A 150 kV gas cluster ion accelerator was constructed and the cluster sizes of $CO_2$ and $N_2O$ gases were measured using time-of-flight mast spectrometry. Through isolated cluster ion impact on a HOPG, hillock with 1 nm height and a few tenth m in diameter were found to be formed by an atomic force microscope. When monomer ion beams were irradiated on the hillocks existed on a ITO surface, they became sharper and the surface became rougher. But they changed into round-shaped ones by cluster ion irradiation and the surface became smooth after the irradiation of $5\times10^{-14}\textrm{cm}^2$ at 25 kV. As the cluster ion dose was varied, the change of surface morphology and roughness of Si was examined. At the lower dose, the density of hillocks and surface roughness were increased, called surface embossment process. And then after the critical dose at which the area of the formed hillocks equals to the unirradiated area, the sputtering from the hillocks was predominantly evolved, and dislocated atoms were diffused and filled among the valleys, called surface sputtering and smoothing process. At the higher ion dose, the surface consisting of loosely bounded atoms was effectively sputtered into the depth and etching phenomenon was happened, called surface etching process.
Gold mineralization of Samjeong and Yongjang gold mines in Uichang area shows characteristics of Bonanza-type gold deposits. Ores are mainly developed along the contact parts between quartz vein and arkosic sandstone beds(Fe-rich bed) in sedimentary rock. Electrum, silver sulfide and sulfate minerals are mainly in the ores. On the other hand, gold mineralization is less developed in cherty rock and andesitic rock than arkosic sandstone. The study highlights characteristics of gold precipitation in the deposit on the basis of numerical modelling of the reactions between the assumed hydrothermal ore fluids with multicomponent heterogeneous equilibrium calculations. Aqueous species, gases and minerals, containing electrum are included in the calculations. The reaction result between hydrothermal ore fluids and arkosic sandstone show that pH increasing in the ore-forming fluid would trigger precipitation of quartz, chlorite, sericite, chalcopyrite, galena, pyrite, electrum, actinolite and feldspar. The numerical modelling also illustrates the drastic increase of pH and desulfidation lead to precipitation of electrum. Ag/Au ratios in the ore vary with pH conditions and subsequently precipitation of silver-bearing sulfides such as acanthite and polybasite. The modelling of the reaction between andesitic rock and ore-forming fluid shows that mineral assemblages of the case are analogous to ones of the reaction between arkosic sandstone and fluid except the latter has little portion of electrum. The abovementioned modelling results suggest that gold-silver mineralization is bounded by host rocks at the study area.

In this paper we interpreted the changes in wind field over complex mountainous terrains. The results of our study can be applied for predicting the direction of fire spread and for establishing strategies for fire prevention. The study area is bounded by $12{\times}12$ km domains of the Samcheok's long-term ecological research (LTER) site located in the east coast, in which a large-fire had occurred from 7 to 13 April 2000. Because of the area's complex topography, we compared the result of the Weather Research and Forecasting (WRF) mesoscale model with those observed by four automated weather stations. The WRF simulation overestimated the wind speed by 5 to 8 m/s (~200%) in comparison with those from four automated weather stations. The wind directions observed by the AWSs were from various directions whereas those from WRF model were mostly west wind at all stations. Overall, the simulations by the WRF mesoscale models were not appropriate for the estimation of microscale wind fields over complex mountainous areas. To overcome such inadequacy of reproducing the wind fields, we employed the ENVI-met model over Samcheok's LTER site. In order to test the model's sensitivity with the terrain effects, experimental simulations were conducted with various initial conditions. The simulation results of the ENVI-met model showed a reasonable agreement in wind speeds (about 70% accuracy) with those of the four AWSs. Also, that the variations in wind directions agreed reasonably well with changes in terrain effect. We concluded that the ENVI-met model is more appropriate in representing the microscale wind field over complex mountain terrains, which is required to predict fire spread and to establish strategies for forest fire prevention.
This paper describes the internal structures and K-Ar ages of fault gouges collected from the Dongnae fault zone. This fault zone is internally zoned and occurs in the multiple fault cores. A fault core consists of thin gouge and narrow cataclastic zones that are bounded by a much thicker damage zone. Intensity of deformation and alteration increases from damage zone through cataclastic zone to gouge zone. It is thought that cataclasis of brittle deformation was the dominant strain-accomodation mechanism in the early stage of deformation to form the gouge zone and that crushed materials in the regions of maximum localization of fault slip subsequently moved by cataclastic flow. Deformation mechanism drastically changed from brittle processes to fluid-assisted flow along the gouge zone as the high porosity and permeability of pulverzied materials during faulting facilitated the influx of the hydrothermal fluids. Subsequently, the fluids reacted with gouge materials to form clay minerals. Fracturing and alteration could have repeatedly taken place in the gouge zone by elevated fluid pressures generated from the reduction of pore volume due to the formation of clay minerals and precipitation of other materials. XRD analysis revealed that the most common clay minerals of the gouge zones are illite and smectite with minor zeolite and kaolinite. Most of illites are composed of 1Md polytype, indicating the products of hydrothermal alteration. The major activities of the Dongnae fault can be divided into two periods based upon K-Ar age data of the fault gouges : 51.4∼57.5Ma and 40.3∼43.6Ma. Judging from the enviromental condition of clay mineral formation, it is inferred that the hydrothermal alteration of older period occured at higher temperature than that of younger period.

