Policies and Tasks for Improving Korean CM Industry (CM 산업 발전을 위한 정책 및 과제 추진 방안)

  • As domestic construction investment has been gradually reduced, the issue of expanding overseas CM market has increased. Strengthening CM capability from the view point of project life-cycle is required in overseas CM market. However, current regulations institutionally force public CM services to focus on the construction phase. Therefore, Korean CM firms can hardly have the opportunities for accumulating technical competitiveness especially for pre-construction phase. Result of this study shows that the total efforts in terms of man-hours for the construction phase is found to be more than 78 percent in domestic public CM projects. In this context, this study proposes the policies and tasks for improving 'rigid man-hour placement', 'unreasonable CM fee standards', 'CM firm selection method', 'unreasonable business scope decision', and 'evaluation of owner's project management capability' in order to improve domestic CM Industry as well as to expand overseas CM market successfully.

  • Since CM for Fee has been introduced in domestic market of construction industry, Construction Management(CM) has been familiar with one of the established delivery systems in Korea. However, CM(CM for Fee) construction market has been stagnant consistently due to recent economic recessions. The fundamental causes of the current depression of CM construction market are highly related to the social/environmental factors(such as owner's negative perception about CM services, exclusive formation of the CM markets, unfeasible fee and limitations on technology developments in CM services) and the shortage of institutions associated with CM. Accordingly, fundamental improvements on the CM environment are required. This study suggests the feasible methods for improvement on CM system based on fundamental analysis of problems related to the environmental factors by conducting a delphi technique with professional personnels on various positions in CM markets.

  • Exemplary contracts of construction management (CM) including highway projects have been carried out in the civil engineering area over the past ten years. However, practical and administrative challenges as transitional circumstances have been revealed in the different participants of supervision, inspection and construction management. Thus, it is important to internally overcome problems and negative perception encountered in civil engineering, and to promote the efficiencies in construction cost and quality. In addition, external efforts should be put to market opening, globalization, and technology development for competitiveness and high value industry. While it is critical to establish the concrete CM system by collaborating with various participants, proven architecture and system have not been provided because of incorrect measurement of CM accomplishment, overlap of responsibility between CM and supervision, and slow deployment in construction field. This paper analyzed the current CM practices and business environments, and presented the possible solutions for strategy improvement of CM in the owner's view point.

A Review of the Improvement of Construction Management (CM) System and the CM Policy for the Public Construction Works (공공사업의 CM제도 개선 및 정책방향)

  • The Construction Management(CM) System in Korea is systematized both in name and reality by being prescribed in Construction Industry Act('97) and Construction Management Act('01) through various discussions considering reformation of construction industry structure and enhancement of construction technology competitiveness. Specially in the public construction works, CM Pilot Project is promoted by central government for the activation of CM system introduced for efficiency of public construction project. The promotion of Pilot Project is not only the settlement and activation of CM system but also the process to embody and diversify the CM system. Now we should develop various CM application type such as Owner type, PM type and type for private capital project in doing so. And with this efforts, we could expect that CM system should play an important role to enhance the efficiency of public construction works and should affect private construction sector.

Identifying the perception on the introducing of Construction Management(CM) in the civil infrastructure project delivery system (사회간접자본 프로젝트의 CM제도 활성화방안에 대한 인식분석 연구)

  • Current environment in civil and construction industry has changed to actively adopt construction management (CM) in various areas. While it is found that exemplary CM projects have been carried out in many civil engineering sectors, concrete system framework has not been suggested due to ambiguous boundary between CM and supervision system, unclear perception of CM's role, and inexperienced organization and regime. This paper investigated the challenges faced in civil and construction industry, and analyzed the strategy that could improve the current immature CM system by conducting questionnaire survey from experts in various construction sectors. The results could provide valuable information that can involve diverse opinions and view points in project participants.

