메타평가를 이용한 국가기반체계 평가시스템 개선에 관한 연구 (A Study on the Improvement of Evaluation System of National Infrastructure System using Meta-Evaluation)

  • 연구목적: 본 연구는 국가기반체계 메타평가를 위한 모형을 구축하고 구축된 모형을 이용하여 국가기반체계의 평가시스템 개선을 목적으로 한다. 연구방법: 연구를 위해 재난 관련 법령과 정부에서 발간한 국가기반체계 평가보고서, 국가기반체계 보호계획 수립지침, 메타평가 선행연구자료 등 문헌자료와 국가기반체계 담당공무원, 평가위원, 피평가기관 업무담당자의 의견을 수렴하여 평가실태를 분석하였다. 연구결과: 현행 국가기반체계 평가지표 중 재난대응 교육 훈련계획 및 이행의 적정성, 평가이해관계자와 의사소통, 평가위원 교육시간 등 7개 지표에서 보완 소요가 도출되었다. 결론: 본 연구를 통해 도출된 개선방안을 국가기반체계 평가지표 개선에 활용할 수 있을 것으로 기대된다.

Effect of Continuity Rate on Multistage Logistic Network Optimization under Disruption Risk

  • Modern companies have been facing devastating impacts from unexpected events such as demand uncertainties, natural disasters, and terrorist attacks due to the increasing global supply chain complexity. This paper proposes a multi stage logistic network model under disruption risk. To formulate the problem practically, we consider the effect of continuity rate, which is defined as a percentage of ability of the facility to provide backup allocation to customers in the abnormal situation and affect the investments and operational costs. Then we vary the fixed charge for opening facilities and the operational cost according to the continuity rate. The operational level of the company decreases below the normal condition when disruption occurs. The backup source after the disrup-tion is recovered not only as soon as possible, but also as much as possible. This is a concept of the business continuity plan to reduce the recovery time objective such a continuity rate will affect the investments and op-erational costs. Through numerical experiments, we have shown the proposed idea is capable of designing a resilient logistic network available for business continuity management/plan.

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

ISO22301 기반 비지니스 연속성 증대를 위한 효율적인 정보시스템 운영감리 점검항목 설계 (Design of Operation Management Check Items of Efficient Information System for Improvement of Business Continuity based on ISO 22301)

  • 본 논문은 빅데이터, 사물인터넷, 인공지능 등 정보기술의 발전과 더불어 더욱 중요해진 정보시스템의 비즈니스 연속성 증대를 위한 운영감리 개선에 관하여 연구하였다. 다양한 서비스와 데이터 그리고 산업이 융합되는 4차 산업시대에 도래하고 있는 현재 정보시스템의 운영관리와 감리지침은 기존의 범용적 정보시스템 패턴에 근거해 대응하고 있어 이에 대한 개선이 요구된다. 정해진 시간에 정해진 서비스의 제공이 기업 및 국가의 생존과 연결되고 핵심 요소로 작용하고 있으므로 비즈니스 연속성 관리차원에서 정보시스템의 서비스 중단 피해를 최소화하고 안정된 서비스 수준을 제공하기 위한 운염감리의 최적화된 방향성과 점검항목을 적용하는 연구가 필요하다. 이를 위해 정보시스템의 운영감리에서 제시하는 점검항목을 ISO 22301에서 제공하는 PDCA 단계별 내용과 8대 자원 요구사항을 접목하여 도출하였다. 점검항목의 도출기준에 따라 비즈니스 연속성 증대 관점에서 정보시스템 운영감리의 개선된 점검항목과 검토항목 그리고 운영감리 중 점검해야 할 산출물을 예시로 운영감리 점검항목을 도출하였다. 점검항목으로는 서비스 연속성 관리를 위한 운영감리 개선 점검항목과 성능, 가용성 관리를 위한 운영감리 개선 점검항목으로 구분하여 제안하였다. 제안한 점검항목의 적합성에 대한 IT전문가들의 5점 척도 설문 결과 평균 4.63으로 나타나 적합하다는 결론이 도출되었다.

Enhancing Business Continuity in the Oil and Gas Industry through Electronic Records Management System Usage to Improve Off-Site Working: A Narrative Review

  • The primary function of an electronic records management system (ERMS) is to support organisations in providing effective records management services by enabling efficient remote access to the organisations' records. This helps the organisation to continue running during emergency events, such as the COVID-19 pandemic. The need to study ERMS for accessing records remotely has increased dramatically, due to the increase in daily use. The situation arising from the COVID-19 pandemic has increased the need for implementing proper digital systems, such as ERMS, to enable efficient work processes and enhance business continuity. An ERMS has the potential to allow organisations to create records and workflows off-site. During a pandemic, the ability to structure processes digitally helps in maintaining operations remotely. This study aims to provide a narrative review of the ERMS literature with an emphasis on explaining the primary components of ERMS that act as enablers for the implementation of the system in the oil and gas sector of developing countries. The current study proposes ERMS roles and responsibilities that could enhance business continuity. The authors use a qualitative narrative review and analyse the literature related to this study and its findings. The results show that, in cases of risk or crises, staff members need to have easy access to their records and documents to remain productive. An ERMS allows professionals to remain active and work off-site. Thus, ERMS play a significant role in protecting an organisation's content through the monitoring and control over who has authorisation to access its records.

