Compensation for Injury to Publicly Owned Marine Resources : Legal and Economic Aspects (해양 공공자연자원 피해보상의 법.경제적 평가)

  • Interest on ocean environment has increased with the development of industrialized activities. Public marine resorces are defined broadly to include fish stocks, beaches, marine waters, recreational fishing, biota, waterfowls, shorebirds, seabirds and marine mammals But, it is not easy to analyze compensation for injury to publicly owned marine resources because the claimants do not exist clearly and the economic methodology of damage on public goods is not developed fully. This paper introduces basic idea of welfare economic theory and environmental legislation to the research question : How the economics and law can be applied to the case of damage on publicly owned marine resource. The paper discusses the concepts of willingness to pay (WTP) and willingness to accept (WTA). It is accepted generally that WTA is correct concept of welfare change in the case of damaged public goods. Four methods (compensating variation, equivalent variation, compensating surplus, equivalent surplus of measuring welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes caused by environmental damage. Vartia (1983) showed CV could be measured from the ordinary demand function using the differential equations. This paper also provides an overview of the emerging U.S. and Korea legal system for compensation for natural resource damages, with particular emphasis on U.S. legal system under Comprehensive Environmen-tal Response Compensation and Liability Act (CERCLA). These regulations are to include two different types of standardized procedures for assessing natural resources injury : Type A or simplified assessment techniques for small releases ; and Type B protocols that would include detailed and extensive assessment methodologies for major releases. Type A procedures are specified by Natural Resources Damage Assessment Model for Coastal and Marine Environment (NRDAM/CME) of the U.S. CERCLA provides a legal 'legitimization for the use of economic-based nonmarket valuation in the courts and have introduced appropriate and accurate nonmarket valuation methods based on willingness to-pay for damage assessment. By briefly reviewing economic theory and environmental legislation, we hope to help provide a better understanding of the compensation process and the economics of publicly owned marine resources in the U.S. and to integrate the economics and law of natural resources valuation into a single comprehensive package in Korea.

  • Recently, many researches on recommendation systems and collaborative filtering have been proceeding in both research and practice. However, although product items may have multi-valued attributes, previous studies did not reflect the multi-valued attributes. To overcome this limitation, this paper proposes new methodology for recommendation system. The proposed methodology uses multi-valued attributes based on clustering technique for items and applies the collaborative filtering to provide accurate recommendations. In the proposed methodology, both user clustering-based CBR and item attribute clustering-based CBR technique have been applied to the collaborative filtering to consider correlation of item to item as well as correlation of user to user. By using multi-valued attribute-based clustering technique for items, characteristics of items are identified clearly. Extensive experiments have been performed with MovieLens data to validate the proposed methodology. The results of the experiment show that the proposed methodology outperforms the benchmarked methodologies: Case Based Reasoning Collaborative Filtering (CBR_CF) and User Clustering Case Based Reasoning Collaborative Filtering (UC_CBR_CF).

  • Due to the technological developments and industrial changes , studying for the future has been attached great importance. According to the forthcoming ubiquitous computing environment or smart environment, it is necessary for a country and an enterprise to forecast the future or foresight the future technologies . Although many countries have been doing the foresight, it is difficult for the enterprise to try future foresight activity, because the foresight activity needs lots of the costs and time for good results. Also, almost methodologies used in foresight are suitable for country level foresight projects. In this research, a methodology is developed for an enterprise to use easily, and a case based on the proposed methodology is presented. The proposed foresight methodology is developed based on the traditional forecasting methods, FAR, Future Wheel, and Scenario. Especially, the methodology focused on the customers of a company.

