Busan Tourism Industry applying OECD Tourism Policy and ICT Convergence Platform (OECD 관광정책과 ICT 융합 플랫폼을 적용한 부산관광산업)

  • The purpose of this study is to propose a Busan tourism industry in which the 2016 OECD Tourism policy and ICT convergence platform are applied. OECD proposed 3 policies to promote the tourism industry: First, to maintain the competitiveness of the tourism industry as well as improve its efficiency and sustainability, second, to establish a seamless traffic system, and third, to build a response to the sharing economy. Centering on the OECD's three policies, we propose the developmental possibilities of tourism in Busan. At the same time, we suggest the necessity to build an ICT convergence platform that will help foster the industry. In building an ICT convergence platform, we especially focus on the necessity of: 1. Sharing and creating experience-based interactive contents on the software side, and 2. Developing high quality user experience (UX) and providing a data analysis-based customized service on the hardware side. In addition, we insist on the establishment of the Tourism Promotion Agency for the continuous performance and management of Busan tourism industry. The study ultimately suggests that the construction of ICT convergence platform based on OECD tourism policy can result in the expected outcomes of high effects with low cost for both consumers and suppliers related to the tourism industry.

The Innovative Strategy on the Activation of Marine Tourism in Busan (부산의 해상관광활성화에 관한 혁신적 전략(1))

  • The commerce and industry of Busan was developed because of good geographical conditions with harbor. After passing its settling-down and diffusing time, Busan has grown in the trade city. Busan has lost the competitive power of the port city since 2000, because of the weakness of its economic power which is caused by the secession of manufacturing industry and the decrease of resident population and foreign tourist. In order to overcome these weaknesses, it is necessary for Busan to take the innovative strategy for the activation of marine tourism. This goal can be achieved by the strong quality of the port city, the coastal terrain, the traditional industry and the international traffic. The aim of this paper is to explore the Innovative Strategy for the activation of marine tourism in Busan and to suggest the following proposal. First, the government must decide the base of marine tourism under the geography viewpoint of the coast and sea, and develope tourism resources after analyzing the identity of marine tourism base. Second, the core part along the selected bases of marine tourism must be constructed the tourism terminal as the landmark of Busan in order to concentrate foreign tourist. Third, after each base of marine tourism must become the resort for tourists, they are able to experience the activity of marine tourism in this resort. Therefore, each base must be specialized. Fourth, each base must be connected with the route of marine tourism Fifth, in order to overcome the off-season of marine tourism, winter tourism goods such as skates, skis, artificial sea-bathing pool, artificial swimming beach, artificial sled, artificial rock wall of coast, hot spring resort of salt water are required to be developed in the center of marine tourism base.

A Study on the Chinese Tourists' Expectation and Satisfaction Level of Marine and Fisheries Tourism in Busan (부산 해양·수산 관광지에 대한 중국관광객의 기대 및 만족도 연구)

  • Busan is a representative of ocean cities in South Korea, which attracts many Chinese tourists. As a number of Chinese tourists increase, Chinese tourists' evaluations of sightseeing resources in Busan appear extremely important. However, there are few researches on Chinese tourists' evaluations of sightseeing in Busan. The purpose of this paper is to analyze Chinese tourists' evaluations of Busan tourism. Chinese tourists who travel to Busan are chosen as research objects and several aspects including marine, fisheries and general tourism are investigated to evaluate the tourists' overall satisfaction of the tourism in Busan. IPA analysis, factor analysis multiple regression analysis are used for the research. The results are as follows. Chinese tourists' evaluations of the importance and performance level of variables on Busan tourism were significantly different (total 19 of 25 variables) and the performance was lower than importance. This means the outputs of the various Busan tourism elements do not live up to their expectations. The findings show that Chinese visitors have high satisfaction on infrastructures of fisheries tourism (e.g. cleanness of aquatic product tourism facilities and sanitary state on fishery products), but low satisfaction in terms of the contents (e.g. unique cooking method experience of seafood and traditional seafood cooking consumption). The factors of fisheries tourism (e.g. product services of fisheries tourism and the attractiveness of seafood in Busan) never affect their satisfaction and intention to revisit and recommend the city.

Priority Analysis of Factors for Activating Medical Tourism in Busan Using AHP (AHP를 이용한 부산지역 의료관광 활성화 요인 우선순위 분석)

  • The purpose of this study is to analyze activating factors of medical tourism at Busan, and then decide on priority on the factors. As research methods, this study deduced priority of specialists' opinions by AHP analysis technique through structuralized questionnaire on the medical tourism's factors having been suggested from existing prior studies. The analysis results were same as followings. First, as a result of analysis on the main criteria, relative levels of importance were appeared high such as 'competitiveness', 'policy assistances from the government', 'medical care's infrastructure', and 'connectedness with regions' in order. Second, as a result of integrated results analyzing detailed criteria on the main evaluation standards, relative levels of importance were appeared high such as 'medical quality', 'health-related institution's improvement', 'medical infrastructure', 'medical charge', 'tourism-related institution's improvement', 'convenience', 'medical cooperation possibilities', and 'local industry compliance' in order. In conclusion, it is judged that activation of medical tourism shall be propelled after considering relative levels of importance on many policies or activating factors same as suggested in this study.

