In this paper, I explained the dominating/dominated relationship of Japan and Colonized Korea by analysing the management system of official documents. I examined the theory and practices of the classification used by the office of the Governor-General for preserving official documents whose production and circulation ended. In summary, first, the office of the Governor-General and its municipal authorities classified and filed documents according to the nature and regulations on apportionment for the organizations. The apportionment of the central and local organs was not fixed through the colonial period and changed chronologically. The organization and apportionment of the central and local organs reflected the changes in the colonial policies. As a result, even in the same organs, the composition of documents had differences at different times. The essential way of classifying documents in the colonial period was to sort out official documents which should be preserved serially and successively according to each function of the colonial authorities. The filing of documents was taken place in the form of the direct reflection of organizing and apportioning of the function among several branches of the office of the Governor-General and other governmental organs. However, for the reason that filing documents was guided at the level of the organs, each organ's members responsible for documents hardly composed the filing unit as a sub-category of the organ itself. Second, Japan constructed the infrastructure of colonial rule through the management system of official documents. After Kabo Reform, the management system of official documents had the same principles as those of the Japan proper. The office of the Governor-General not only adopted several regulations on the management of official documents, but also controlled the arrangement and the situation of document managing in the local governmental organizations with the constant censorship. The management system of documents was fundamentally based on the reality of colonial rule and neglected many principles of archival science. For example, the office of Governor-General labelled many policy documents as classified and burnt them only because of the administrative and managerial purposes. Those practices were inherited in the document management system of post-colonial Korea and resulted in scrapping of official documents in large quantities because the system produced too many "classified documents".
This paper is focused on management control system. From a management control perspective, strategies should be viewed as useful, but not absolutely necessary, guides to the proper design of an MCS. When strategies are formulated more clearly, more control alternatives become feasible and it becomes easier to implement each form of management control effectively. The common and important category of controls are action controls, personnel and cultural controls, and results controls. Action controls involves ensuring that employees perform(or do not perform) certain actions that are known to be beneficial(or harmful) to the organization. Personnel and cultural controls take steps to ensure that employees will control each others' behaviors. Results controls involve rewarding individuals(and sometimes groups of individuals) for generating good outcomes or punishing them for poor outcomes. The results controls of ROI-type measure cause to make managers excessively short- term oriented, or myopic. When managers' orientations to the short - term become excessive -when the management are more concerned with short-term profit than entity value-the managers are said to be myopic. We car, solve myopic problem by introducing AR(abnormal return), near-perfect indicators of value creation. The results - control ideal would be to hold all employees accountable for the wealth they individually create(or destroy) for the owners of the entities in which they work. This ideal is approachable for top management of publicly traded corporations because for these organizations, the wealth created(returns to shareholders) can be measured directly for any period(such as a year, a quarter, or a month) as the measurement period pin(or minus) the change in the market value of the stock.
In this study, potential Communication Satellite Application Services (CSASs) that are suitable for our communication environment have been identified through a detailed analysis of the CSASs offered in advanced countries. The existing demand forecast based on the defined CSAS category has been improved, and the transponder assignment policy has also been recommended. Managerial problems rather than technical ones for KOREASAT project have mainly been addressed and tackled in this study. For the successful implementation of the domestic communication satellite system, these two problems should be solved simultaneously. Therefore, future research that includes technical as well as managerial issues is expected to come out soon.
The present study contributes reviewing and suggesting various models for measurement system analysis (MSA). Measurement errors consist of accuracy, linearity, stability, part precision, repeatability and reproducibility (R&R). First, the major content presents split-plot design, and the combination method of crossed and nested design for obtaining gage R&R. Second, we propose $\bar{x}-s$ variable control chart for calculating the gage R&R and number of distinct category. Lastly, investigating the determination of gage performance curve which establishes the control specification propagating calibration uncertainties and measurement errors is described.

