  • Currently, green house gas(GHG) emissions in korea is aiming for a 30% reduction that it is compared to BAU by 2020. To this end, the government has proceed to a variety of reduction policies in GHG. In particular, GHG reduction effect in the public buildings is being a active discussion. It needs to reduce GHG for energy efficiency improvements in the way that public buildings are operated and maintained by public taxes. In this background, the purpose of this paper is to study environmental values judgement for non-market goods in the residents who use public buildings. The results of study are as follows; Respond to first suggested price was found the higher in price, the lower in willingness to pay(WTP). The result of second suggested price was as the same. Analysis of DBDC CVM revealed that income level shows a positive impact on WTP, but the other variables are irrelevant to WTP. Therefore, the citizen participation of the local population seems absolutely necessary to more effective GHG reduction of public sector in the future.

  • This paper attempts to measure the economic benefits of advanced water treatment in five cities (Goyang, Paju, Gumi, Gimcheon, Chilgok), which are supplied water from Goyang and Gumi filtration plant. We used the dichotomous choice contingent valuation method to estimate WTP. Parametric interval-data model are used to obtaining the mean WTP estimates. The results show that the mean of additional WTP for advanced water treatment services were estimated to be KRW 231.3 and KRW 231.2 per $m^3$ using model with covariates and without covariates, respectively. Given the water supplies of Goyang and Gumi filtration plants ($59.675m^3/y$ and $93.734m^3/y$), the economic benefits of those advanced water treatments can be expected to be KRW 13.8 billion and KRE 21.68 billion. And the calculated B/C ratios are 3.7 and 2.1 when a lifespan of facility is 10 years. Advanced water treatment should be introduced in terms of the economic benefits and costs. Thus, this results can be useful in water policy decision-making.

  • The exclusive bus lanes in the Yeongdong Expressway were implemented in the Singal to Yeoju section in 2017, but the capacity of both exclusive bus lanes and general-purpose lanes of the Yeongdong Expressway decreased and the travel time increased, reducing it to the Singal to Deokpyeong section. Therefore, it is necessary to increase the efficiency of exclusive bus lanes to revitalize public transportation and improve environmental problems. This study calculated the willingness to pay and the social benefits of permission for Green cars to drive on exclusive bus lanes in Yeongdong Expressway. A survey was conducted on two groups of Green car users and Expressway users, and the willingness to pay was estimated using the CVM method. As a result, the average WTP of Green car users were estimated to be 218.7(won/km·person), and that of Expressway users were estimated to be approximately 235.5(won/km·person). The direct benefits were estimated to be approximately 7.9 billion won for Green car users, and 8.5 billion won for Expressway users in 2019. Finally, the value of time saving was estimated to be approximately 8.0 billion won.

  • Currently, the global climate change response paradigm has been changed to a universal response system in which all nations, not the developed countries, participate. Korea has also set a target of 25.9 million tons of transportation greenhouse gas reduction targets by 2030. Korean society is expected to enter the super aging society in 2026. In this study, to reduce the greenhouse gas emissions in public transport and to improve the convenience of transportation vulnerable, we estimate the willingness to pay(WTP) and social benefits assuming that the existing feeder buses are replaced with medium-sized low floor electric buses. To this end, survey was conducted on bus users in the metropolitan area and WTP was estimated by using contingent valuation method(CVM), which is one of the non-market value evaluation methods. As a result of estimation of WTP, the average WTP is 51.4 (won / time person), estimated the economic benefits were 50 million won on weekdays and 40 million won on weekends in Gyeonggi Province in 2014.

  • According to the rapid economic growth and the escalation of recreational tourism activities due to the change of job and working patterns, currently various traffic problems often occur in tourist areas. As tourist traffic, contrary to general traffic, is not regional but rather from outside the area of interest, it is hard to grasp the traffic situation surrounding the tourist area. Furthermore, since the traffic is concentrated during a limited tourist season, it is difficult to examine and solve the problem. In this study, in order to test the feasibility of introducing a traffic transfer system to reduce congestion in tourist areas, the authors considered the differences in traffic congestion between typical and tourist seasons and designed a willingness to pay model. The willingness to pay amount for a shuttle bus fare is assumed as 1,430 Won and 1,650 Won is assumed for a transfer parking charge. These amounts were slightly above the current bus fare in the study area, but many people thought that the introduction of a traffic transfer system would help to relieve the traffic congestion approaching the tourist area and to develop tourism resources. As the willingness to pay appeared high from the persons used in this study, it was indirectly confirmed that the introduction of a traffic transfer system would be a step in the right direction.

  • The purpose of this paper is to estimate the total damage cost (i.e., individual welfare loss) due to dust-sand storm (DSS) in Korea, using contingent valuation method. CV market scenario is designed to elicit individual WTP for reducing the currently 14 days of average DSS per year by 50 percent. Question about the shares of various types of damage costs are directly asked after the respondent answered about his or her WTP in CV questionnaire. The yearly damage cost due to DSS is 29,510 won(95% C.I. 24,565~35,452won) in the case of an individual, therefore amounts to 444.1 billion won(95% C.I. 407.3~481.0 billion won) for the whole nation. The cost of amenity reduction counted as 33.8% is 150.1 billion won(95% C.I. 137.7~162.6 billion won); the cost of increase in morbidity counted as 36.6% amounts to 162.5 billion won(95% C.I. 149.1~176.0 billion won); the cost of averting behaviors counted as 14.5% is 64.4 billion won(95% C.I. 59.1~69.7 billion won); and the cost of car wash, activity restriction and so on, which was counted as 15.1%, amounts to 67.1 billion won(95% C.I. 61.5~72.6 billion won).

