As the business dependency to information systems and the frequency of the large scale disasters increase, implementing the disaster recovery center has been a common practice. However, since there has been little quantitative decision method for the distance between the data center and the disaster recovery center, the distance decision has been commonly made by qualitative guidelines. In this research, the decision method for the optimal distance between the data center and the disaster recovery center is developed, using the cost analysis including the operation cost and the expected disaster cost. An illustrative numerical example is provided.

1980년대 후반과 90년대 초반부터 정보시스템의 비상계획과 재해복구의 새로운 개념으로 대두된 업무지속성관리(BCM:Business Continuity Management)는 정보시스템이 조직의 업무처리(Business Process)에 중심을 두고 활용되는 현실에서 업무의 중단없는 지속적인 업무수행이 조직의 중요 이슈로 대두되는 추세를 반영하여, 비상시 또는 재해시 복구의 대상을 단순한 전산센터나 시스템 단위에 초점을 맞추는 것이 아니라, 가장 중요한 업무처리 차원에서 중단없이 업무를 수행할 수 있도록 관리하는 것을 말한다. 본 연구에서는 이러한 업무지속성관리가 기존의 재해복구나 보안관리 등의 개념들과 어떠한 관계를 갖고 있는지를 정의함으로서, 업무지속성관리의 개념과 범위를 좀 더 명확히 하고, 정보시스템의 운영환경별(중앙집중처리, 분산처리, 외부위탁처리) 업무지속성관리를 적용하는 방안에 대해 살펴보고자 한다.

Recently, accidents such as human accidents are increasing rapidly due to natural disasters and changes in social conditions due to abnormal weather. As a result, damage has been causing massive damage unlike the past. In the case of small and medium enterprises excluding financial institutions and big company, there is no system for prevention and restoration for stable operation from various risks such as human and natural disasters. As the current disaster continues, public and private companies have raised the need for BCM, and with the introduction of the ISO22301 certification system, the company has been establishing and operating Enterprise Disaster Management Standards in the Ministry of Public Safety and Security since 2007. However, in most SMEs, it is hard to bear the input of internal labor and investment cost, and there is a lack of personnel with expertise to conduct BCM diagnosis. Therefore, in this paper, we will study the diagnosis level of enterprise continuity plan which is commonly used in Korea and abroad. Based on this, we will study the BCM system diagnosis method which can be applied to small and medium enterprises in Korea efficiently.

BCM(BCP) 관련 재난관리 국제표준(ISO22301)이 5월 제정되어 금년 말에 국가표준(KS A ISO22301)으로 제정될 예정이다. 따라서 해외 각국 및 국내에 진출한 국외 인증기업들의 인증사업이 활성화 되고 기업간 통상 시 표준준수 요구 등의 무역장벽이 예상되어 이에 대한 우리 기업들의 대응 방안을 모색 하고자 한다. 또한 경감법에서의 우수기업인증제도의 활성화 방안을 도출하고자 한다.

연구목적: 공급체인관리에서 다룬 선행연구를 기반으로 요인을 분석하여 비즈니스 연속성 관리시스템(BCMS)의 위험평가와 위험관리 요인이 경영성과에 미치는 영향을 검증하였다. BCMS의 위험요인을 도출하고 예측 불가능한 위험을 평가함으로써 체계적인 위험관리 방안을 구축함과 동시에 기업이 업무중단 없이 경쟁우위를 선점하도록 기여하는데 연구의 목적이 있다. 연구방법: BCMS의 위험평가, 위험관리, 경영성과의 구조적 관계를 도출하였다. 이를 위해서 124명의 우리나라 기업에 종사하는 책임자, 관리자를 상대로 설문을 조사하였다. 빈도분석, 타당성분석, 신뢰성분석, 상관분석, 단순회귀분석을 하였다. 연구결과: 첫째, 위험평가는 위험관리에 정(+)의 영향을 미쳤다. 둘째, 위험관리는 경영성과에 정(+)의 영향을 미쳤다. 마지막으로 위험평가는 경영성과에 정(+)의 영향을 미쳤다. 결론: 기업의 경영성과는 BCMS의 위험평가와 위험관리 역량은 재무적 성과를 통해서 관리하고 위험관리 활동은 비재무적 성과를 통해서 관리해야할 것이다.

