A Study on Analyzing the Impact Factors of Cell Broadcast Service Considering Socially Vulnerable Groups - Focus on Comparative Analysis between the Elderly and the General Population (사회적 취약계층을 고려한 재난방송문자 서비스 영향 요인 분석 - 고령자와 일반인 그룹의 비교분석을 중심으로)

  • Purpose : This study focuses on improvements in cell broadcast service(CBS) with consideration of socially vulnerable groups, and identifies service factors necessary for elderly people in particular. Method : Multiple regression analysis was applied to test overall satisfaction with cell broadcast service as the dependent variable and each of the service factors as the independent variable. Result : The results showed that fast delivery had the greatest effect on overall satisfaction with cell broadcast service in both groups, followed by the delivery of sufficient content for the elderly group and system quality for the non-elderly group. The results demonstrated that the elderly group cared more about information content, while the non-elderly group considered functions such as system quality and text message transmission criteria more important. Conclusion : Elderly people consider the delivery of sufficient information important as well as fast delivery, which suggests that it is necessary when sending cell broadcast service to give consideration to the characteristics of elderly people, as they tend to have weaker understanding and thinking abilities than the non-elderly.

  • The Cell Broadcast Service is a public service that delivers information on disaster situations to mobile phones. In Korea, where mobile phone penetration is high, disaster information delivery through Cell Broadcast Service has a higher preference than other information delivery methods. However, since it consists only of text messages, disaster information is not delivered normally to the information vulnerable class compared to the general public. To compensate for this, a disaster information delivery application using Cell Broadcast Service was proposed and research was conducted. If research like this paper continues and Cell Broadcast Service become a service that transmits various disaster-related information considering the information vulnerable at home and abroad, it will provide the effect of reducing damage to disasters through rapid and accurate response.

  • Cell Broadcast Service (CBS)는 제어 채널을 사용하는 셀 지정 단문 방송형 서비스이며 다수의 사람들에게 일정 크기의 문자정보를 특정 서비스 영역으로 전송하는 서비스 방식을 의미한다. CBS를 이용하면 특정 정보를 빠르고 저렴하게 전달할 수 있기때문에 광고나 정보 서비스에 활용될 수 있으나 국내에서는 재난정보 전달을 위한 수단으로 이용되고 있다. 본 논문에서는 4G 및 5G 망에서 CBS를 이용하여 재난정보를 전송하기 위해 사용되는 시스템 파라미터 및 변경점에 대해 살펴본다. 또한, 한국과 미국에서 재난정보 구분을 위해 사용하는 메시지 식별자의 비교를 통해 긴급재난문자의 문제점을 분석한다.

An Investigation of the Factors Affecting Satisfaction with Cell Broadcast Service(CBS) -Focusing on Users in Incheon- (긴급재난문자 만족도에 영향을 미치는 요인 규명 -인천광역시 서비스 대상자를 중심으로-)

  • This study aims to determine the factors affecting the level of satisfaction with the Cell Broadcast Service (CBS) among citizens in Incheon. Partial least squares (PLS) regression, instead of multiple regression, was used for the analysis because it can solve multicollinearity and sample size issues. The analysis results are as follows: The factor with the greatest effect on satisfaction with CBS among Incheon citizens, was the elimination of redundancies (VIP=1.185). Therefore, local governments, government agencies, and public organizations must coordinate their ideas and collectively create guidelines to eliminate redundancies. The second most influential factor was the expansion in the broadcast medium from legal, institutional, and policy aspects (VIP=1.087). This is because differences in generation, age, gender, and personal characteristics were not considered. Therefore, it is necessary to devise a customized messaging tool through the expansion of broadcast media. The broadcast criteria of the legal, institutional, and policy perspectives comprised the third most influential factor, with a high VIP value of 1.053. Consequently, it is essential to devise a plan to avoid distributing unnecessary cell broadcast services, by establishing criteria for areas and sections, time, and the direct and indirect impact zones of a disaster. In the future, this study could be used as base data to develop policies, guidelines, and response measures for Incheon CBS. Given the lack of research on the diverse characteristics of each social class and the city traits of each region, and a lack of concrete empirical research on each factor, continuous and in-depth studies are required in the future.

An Emergency-Alert Delivery Approach Based on Cell Broadcast for Smart-City IoT Devices (스마트 시티 용 IoT 단말기를 위한 셀 방송 기반의 경보 전송기법)

  • Current disaster alert broadcasting based on mobile communication systems targets personal mobile terminals such as smartphones. However, smart cities require IoT-based services such as smart homes and offices. Therefore, when severe disasters such as earthquakes occur, smart cities must quickly perform appropriate control and respond to buildings and factories. For this, a disaster warning broadcasting technique for IoT terminals for smart cities is required. In this paper, we propose a disaster alert transmission method based on 4G/5G mobile communication for IoT terminals for smart cities. The proposed method effectively utilizes the image display method for CBS, a cell-based broadcasting service, and shows the superiority of the proposed approach through simulation.

