As national economies globalize, demand for intercontinental container shipping services is growing rapidly, providing a potential economic boon for the countries and communities that provide port services. On the promise of profits, many governments are investing heavily in port infrastructure, leading to a possible glut in port capacity, driving down prices for port services and eliminating profits as ports compete for business. Further, existing ports are making strategic investments to protect their market share, increasing the chance new ports will be overcapitalized and unprofitable. Governments and port researchers need a tool for understanding how local competition in their region will affect demand for port services at their location, and thus better assess the profitability of a prospective port. We propose to develop such a tool by extending our existing simulation model of global container traffic to incorporate demand-side shipper preferences and supply-side strategic responses by incumbent ports to changes in the global port network, including building new ports, scaling up existing ports, and unexpected port closures. We will estimate shipper preferences over routes, port attributes and port services based on US and international shipping data, and redesign the simulation model to maximize the shipper's revealed preference functions rather than simply minimize costs. As demand shifts, competing ports will adjust their pricing (short term) and infrastructure (long term) to remain competitive or defend market share, a reaction we will capture with a game theoretic model of local monopoly that will predict changes in port characteristics. The model's hypotheses will be tested in a controlled laboratory experiment tailored to local port competition in Asia, which will also serve to demonstrate the subtle game theoretic concepts of imperfect competition to a policy and industry audience. We will apply the simulation model to analyze changes in global container traffic in three scenarios: addition of a new large port in the US, extended closure of an existing large port in the US, and cooperative and competitive port infrastructure development among Korean partner countries in Asia.

All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services, focusing on vulnerable cities and counties in the Chungnam region.
Pore water freezes in low-temperature compaction, which leads to different compaction characteristics compared to room temperature conditions. In regions like Alberta, Canada, where organic soils are prevalent, compaction performance is influenced by the high water retention and compressibility of organic soils, as well as their sensitivity to freezing and thawing. Alberta's strict environmental regulations demand the reuse of excavated soil for backfill, and the long winter season creates challenging conditions for civil engineering projects. In this study, a laboratory compaction test was conducted to evaluate the low-temperature compaction characteristics of organic soils with varying organic content. The results indicate that the optimum moisture content increases as the organic content increases, and the maximum dry unit weight decreases by up to 21.9%. In addition, under temperature conditions below -4℃, no optimum moisture content was observed, and the dry unit weight decreased as the moisture content increased.

Ecosystem observatories are burgeoning globally in an endeavour to detect national and global scale trends in the state of biodiversity and ecosystems in an era of rapid environmental change. In this paper we highlight the additional importance of regional scale outcomes of such infrastructure, through an introduction to the Great Western Woodlands TERN (Terrestrial Ecosystem Research Network) SuperSite, and key findings from three gradient plot networks that are part of this infrastructure. The SuperSite was established in 2012 in the 160,000 km2 Great Western Woodlands region, in a collaboration involving 12 organisations. This region is globally significant for its largely intact, diverse landscapes, including the world's largest Mediterranean-climate woodlands and highly diverse sandplain shrublands. The dominant woodland eucalypts are fire-sensitive, requiring hundreds of years to regrow after fire. Old-growth woodlands are highly valued by Indigenous and non-Indigenous communities, and managing impacts of climate change and the increasing extent of intense fires are key regional management challenges. Like other TERN SuperSites, the Great Western Woodlands TERN SuperSite includes a core eddy-covariance flux tower measuring exchanges of carbon, water and energy between the vegetation and atmosphere, along with additional environmental and biodiversity monitoring around the tower. The broader SuperSite incorporates three gradient plot networks. Two of these represent aridity gradients, in sandplains and woodlands, informing regional climate adaptation and biodiversity management by characterising biodiversity turnover along spatial climate gradients and acting as sentinels for ecosystem change over time. For example, the sandplains transect has demonstrated extremely high spatial turnover rates in plant species, that challenge traditional approaches to biodiversity conservation. The third gradient plot network represents a 400-year fire-age gradient in Eucalyptus salubris woodlands. It has enabled characterisation of post-fire recovery of vegetation, birds and invertebrates over multi-century timeframes, and provided tools that are directly informing management to reduce stand-replacing fires in eucalypt woodlands. By building regional partnerships and applying globally or nationally consistent methodologies to regional scale questions, ecological observatories have the power not only to detect national and global scale trends in biodiversity and ecosystems, but to directly inform environmental decisions that are critical at regional scales.

