The purpose of this study presents a model of the integrated online library service with LMS (Learning Management System). The new library service is called 'Library on Blackboard' which was developed and implemented by Murray State University Libraries in Murray, Kentucky, USA. This user-centered service with applied information technology has the potential to enhance the quality of the library performance in university libraries. The introduction of the Learning Management System in South Korea has a potential to enhance the education environment and promote new library services. With the emergence of new information technologies and growing popularity in online classes and distance education programs, the importance and usage of Learning Management Systems in higher education has increased.

This study analyzed the functions, organizational structure and activities of NCLIS, LIC and Resource in USA and UK. In result, NCLIS as an independent agency within executive branch performs the powerful advisory function to U.S. Congress and government agencies and supports to improve the library and information services with IMLS conducting the government policies. LIC and Resource in UK renders advisory function to improve library and information services with government fund although they are only committee under the Department for Culture , Media and Sports.

The National Library of Korea, Sejong plays a central role in maximizing the development and provision of policy information services in Korea. In order to perform its functions, systematic and practical strategies for policy information development are essential. Besides, in order to establish the identity of the National Library of Korea, Sejong as a specialized library of policy information services and to maximize the capacity, the development strategies for policy information needs to be suggested. This study, in this regard, propose strategies for the development of policy information collection. Specifically, we suggest that both guidelines of collection development policy for general collection, and practical guidelines of collection development specific to policy information.

Public libraries should establish and manage many branch libraries and outlets in order to improve the cultural level of the residents. For the first time a reading circle to be able to make residents do the reading activities is organized and it may have an effect that service point baseborn that reading circle is expanded. 1) The public library organizes the reading circle according to age and subject of the people. 2) The public library files the blanket program for unified management of all reading circle within the jurisdiction. A home page is administrated for exchange of information of members of each reading circle and arrangement and administration of activity of the reading circle by establishing‘News letter’is able to have an effect.

This paper presents a branch prediction algorithm and a 4-way set-associative cache for performance improvement of embedded RISC core and a clock-gating algorithm using ODC (Observability Don't Care) operation to improve the power consumption of the core. The branch prediction algorithm has a structure using BTB(Branch Target Buffer) and 4-way set associative cache has lower miss rate than direct-mapped cache. Pseudo-LRU Policy, which is one of the Line Replacement Policies, is used for decreasing the number of bits that store LRU value. The clock gating algorithm reduces dynamic power consumption. As a result of estimation of performance and dynamic power, the performance of the OpenRISC core applied the proposed architecture is improved about 29% and dynamic power of the core using Chartered $0.18{\mu}m$ technology library is reduced by 16%.

In this paper, we propose a novel model and authoring method of digital contents which improves the educational effects in the area of cyber educations through Web. Especially we offer a new model of contents authoring for engineering departs using JAVA technology and concept-based branch strategy, making unit-contents separated in accordance with their characteristics and then accessing them at arbitrary instant in the replaying time. In proportion to the proposed model and strategy, the resultant contents might show advanced adaptabilities and interactions for users and the educational effects are really improved. Combining and realizing the proposed conceptual branch method and JAVA applet library with the conventional page-branch or subject-blanch we expect to get a novel basic scenario of engineering cyber contents and the scenario might improve the authoring and educational effects of the contents by applying its good interactive properties and realistic operations.

The National Library of Korea, Sejong is a subject branch of the National Library of Korea, which is centered on policy information for governments and related research institutes. Therefore the strategic orientation of the NLKS to establish the essential identity and to enhance it's capacity is to collect and preserve policy information both domestic and abroad. In order to strengthen the capacity of the NLKS as a national conservation center of policy information, we surveyed and analyzed the perception of the operation and policy information services of the National Association for Policy Information and intention of policy information bulk donations of the member institutions, which are the producers and consumers of policy information. And based on the results, we suggested ways to strengthen the policy collection ability of NLKS.

The word library(図書館) is a Japanese translation of the Western library or Bibliothek in the mid-Meiji period. This word has been accepted in Chinese(图书馆), Taiwan(圖書館), Korea(도서관), and Vietnam(Dđồ thư quán), which are Chinese-speaking countries. If so, when and who first introduced the term library to Japan and China? In Japan, the enlightenment thinker Fukuzawa's 『Seiyo Jijo, 1866』 is regarded as the first document to introduce the Western library, and in China, the article published in 『Qing Yi Bao, 1896』 by the reformed thinker Liang Qichao referred to as the first example. Therefore, this study traced and demonstrated the time and person in which the word library appeared, focusing on modern dictionaries, books, translations, papers, and newspaper articles that were introduced in both countries. As a result, the theory of the introduction to Fukuzawa in 1866 is wrong because Western libraries are described in various terms in many diaries and dictionaries, including Motoki's 『An English Japanese Dictionary of the Spoken Language, 1814』. Also, in China, the theory of introduction of Liang Qichao in 1896 is not true because the term library first appeared in Ryu Jeong-dam's 『A Dictionary of Loan Words and Hybrid Words in Chinese, 1884』. In the same context, it is necessary to trace and argue the history of the first use of the term library in Korea and the name of the first library in Korea established by the Busan Branch of the Japan Hongdo Association in 1901.

We present the Yonsei evolutionary population synthesis (YEPS) models based on the high-resolution empirical spectral energy distributions (SEDs). We have adopted the MILES library in the optical wavelength, and our new models based on the MILES library show good agreements with our previous models presented in the YEPS I. The effect of hot horizontal-branch (HB) stars on the integrated properties of simple stellar populations (SSPs) is again confirmed by our models based on empirical SEDs. In addition, we have extended our empirical models to the near-IR wavelength and predicted the strengths of the calcium II triplet (CaT) and the Paschen triplet (PaT) based on the INDO-US and the Cenarro library. We find that the effect of HB stars and the age of SSPs on the CaT is almost negligible. On the other hands, the PaT models are very sensitive to the existence of hot stars, e.g., HB stars and young turn-off stars, and show very similar results with Balmer lines. Interestingly, the CaT distribution of GCs in NGC 1407, which is at odds with the optical (B-I) color distribution, can be explained by the unique feature of the CaT-[Fe/H] relations that show almost the same equivalent widths in the metal-rich regime. We will also discuss the impact of the second-generation populations on the strength of the CaT.

Webometric research in the Russian library sector is just beginning to gain momentum. This article examines the experience of webometric research in libraries from the perspective of the global practice. In particular, it highlights a number of foreign works, which may have a special practical value for Russian libraries, and emphasizes important webometrics areas for libraries. The purpose of this study is to research the practical application of key performance indicators (KPIs) abroad and conduct a webometric analysis of the websites of some leading Siberian and Far Eastern scientific libraries based on selected KPIs. The study data were collected with SimilarWeb and other analytical tools. The study revealed that key traffic metrics are the basis of webometric research, and identified available promising groundwork for the purpose of their further testing. The shortcomings in the current state of the websites of the Siberian and Far Eastern scientific libraries were noted. Based on the obtained webometric traffic indicators, the ranking of the Siberian and Far Eastern scientific libraries was made.