Limited landfill area and finance as well as a large generation of food wastes, have called for systematic approaches towards potential cost savings. In this study, the regional management system of food wastes generated from the residential and commercial sources was considered in three cities bounded each other; Changwon, Masan, and Jinhae city. Total thirteen alternatives were established and compared by applying the WRAP (Waste Resource Allocation Program). The following results were obtained: 1. While relatively small amounts were generated from the commercial sources such as cafeteria, restaurants, and market facilities, almost 80% of food wastes were generated from the residential sources. 2. Unit costs for food waste management in three cities were different according to their present situation such as the type and location of major generation sources and treatment facilities. Especially, the highest cost appeared in Jinhae city due to the most expensive construction of coastal landfill site. 3. Considering proper revenue, the whole conversion of food waste into animal feed was selected as the optimal alternative and represented 60% to 74% of the management cost of the whole landfill alternative in all cities. Comparing the other alternatives, composting of food waste was more economical than landfill alternative and the incineration was the most expensive alternative. 4. Some of the regional management systems using common food waste processing facilities together in three cities showed to be more economical than the single management system. Therefore, more detailed research for the regional management systems of food waste was recommended.
This study investigates the issues and suggests reform measures in applying CV methods to the Korea Development Institute's (KDI's) Preliminary Feasibility Test (PFT) of public projects. Most public projects on culture, science and environment evaluated under the PFT system belong to the category of "nonstandard" projects whose outputs are non-marketed, and CV is currently the main tool used for their benefit estimation. A careful discussion and investigation is recommended for the selection of target population, payment vehicle, and number of payment times. Operating expert reviews, focus group interviews, and pre-tests is highly recommended to reduce the potential bias involved in the CV studies. A single or double bounded dichotomous choice format is the most popular design of questionnaire, but we identify several undissolved issues in designing and implementing the format. Some other forms of inducing WTPs may still deserve our consideration. Various specifications of the WTP function need to be tried and tested based on their stability, in particular. Employing a nonparametric approach is also recommended. Treatments of 0 or negative WTPs and protest bids are shown to be the most serious issues that affect the estimation results significantly. We review diverse measures of handling those issues and summarize their advantages and shortcomings.

The government has implemented the projects of restoring the ecological integrity of streams to improve its water quality and provide resting places with local residents. Because the projects require huge public investments, their economic feasibility should be investigated through ex-post examination of their benefits. This study attempts to analyze the economic feasibility of restoring the ecological integrity using specific cases of Namyang stream in Hwaseong, Gyeonggi and Yugu stream in Gongju, Chungnam. The contingent valuation (CV) method is employed to measure the benefits. To this end, a professional polling firm conducted two CV surveys of 210 and 209 households for Hwaseong and Gongju, respectively. The willingness to pay (WTP) model used in the study is based on utility difference approach and the single-bounded dichotomous choice spike model. The results reveal that the WTP for restoring ecological integrity of the Namyang and Yugu streams are estimated to be 3,140 and 10,121 won per household per year. Interestingly, the latter is about three times greater than the former. The quantitative information can be used in economic feasibility analysis of the projects of restoring the ecological integrity of the Namyang and Yugu streams.

