam (2017). Smoking Cessation was conducted in three provices of central vietnam Tamphu, Binhtu, Duytrinh) and eCRF was developed on the web environment by building AMP(Apache, PHP, MySQL). Dedicated application have also been developed for user. Result : Using the eCRF, the results of the program of the smoking cessation participants were recorded on the Database server. The implemented system focused on the role of a case recording platform that was simplified in function rather than an electronic version of the case report. It was useful for monitoring. Conclusions : The eCRF system was useful in global health business, and upgrading the system to reflect the feedback derived from the project could potentially be used in other projects. In addition, there are few cases where ICT is used in overseas health promotion projects using Oriental medicine, so further research is needed.
