The International Maritime Organization (IMO) Marine Environmental Protection Committee (MEPC) may adopt actions after completing impact assessments and reviewing results in accordance with the original strategy and impact assessment procedure (MEPC.1/Circ.885). The assessment of the impact of greenhouse gas (GHG) reduction measures is an important step in determining whether to implement GHG regulations. This study identifies and proposes improvements in the impact assessment procedure for future mid- and long-term measures. Improvements for future measures should start with a review of "the procedure for assessing impacts on states of candidate measures" and "the actual process of the comprehensive impact assessment for short-term measures in 2021." The procedural improvements were largely derived from the order and period of task performance, the clear definition of terms, and the review of task results through lessons learned, analysis, and expert workshops. The impact assessment of future mid- and long-term measures should be procedurally improved to ensure uniformity and consistency, which will provide objective results for Member States and industries to help smooth the adoption of measures.

This paper implements an estimated ranking algorithm of closeness centrality measures in large-scale workflow-supported social networks. The traditional ranking algorithms for large-scale networks have suffered from the time complexity problem. The larger the network size is, the bigger dramatically the computation time becomes. To solve the problem on calculating ranks of closeness centrality measures in a large-scale workflow-supported social network, this paper takes an estimation-driven ranking approach, in which the ranking algorithm calculates the estimated closeness centrality measures by applying the approximation method, and then pick out a candidate set of top k actors based on their ranks of the estimated closeness centrality measures. Ultimately, the exact ranking result of the candidate set is obtained by the pure closeness centrality algorithm [1] computing the exact closeness centrality measures. The ranking algorithm of the estimation-driven ranking approach especially developed for workflow-supported social networks is named as RankCCWSSN (Rank Closeness Centrality Workflow-supported Social Network) algorithm. Based upon the algorithm, we conduct the performance evaluations, and compare the outcomes with the results from the pure algorithm. Additionally we extend the algorithm so as to be applied into weighted workflow-supported social networks that are represented by weighted matrices. After all, we confirmed that the time efficiency of the estimation-driven approach with our ranking algorithm is much higher (about 50% improvement) than the traditional approach.
A shared-based tree established by the Core Based Tree multicast routing protocol (CBT), the Protocol Independent Multicast Sparse-Mode(PIM-SM), or the Core-Manager based Multicast Routing(CMMR) is rooted at a center node called core or Rendezvous Point(RP). The routes from the core (or RP) to the members of the multicast group are shortest paths. The costs of the trees constructed based on the core and the packet delays are dependent on the location of the core. The location of the core may affect the cost and performance of the shared-based tree. In this paper, we propose three methods for selecting the set of candidate cores. The three proposed methods, namely, k-minimum average cost, k-maximum degree, k-maximum weight are compared with a method which select the candidate cores randomly. Three performance measures, namely, tree cost, mean packet delay, and maximum packet delay are considered. Our simulation results show that the three proposed methods produce lower tree cost, significantly lower mean packet delay and maximum packet delay than the method which selects the candidate cores randomly.

This study aims to systematically review the candidate types for OECMs suitable for domestic conditions in areas related to the Korea Forest Service in order to achieve the goal of establishing the protected areas and OECMs system required by Post-2020 GBF, and to provide basic data for the establishment of the national protected areas system. As a result of the study, the selection criteria for OECMs were presented, and it was found that arboretums·botanical gardens, Natural Recreation Forests, and air holes may correspond to the Candidate Types for OECMs. As a result of evaluating the possible areas for OECMs based on the OECMs selection criteria, in the case of arboretums·botanical gardens, it is judged that only conservation areas can be designated as OECMs, except for areas mainly used by visitors of arboretums·botanical gardens that fall under the BGCI conservation type among national and public arboretums·botanical gardens. However, private and school arboretums·botanical gardens have personal property ownership, so it was judged to have no effective measures to control activities that may adversely affect biodiversity, which showed limitations in designation of OECMs. Natural Recreation Forests was found to meet the OECMs selection criteria. However, private forests have personal property ownership, which limits the designation of OECMs. Therefore, it is necessary to strengthen the function of in-situ conservation in order to meet the OECMs for private and school arboretums·botanical gardens, and private forests that have personal property ownership. To this end, effective measures are needed to achieve biodiversity conservation outcomes, and it is judged that legal control and corresponding support policies (incentives) are needed. In the case of air holes, for sustainable conservation, the management boundary of air holes should be clearly defined based on the preparation of laws and guidelines related to air holes. In addition, it is judged that it is desirable to designate the competent local forest office as the management authority and conduct periodic detailed surveys of air holes, establish and implement the conservation plans based on those.
