The Analysis of the Weights of Country Risk by Participants of Overseas Construction Projects (건설사업 참여주체 별 해외건설공사 국가리스크 핵심요인 도출 및 비교분석)

  • The government has focused on activation of overseas construction projects and strengthening competitiveness in the long term. In recent years Public construction contract as well as design, engineering, construction management(CM) are gradually expanding into other countries, but risk analysis cases in the field are slight. In this study, We utilized PI scale and drew a conclusion about the importance of overseas risk by participants. We compared its features from the risk factor based on Risk Matrix. As a result of this study total of 6 section 31 Country Risk factors for the importance of overseas risk by participants were drawn, and the key risk factors (17 constructor, 14 designers, 17 CMr) based on Risk Matrix were derived. By utilizing the result of this study will be used as the basic data for establishing risk management strategy to meet each business and planning evaluation model.

  • 건설산업의 경쟁력 제고를 위해 건설산업에서 기획${\cdot}$설계${\cdot}$시공${\cdot}$사후관리단계에서 엔지니어링분야에 대한 고도의 기술력과 함께 이들을 총체적으로 관리할 수 있는 사업관리능력의 향상이 매우 중요하다. 최근 SOC사업이 대형화, 복잡화됨에 따라 전문 기술과 경험을 보유한 전문 건설사업관리 인력이 필요하고, 대형 사업의 사업관리수행방법의 형태가 발주 직영에서 사업관리 대리인인 CMr 체계로 바뀌어 가고 있다. 이와 같은 배경아래 대형 민자유치사업의 성공적인 수행을 위해서는 통합 CM/PM능력을 구비한 전략적 건설수행체제 구축이 필요하며, 이를 통해 사업비의 감소와 공기단축을 이루어 궁극적으로는 국내 건설업체의 경쟁력강화와 전문화/특화화를 이룰 수 있을 것이다. 이를 위해 본고에서는 민자사업에서의 CM의 역활을 중점적으로 논하고져 한다.

  • Despite of the introduction some sorts of the contract and the bid method like CM(Construction management) that will be efficient to manage the construction project. Korean agencies limit to control project management to do large public constructions. In the case of Taiwan, THSRC is apply J/V system in the public construction project, they are accomplishing that expend optimal the cost and save the construction time. To success J/V it has two factors, one is risk management and another is sharing information of construction project. Therefore, we will study to introduce J/V system to our construction project.

CONSTRUCTION EDUCATIONAL GAME FOR K-12

  • The future competitiveness of construction industry is dependent on K-12 students. However, unfavorable images of construction industry have negative influence on K-12 students' decision-making of their career. This negative image makes them not want to find out what actually happens in construction industry. Consequently, it is important to give K-12 students the opportunity to know what construction employees actually do in their job. Studies show that K-12 students who encounter the job early-on are more likely to choose it as their career. In this context, this paper proposes construction educational game in which it can serve as a medium for capturing K-12 students' interest in Construction Management (CM). Based on the literature reviews, challenges of construction educational game for K-12 students which are edutainment, hands-on experience and social interaction, are derived. To address these issues, conceptual model and scenario are designed. Based on designed scenario, prototype of Simulation based Construction Game in Virtual World (SCGVW) is developed in Second Life (SL) and applicability test to K-12 students are implemented. This paper concludes with a discussion of the lessons learned and the future development steps of the construction educational game for K-12 students.

  • Recently, Korea has achieved accumulated total value of orders of six hundred billion dollars in international construction market, and it is facing a new turning point by entering the overseas construction market. However, according to the statistics on the current internal construction market, the accumulated value of orders has been mainly obtained by plant projects in the Middle-East area. To improve international competitiveness of Korean construction industry, it is required to expand and diversify the target areas and construction business sectors. To expand markets, each construction firm should establish the expansion strategy and assess the capability which includes the strength and weakness of their firm. Therefore, this research aims to evaluate the capability of the Korean construction firms for overseas expansion. Through the research, Korean construction industry is expected to strengthen competitiveness toward the overseas markets. Furthermore, this research contributes to expanding and diversifying markets for domestic construction firms.

