An Organizational Maturity Assessment Model for Public Data Quality Management (공공데이터 품질관리를 위한 조직 성숙도 평가 모델)

  • Although the demand for the use of public data increases in accordance with the expansion of Government 3.0, the poor level of data quality and its management currently implemented is becoming obstacles to opening data to the public. To improve the efficiency of management, linkage and usage for data, standardized processes for data quality management have to be prepared and appropriate data quality assessment criteria should be established. In this paper, we propose the organizational maturity model that can assess the public data quality management level. This model consists of the process reference model and the measurement framework. Fifteen processes grouped by the PDCA cycle are defined in the process reference model. The measurement framework measures the organizational maturity level based on process capability levels. The organizational maturity model can be used to establish objectives and directions for public data quality improvement by diagnosis of current level of public data quality management and problem solving. This model can also facilitate open to the private sector and activate usage of stable public data through reliability enhancement.

  • Developing various ubiquitous computing services (U-services) is being propelled throughout the industry. As U-services are being penetrated into our daily life, research on the factors influencing the acceptance of U-services is highly needed. In this line of study, we examined previous literatures about information technology acceptance and UTAUT model, and applied UTAUT model to U-service acceptance. To characterize the U-services into our research model, we newly introduced 'context based personalization' factor. Since the respondents could not directly experience the U-services yet, we adopted scenario-based questionnaire. For this, we deliberately developed U-service scenario. And then this U-service scenario is verified using capability-based assessment method. Using data collected from 251 respondents, this study found that 'context based personalization' factor was positively and significantly related to the acceptance of U-service as well as UTAUT model's 4 factors such as performance expectancy, effort expectancy, social influence and facilitating conditions.

A Study on Development of Collaborative Problem Solving Prediction System Based on Deep Learning: Focusing on ICT Factors (딥러닝 기반 협력적 문제 해결력 예측 시스템 개발 연구: ICT 요인을 중심으로)

  • The purpose of this study is to develop a system for predicting students' collaborative problem solving ability based on the ICT factors of PISA 2015 that affect collaborative problem solving ability. The PISA 2015 computer-based collaborative problem-solving capability evaluation included 5,581 students in Korea. As a research method, correlation analysis was used to select meaningful variables. And the collaborative problem solving ability prediction model was created by using the deep learning method. As a result of the model generation, we were able to predict collaborative problem solving ability with about 95% accuracy for the test data set. Based on this model, a collaborative problem solving ability prediction system was designed and implemented. This research is expected to provide a new perspective on applying big data and artificial intelligence in decision making for ICT input and use in education.

  • There are some critical drawbacks in the use of biomarkers for a global assessment of the toxicological impacts many chemicals and environmental pollutants have, primarily due to an individual biomarker's specificity for an explicit chemical or toxicant. In other words, the biomarker-based assessment methodology used to analyze toxicological effects lacks a high-throughput capability. Therefore, eco-toxicogenomics, or the study of toxicogenomics with organisms present within a given environmental locale, has recently been introduced with the advent of the so-called "-omics" era, which began with the creation of microarray technologies. Fish are comparable with humans in their toxicological responses and thus data from toxicogenomic studies performed with fish could be applied, with appropriate tools and implementation protocols, to the evaluation of environments where human or animal health is of concern. At present, there have been very active research streams for developing expression sequence tag (EST) databases (DBs) for zebra fish and rainbow trout. Even though few reports involve toxicogenomic studies with fish, a few groups have successfully fabricated and used cDNA microarrays or oligo DNA chips when studying the toxicological impacts of hypoxia or some toxicants with fish. Furthermore, it is strongly believed that this technology can also be implemented with non-model fish. With the standardization of DNA microarray technologies and ample progress in bioinformatics and proteomic technologies, data obtained from DNA microarray technologies offer not only multiple biomarker assays or an analysis of gene expression profiles, but also a means of elucidating gene networking, gene-gene relations, chemical-gene interactions, and chemical-chemical relationships. Accordingly, the ultimate target of eco-toxicogenomics should be to predict and map the pathways of stress propagation within an organism and to analyze stress networking.

FATIGUE DESIGN OF BUTT-WELDED TUBULAR JOINTS

  • Recent deepwater offshore structures in Gulf of Mexico utilize butt welded tubular joints. Application of welded tubular joint includes tendons, production risers, and steel catenary risers. Fatigue life assessment of these joints becomes more critical because the structures to which they are attached are allowed to undergo cyclic and sometimes large displacements around an anchored position. Estimating the fatigue behavior of these tubular members in the design stage is generally conducted by using S-N curves specified in the codes and standards. Applying the stress concentration factor of the welded structure to S-N approach often results in very conservative assessment because the stress field acting on the tubular has a non-uniform distribution through the thickness. Fracture mechanics and fitness for service (FFS) technology have been applied in the design of the catenary risers. This technology enables the engineer to establish proper requirements on weld quality and inspection acceptance criteria to assure satisfactory structural integrity during its design life. It also provides guidance on proper design curves to be used and a methodology for accounting for the effects of non-uniform stress distribution through the wall thickness. An attempt was made to develop set of S-N curves based on fracture mechanics approach by considering non-uniform stress distribution and a threshold stress intensity factor. Series of S-N curves generated from this approach were compared to the existing S-N curves. For flat plate butt joint, the S-N curve generated from fracture mechanics matches with the IIW class 100 curve when initial crack depth was 0.5 mm (0.02"). Similar comparison with API X′ was made for tubular joint.. These initial crack depths are larger than the limits of inspection by current Non-destructive examination (NDE) means, such as Automatic Ultrasonic Inspection (AUT). Thus a safe approach can be taken by specifying acceptance criteria that are close to limits of sizing capability of the selected NDE method. The comparison illustrates conservatism built into the S-N design curve.