  • In this paper, we propose a multi-cell cooperation method for broadcast packet data services in the orthogonal frequency division multiplexing (OFDM)-based cellular system with multiple transmit antennas. In the proposed method, to transmit two streams of spatially demultiplexed or transmit diversity coded symbols over a number of transmit antennas, we divide a coded packet into multiple subparts to which different cell groups and antenna pairs are assigned. The proposed method enhances the diversity order by transforming the channel frequency responses of two symbol streams in each subpart of the broadcast packet. The increase in diversity of the proposed method is shown with the outage probability under various configurations.

  • 본 논문은 지금까지 이동망에서 제공된 단문 서비스 외에 특정 지역에 특정 정보를 전송할 수 있는 CBS에 대해 살펴본다. CBS는 단대단(end-to-end) 형태로 서비스 즉, 컨텐츠를 다른 사용자에게 제공하는 것이 아니라 특정 서비스 제공자(contents provider)가 사용자에게 광고나 중요한 정보들을 제공하는 방식으로, 단순한 서비스 제공뿐만 아니라 연관된 서비스들을 재창출할 수 있는 장점이 있다. CBS는 3GPP에서 제안한 SABP를 기반으로 관련된 연구개발이 이루어지고 있으며, 현재 핵심망과 관련된 CBC의 기능이 개발되어 프로토타입 형태의 연구가 이루어지고 있다. 향후 CBS 서비스의 성공 여부는 무엇보다도 CBS에서 제공할 서비스의 적절한 분류와 양질의 컨텐츠 제공에 달려 있다고 판단되며, 이와 더불어 서비스 제공자에게 사용이 편리한 이용 환경들을 제공할 수 있도록 시스템과 서비스가 개발되어야 할 것이다.

  • In Korea, various information related to COVID-19 has been provided to the public through an EAM (Emergency Alert Message) service using CBS (Cell Broadcast Service) technology to respond to COVID-19. In particular, local governments have been actively using the EAM service as a major means of responding to COVID-19. However, since excessive use of EAM service has caused the inconvenience of the people rather than the positive effects, the authority to be able to send EAMs has be limited. In this paper, with the purpose of providing primary data for establishing a plan to properly operate EAMs, we compare and analyze the number of EAMs issued and the incidence rate of COVID-19 cases during the period from 2020 to the present. In addition, the monthly EAM usage and incidence rate of COVID-19 cases are compared in detail and correlation analysis is performed for local governments that have issued many EAMs. We expect that the analysis results of this paper will be used as primary data in establishing strategies for EAM service to counteract the prolonged COVID-19.

  • Purpose The purpose of this study is to examine the current operational status and problems of the Public Warning System (PWS) in China, and to propose feasible solutions to improve the performance and efficiency of the PWS through a comparative analysis with the Cell Broadcast Service (CBS)-based disaster SMS system adopted by other developed countries in the world. Design/methodology/approach In this study, the characteristics of PWS using SMS, applications, and CBS, respectively, are analyzed in detail, and compared and analyzed in terms of convenience, standardization, data security, speed, and location accuracy. In addition, CBS-based PWS in developed countries, such as U.S., E.U., Korea and Japan, were studied and their performance on key criteria was evaluated. Findings Based on the results of the study, the problems of China's PWS are summarized and recommendations are made to improve the PWS through the introduction of CBS technology. To this end, specific improvement measures are proposed in terms of the application of CBS technology, system construction and operation, and improvement of data security. In addition, the comparative analysis of PWSs in other developed countries is conducted to provide reference for the direction of PWS's improvement.

  • 최근 비디오 스트리밍과 대화형 비디오 서비스 등과 같은 광대역 멀티미디어 서비스를 지원하기 위하여 Wimax와 같은 4G 무선네트워크 시스템 기술이 발전해 왔다. 4G 무선네트워크의 OFDM(Orthogonal Frequency Division Multiplexing)과 MIMO(multi Input Multi Output)은 사용자들에게 매우 유연한 QoS(Quality of Service) 서비스를 제공해 줄 수 있다.[1] 이 논문에서는 다양한 네트워크 상황에서 멀티캐스트 그룹에게 효율적인 방법으로 통신 자원을 할당하기 위해 OFDM 방법을 사용 하였다. 이에 본 논문에서는 한 셀(cell) 내의 서로 다른 멀티캐스트의 그룹의 다른 SNR(Signal to noise Ratio)의 사용자 분포에 따른 적응적인 scalable 비디오 멀티캐스트 방식을 제안한다. 더 나은 수신율을 가진 사용자는 최적의 MCS(Modulation and Coding Scheme) 할당을 통해 서로 다른 화질의 scalable 비디오 계층 중 높은 해상도의 비디오를 받을 수 있다. 논문에서는 전체 전송률을 최적화 하는 대신 전송받은 전체 비디오의 평균 화질을 최적화하는 방법을 제안한다.