CM Prospects and Strategies Based on Contract Statistics : 1997 through 2014 (CM산업 수주실적 분석을 통한 CM기업의 발전 방안 - 1997년 ~ 2014년 실적자료 기반 -)

  • CM services have been focused on the advancement of the CM industry and expansion to overseas market based on CM capabilities. However, there has been lack of quantitative and comprehensive research to investigate current CM trends and prospects for improving competitiveness. In this sense, the purpose of this study is to statistically analyze total of 3,453 CM service contracts over the past 18 years (between 1997 and 2014) in term of market type, contract size, owner's type, commodity type. Finding of this research reveal that 1) compared to 2005, CM market size in 2015 increased as much as 2.5 times, and that 2) domestic CM projects count for 87.5%, architectural project 88.4%, less than 1 billion won small contracts 75%, respectively. Also, recently as CM company are developing capability and competitiveness, 1) overseas CM market share has grown up to 20% among total CM contract amount, and 2) CM contracts by private owners has increased 3 times demanding the total management services based on high technical capability. Additionally, the result of this paper supports the growth path model proposed by Jung et al. (2014), where a path from Domestic Public (DP3) and Domestic Private (DC2) CM projects towards the expansion to International Private (IC5) contracts was quantitatively analyzed. Implications for other practical issues are also briefly discussed.

Growth Model for Korean CM Firms based on 2012 Statistics (CM기업의 단계별 발전 전략 모델: 2012년 실적자료 기반 분석)

  • CM services have been increasingly practiced over the two decades in the Korean construction industry, and recent efforts focus on further development in advanced CM capabilities and expansion to overseas market. However, there has been lack of holistic research to investigate current status and future direction of CM industry in Korea. In this context, the purposes of this study are 1) to analyze current status of Korean CM industry in terms of owners, market, CM firms, contracts, and work scopes, 2) to define different types of CM practices, and 3) to propose growth models for Korean CM firms based on the defined CM project types. An extensive literature review and statistical analysis of 2012 CM contracts were performed in order to analyze the CM status. Based on the analyses, ten different CM types are defined, and growth paths of CM firms are illustrated. Implications and lessons learned during the statistical analysis and workshops are briefly introduced as well.

A Study on Marine Pile Construction Management by Real-Time Kinematic GPS Positioning (RTK-GPS 측량에 의한 해상파일 시공관리에 관한 연구)

  • Automatic control technologies for the marine pile driving provides accurate and rapid intruding into the planned positions of the pile with planned slope and direction, so that the construction maintenance and management are more efficient and the quality of the construction is more promising. Therefore, in this study, the application scheme of RTK GPS to the automatic control of the pile driving presented. It is expected that the presented scheme using the precise RTK GPS technique assures the efficient and economic 3D positioning accuracy for the precise marine construction management like the precise foundation of marine structures made of piles and the dredging work. It is found that the suggested scheme decrease 60% of the construction error compared with specifications reference because marine position accuracy is measured within 4cm in real time. In addition, the automatic position control system using GPS reduced the construction period and cost compared with existing methods about 30% and 35%, respectively.

Evaluation of Capability for Practicing CM at Risk in Korea (국내 시공책임형 건설사업관리 수행을 위한 기업 역량 평가)

  • The Korean domestic construction management at risk (CMAR) market is in the process of completing the pilot project execution under the leadership of the Ministry of Land, Infrastructure and Transport as of December 2019. The government starts practicing CMAR an alternative delivery method widely in order to diversify delivery methods and enhance construction technology. The CMAR market is thus expected to grow. This study was conducted to improve CMAR firms' capability by developing self-assessment tools for them to evaluate current capability more effectively. As a result of defining standard core capability and additional elements categorized by project execution phase and management area, and performing evaluation from the CMAR project participants, it was found that the general project management capability in the pre-design and procurement phase and quality management area was lower compared to the construction phase and other areas. In addition, the capability of cost management area was lower in spite of its high importance. Communication and coordination, process optimization, and target values achievement were at the initial level of capability and continuous improvement was required.

A Study on the CM at Risk Business Model using Business Model Canvas (비즈니스 모델 캠버스(BMC)를 이용한 시공책임형 CM 비즈니스 모델에 관한 연구)

  • The domestic market of CM at Risk has not been activated yet. It was analyzed duo to the fact that construction owners didn't have confidence in CM at Risk, because of the concerns regarding CM firms reliability, service, specialty, system and feasibility. Therefore, this study analyzed the problems to find the reason for declines in orders through a business diagnosis based on the Business Model Canvas(BMC) and set up the direction of business model improvement with one on one expert interviews. Additionally, we suggested the sub-activities for the business model improvements of CM at Risk service that are divided into 9 building blocks. Through this method, we determined that we would need preceding innovation activities such as good communication with customers, reinforcement of subcontract and excellence in project operations to convert the successful practice and settlement of the CM business model based in BMC. It is expected that the business model suggested from this study would contribute to improvement of CM at Risk competition and the differentiation strategy when compared with other firms. Also, it would be used a basis data to develop CM at Risk business model in the future.