The purpose of this study is to establish common indicators that constitute a "low-carbon green city" and determine their priorities from the perspective of Incheon Metropolitan City with a view to help develop its climate change strategy strategic city. Several major cities, domestic and overseas, were benchmarked to come up with preliminary indicators consisting of six areas, twenty two planning factors, and 74 indicators. In order to evaluate the validity and relevance of preliminary indicators, expert FGI (Focus Group Interview) was conducted that changed the numbers of final indicators to six areas, twenty two planning factors, and 82 indicators. Finally, AHP (Analytic Hierarchy Process) was conducted to assign relative importance (i.e. weights) to each indicator. Through the layering process of AHP, the upper category of "field" and lower category of "planning factors" were set up as policy prerequisites for constructing a low-carbon green city (6 fields, 22 planning factors). The AHP results for the first level (fields), green city space was ranked first, followed by energy and resource circulation, green traffic, ecological preservation, green logistics, and governance. Among all planning factors, land use, energy efficiency, traffic system improvement, location planning, securing of ecological area, efficiency of logistics, and cooperative organization showed the highest priorities.
The performance of recommender systems (RS) has been measured mainly in terms of accuracy. However, there are other aspects of performance that are difficult to understand in terms of accuracy, such as coverage, serendipity, and satisfaction with recommended results. Moreover, particularly with RSs that suggest multiple items at a time, such as YouTube, user satisfaction with recommended results may vary not only depending on their accuracy, but also on their configuration, content, and design displayed to the user. This is true when classifying an RS as a single RS with one recommended result and as a multiple RS with diverse results. No empirical analysis has been conducted on the influence of the content and distribution of recommendation items on user satisfaction. In this study, we propose a research model representing the content and distribution of recommended items and how they affect user satisfaction with the RS. We focus on RSs that recommend multiple items. We performed an empirical analysis involving 149 YouTube users. The results suggest that user satisfaction with recommended results is significantly affected according to the HHI (Herfindahl-Hirschman Index). In addition, satisfaction significantly increased when the recommended item on the top of the list was the same category in terms of content that users were currently watching. Particularly when the purpose of using RS is hedonic, not utilitarian, the results showed greater satisfaction when the number of views of the recommended items was evenly distributed. However, other characteristics of selected content, such as view count and playback time, had relatively less impact on satisfaction with recommended items. To the best of our knowledge, this study is the first to show that the category concentration of items impacts user satisfaction on websites recommending diverse items in different categories using a content-based filtering system, such as YouTube. In addition, our use of the HHI index, which has been extensively used in economics research, to show the distributional characteristics of recommended items, is also unique. The HHI for categories of recommended items was useful in explaining user satisfaction.
The objectives of this study are (i) to review current situations and problems of the occupational health care system with emphasis on reforming the organizations and services, (ii) to find out a disirable occupational health system model based on integration of the occupational health system and the general health system, and finally, (iii) to suggest policy implications in occupational health services in the light of objectives of the newly emerging national health insurance reform in Korea. The major policy implications of this study are as follows: 1. In the long-run, within the occupational health system, preventive occupational health services such as employees' physical check-up, working environment examination, etc should financially be integrated with industrial accident compensation insurance. Currently separately paying expenses for each different category of services by the owner of an enterprise should be disbursed once through the payment of contributions of industrial accident compensation insurance. And then, it is necessary to strengthen and expand the role and function of industrial accident compensation insurance to cover preventive occupational health services. 2. The occupational health system should be integrated with general health system for its effective management. For the short-term policy, it is necessary to eliminate fiscal and access barrier between industrial accident compensation insurance and national health insurance by means of ex post facto settlement of accounts. The duplication of employees' physical check- ups between under the health insurance program and under the industrial health services must be coordinated in a manner either through mutual authorization by the two parties concerned or through merge into the health insurance. 3. The intent of current employees' physical check-up system focused on detection of occupational diseases, should be converted to an idea of medical surveillance system or biological moritoring system. The introduction of medical surveillance or biological monitoring system is a necessary condition to build a positive, effective and inexpensive occupational health care system.
