신제도주의 관점에서의 한국 상향식 농촌지역개발사업 분석 (Analysis of the Bottom-up Rural Development Project viewed from the New Institutionalism in Korea)

  • Although the bottom-up rural area development project was conceived with great expectations, the general evaluation of the project so far reveals that it does not significantly differ from projects carried out in a top-down manner. This paper examines the nature of the bottom-up rural area development project with a focus on its background, including the roles of authority and project participants. Results revealed that the project was designed to be implemented in line with the state affairs ideology of the leader in a negative position of bureaucratic society. Though the form of implementation for the project seemed bottom-up as seen in the process of the roles and authorities in supporting organizations the top-down method of implementation can be seen in the authorities and roles of the central government. It was also noticed that the private sector, designed to elicit participation of various experts, looked to be managed and controlled by public organizations. The abovementioned signifies that the Korea rural area development project has been implemented not in a bottom-up manner but rather in an ever-strong top-down manner, which means that the central government holds more responsibility for the project's results, evaluation, and discussions. Furthermore, as seen in the background of the project, policies have been implemented in a top-down manner without the confidence of the bureaucratic society. Therefore, in order to implement a proper bottom-up rural area development project, there is a need for the bureaucratic society to have confidence in the rural societies.

참여정부 농촌개발정책의 회고 (A Review on Rural Development Policies of the Participatory Government)

  • This study has been carried out in order to examine the characteristics and rationales of the rural development policies of the President Roh Moo-Hyun's 'Participatory Government. The study is summarized into two different directions: characterization and rationalization. Characteristics of the government's rural development policies during the President Roh Moo-Hyun's 'Participatory Government (2003-2008) were three folds. First, the government has been more concerned with rural income level problems than those of living-environment standards. Second, the effect of the government's rural development policies has depended heavily upon both 'green tourism' and 'regional renovation'. Third, it has emphasized the applications of bottom-up approach particularly. This study found out a couple of problems about the rationales of the recent rural development policies; First, the developmental potentials and effects of policy measures which designate the rural green tourism, the regional renovation, and the bottom-up approach etc. were all over-estimated. Second, the structure of recent rural development policies was not vivid enough. Policy targets and measures have been proposed very vaguely; therefore, they have caused difficulties in identifying the actual feasibility and appropriateness of the rural development policies.

농촌지역개발 민간컨설팅회사 경영성과 결정요인 (The Determinants of Business on The Private Consulting Firms of Rural Development)

  • The purpose of this study is to investigate the business performance determinants of private consulting firms supporting bottom-up local development projects in rural areas. Under the shortage of well-trained rural development professionals, Private consulting firms support rural development projects driven by the residents. Considering the important role for consulting firms to play in the success in rural development projects, it becomes necessary to review the circumstances of consulting market on rural development projects. This study targeted 80 companies that are listed in the book rural development consulting firms. Analysis showed that factors influencing the business performance are not professional competencies but other external factors. The implications based on the above results need to be considered for policy-making to ensure that consulting company selection must be guaranteed of the consulting firms'capability by detailed fields of consulting firms' capability, and the training system for rural development experts must be formed.

농촌개발사업 참여 주체의 역량 강화 방안 (Strategies and measures for capacity building in rural development project)

  • This study aimed to find the way to help participants build capacity in rural development projects, through some case studies and Q-methodology. Decentralization and diffusion of bottom-up approach in rural development projects are the main contextual factors in this study. With the ethos of bottom-up approach in rural development, the human and financial inputs for capacity building increased drastically in the area of rural development policy. Four types of capacity building methods were identified in this study; training, consulting, learning organization, and forum. Theses methods were used more at planning step than implementation step in rural development projects. The government's effort to strengthen leadership in rural areas should be continued. The existing government's training program for capacity building had better include more diverse clients. Actions for capacity building should be centered on the needs of the participants in fields. Especially, organizing learning units is very important. Governments' rural development policy should establish the proper process which can help local actors plan their projects with enough time span.

거창군 협업형 마을만들기 실천전략 연구 (A Study of Practical Strategies for Cooperative Rural Community Regeneration in Geochang)