  • This study estimates the willingness-to-pay(WTP) for conserving Sindu coastal sand dune and asset value of Sindu coastal sand dune by means of contingent valuation method. CV market scenario is designed to elicitate his/her WTP considering use value and nonuse value of Sindu coastal sand dune. The yearly WTP for Sindu coastal sand dune is 3,059 won(95% C.I. 2,591~3,612 won) in the case of a househodl, therefore amounts to 44 billion won(95% C.I. 37~52 billion won) for the whole nation. We estimate the asset value of Sindu coastal sand dune by 7.5% discount rate to be 587 billion won with 95% confidence interval of 497 to 693 billion won. The direct use value which has accounted for 13.4% is 79 billion won(95% C.I. 67~93 billion won), and the indirect use value which has accounted for 30.2% amounts to 177 billion won(95% C.I. 150~209 billion won), and the option value which has accounted for 19.4% is 114 billion won(95% C.I. 97~135 billion won), and the conservation value which has accounted for 37.0% amounts to 217 billion won(95% C.I. 184~256 billion won).

  • Korea government has launched long-term care insurance from 2008. However, one of the most important issues, whether or not providing cash benefit, is still unresolved. In this paper, in order to provide policy guidelines for the long-term care insurance, I attempt to estimate the Willingness-To-Accept (WTA) of the cash subsidy for informal care by using Double Bounded Dichotomous Choice method, a branch of Contingent Valuation Method (CVM). In doing so, I also estimated the determinants of the preference for cash benefit. Data were obtained from face-to-face survey interviews with 300 informal care-givers at three major general hospitals in Seoul, Korea. The questionnaire was constructed with two scenarios (mild/severe symptom). The results from logistic regression analyses and the estimation of WTA indicate that informal care-givers are willing to accept the cash benefit as low as 628 thousands won for mild fragile elderly and 1,072 thousands won for severe fragile elderly. The strength of this paper is that I estimated the WTA of the cash benefit by reflecting the changes in preferences of informal care-givers. The analytic results from the this paper suggest that the cash benefit in long-term care insurance is indispensible in achieving the goal of the long-term care system.

  • Annual total values and thereby assets values of natural resources are determined by sample household WTP estimates and the extent of market. In the current domestic practice of CVM, total numbers of national households were used as the target population to measure total economic values including non-use values. This study proposed an alternative method of calculating potential user groups based on distributions of residential area of visitors in the sample using 4 provincial parks in the Chon Buk area as cases. The sample mean of WTP of Moak Mt. visitors, who are mostly from the nearby Chon Buk provincial area, was estimated to be about 8,215 won. On the other hand, the mean of WTP of Sun Woon Mt., whose visitors are evenly distributed from all over the country, was about 4,693 won. When applied national households as the target population, annual total benefits and thereby asset values of Moak Mt. was high enough to be 86 billion and 1.6 trillion won respectively. However, those of Sun Woon Mt. was low to be 52 billion and 1 trillion. On the contrary, when applied potential user groups of each park as the extent of market, annual total benefits and asset values of Sun Woon Mt. was reversed to be high--23 billion won and 400 billion won respectively. However, those of Moak Mt. was lowered to be 10 billion won and 200 billion won. Furthermore, asset values of the same park were differed by 2 to 8 times according to the way of setting the extent of market.

  • 1. Objectives : This study aimed to provide practical insights on the development of traditional Korean medical tourism and maximize the satisfaction of foreign patients. The main objectives of this study were also to evaluate Sasang Constitutional Medicine(S.C.M.) diagnosis cost from foreigners' perspectives. 2. Methods : For this study, the data were collected from tourists to Korea between January 3, 2010 to February 20, 2010. The sample used in this study was mainly composed of Japanese, Chines and US/Canada, because they are the major national visitor origin group to Korea. The primary data were collected by questionnaire survey using a standardized instrument with a convenience sampling procedure, and efforts of the interviews involved an on-site, self-administrated questionnaire to those sitting or visiting tourist attractions. The total size of the sample was 276 of which 275 showed no missing value against the factors needed for final analysis and were for analysis as an effective sample. SPSS 13.0 for window was used to analyze the collected data on which descriptive statistics and the Limited Dependent(LIMDEP) 8.0 program was used in estimating the willingness-to-pay(WTP) for traditional Korean medical tourism through the Contingent Valuation Method(CVM). A dichotomous choice question form of a CVM was applied to estimating the value. 3. Results and Conclusion: 1. There was significant statistical relationship between attributes when considering medical tourism destination and socio-demographic profiles such as age group, nationality, educational level and occupation. 2. In the level of recognition on Korean medicine, north Americans showed low level of recognition compared to other nationalities. In addition, in terms of age group, 20's and 30's showed low level of recognition on Korean medicine, 3. In relation to the level of interest on Korean medicine, Japanese respondents had higher interesting level on Korean medicine. Also singles had higher level of interest. 4. Regarding preferred Korean medical treatment program, there found significant statistical relationship between Korean medical treatment program and socio-demographic characteristics. 5. The estimating result of the logit model showed that the variables affecting the WTP for Sasang Constitutional medicine diagnosis were offered price and potential ability of medical tourism destination. 6. In relation to WTP for Sasang Constitutional medicine diagnosis, Japanese respondents showed a WTP of USD 62.69 and Chinese respondents showed USD 57.09. On the other hands, respondents from north America and other countries showed a WTP of USD 65.50. In conclusion, from this study, the results found that the opportunities in tradition Korean medical tourism are immense and the possible rewards are numerous. It is time to continue to promote 'Sasang Constitutional medicine' and make the Korean medical tourism programs considering on nationalities, age group, gender and WTP.