연구목적: 중대재해의 업무중단 리스크를 확인하고, 재해경감활동관리체계를 활용한 중대재해처벌법 준수방안을 제시한다. 연구방법: 문헌연구와 사례조사를 통하여 중대재해처벌법, 재해경감활동관리체계, ISO 45001 각각의 요구사항과 특징을 비교 분석하고 시사점을 도출하였다. 연구결과: 산업재해로 인한 업무중단 및 재무적 악영향을 확인하였다. 이를 기반으로 재해경감활동관리체계를 활용하여 중대재해처벌법의 문서화 요구사항을 재해경감활동관리체계와 연계하고, 중대재해처벌법 의무 이행기록을 관리할 수 있는 방안을 도출하였다. 결론: 재해경감활동관리체계의 구축·운영으로 중대재해처벌법을 준수할 수 있을 뿐만 아니라, 각종 재해 예방 및 2차 피해 최소화 등을 통하여 업무연속성 유지와 ESG 경영에도 기여할 수 있다.

This study was carried out to find out the possibility of continuity of the Farming Service Company (FSC), which has been founding since 1991 by the public administration to obtain the scale economy in the rice production, through the only financial analysis of the FSC. The results obtained were as follows. 1. The FSC's business is forward to the off-farm business rather than farm business. Based on the profit ratio, the profit ratio of off-farm business is more than that of farm business. It may cause the difficulty of policy to obtain the scale economy in the farming through the FSC. 2. Without subsidies the average net profit of the FSC was negative, which may provide the motives to the FSC to seek out the way to survive through the off-farm business, unless the FSC's could break up. 3. After all, the possibility of continuity of the FSC through the only financial analysis seems to be very little. Therefore the public administration should reconsider the present policy which is to found the more FSC continuously. If government wants to support the FSC continuously, government should focus on the conglomeration of farm land to increase the productivity of farming and on the subsidy of off-farm business to increase the profit ratio of the FSC.

본 연구는 재난 또는 재난상황이 발생되면 일반인에게는 크게 문제되지 않는 상황이라 해도 노약자나 장애인, 경제적 능력이 떨어지는 취약계층에 관한 논점이 있다. 즉 재난취약계층의 특성을 이해하고 동일한 상황이라도 이들에게는 심각한 위험이 될 수 있다는 점을 고려하여 재난대비 현장조치 행동매뉴얼의 필요성을 강조하여 제기한다. 또한 취약계층 중에서 전 세계가 동일한 용어정의를 선택하고 있는 장애인에 국한해서 연구를 진행하고자 한다. 한국과 일본의 사례를 비교하는 방식으로 장애인을 위한 현장조치 행동매뉴얼 개발의 토대를 제공하고자 한다. 따라서 일본과 한국의 사례를 통하여 재난 시 일상생활 자립성 유지기능, 재난 시 의사소통 기능, 이동방법 및 이동정보 활용 기능, 응급상황 대응 인식 능력 기능, 재난 시 건강상태 관리 기능을 확보해 주는 방향으로 현장조치 행동 매뉴얼 개발의 시급성을 강조한다. 이러한 국내 상황으로부터 본 연구에서는 장애인을 위한 재난안전 현장조치 행동매뉴얼과 관련된 논의에 한정해서 논점을 결론으로 정리하고자 한다.

Even though most of domestic corporations are doing various activities to reduce disasters, it is true that those are actually limited to some parts of business or the formalities in order to obtain specific certificates. For that reason, this writer study a efficient utilization of a guideline about accident provision and business continuity management for less disasters of companies, prevent interruption of critical mission. In short, it is required to operate an effective disaster recovery system and safety management system integrated by a mutual recognition on the relevant parts and different parts. And there is a need to establish a integrated recovery center in order to manage disaster recovery system realistic and effective.

본 연구는 아직 초보수준인 국내기업의 업무연속성 유지를 위한 재해경감 활동계획 수립 및 실행에 대한 방향을 제시하였으며, 조기대응체계 구축을 통하여 어떠한 재난에도 안전을 기할 수 있는 기업 연속성 유지 방안을 모색하였다. 이를 실현하기 위하여 국내 재난관리 표준으로 채택된 사고대비 및 업무연속성 관리의 가이드라인을 분석하였고, 국내기업에 쉽게 적용할 수 있는 실행지침을 제시하였으며, A기업을 대상으로 재해경감활동계획 수립 및 정보기술을 활용하는 방안을 연구하였다. 특히 사고대비 및 업무연속성 관리의 가이드라인 5단계 주요 절차 중 계획수립단계의 위험 평가, 영향분석, 예방경감계획 및 대응관리계획 수립에 대한 모델을 제시하였고, 국내 재해경감활동이 활성화되기 위한 방안을 도출하였으며, 재난대응 수준을 향상시키기 위하여 필요한 정보기술 부분도 제시하였다.