  • Due to natural oligopolistic industry characteristics and huge influences on national and home economy, Telco Industry is regarded as a regulated industry. Thus, telco companies, including CATV, prepare not only management accounting reports for internal use but also regulatory accounting reports to be submitted to the regulatory agency. For telco companies, smooth integration of these financial, managerial and regulatory reporting requirements with legacies such as billing system, network operating systems is important to achieve operational efficiency and overall competency. This research studies telco ERP cost module implementation in order to provide theoretical and practical guidance for integrated information system. Especially, case analysis focuses on cost reduction and network costing implementation that involves Building Block Costing methodologies.

Refining and Validating a Two-stage and Web-based Cancer Risk Assessment Tool for Village Doctors in China

  • The big gap between efficacy of population level prevention and expectations due to heterogeneity and complexity of cancer etiologic factors calls for selective yet personalized interventions based on effective risk assessment. This paper documents our research protocol aimed at refining and validating a two-stage and web-based cancer risk assessment tool, from a tentative one in use by an ongoing project, capable of identifying individuals at elevated risk for one or more types of the 80% leading cancers in rural China with adequate sensitivity and specificity and featuring low cost, easy application and cultural and technical sensitivity for farmers and village doctors. The protocol adopted a modified population-based case control design using 72, 000 non-patients as controls, 2, 200 cancer patients as cases, and another 600 patients as cases for external validation. Factors taken into account comprised 8 domains including diet and nutrition, risk behaviors, family history, precancerous diseases, related medical procedures, exposure to environment hazards, mood and feelings, physical activities and anthropologic and biologic factors. Modeling stresses explored various methodologies like empirical analysis, logistic regression, neuro-network analysis, decision theory and both internal and external validation using concordance statistics, predictive values, etc..

A Study on Establishment of National Science and Technology Strategy Applying PEST-SWOT-AHP : A Case Study of Fusion R&D (PEST-SWOT-AHP 방법론을 적용한 국가 과학기술 전략 수립에 관한 연구: 핵융합 연구개발 사례를 중심으로)

  • Science and technology(S&T) are not only advancing, but also the number of stakeholders in those fields are increasing, and so the demands of S&T strategy for a particular field are increasing. In Korea, especially, this tendency is remarkable, and is evidenced by the fact that more than one hundred of S&T strategies have been established and implemented. However, academic attempts to clarify scientific methodologies for establishing S&T strategy have so far been rare. In this paper, a methodology to establish S&T strategies in a particular field is proposed and examined through a case study to determine its usefulness. First, through an analysis of the literature, previous studies on the establishment of a national S&T strategy and its related concepts are reviewed. Also, a representative framework plans, in accordance with relevant legislation and regulations, are reviewed. Meanwhile, the methodology, PEST-SWOT-AHP, is proposed and the features and applications are identified. For the case study, the strategy establishment of a fusion research and development program is performed. In order to apply the PEST-SWOT-AHP tool, an environmental analysis based on the fusion R&D roadmap is conducted. To examine the usefulness of the proposed framework, a national fusion R&D strategy applying PEST-SWOT-AHP is derived. As a result of the case study, four strategies were derived. Those are be the first mover, promotion of basic research and cultivation of manpower, boost commercialization and public acceptance and reinforcing international cooperation.

The Estimation of Greenhouse Gas Reductions from Renewable Energy (Photovoltaic, Wind Power) : A Case Study in Korea (재생에너지(태양광, 풍력) 기술의 온실가스 감축산정: 국내를 대상으로)

  • This study estimates the greenhouse gas (GHG) emissions reduction resulting from photovoltaic and wind power technologies using a bottom-up approach for an indirect emission source (scope 2) in South Korea. To estimate GHG reductions from photovoltaic and wind power activities under standard operating conditions, methodologies are derived from the 2006 IPCC guidelines for national GHG inventories and the guidelines for local government greenhouse inventories of Korea published in 2016. Indirect emission factors for electricity are obtained from the 2011 Korea Power Exchange. The total annual GHG reduction from photovoltaic power (23,000 tons CO2eq) and wind power (30,000 tons CO2eq) was estimated to be 53,000 tons CO2eq. The estimation of individual GHGs showed that the largest component is carbon dioxide, accounting for up to 99% of the total GHG. The results of estimation from photovoltaic and wind power were 63.60% and 80.22% of installed capacity, respectively. The annual average GHG reductions from photovoltaic and wind power per year per unit installed capacity (MW) were estimated as 549 tons CO2eq/yr·MW and 647 tons CO2eq/yr·MW, respectively. Finally, the results showed that the level of GHG reduction per year per installed capacity of photovoltaic and wind power is 62% and 42% compared to the CDM project, respectively.

