A study on the improvement of BCM industry through legal systems (BCM(재해경감활동관리)산업 활성화를 위한 법·제도 개선 방안 연구)

  • Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.

A Study on the Application of Business Disaster Reduction Activities to Strengthen the Business Continuity of Hydrogen Charging Stations (수소충전소의 사업연속성 강화를 위한 기업재해경감활동 적용 연구)

  • Purpose: In order to compensate for the limitations of the risk assessment of hydrogen charging stations, it is proposed to apply business disaster reduction activities as a way to strengthen safety and business continuity for accidents that may occur during operation. Method: We explored the application of business disaster reduction activities that can reduce, eliminate, transfer, and accept risks by classifying risks according to the passage of time in the installation and operation of hydrogen charging stations, identifying key tasks, deriving risk scenarios. Result: Existing research results are appropriately applied to the risk assessment conducted in the stage before the installation of hydrogen charging stations. However, there is a limit to the risks that can occur at the operational stage, so applying business disaster reduction activities with several example scenarios has resulted in that it can be applied as a way to strengthen safety and business continuity. Conclusion: All of the currently implemented risk assessments for hydrogen charging stations are being used appropriately. However, it proposes business disaster reduction activities that apply various risk scenarios as an evaluation and response to possible risks at the operational stage.

  • As ISO22301 (Societal security-Business continuity management systems-Requirements) related to BCM (BCP) was established in May 2012, KS A ISO22301 (National Standards) will be enacted at the end of the year. Foreign certification agencies at home and abroad are expanding their business, accordingly. And it is expected that there will be a trade barrier such as a demand for compliance with the Standards in the trade between companies. Hence I am trying to find the countermeasures of domestic companies and ways to invigorate Top Company Certification System in the reduction law (The Legislative bill on the support of voluntary activities of enterprises for disaster reduction).

Research of Actual Condition and Mitigation Plan for aging Workers' Health and Safety at Construction Sites (건설현장 장년 근로자의 안전보건 실태조사 및 재해감소 방안에 관한 연구)

  • The proportion of elderly people over 50 years old in the total population of Korea increased from 29.2% in 2010 to 34.8% in 2015. As a result, the proportion of construction workers over 50 years old compared to the total construction workers increased from 20.1% in 2010 to 27.0% in 2015. In this aging society, the construction industry has faithfully carried out the business objectives and budget execution of measures to prevent disasters against elderly workers, but there was a limit to the fundamental prevention of disasters. Because the countermeasures for the prevention of construction disaster are considered on all ages rather than elderly workers. This study investigates the safety and health status of elderly workers at construction sites and suggests the plans to reduce disaster. In particular, to reduce disasters of rapidly growing elderly workers, the authors reviewed the related literature and safety regulations, statistics on the causes of industrial accidents, statistics on the status of industrial accidents, and applied to 3,549 workers who participated directly in the construction activities. The authors surveyed the actual situation of safety and health, presented the comprehensive disaster reduction measures by analyzing the current status and problems of disaster prevention projects. If the countermeasures proposed in this paper can be reflected in the actual policy, it is expected that the countermeasures will be possible to reduce the disaster of the elderly workers at the construction site, which is gradually increasing.

A Study on the GHG Scope 3 Emissions Management Status of the Companies Through CDP Comparative Analysis (CDP 비교 분석을 통한 기업의 GHG Scope 3 배출관리 현황 연구)

  • Purpose: To urge the necessity of disclosure by identifying the relationship between the disclosure status of greenhouse gas emissions from domestic business sites and other indirect emissions to total emissions. Method: The 2021 emission data disclosed in the Carbon Disclosure Project (CDP) was collected by industry and emission category for comparative analysis. Result: The more companies that calculated and disclosed emissions by category within Scope 3, the more active they were in responding to or disclosing evaluation factors other than disclosure of emissions, and those companies were able to obtain higher grades in CDP and ESG evaluations. The number of Scope 3 calculations and disclosures was found to be high. In addition, there was a significant difference in the correlation between the number of Scope 3 disclosures by industry and the share of each scope out of the total in some manufacturing industries. Conclusion: As the number of Scope 3 disclosures, corporate ratings, and total emissions are proportional, it was confirmed that the higher the number of Scope 3 disclosures and GHG emissions, the higher the level of Scope 3 management. Based on Scope 3 emissions calculation and disclosure, effective emissions management and reduction activities are required.
