Policy Plans for promoting the Construction Management in Korea (${\cdot}$${\cdot}$학 측면에서의 CM 활성화 정책과제)

  • This paper proposes the methods to promote the Construction Management (CM) in Korea from the perspectives of government, academia, and industry. Recent seminar reports and research documents were referred to provide important sources for this work added by years of author's own experience in construction industry. First, the expected trend of various CM forms over time was identified by referencing the needs assessment results accomplished by the other researchers to provide a general sense of the way the CM is expected to evolve. Then, the 16 detailed ways of promoting the CM in Korea was proposed and explained.

  • In 1997, after Construction Management was introduced, it has been ten years; moreover, there has been many thesis until recently. However, in the past thesis, studies of Construction Management were limited to the public and standards for an activation were not certain. So, in this study, using Public Announcement of CM Ability Valuation, we analyzed the market of the domestic CM in the aspect of the number of contracts and the sum of money. The number of domestic construction contracts has decreased since 2002. In contrast with the number, the sum of money has increased. And the market of CM has been extended. However, the occupancy rate of the contract money was low in contrast with the number of contracts. But comparing with the growth rate of economy and Construction market, that of the CM market has been extending. Through this study, we decided that the market of CM was being activated.

  • Exemplary contracts of construction management (CM) including highway projects have been carried out in the civil engineering area over the past ten years. However, practical and administrative challenges as transitional circumstances have been revealed in the different participants of supervision, inspection and construction management. Thus, it is important to internally overcome problems and negative perception encountered in civil engineering, and to promote the efficiencies in construction cost and quality. In addition, external efforts should be put to market opening, globalization, and technology development for competitiveness and high value industry. While it is critical to establish the concrete CM system by collaborating with various participants, proven architecture and system have not been provided because of incorrect measurement of CM accomplishment, overlap of responsibility between CM and supervision, and slow deployment in construction field. This paper analyzed the current CM practices and business environments, and presented the possible solutions for strategy improvement of CM in the owner's view point.

  • The necessity of professional construction management has been increased as a construction project is getting larger, more complex and specialized. Thus, the CM market has steadily expanded since 1996 in Korea. Despite the external expanding of the CM market, experts claim that domestic CM regulations and infrastructures should be revised. Therefore, this paper developed a causal map which consists of elements vitalizing CM market. Then, the simulation model using NUMBER (Normalized Unit Modeling by Elementary Relationships) to predict the size of the CM market is established. As a result, in the case of more regulation related CM, the quantity of CM projects could not reach of construction supervision until 2020. This paper can be used as a baseline providing a prospection of the change of CM market according to causal relation between the improvement as well as the base of revitalization research of CM market based on non-institutional factors change.

  • The Construction Industry become to large. So, construction management is needed. In Korea, an organic law about construction industry was made in 1996. And CM was introduced, too. But CM is not activated with institutional inertia. A reason Is a perpetual friction between CM and Gamri. And it is not thoroughgoing enough about supply of CM's effect with Chf Best Practice checklist and Key Performance Index. This study will develop the CM Best Practice checklist with CM's work and technique in project-dimensional. The CM Best Practice checklist will guide to have a good result.

  • Even though the domestic CM market has expanded in size continually since 2000, concerns of obstacles for vitalizing CM market have risen. A critical concern is clients' low recognition and motivation to make use of CM services. In this situation, it is important for CM firms to actively promote their marketing activities. The objective of this paper is to identify major characteristics of CM firms' marketing strategies and methods in relation to the management of CM service as a commodity.

  • This paper suggests that construction management services should be performed considering the owner's and the project's characteristics through the examples of the successful projects. For this study, the critical CM services in each phase regarding schedule management, cost management and information management are presented and the problems of the CM delivery system in Korea are analyzed with respect to policies, users, suppliers/CMrs and construction environments. Besides, the situation of the delivery systems in Korea and the differences of each delivery system are presented. It is concluded that, for the settlement of CM delivery system in public construction market and, ultimately, the successful execution as an agent of the owner, CMr should diversify the services and give the optimum CM services appropriate for each project's characteristics.

  • In this study, physical and chemical properties of sea water were investigated qualitatively from the data measured by means of the conductive method as described in the previous paper. The activation energy, ${\Delta}E$, calculated from the suggested equation describing the electrical conductive property of sea water was about 3.0 to 4.0 Kcal/mole at a given pressure and concentration. The average values of the activation volume change, ${\Delta}V$, over the pressure 1 to 1,200 bars decreased from -1.30 to $-0.27\;cm^3/mole$ as the temperature increased from 10 to $25^{\circ}C$.

  • Since construction management(CM) was recognized as a formal procurement route by law in 1995, it is interesting to observe the trend of its increasing adoption. Particularly in the public sector, local government clients more adopted the CM Procurement route than central government clients. The objective of this paper is to investigate and analyse the motivation of local government clients in selecting the CM procurement route. It is important to understand such motivation for achieving a better understanding of public client's CM needs and for promoting CM business in the public sector.