Region-wide Road Transport CO2 Emission Inventory (지역단위 도로교통 탄소배출 인벤토리구축 방법론)

  • Due to its excessive $CO_2$ emissions, road transport sector becomes a target for emission reduction strategies. Although precise and reliable emissions inventories are necessary for evaluating plans and strategies, developing the region-wide inventory is a difficult task mainly because of a lack of data including travel patterns and modal volumes in the reginonal context. Most existing inventory methodologies employ fuel sale data within the target region, which ignores actual regional traffic patterns and thus not suited to its geographical context. To overcome these problems, this study develops region-wide $CO_2$ emissions inventory methodology by utilizing the Korea Transport DB (KTDB). KTDB provides a number of useful information and data, such as road network with which one can identify in and out trips over the entire region, traffic volumes of various modes, distance of travel, travel speed and so on. A model of equations that allow the computation of volume of $CO_2$ emitting from the road transport activities within the target region is developed. Using the model, numerical analyses are performed for the case of Busan Metropolitan City to demonstrate the applicability of the developed model. This study is indeed exploratory in the sense that using the existing data, it develops the $CO_2$ emissions inventory methodology which can produce better results than those from conventional fuel sales methodology. This study also suggests further reresarch directions to develop more refined methodologies in region-wide basis.

Study on 『BianZhengGiMun)』's medical characteristics - In view of ShangHan - (『변증기문(辨證奇聞)』의 의학적(醫學的) 특징(特徵)에 관(關)한 고찰(考察) -상한문(傷寒門)을 중심(中心)으로-)

  • In order to find the characteristic medical methods of "BianZhengGiMun" by the author ChenShihTo, we have translated and analyzed the mentioned book. Upon analyses, the following facts were noted : 1) "BianZhengGiMun" is written and composed of case studies. Prescriptive methods described here differ rather from previously known methods, where as our nation's Oriental medicine practitioners refer and consider these methods as miraculous modern methodologies. 2) Book's content has much similarities to "ShangHanLun"'s original text. Moreover, the content is adjusted towards presenting methodologies not coverd in "ShangHanLun"'s text, together with adding more information to conserve "ShangHanLun"'s methods as well as to critique them. 3) Diagnostic methods mainly follow the ZangFuBianZheng(臟腑辨證)'s pattern, where it's recorded information and theories are valid. 4) "BianZhengGiMun"'s proscriptive methods usually follow BuYinShengJin(補陰生津)'s form, where they were appropriate for that period and circumstances. 5) In consideration of all of the above factors, ChenShihTo grasped ShangHan and WenBing(acute febrile disease due to exogenous factor) as WaiGanReBing(外感熱病)'s double sided characteristics, where this corresponds with the current belief. It is believed that this in turn would provide much practical value to the present time.

  • This paper examined the electoral polling methodologies such as sampling method, sampling frame and the classification of the don't-know responses. Quota sampling method seemed to be one of the major factors for the declining trust in the poll results. We suggested that new procedures for random sampling as well as the bad number screening procedures for RDD selection of phone numbers need to be developed. Also we reviewed how the KBS used the polls in defining voters' agenda and in communicating the public agenda to the candidates. In Korea, rates for the polls were based mainly on the number of interviews completed. It seemed to keep the polling companies from tim new and more time-demanding polling methods. Also various utilization of the polls are limited by the tendency to keep the questionnaire short.
