A Study on the Management of Local Channel and Renewed License of Cable TV System Operator in Korea (케이블TV SO의 지역채널 운영 및 재허가 심사에 관한 연구)

  • This study explores the management of cable local channel and its related issue of renewed license. Programming of the local channel is the special obligation duty on the cable system operators(SO) under the article 70 (3) of the Broadcast Act. The law provides that SO should operate a local channel which produce, program and transmit the local information, a broadcast program guide and the official announcement items etc. under the conditions as prescribed by Presidential Decree. And the article 55 of the Enforcement Decree defines the scope of broadcast program which transmit through the local channels. And the Korea Communications Commission(KCC) grants a renewed licence 3-5 years based on the level of contribution to the development of local community under the article 31 of the Broadcasting Act and the Rules of Broadcast Evaluation. However, the management of local channel does not give the operators real benefit for the investment of a significant cost, and it could be a reason why the local channel programming has not been vitalizing despite of the legal coercion. To solve the several research questions, this study used in-depth interviews with the experts concerned and literature review for the government documents. The result shows that each SO local channel schedule almost 24 hour a day, but much of them is the repeat programming. In addition to that, the outcome reveals that the scale of the cost investment on the local channel is decreasing and the evaluation score of its management is not so positive figures. These result indicates that the policy of the cable local channel needs revised policy alternatives or paradigm on the basis of realistic goals.

A Method for Estimating Retransmission Fee for Terrestrial Broadcasting Channels between Terrestrial Television Systems and Cable TV System Operators (지상파방송과 케이블방송 간에 지상파채널 재송신 대가 산정방안)

  • A dispute over price for retransmitting terrestrial channels between Terrestrial Television Systems and Cable TV System Operator(SO)s has been underway up to now since 2007 and expected to last unless there is a measure of extraordinary countermeasures. Thus, in this paper, we present a scheme for calculating the reasonable price on retransmitting terrestrial channels. Re-transmission price calculation scheme is presented in two ways. One is to calculate the price for the extent to which Terrestrial broadcasters and Cable broadcasters contribute, and the other is to calculate the price for terrestrial channels retransmitted by applying the method of Cable TV PP program fee basis. In addition, on profit-sharing scheme and criteria for program fee we present two ways of subscription, which are flat sum system and fixed rate system.

  • This study explores the possibility of maximizing locality through synergy between local terrestrial broadcasters and cable local channels. To this end, it examines the significance of the concept of locality in the changing environment represented by the 4th Industrial Revolution. It also analyzes the existing situation of broadcasting locality and the terrain of existing studies concerning cable local channels. Based on the reviews, the study searches for the connection points between local terrestrial and cable channels, which are still heterogeneous operators. The difference in the size of broadcast region and the programming time constitutes the optimum condition. As a result of this, the study discusses the issue of appropriateness and feasibility of bundling the local terrestrial and pay-TV channels in the same legal system. By doing so, it reveals the biggest obstacle in institutionalizing the cable channel into the public category is the emotional rejection towards cable TV. In order to overcome this problem, the study suggests to abolish both the current policy guideline characterized as the same service, same regulation principle and the abolition of local business right of cable TV. It also proposes to allow news commentary function of cable local channels and strengthen cable TV's own capabilities.
