This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

This paper retraces the development of Database Semantics (DBS) from its beginnings in Montague grammar. It describes the changes over the course of four decades and explains why they were seen to be necessary. DBS was designed to answer the central theoretical question for building a talking robot: How does the mechanism of natural language communication work? For doing what is requested and reporting what is going on, a talking robot requires not only language but also non-language cognition. The contents of non-language cognition are re-used as the meanings of the language surfaces. Robot-externally, DBS handles the language-based transfer of content by using nothing but modality-dependent unanalyzed external surfaces such as sound shapes or dots on paper, produced in the speak mode and recognized n the hear mode. Robot-internally, DBS reconstructs cognition by integrating linguistic notions like functor-argument and coordination, philosophical notions like concept-, pointer-, and baptism-based reference, and notions of computer science like input-output, interface, data structure, algorithm, database schema, and functional flow.

The emergence of viral diseases transmitted is nowadays a central problem in the world. Problem, which is becoming very critical in developing countries, where the health systems are not yet enough developed to face the bursting of such diseases. Emerging viral diseases constitute one of the major threats to human being that are arising in the modern world. Besides bio-chemical and medical researches, new orientations are developed to understand the environmental dimensions of such emergence. Questions concerning the inter-plays between the environmental and disease dynamics are building up new investigations, both in remote sensing and GIS, for the elaboration of levels of organization of space and environment in relation to incidences, to gain understandings in these issues. Environmental attributes attached to land cover types: area, spatial heterogeneity and physical state, are derived from remote sensing and applied to uncover related dimensions of the Dengue disease.

To strengthen the nation's logistics infrastructure, the government will also look into constructing inland freight bases in the country's five major regions-the Seoul metropolitan area, Busan region, Honam region(North and South Jeolla provinces), central region(North and South Chungcheong and Gangwon provinces) and the Youngnam region(North and South Gyeongsang provinces). In the years ahead, the construction industry will be challenged by increasingly difficult and complex problems in both engineering and management . Domestic construction industry usually accounts for the range of 10percent of a gross domestic products(GDP) in Korea. The retardations of construction periods in numerous construction works which are caused by the short supply of building materials and laborers have been coming out as a social problem in the country.

This research is to analyze the characteristics of housing remodeling behaviors within detached houses that located at three small cities in the central part of Korea. The characteristics indicate similar aspects of maintenance and improvement behaviors in the occurrence time and space, while space alteration shows different aspects. In the frequency of occurrences, maintenance behaviors occurring in the point of building maintenance and preservation is performed most actively, the next is improvement behaviors, and space alteration behaviors is the lowest frequency. Type of remodeling behaviors shows the characteristics that maintenance behaviors are active in served spaces(bed room space, family living space) while alteration and improvement behaviors occur more in servant spaces.(household working space, outdoor space and sanitary space)

In order to develop a verification method for extremely low cycle fatigue (ELCF) of steel structures, the initiation mechanism of ductile cracks is investigated in the present study, which is the first step of brittle fracture, occurred in steel bridge piers with thick-walled sections. For this purpose, a total of six steel columns with small width-thickness ratios were tested under cyclic loading. It is found that ductile cracks occurred at the column base in all the specimens regardless of cyclic loading histories subjected. Moreover, strain history near the crack initiation location is illustrated and an index of energy dissipation amount is proposed to evaluate deformation capacity of structures.

The purpose of this paper is to discover how the use of digital applications can affect students' attitudes toward positive classroom participation and performance in learning a foreign language. Participants of this study were 128 students who took a foreign language class at a high school in central Korea. To find out students' perceptions and attitudes toward the effect of using a digital application for their foreign language study, online questionnaire and focus-group interview were conducted. Our research findings revealed that these students could engage in active language learning and experience learning improvement while studying a foreign language with digital applications. The improvement was possible by creating more interactive activities and quizzes. In addition, the digital application provided students immediate feedback. It gave students and teachers various motivations beyond the traditional 'chalk and talk' format of text-only-classes. This study provides an overview of the usefulness of digital application. In addition, it provides understanding for students' perceptions and involvement using digital application in a foreign language classroom.

Dokdo, which is located in the middle of the East Sea, is a small island tilth a total area of 0.186 $\textrm{km}^2$. However, this small island, with its mild oceanic climate, has rich bio-resources and picturesque natural surroundings. Dokdo in the crystaline waters and In the central area of the deep sea is a treasury of algaes (sea oak, sea mustard, gulf weed, laver, agar-agar, etc.), molluscs (squid, ear shell, conch, etc.) and fishes (Alaska pollack, anchovy, saucy, herring, etc.). On the other hand, there are a lot of grasses and various kinds of grasses on the land of Dokdo. And a lot of back-tailed gulls (about 20,000 Individuals) live on this island. There have been disputes on the sovereignty over Dokdo between Korea and Japan. Japan has claimed sovereignty over Dokdo since Japan incorporated the island into Japanese territory in 1905 when it occupied the Korean Peninsula by force. Korea governed Dokdo not only before 1905 but also after its liberation in 1945. The Korean government, while heavily financing building facilities like pleas and quays, is endeavoring to preserve the natural surroundings of this island.

This paper reports on the outline and the status of the TAMA-300 project, the 300 meter laser interferometer gravitational wave detector developed by a team of scientists of several research institutes and universities in Japan. In fact the project has been funded and its construction started at the National Astronomical Observatory, Mitaka, in spring 1995. And the constructions of the tunnels for the east-west and north-south arms and of the central building are completed and a half of pipes for laser beams were brought in. Very stable laser oscillator has been almost completed and mew techniques such as vibration isolations, recycling of laser power, and suspension of mirrors by double pendulums have been developed. In fact the purposes of the project are to establish techniques necessary for future km-class detectors and to operate the detector to catch possible gravitational wave events in nearby galaxies such as Andromeda, the target sensitivity being $3 {\times} 10^{-21}$ at 300Hz.

This paper presents the continuous commissioning process, information on the case study facility, improved system operation, and building energy consumption measures before and after continuous commissioning implementation. Continuous commissioning is an ongoing process to resolve operating problems, improve comfort, optimize energy use and identify retrofits for existing commercial and institutional buildings and central plant facilities. Continuous commissioning process consists of two phases. The first phase is the project development phase and the second phase implements and verifies project performance. Results of a case study show that continuous commissioning implementation can reduce energy costs. The energy reports show the electricity savings of 22% and gas savings of 47% on an average.