An MRA is considered to be an important policy tool within the WTO for overcoming technical barriers to trade. A number of studies on the economic impact of MRAs have demonstrated their positive economic effects. However, no studies have been conducted on MRAs in the pharmaceutical industry since analysis has been limited to industries as a whole or certain industries where some data were accumulated. Therefore, this paper analyzed the economic impact of MRAs for GMP inspection exemption in the pharmaceutical industry through the Conditional Valuation Method (CVM), a valuation technique for non-market goods. Pharmaceutical companies were asked whether or not they were willing to pay for the Korea-EFTA MRA through double-bounded dichotomous choice (DBDC) questions. The final WTP was estimated using the utility difference model developed by Hanemann (1984). As a result, annual economic effects on the pharmaceutical industry were estimated to be between KRW7.03 billion to KRW15.8 billion.

This study estimated the non-use values of the Gum river estuary which are not related to the direct or indirect use of the Gum river estuary using the contingent valuation method (CVM). The non-use values of the Gum river estuary were explained and asked to be evaluated in the CVM questionnaire and estimates of the WTPs(willingness-to-pay) were elicited using the Turnbull nonparametric estimation methods on the dichotomous choice CV data. Results found the Turnbull lower bounded mean WTP per year for non-use value of the Gum river estuary was estimated at 5,822 won (95% C.I. 5,295 ~ 6,349 won) from single dichotomous CV data, and 6,205 won (95% C.I. 5,701 ~ 6,710 won) from double dichotomous CV data. The mean of two WTP estimates, 6,014 won (95% C.I. 5,498 ~ 6,529 won), was used to calculate the annual total non-use value of the Gum river estuary. Therefore, the non-use value of the Gum river estuary was estimated at 220.3 billion won (95% C.I. 201.4 - 239.2 billion won) annually. This non-use value of the Gum river estuary was composed of the bequest value totaling 68.3 billion won (95% C.I. 62.5 - 74.2 billion won), the existence value of 58.0 billion won (95% C.I. 53.0 - 63.0 billion won), the option value of 57.7 billion won (95% C.I. 52.7 - 62.6 billion won), and the vicarious consumption value totaling 36.3 billion won (95% C.I. 33.1 - 39.4 billion won).
The purpose of this paper is to search for reasonable and fair principles applicable to the delimitation of the Exclusive Economic Zone(which is called the EEZ, hereinafter) around the Korean Peninsula th-rought the comprehensive study of maritime boundary, which is one of the most important issues in the law of the Sea. So far, the sea has been exploited for activities such as fishery, transport and military stratedy, and en-vironmental policy and so on. From this time on, however, it becomes important to us as the major trea-sure-house of various resources which will be developed and used for diversified purposes. For these rea-sons, nowadays, more and more countries of the world are competing to secure waters as much as possible within their jurisdiction. And the regime of the EEZ was created as a result of this international trend. At last, it has been institutionalized as the 200-mile EEZ of a legal notion in the Convention on the Law of the Sea, which was adopted at the Third United Nations Conference on the Law of the Sea, in Jamaica on December 10, 1982. In adapting to this EEZ institution, Korea is faced with several complicated problems as it is bounded on three sides by the sea and all of its neighboring countries such as the PRC, the DPRK, Japan, Russia etc are less than 400 miles away between opposite countries. Therefore, when trying to delimit the boun-dary for the EEZ, it appears necessary to analyze applicable principles and rules of international law for delimitation mainly through the Convention on the Law of the Sea, and studies the trends of actual State practices and recent international precedents. It is hoped that such knowledge will enable Korea to secure sufficient resources and other sovereign rights without conflicting with the neighboring countries concer-ned. For the achievement of the above mentioned object. I analyzed the necessities of the establishment of the EEZ in Korea, the difficulties and practices of Korea's neighbors, and the changes and forthcoming trends in Korea's relations with its neighbors concerned on the basis of the general explanation of the EEZ regime. In conclusion, it is my opinion that for the establishment of the EEZ delimitation which neighbors around the Korean Peninsula should be applied reasonable and equitable principles considering the rele-vant circumstances which characterize the area definitely as well as the UN Convention on the Law of the Sea, 1982.