  • The purpose of this research is how to build the film industry cluster compare with the policies of metropolitan areas and local film industry. This research select four areas including Seoul and Kyunggi areas and Busan, Jeonju. And through the compare with the film industry infra & policies which results in as follows. This research suggest that film industry cluster devided into the two types. The one is the Film Industry Cluster Type and the other is Film Connected Tourism Business Cluster Type. Film Industry Cluster Type is devided into international competitive cities and domestic film industry cities. We suggest that Seoul, Kyunggi and Busan areas are designated to international competitive cities and Jeonju and Daejeon areas are designated to domestical cities. And the kwangwon, Chungcheng, Cheju Areas designated to Film Connected Tourism Business Cluster for location and open set business to improve the local development.

Relocation of Korean Film Council (KOFIC) and Film Industry in Busan (영화진흥위원회 부산 이전과 부산영화 산업)

  • Korean Film Council (KOFIC) is entrusted by the Ministry of Culture, Sports and Tourism, Republic of Korea, aiming to support and promote Korean films. With the government's policy for balanced regional development, KOFIC head office will be relocated to Busan. Busan is famous for the Busan International film Festival and their effort for Korean film industry. Until now, the Korean film industry is concentrated on the Seoul metropolitan areas. With the relocation of KOFIC, it is the time for KOFIC to recognize and promote and Busan as the Second key Cluster of Korean film industry. With the cooperation with Busan Film Commission, KOFIC needs to set up the new promotion plan for Korean film industry for future including building new film production studio, raising regional film production fund, and scouting new talented filmmakers.

A Study on the Promoting Policies for Cruise Industry in Yeosu Port (여수항 크루즈산업 육성 방안에 관한 연구)

  • As the transfer of cargo functions to Gwangyang Port is completed, Yeosu Port has established a vision to become a hub for maritime tourism in Korea. Revitalization of the marine tourism industry through cruise development is recognized as a major strategy. Major domestic cruise tourism ports (Busan Port, Jeju Port, Incheon Port) have established a basic plan for fostering port cruises in response to the "Basic Plan for the Promotion of the Cruise Industry" established in 2016. However, the plan for Yeosu Port is insufficient. The cruise tourism industry, which is in recession due to Corona 19, is expected to recover due to with-Corona and Post-Corona. Therefore, Yeosu Port needs to take the lead in promoting the cruise industry to prepare for this. Accordingly, this study intends to derive evaluation items for the fostering of the Yeosu Port cruise industry through prior research and the gathering of expert opinions. An IPA (Importance Performance Analysis) analysis is conducted to identify problems and suggest promoting policies for the Yeosu Port cruise industry. According to the IPA analysis results, in the major categories, the creation of cruise infrastructure, and the establishment of a support system were evaluated as weak items (high importance but low satisfaction), and sub-categories corresponding to the two major categories were identified as weak points. Based on the results of this analysis, measures to promote the cruise industry in Yeosu Port were presented as cruise infrastructure, route expansion, tourism product development, and support system. This study is expected to be utilized when establishing policies for constructing Yeosu Port as the hub port of maritime tourism in Korea.

  • This study is designed to analyze the production, employment, value added and income impacts tha, in the event of designation and development of Haeundae as 'Convention, Movie, Marine Leisure Special Zone', its marine sector would have on the local economy. The realization of marine leisure special zone of Haeundae in Busan is expected to lead to a direct and indirect investment of approx. \13.6 billion, resulting in \68.0 billion in production impact, 850 jobs in employment impact, \28.0 billion in value added impact and \14.5 billion in income impact. This is expected to give a boost to a stagnant local economy, offering opportunities for the revival of Busan's tourist industry.

  • This paper describes to experiments on the estimation of tourist images in Busan. Preliminary tasks were performed to find out the condition of tourism souvenir and products proper to ocean city with situation in Busan. This survey analyzed by factor analysis taken in local residents, foreigners and other city. Result of factor analysis shows that the local residents and others think of Busan as similar image both. Outsider recognized Busan to tourist attractions of seaside environment and tourist facilities, and have good image of sightseeing and shopping in city. The local people remind Busan as progressive, feels sweet, activity, friendly image beside that foreign tourist remind as clean, modern, abundant, and others think as stable, changing, novelty, friendly. To abstract 8 factors among the images, take out of relevance to condition of tourist and image factors. Important factors for development of tourist industry in Busan are a feeling safe, clean, novelty in priority. And find way that enhancing image to abundant, friendly, activity were proper to tourist industry.

Machine Learning Prediction of Economic Effects of Busan's Strategic Industry through Ridge Regression and Lasso Regression (릿지 회귀와 라쏘 회귀 모형에 의한 부산 전략산업의 지역경제 효과에 대한 머신러닝 예측)

  • This paper analyzes the machine learning predictions of the economic effects of Busan's strategic industries on the employment and income using the Ridge Regression and Lasso Regression models with regulation terms. According to the Ridge estimation and Lasso estimation models of employment, the intelligence information service industry such as the service platform, contents, and smart finance industries and the global tourism industry such as MICE and specialized tourism are predicted to influence on the employment in order. However, the Ridge and Lasso regression model show that the future transportation machine industry does not significantly increase the employment and income since it is the primitive investment industry. The Ridge estimation models of the income show that the intelligence information service industry and global tourism industry are also predicted to influence on the income in order. According to the Lasso estimation models of income, four strategic industries such as the life care, smart maritime, the intelligence machine, and clean tech industry do not influence the income. Furthermore, the future transportation machine industry may influence the income negatively since it is the primitive investment industry. Thus, we have to select the appropriate economic objectives and priorities of industrial policies.