In this paper, we propose a Documents Cluster Labeling method using information content of words in clusters to understand what the clusters imply. To do so, we calculate the weight and frequency of the words. These two measures are used to determine the weight among the words in the cluster. As a nest step, we identify the candidate labels using the WordNet. At this time, the candidate labels are matched to least common hypernym of the words in the cluster. Finally, the representative labels are determined with respect to information content of the words and the weight of the words. To prove the superiority of our method, we perform the heuristic experiment using two kinds of measures, named the suitability of the candidate label ($Suitability_{cl}$) and the appropriacy of representative label ($Appropriacy_{rl}$). In applying the method proposed in this research, in case of suitability of the candidate label, it decreases slightly compared with existing methods, but the computational cost is about 20% of the conventional methods. And we confirmed that appropriacy of the representative label is better results than the existing methods. As a result, it is expected to help data analysts to interpret the document cluster easier.
Advances in Internet technologies and the proliferation of mobile devices enabled consumers to approach a wide range of goods and services, while causing an adverse effect that they have hard time reaching their congenial items even if they devote much time to searching for them. Accordingly, businesses are using the recommender systems to provide tools for consumers to find the desired items more easily. Association Rule Mining (ARM) technology is advantageous to recommender systems in that ARM provides intuitive form of a rule with interestingness measures (support, confidence, and lift) describing the relationship between items. Given an item, its relevant items can be distinguished with the help of the measures that show the strength of relationship between items. Based on the strength, the most pertinent items can be chosen among other items and exposed to a given item's web page. However, the diversity of the measures may confuse which items are more recommendable. Given two rules, for example, one rule's support and confidence may not be concurrently superior to the other rule's. Such discrepancy of the measures in distinguishing one rule's superiority from other rules may cause difficulty in selecting proper items for recommendation. In addition, in an online environment where a web page or mobile screen can provide a limited number of recommendations that attract consumer interest, the prudent selection of items to be included in the list of recommendations is very important. The exposure of items of little interest may lead consumers to ignore the recommendations. Then, such consumers will possibly not pay attention to other forms of marketing activities. Therefore, the measures should be aligned with the probability of consumer's acceptance of recommendations. For this reason, this study proposes a model-based approach to combine those measures into one unified measure that can consistently determine the ranking of recommended items. A regression model was designed to describe how well the measures (independent variables; i.e., support, confidence, and lift) explain consumer's acceptance of recommendations (dependent variables, hit rate of recommended items). The model is intuitive to understand and easy to use in that the equation consists of the commonly used measures for ARM and can be used in the estimation of hit rates. The experiment using transaction data from one of the Korea's largest online shopping malls was conducted to show that the proposed model can improve the hit rates of recommendations. From the top of the list to 13th place, recommended items in the higher rakings from the proposed model show the higher hit rates than those from the competitive model's. The result shows that the proposed model's performance is superior to the competitive model's in online recommendation environment. In a web page, consumers are provided around ten recommendations with which the proposed model outperforms. Moreover, a mobile device cannot expose many items simultaneously due to its limited screen size. Therefore, the result shows that the newly devised recommendation technique is suitable for the mobile recommender systems. While this study has been conducted to cover the cross-selling in online shopping malls that handle merchandise, the proposed method can be expected to be applied in various situations under which association rules apply. For example, this model can be applied to medical diagnostic systems that predict candidate diseases from a patient's symptoms. To increase the efficiency of the model, additional variables will need to be considered for the elaboration of the model in future studies. For example, price can be a good candidate for an explanatory variable because it has a major impact on consumer purchase decisions. If the prices of recommended items are much higher than the items in which a consumer is interested, the consumer may hesitate to accept the recommendations.