A Study on Defense Technology Level Evaluation of Force Support Systems (국방 전력지원체계 기술수준조사에 대한 연구)

  • A force support system is composed of capital components such as combat equipments, supplies and so on to enable constant fighting power capability. Private technology level evaluation is on the rise as an important spin-on method in force support systems, which requires 92% of total munitions requirements, to obtain superior private technology. The evaluation of the private sector technology level on Korean force support systems has been conducted for the first time as follows: this research chose 38 items to be acquired within 2-3 years and grouped either identical or similar technology among those 38 items. A technology evaluating method was established based on the analysis of domestic and foreign technology level evaluations. Evaluation was performed by a Delphi survey from 180 private and military experts. To obtain an objective index and raise political availability, a technology system map and standard document were developed and applied to all 38 items.

  • In the regeneratively cooled combustion chambers using hydrocarbon fuels, coking occurs as the wall temperature increases which generates compounds deposition on the wall. This phenomenon reduces cooling capability of the coolant, finally it can cause damage to combustor by overheating of chamber wall. In this paper electrical heating equipment which is used for the coking experiments and the test results are introduced. The compatibilities of copper alloy with let A-1 were assessed at each condition based on the test results.

A Comparison and Evaluation of New Regulation on People Credit Funds Rating in Vietnam

  • Purpose - The purpose of this research is to make a comparative assessment of People Credit Funds (PCFs) ranking in Vietnam between the Circular No. 42/2016/TT-NHNN dated December 20, 2016 with the Decision No. 14/2007/QD-NHNN dated 09/4/2007 issued by the Governor of the State Bank. Research design, data, and methodology - This study is mainly based on the Circular No. 42/2016/TT-NHNN dated December 20, 2016 and the Decision No. 14/2007/QD-NHNN dated 09/4/2007 issued by the Governor of the State Bank on PCFs ranking. Results - The study paper has shown positive changes in PCFs ranking in Vietnam in accordance with the Circular No. 42/2016/TT-NHNN, such as increasing Capital Adequacy Ratio (CAR), maintaining CAR, improving assets quality, developing indicators of governance, management and control capability. These changes have implications for the development and efficient performance of PCFs in Vietnam. Conclusions - The classification and evaluation of PCFs will contribute to its healthy development. These finding support PCFs to understand more about rating methodology, significance of rating system and the importance of improving their rating. PCFs in Vietnam desire to develop their business effectively, they need to understand exactly and comply fully with regulations related to their field of operations.

  • As policy for regional development in bottom-up style is introduced, each local government reflects opinion of regional residents and experts, and continues to strive for active use of regional capability and natural resources. As a result, there are active movements for regional development in Eup and Myeon unit or village unit inside local government. Comprehensive arrangement project in areas of Eup and Myeon is proceeded with a goal of improvement of life quality for regional residents through strengthening base function of Eup and Myeon areas and improving function of basic service by expanding facility of optimal level available to an unspecified number of the general public such as educational, cultural, welfare facility etc. in Eup and Myeon areas which are base space of rural communities. For analysis method of region for selecting areas where comprehensive arrangement project is done, this study suggested analysis of connection structure based on interaction and analysis of centrality. And empirical analysis was carried out with Buyeo province in Chungcheongnamdo.

An Organization Theory Perspective on the Structural Reform of the Health Care Delivery System (의료공급체계 구조의 개혁방향에 대한 조직이론적 시각)

  • There is a general consensus that many health care problems are attributable to the structural defects of the health care delivery system in Korea. The basic policy aimed to address these problems is to reform the delivery system so as that it incorporates two core principles: (1) stratification of medical care institutions into primary, secondary, and tertiary care providers according to the capability to perform specialized and complex services; (2) patients seeking care starting from the primary care provider and, if necessary, to be referred to the other provider step by step. This policy has been consistently pursued for about 30 years, but the achievement is far from success. Thus it is believed that the feasibility of the policy should be questioned. Starting from this question, based upon the observation of the current structure of the delivery system and its expected changes, the reform policy was discussed focusing on the assessment of its feasibility from both practical and theoretical viewpoints. The discussion leads to cast doubt on the policy for its possibility of making planned changes and producing expected desirable effects. Therefore it is advisable to investigate a wide range of alternative strategies and models for improving health care delivery.