  • Ever since the CM was implanted in a domestic construction in 1996, it has been needed to take root and activate the CM system as soon as possible. Especially, the applied CM to private construction sector could be a fundamental barometer that how much changed and being advanced the construction system is This means, it is easy to apply CM to a governmental construction, yet it is hard to expect to successfully fix and activate CM for a private construction project unless they admit the necessity and validity of CM. Dongbu Corporation already acknowledged the need of CM in a private enterprise and willingly applied it to a construction sector while building Dongbu financial center, even before the CM was implanted to this country Therefore, this study suggests that the developmental direction of practical CM by examining effects and problems of the CM process.

  • This paper proposes the methods to promote the Construction Management (CM) in Korea from the perspectives of government, academia, and industry. Recent seminar reports and research documents were referred to provide important sources for this work added by years of author's own experience in construction industry. First, the expected trend of various CM forms over time was identified by referencing the needs assessment results accomplished by the other researchers to provide a general sense of the way the CM is expected to evolve. Then, the 16 detailed ways of promoting the CM in Korea was proposed and explained.

Synthesis and Properties of N-Acyl Glycine Used Triglyceride (트리글리세라이드를 이용한 N-아실 글리신의 합성 및 물성)

  • Amino acid based surfactants as protein-surfactants is eco-friendly compound. So, amino acid based surfactants is expected as next generation surfactants. Amino acid based surfactants has high biodegradability, low toxicity and surface active properties. In this experiment, amino acid based surfactants, cocoyl glycine, was synthesized by glycine and triglyceride such as coconut oil and palm oil. And it was tested the surface tension, emulsifying properties, foam stability and HLB value. The synthesized surfactants was confirmed by FT-IR. Surface tension of surfactants synthesized by coconut oil on diluted aqueous solutions of surfactants was 31.2 dyne/cm at $1.0{\times}10^{-4}mol/L$. Surface tension of surfactants synthesized by palm oil on the diluted aqueous solutions of surfactants was 42.1 dyne/cm at $3.2{\times}10^{-5}mol/L$. Foam stability measured the foam height as time passed. Initial foam height of surfactants synthesized by coconut oil is 14.5 cm, and 10.7 cm after five minutes. Initial foam height of surfactants synthesized by palm oil is 3.0 cm, and 2.8 cm after five minutes. Foam height of surfactants synthesized by coconut oil was higher than surfactants synthesized by palm oil. But foam stability of surfactants synthesized by palm oil was better than surfactants synthesized by coconut oil. The emulsifying properties of synthesized surfactants are observed in benzene and soybean oil and emulsifying properties in organic solvent is better than in soybean oil.

Study for Sequential Application of Herbicide to Establish an Efficient Weed Control in Red Pepper Field (고추 밭 잡초 관리를 위한 제초제 체계 처리법 개발)

  • Timely application and the choice of herbicides are crucial for red pepper production since the yield is significantly reduced by weed occurrence. Experiments were conducted to provide efficient weed control methods in red-pepper fields. The results suggest the followings: 1) in the field of prevalent grass weeds, application of pendimethalin EC as pre-emergence herbicide after transplanting followed by tank-mix with pendimethalin and fluazipfop-P-butyl EC as post-emergence at 3-5 leaf stage of Digitalia species gave a good control for 80 days without crop injury, 2) as for grass and other weeds occurrence, sequential application of tank-mix with glufosinate-ammonium SL and pendimethalin at 30 days after transplanting (DAT) followed by glufosinate-ammonium. at < 20 cm of weed height with 30 days' interval provided better weed control than 2-time application of glufosinate-ammonium. single application for 80 days in this trial. 3) To prevent from drifting of non-selective herbicide spray mist into red-pepper at furrow application, glufosinate-ammonium. should be applied at 15 cm of spray nozzle height at 20 DAT (18 cm tall of red pepper), and the spray nozzle should be placed below 30 cm above ground to keep spray drift minimum to red pepper with > 40 cm plant height at 40 DAT.