Nuclear power plant site selection is a complex process and its successful completion is a critical milestone in the NPP development cycle. Proper siting of NPP will ensure public health and safety, environmental conservation, reduced project failure risks and a smooth NPP development process among other benefits. The objective of this paper is to demonstrate the application of systems engineering to the problem of NPP siting in Kenya. The siting process demonstrated in this paper includes stakeholder need analysis where stakeholders are identified and their needs concerning NPP site are elicited and converted into system functional requirements. A value model is then developed and potential sites iteratively subjected to three types of criteria i.e. exclusionary criteria, avoidance criteria and suitability criteria. This process is used to identify the candidate sites. An additive value model; multiple objectives Decision Analysis (MODA) is then used to calculate candidate solutions values. The site with the highest solution value score is selected. Sensitivity studies using different criterion weight sets (thereby reflecting different viewpoints) can be conducted to assess their effect on the selection of a preferred site and thereby lend additional credibility to the decision process.
Personal value and lifestyle have been regarded as the common factors in many studies of the destination selection. And the evaluations by visitors or tourists of certain destinations have been conducted in many respects. Based on those influential factors and measures from the review of the previous researches, this article considers the impact of residents' evaluation of the tourism resources in their own resident area on selecting destinations of their future overseas trips as well as their personal value and lifestyle. This article is aimed to reveal whether the impact exists, and if so, to what extent this impact can expand. According to the result, perception of tourism resources in residential area has impact on preferred destination, although its impact was relatively less than those of personal value and lifestyle. The more highly perceived the tourism resources are found, the more preferred tourist destination with abundant tourism attractions are. And the lowly perceived the cost of living in residential area is found, the more preferred the consumption-oriented tourist destinations are. It would be helpful for the product developers like travel agents or product marketers to know and predict the tendency of people s present evaluation of their areas and the future destination selection tendency for their trips.

The development impact fee (DIF) zoning is used to adequately provide the pre-planned urban infrastructures in those urban and regional sectors where significant urban sprawl has already taken place followed by the rapid population growth. The infrastructure installation fees are levied to those landowners whose properties belong to the DIF zone in which they enjoy the direct benefits that accrue from the installed infrastructures. While the law is deemed to be equitable in that the actual beneficiaries pay for their benefits, it is required to designate the zone boundaries accurately and consistently since they are the very dividers that differentiate the legitimate fee-payers and the free-riders. This study, especially, tries to test a seemingly advanced alternative, so-called the cost-weighted distance measure, as a potential candidate to replace the current air-distance measures to designate the zone boundaries. The statistics indicate that the coefficient of variation for major indices spread from 11.75 to 35.6 in the case of the latter method, it only ranges from 0.21 to 0.76 in the case of the former. The zonal outcomes also show much higher consistency in their shapes. It is hoped, in this context, that the study findings could possibly be adopted in the future research efforts expected soon to amend and improve the current DIF zoning law.
The purpose of this study is to improve the stack effect of the staircase and the failure to take into account the opening of the outside door of the staircase, which are the disadvantages of the existing smoke control only vestibule. As a result of the study, the new vestibule and the staircase simultaneous smoke control are equipped with an exhaust flap damper with an effective opening area of about 0.25 m2 in the upper part of the staircase, and a ventilator-type air supply fan of about 5 m3/s in the lower part, and take measures to prevent overpressure in the staircase. If you use the new simultaneous smoke control method of the vestibule and staircase, you can achieve the following effects. First, it is possible to open the external entrance door. Second, it can reduce the stack effect. Third, the staircase door closes automatically without fail. And a new method of preventing overpressure was proposed for the vestibule.