업무지속성관리를 위한 백업센터 유형분류모델과 사례분석 (A Classification Model and Case Analyses of Backup Centers for Business Continuity Management)

  • This paper firstly introduces a classification model for designing the architecture of backup centers in terms of business continuity management. We propose that the replication solution, the level of disaster recovery, and the outsourcing style as three important factors that help explain the architecture of backup centers. We provide the details of each factor of the model and apply them to the real world cases of backup centers in Korea. We conclude that the model is well fitted to many cases of currently available backup centers and can provide backup center architects with a well classified architecture model with specific guidelines.

  • IT 의존도가 급격히 높아진 현재 비즈니스 환경에서 재해 또는 사이버 공격으로 인한 위험도 점차 증가하고 있다. 각종 재해로 인해 비즈니스 중단이 초래된 상황에서 서비스를 계속 제공할 수 있는 능력인 비즈니스 연속성은 필수적이다. 즉, 미리 정해진 복구시간목표(RTO)와 복구지점목표(RPO) 시간 내에 신속한 복구로 핵심 비즈니스 기능을 중단 없이 유지할 수 있는 계획을 세워야 한다. 본 논문에서는 비즈니스 연속성 보장을 위한 RTO, RPO를 최소화할 수 있는 재해복구시스템 구축방안을 제시한다. 재해복구시스템 구성은 Tier 7의 재해복구 모델 및 동기식 스토리지 복제, Hot 재해복구 사이트, 운영관리 자동화 솔루션을 채택하였다. 이를 통해 데이터 손실이 거의 없고 RTO 및 RPO를 최소화함으로써 핵심 비즈니스의 연속성을 보장한다.

수출 화주기업 물류위탁 특성이 포워더와의 거래형성과 지속에 미치는 영향 연구 (A Study on the Effect of Logistics Consignment Characteristics of Export Shippers on the Formation and Continuation of Transactions with Forwarders)

  • If import/export shippers entrust their international logistics activities to forwarders, they can receive good logistics services at a lower cost. Therefore, it is important to form a trading relationship between the export shipper company and the forwarder, and it helps to improve the competitiveness of the company. This study derives factors that an export shipper company forms a transaction relationship with a forwarder, and analyzes the effect of transaction formation factors on transaction continuity. Next, the relationship between export consignment characteristics of export shippers and their influence on transaction formation factors and transaction continuity is identified. As a result of the study, transaction formation factors consisted of price, quality, and companionship, and all factors were found to affect transaction continuity. The characteristics of consignment logistics for shippers are the proportion of consignment, the number of business partners, and the transaction period. The proportion of consignment and the number of business partners affected the price factor, and the number of business partners affected the quality factor. There was no mutual influence between the transaction continuity and the characteristics of the shipper's logistics consignment. Therefore, there is a need for recognition of a relationship that can grow between shippers and logistics companies through consignment transactions rather than subordinate recognition based on fair transactions.

  • 위기관리의 목적은 각종 재해 ${\cdot}$ 재난으로 인한 비상사태 발생시 기업의 업무를 지속하고, 신속하게 피해 업무를 복구하는데 있다. 이러한 위기관리의 목적 자체는 언제 어디서나 변함이 없지만, 그 구성 내용과 운영 방안은 시대와 장소에 따라 업무 환경에 알맞도록 적절하게 구성되어야 한다. 따라서 본 논문에서는 한국 기업 환경에 적합한 Business Continuity를 위한 위기관리시스템 개발 모델을 DR. PEAS(Disaster Recovery Plan & Execution Automation System)의 사례를 통하여 제시하고자 한다.

A Framework of Managing Supply Chain Disruption Risks Using Network Reliability

  • This paper discusses how to manage supply chain disruption risks from natural disasters or other low-likelihood-high-impact risk drivers. After the catastrophic earthquake in Eastern Japan and the severe flood in Thailand, most companies have been attempting to re-establish the business continuity plan to prevent their supply chain from disruption. However, the challenges for managers and individual risks are often interrelated, and thus, actions that mitigate one risk can end up being no contribution as a whole. In this paper, we describe a framework for assessing how much impact individual mitigation strategies have on the entire supply chain protection against disruption, using network reliability. We propose three categories of risk-mitigation approaches: Stabilization, Absorption, and Duplication. We analyze the situation under which each of these strategies is the best suitable. With a clear understanding of relations between these mitigation strategies and the entire supply chain risks, managers can select effective risk-reduction approaches to their supply chain.