Effective and systematic sanitation management programs are necessary to prevent foodborne disease outbreaks in school foodservice operations. The purpose of this study was to identify the elements to improve in order to ensure the safety of school food service by evaluating sanitation management practices implemented under HACCP-based programs. The survey was designed to assess the level of hygiene practices of school food service by using an inspection checklist of food hygiene and safety. Fifty-four school foodservice establishments considered as poor sanitation practice groups from two year inspections by Seoul Metropolitan Office of Education were surveyed from September to December in 2005. Inspection checklists consisted of seven categories with 50 checkpoints; facilities and equipment management, personal hygiene, ingredient control, process control, environmental sanitation management, HACCP system and safety management. Surveyed schools scored $68.0{\pm}12.42$ points out of 100 on average. The average score (% of compliance) of each field was 10.7/20 (53.3%) for facilities and equipment management, 7.4/11 (67.2%) for personal hygiene, 7.4/11 (74.1%) for ingredient control, 22.4/32 (69.8%) for process control, 8.9/12 (73.8%) for environmental sanitation management, 4.2/7 (59.7%) for HACCP systems management, and 7.2/8 (89.7%) for safety management, respectively. The field to be improved first was the sanitation control of facilities and equipment. The elements to improve this category were unprofessional consultation for kitchen layout, improper compartment of the kitchen area, lacks of pest control, inadequate water supply, poor ventilation system, and insufficient hand-washing facilities. To elevate the overall performance level of sanitation management, prerequisite programs prior to HACCP plan implementation should be stressed on the school officials, specifically principals, for the integration of the system.
The purpose of this study is to empirically analyze the relationships between the Boundary Spanning Activities (BSA) of project team and system performance in ERP system development projects. We could theoretically classify the BSA in the ERP development projects into five categories on the basis of existing studies on the BSA in the research fields of organization theory, new product development, and information systems development. These five categories are 'Ambassador' activities, 'Task-coordinator' activities, 'Scout' activities, 'Sentry' activities and 'Guard' activities. And the relationship between the implementation level of activities included in each category and the project performance (system usage and users' satisfaction) was hypothesized with respect to five BSA categories. In order to test the hypotheses, we conducted on/offline survey of the participants who were involved in the ERP system development projects, and received 345 valid responses. The unit of analysis was the project team, and the total number of teams that survey participants belonged to were 103 ones. The Structural Equation Model Analysis using the SMART PLS 3.0 was applied to statistically testing the hypotheses. The results showed that 10 hypotheses among 12 hypotheses could be supported. The theoretical implications of this study can be summarized as following; first, redefining and categorizing the BSA (Boundary Spanning Activities) in the ERP system development projects, secondly, deriving measurement indicators of the implementation level for each BSA category and statistically proving the validity and the reliability of them, and finally, suggesting the theoretical background of expanding the management area of ERP systems development projects. Furthermore, the practical implication of this study is that concrete BSA items which are empirically derived can be utilized as effective guidelines for successfully implementing the BSA in the process of managing the ERP system development projects.

While Category 1 and Category 2 bridges are intensively inspected and carefully managed, many small bridges that are not in the Category 1 and 2 are often forgotten until they decay in serious condition. Since many of these small bridges located in the populated city, failure of them would cause huge negative impact on the community. This paper focuses on the small size concrete bridges for timely repair and rehabilitation work for the effective operation and management. Test bed is developed to define the key parameters to forecast the long term performance of the bridges, mostly concrete box bridges. Key parameters suggested in this paper are cumulative fatigue due to repetitive heavy traffic loads and the acid attacks for concrete material deterioration. The cumulative fatigue is measured by the use of the mileage concept. For the long term data collection and inspection, stable and easy to use data collection system is installed as a test bed. The contribution of this research work is on the development of the test bed to define the key parameters of bridge deterioration.
