An Analysis of Marine Casualty Reduction by SMART Navigation Service: Accident Vulnerability Monitoring System (SV10) (한국형 e-Navigation 서비스에 따른 해양사고 저감 효과 분석 - 사고취약선박 모니터링 지원 서비스(SV10)를 중심으로 -)

  • Marine casualties are caused mainly by collisions and grounding, due to human error. The SMART Navigation Service is preparing a measure to reduce marine casualties caused by human error and establish an LTE Accident Vulnerability Monitoring System (SV10) to evaluate the danger of collision or grounding for a vessel based on location information collected on land. This service will also share real-time vessel locations and danger information with related agencies to enable them to respond more quickly to accidents on land. In this study, statistical reports on marine casualties and investigation reports provided by the Korea Maritime Safety Tribunal are analyzed, so the percentage of marine casualties that could be reduced using the SV10 service could be identified.

  • In the year 2002, 11,202 cases of electrical fires caused 462 casualties and about 58 billion won of physical damages. The electrical accidents alone caused victimized 854 people, including 87 deaths. at present, no detailed statistics about electrical fires is available. Also, there is no statistics about electric shocks and electrical equipment accidents. the electrical accidents are on the increase, proportional to the increase of electrical use. Therefore, a statistical analysis of electrical accidents is required to understand the situation and take measures to prevent similar accidents.

A Strategic Study on National Disaster Medical System (국가재난의료체계에 대한 정책적 고찰)

  • Due to major disasters Korea has been damaged, and they caused lots of casualties: for last ten years natural disasters caused 1288 deaths including missing people; human disasters including industrial disasters brought as many as 4,512.148 casual ties (126,372 deaths with 4,385,400 injuries); and they cost 44.1 trillion property damage. However, even though major disasters have brought about tremendous human loss and property damage, Koreas National Disaster Medical System to rescue casualties is insufficient, and it has not been activated. Fortunately, through major disaster management process, the National Disaster Management System has been developed, increasing its own efficiency, and resulting in to organize an Office of Firefighting and Prevention of Disasters under the central government. Considering the value of human lives, the disaster medical part, in the U.S.A. as well as in Korea, must have an independent organization in the government, not as one sector of the government department. It will have its own organizational structure, such as disaster planning, operation, and logistics, and interact with central and local government or between local government agencies. So each agency will cooperate and supply resources interchangeably. Also, with the system of disaster management and restoration, the disaster medical system must be advanced in keeping step. Its role must be extended due to the possibility of biological terror or SARS around the world, resulting in severe casualties. Korea has the Emergency Medical Service System based on the regulation of emergency medical care, yet it is a part of the National Disaster Management System. It must be managed independently apart from it. As we see the emergency medical technicians playing as the backbone in disaster medical care in the US, we should have legal foundations for Koreas emergency medical technicians, emergency medical providers, to participate in rescue operation actively. At the same time, we need to have a national register system to classify disaster medical resources, and a total plan to place resources according to the impact of disaster, and how to organize teams. We also need to draw up a scheme to activate civil disaster medical resources, as integrating public and private or voluntary organizations.

  • Korea has been suffering from various natural disasters. Slope-stability related disasters such as landslides usually occur during typhoon and torrential rain season. Types of slope-stability related disasters can be classified as failures in cut slopes along constructed roads, landslides in natural terrain, and retaining structure failures in urban area. This paper summarizes human casualties for the last 29 years in Korea, reviews field studies for the disaster sites that caused human casualties due to torrential rains in the Summer of 2005, analyzes causes of slope-stability related disasters and includes recommendations for an effective management system.

  • The most frequent occurring and the serious marine casualties in fishing vessels are the collision in statistics from Korea Maritime Safety Tribunal (2008-2015). Collisions are is given a great deal of weight in all marine casualties, and the main cause of collisions is the negligence of watching. From this point of view, this study deals with the collision and its immediate cause, the negligence of watching which are main factors on the indirect causes. Basic analyzing data was gathered from the questionnaire made by experts of sea service part, and analyzed by using the fault tree analysis (FTA). From the result of the study, the occurrent probability of the negligence of watching in the collision due to the indirect causes occupied 64.9%, and its probability caused by the man factors was less than the other factors; i.e. the media factors and the management factors. For the reduction of the negligence of watching in the collision from this study, it needs an effort to remove not only the man factors, but also the media factors and management factors.