  • 과거 하드웨어 중심의 하향식 농촌개발사업을 개선하고자 2000년대부터 소프트웨어 중심의 사업을 지향하였고, 지자체 주도의 마을만들기가 행해졌다. 하지만 지금까지의 마을만들기 사업들 역시 외형적으로는 상향식 개발구조를 보이지만, 실제적으로는 행정기관의 관여 아래 추진되는 하향식 추진절차를 벗어나지 못하고 있는 실정이다. 본 연구는 현재의 마을만들기 진행과정에서 한 단계 더 나아간 상향식 개발방식을 효과적으로 반영하기 위해 수행되었으며, 여러 사람이 같은 자격으로 모여 마을만들기에 참여할 수 있도록 '협업형 마을만들기'를 제시한다. 연구대상지는 거창군을 대상으로 하였다. 행정 관련 공무원과 1:1 인터뷰를 통해 현재 거창군 마을만들기의 현황 및 실태분석을 알아보고, 이장단 설문조사와 일반주민 심층면담을 통해 마을만들기에 대한 주민 인식을 선행조사하였다. 이를 바탕으로 관련 공무원, 전문가, 지역주민의 참석 하의 10회에 걸친 라운드테이블을 진행하여 거창군의 협업형 마을만들기 실천전략을 로컬푸드, 문화 복지, 귀농 귀촌, 마을개발, 도농교류의 5가지 핵심분야를 선정하였다. 또한, 이는 행정의 지속적인 협업체계 구축과 주민의 참여역량 강화 노력, 전문가의 체계적인 통합운영관리 지원을 통해 이루어져야 한다고 판단하였다. 이로서 거창군만의 협업형 마을만들기 실천전략을 모색하였으며, 향후 각 농촌지역에서 상향식 마을만들기를 진행하고 도입할 수 있기를 기대한다.

For bottom-up business people recognize and understand the transition to a new seonjinji tour, the continued education of residents and leading to the village to town to put all my energy into education, including the leader of the residents of the town desperately needs strengthening and capacity. In addition, town residents also important for the development, awareness and active participation, residents and the local government, and established a partnership with a group of experts monitoring implementation of the main city in the shape of lack of food is the most important part is fill.

한국 농촌지역개발과 정책과제 (Rural Community Development and Policy Challenges in South Korea)

  • 한국의 농촌지역개발 정책은 종합농촌개발, 농촌관광개발, 향도산업개발의 세 가지 사업으로 구성되어 있다. 이러한 방향에서 중앙정부와 지방정부는 농촌문화와 농촌어메니티와 연계된 상품화를 위한 상향식 개발방법을 촉진시키는데 초점을 두어왔다. 이상의 세 가지 농촌개발정책은 경제개발정책 이상의 지역사회개발정책에 초점을 두고있다. 정부는 농촌개발정책의 담론을 지역사회, 자료, 자립에 바탕을 두도록 느리지만 변화시키고 있다. 이러한 계획과정은 단순히 전문기간이나 컨설팅회사에 의해서가 아니라 더 넓은 공공참여, 파트너십, 상향식으로 이루어지도록 해야한다.

라오스 삼상농촌개발모델의 성공적 추진 - 한국 새마을운동의 교훈 - (Sam Sang Rural Community Development Model of Lao PDR in Approach to Successful Implementation - Lessons from Korea's Saemual Undong -)

  • 본 연구의 목적은 라오스 정부가 농업 농촌 발전을 목적으로 2012년부터 국가 정책으로 추진하고 있는 삼상(Sam Sang, 정치적 실천공약, 분산-분권, 국가적 목표) 농촌발전 프로그램을 소개하고, 한국의 1970년대 새마을운동의 교훈을 분석하여, 라오스 삼상모델에 적용할 수 있는 가능성을 제시하는 것이다. 본 연구의 결과 라오스 정부가 추진하고 있는 삼상 농촌개발정책에 적용할 수 있는 교훈을 다음과 같이 제시하고 있다. 상-하향식의 통합적 개발 접근은 한국 농촌발전에 매우 중요한 영향을 미친 것으로 평가하고 있으며, 놀라운 정책결과를 가져온 요인으로 분석하고 있다. 그리고 주민참여의 중요성을 부각하고 있으며 정책을 집행하는 초기단계에는 마을과 마을주민들의 역량강화를 위해서 정부의 적절한 개입과 역할을 강조하며 이를 통한 주민참여를 유도하여 궁극적으로는 자립적 의지를 통한 지속가능한 농촌개발접근이 되어야 한다고 주장하고 있다.

상·하향 통합모형을 활용한 농업 수자원 부족의 경제적 효과 분석 (Economic Impacts of Agricultural Water Shortages in Korea - A Combined Top-down and Bottom-up Model Analysis -)

  • This study analyzes the impacts of agricultural water shortages in Korea using a combined top-down and bottom-up model. A multi-region multi-output agricultural sector model with detailed descriptions of production technologies and water and land resource constraints has been combined with a standard CGE model. The impacts of four different water shortage scenarios were simulated. It is shown that an active adaptation of crop choices occurs in even the regions with relatively abundant water resources in order to respond to the change in relative output prices caused by water shortages. We found that although the losses in production values are not quite large despite water shortages due to the price feedbacks, the loss in GDP is substantial. We show that our combined approach has advantages in deriving region and product specific production effects as well as the overall GDP loss effect of water shortages.

주민참여와 농촌 마을만들기 사업성과의 관계에서 거버넌스의 매개효과 실증분석 - 제주 웃뜨르권역 사례를 중심으로 - (An Empirical Study of the Mediating Effect of Governance in Relationship between Resident Participation and Rural Community Design Project Performance - Focused on the Case of Utturu Village -)

  • As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents' spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong-myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.