National balanced development and regional innovation have been one of the most important national agendas under the Participatory Government. National balanced development gives a central focus on realizing self-sustaining localization which is based on regional innovation. The core policy goal is to build competitive regional innovation system and innovative clusters in the regions of the country. In this vein, this paper aims to evaluate the present government's policies of regional innovation and innovative cluster. It needs to point out that the regional innovation and cluster policies show some critical problems. Firstly, the policy-making process is based on the top-down approach rather than the bottom-up one. Secondly, regional innovation policies, in many cases, expose the redundancy of similar policies and a lack of linkages between similar policies. Thirdly, the regional innovation policies are too much social infrastructure building-centered, even though the basic principle of regional innovation policy should be based on building superstructure such as networking and social capital.

Rockfall failure at the access road to Seokguram were occurred due to the earthquake on September 12, 2016. A detailed investigation was carried out in order to find out the cause of the rockfall, to identify the risk of the entire sites, and to prepare proper countermeasure methods and mitigation. We checked for geological and topographical characteristics of overall slopes alongside the access road to Seokguram and made a face map. In addition, we analyzed topographical factors caused by the earthquake through calculating a degree of slope, degree of bearing, upslope contributing area, and wetness index with the use of shading relief map. As a result, we confirmed that the large rockfall occurred with a weak section. In this study, we also evaluated the overall slope stability of the entire access road to Seokguram in order to classify it into danger and caution zones depending on the risk of collapse.
This study aims to analyze the changes of adjacent residential area after the restoration of covered urban streams in seoul. The changes of adjacent residential area after restoration were analyzed by changes of land using, urban structure, individual lot of land and architecture to investigate relationship of the urban stream and residential change. The result as follows: the first one is the change of land use and urban structure in adjacent residential area. This change of infrastructure through stream restoration has transformed land use and urban structure in adjacent residential area. Secondly, there is the changes of the individual lot of land. It seemed that new development by combined lots would be concentrated in stream-side blocks. But, the changes of lots such as combining or dividing lots tend to be concentrated in stream-side, main road and main streets. In stream-side, commercial function of land use has changed to residential one which has restored streams landscape by transformation of lots use without changes of ownership-lots. Finally, there is the change of architecture. It turned out new building in adjacent residential area is similar to general development. However, new building in streamside is related to direction of stream. In addition, remodeling and expansion tend to change in commercial buildings on stream-side bridges of corner lots intensively. As a result, it is related to expectation of architectural activation and improvement of sidewalk environment by stream restoration.

The warranty liability period for defects in apartment buildings by work type is not based on scientific analysis, making the appropriateness of the term a culprit behind the lawsuits. Therefore, this research aims to evaluate the appropriateness of the warranty liability term of apartment buildings by identifying the current status of defects, in particular, caused by finishing works. That is because the number of defects, caused during the finishing works, accounted for the largest portion of the total defect cases of apartment buildings reported to the Apartment Defect Dispute Mediation Committee under the Ministry of Land, Infrastructure, and Transport of Korea between 2010 and 2011. The result from analyzing claims for defect repairs of the finishing works showed that most cases by work type continued to be made after two years, and only about 60% were charged within the warranty period. And, defects by work type have correlation, which needs to be considered for a better construction technique. Considering a low correlation between the possibility of defects and the construction performance rankings, which are highly relevant to the apartment preference. It is believed that there needs to be a qualification process for agencies that actually performs finishing works.

The current study focused on the utilization of building information modeling (BIM) data in steel-frame structures, which help to reduce project durations because they employ prefabricated structural members that are assembled on-site. In addition, a business process model was proposed using BIM data collected during the preconstruction, structural steel fabrication, and on-site construction phases of an actual steel-frame project. The ultimate expectation is that BIM data support at each phase, as well as the increased understanding among project participants, will result in an increase in project management productivity. The results from the current study are summarized as follows: To implement a BIM capable of application to steel-frame projects and data utilization, existing theories were studied to develop the construction project steps, both generally into the preconstruction (A1), steel fabrication (A2), and on-site construction phases, (A3) and specifically into 19 BIM-applicable phases. Based on the derived BIM-applicable phases, the model elements of the BIM object were identified, and the shortcomings of existing steel-frame projects were ameliorated, resulting in an improved data flow model. Moreover, for the proposed BIM data flow to progress efficiently, the BIM specialist needs to be well-acquainted with the phase-specific three-dimensional (3D) model output, and the infrastructure to construct an error-free 3D model must be provided. Based on the actual construction example, the BIM data utilized steel-frame projects - via production reports, clash checks, two-dimensional (2D) drawings, four-dimensional (4D) simulations, and 3D scanning - to make cooperation and communication among participants easier.