  • Marine casualties of vessel are serious problems on social and national aspects, because it results in sacrifice of lives, a great lose of properties and marine pollution. According to recent statistics of marine casualties of vessel, fishing boats are more likely to be ended in the casualty, and especially, small fishing boats cause much more accidents than any other big vessels. Most of marine casualties were caused by the human factors such as poor watch keeping, inadequate manoeuvering and negligent action for engine, etc. This study is intended to provide navigator of small fishing boat with a specific information of necessary to assist both the manoeuvering and the avoidance of capsizing. The manoeuvering characteristics of ship can be adequately judged by the results of typical ship trials manoeuvres. For this purpose, the author measured the roll responses of a small fishing boat in waves using the real sea experimental measuring system, and analyzed the experimental data by the statistical and spectral analyzing methods to get the characteristics of the roll motion responses of the small boat through the wave directions and the ship's speed.

  • Marine casualties of dangerous cargo carriers lead to not only the loss of human life and properties, but also marine pollution caused by spilled oil and hazardous cargo. So the prevention of marine casualties and emergence response to minimize pollution are very important problems to be settled. But until now, most of salvage assistance jobs have been done based on rule of thumb without any technical support. It is not easy to cope with the incidents safely and rapidly under the current situation. The purpose of this paper is to develop a systematic and engineering salvage assistance tool available in the casualty sites. This paper contains the construction of salvage system, classification of technical items, and prototype system for the safety assessment. The developed system enable a salvage engineer in his/her salvaging jobs to perform safely and promptly.

  • The purpose of this paper is to report gas fire accident based on classification of the major gas fire causes (including handling mistakes, inferior goods, etc.), fire classifications (fire, explosion, leakages, etc.), damage levels(1st, 2nd, 3rd, 4th grade levels), casualties (death, serious wound, slight injury) since gas fire has been generated according to growth of gaseous fuel consumption on home and enterprises with various accident causes. Among gaseous fuels, LPG facility can be c1assified as gas container, pressure regulator, gas hose, interim valve, combustion port. Any fire or any explosion can be caused from handling mistakes, inferior goods on each parts as stated above. Exact gas fire causes shall be identified based on previous case studies on similar fires with consideration of lesson learns.

  • In 2010 Manila Conference, the revised STCW (International Convention on Standards of Training, Certification and Watch-keeping for Seafarers) of IMO recalled that a large percentage of maritime casualties and pollution incidents are caused by human error. Therefore, education and training improvement will play important role to reduce maritime casualties. From this, we focus on improving safety during sailing through upgrading the education and training for Korean cadets by updating maritime education and training program. In terms of a maritime education program from some of the maritime universities in the world such as United States Merchant Maritime Academy(USMMA) Philippine Merchant Marine Academy(PMMA), are compared to the Maritime University in Korea. As a result, we suggest an effective education system.

Development of a Real-time Safest Evacuation Route using Internet of Things and Reinforcement Learning in Case of Fire in a Building (건물 내 화재 발생 시 사물 인터넷과 강화 학습을 활용한 실시간 안전 대피 경로 방안 개발)

  • Human casualties from fires are increasing worldwide. The majority of human deaths occur during the evacuation process, as occupants panic and are unaware of the location of the fire and evacuation routes. Using an Internet of Things (IoT) sensor and reinforcement learning, we propose a method to find the safest evacuation route by considering the fire location, flame speed, occupant position, and walking conditions. The first step is detecting the fire with IoT-based devices. The second step is identifying the occupant's position via a beacon connected to the occupant's mobile phone. In the third step, the collected information, flame speed, and walking conditions are input into the reinforcement learning model to derive the optimal evacuation route. This study makes it possible to provide the safest evacuation route for individual occupants in real time. This study is expected to reduce human casualties caused by fires.
