해양사고의 분석과 방지대책에 관한 연구 (The Study on the Analysis of Marine Accidents and Preventive Measures)

  • 1992~2001년에 걸쳐 10년간 해양사고를 분석한 결과는 다음과 같다. 1. 용도별 사고 발생 빈도는 어선 69.9%, 화물선 12.3%, 유조선 4.3%, 예인선 3.8%, 여객선 2.1%이였다. 2. 원인별 사고 발생 빈도는 운항상 과실 67.3%, 기관설비 취급불량 21.7%, 기상 등 기타 11%로서 주로 운항자의 자질미숙과 과실로 언한 사고가 많았다. 3. 유형별 사고 발생 빈도는 기관 및 선체 손상 27.5%, 충돌 24%, 침몰 11.3%, 화재 7.9%, 좌초 10%의 나타났다. 4. 해역별 사고 발생 빈도는 연안 및 항내 74.6%, 근해 및 원양 25.4%를 보였고, 톤급별 사고 발생은 500톤 미만 소형선에서 84.3%를 보였고, 시각별 사고 발생은 04~08시에 가장 많았다.

어선 해양사고와 기상요소의 관계에 관한 연구 (A Study on the Relationships between the Casualties of Fishing Boats and Meteorological Factors)

  • In order to reduce the casualties of fishing boats, the author analyzed the fishing boat accident on the 412 cases in Korean maritime safety tribunal for the 2005~2009, and then studied the relation between the weather element and the accidents. According to this studies, the occurring ratio of sea casualty for fishing boat in fog weather was appeared 1 boat per 1.6 days. It means that the restricted visibility condition gives the most influence on the fishing boat accident. The casualties in winter season from November to next January occurred 139(33.7%), and small boats less than 50tons broke out more casualties with 68.4%. From this we can find that small fishing boats are very deeply affected on the sea weather condition. According to the boat types for fishing the casualty of jig boat was ranked first, and collision accident account for first with 77.9% for the types of casualties. As mentioned above, most sea casualties for small fishing boats were resulted from the human factors such as poor watch keeping in invisibility and the bad sea condition, it is necessary for navigation operators and the manager to take more attention to the meteorological factors.

소형선박 유압클러치 장치의 해양사고 예방 교육 만족도에 관한 조사 (Satisfaction Survey of Training to Prevent Marine Accidents on Hydraulic Clutch in Small Ships)

  • Currently, majority small ship's clutch for power transmission to propeller relies on multi plate hydraulic clutch regardless its size. Most of the small ships do not have a spare equipments of clutch. Furthermore, many ship engineers do not have an ability as well as enough experience to solve this problem related to the hydraulic clutch during the voyage. Therefore, any small problems cause many serious marine accidents. Once the clutch has problem, almost of all ships can not sail by itself anymore and it must be towed by salvage boat, maritime police ships, or fish guidance boat etc. In this case, all the accidents will be categorized as a marine accident and they all need to go through marine accident court inquiries. In this study, an understanding of each crew on hydraulic clutch system has been profoundly measured. Furthermore, the knowledge on an emergency navigation protocol of each crew has been also profoundly checked. Additionally, various surveys on hydraulic clutch classes has been performed and its satisfaction of crews on this topic have been carefully checked based on various feedback from students who took these courses. All of the above data from this study will be used to reduce marine accidents in current marine industry.

연근해 어선 통합항법시스템의 구축 (Organization of integrated navigation system for coastal and offshore fishing boat)

  • The integrated navigation system(INS) for fishing boat which organized the marine radar, global positioning system(GPS) compass, automatic identification system(AIS), echo sounder, GPS and electronic nautical chart(ENC) was manufactured to reduce the marine accidents of fishing boats occurred frequently at coastal and offshore. The application possibility of INS for fishing boat was examined for basic experiments in the sea. Integration display of various information, such as other vessel's behavior, depth, own vessel's position etc. was done to help the operate user who understood the circumstance around own boat. Therefore, the system will be utilized as a useful equipment for safety voyage and fishing work on the fishing ground.

  • We analyzed risk factors of coastal gillnet fishers during fishing process and considered work safety measures to reduce safety accidents during fishing using a UWB (ultra wideband) based positioning system. The static position accuracy of the UWB based positioning system was 45 cm. When entering a port, there is a risk of falling overboard. When casting a net, there was a risk of falling overboard due to being hit by fishing gear or guards, or getting caught in a buoy line or sinker line. When hauling a net, there is a risk of getting caught between fishing gear and net hauler, and the risk of musculoskeletal disorders due to repetitive work over a long period of time. Most safety accidents during work on fishing boats are blamed on human errors of the fisher and skipper, but safety accidents occur due to a mixture of mechanical and equipment factors, work and environmental factors, and management factors in addition to human errors. Therefore, the 4E were presented as countermeasures against the 4M, which are causes of safety accidents, and the proposed measures were used to identify risk factors for operation process, comply with work safety rules, and ensure the wearing of personal protective equipments. We need to reduce safety accidents during work by making it part of our daily routine. These research results can be used in the future for optimal placement of fishing gear and fishing nets in other coastal industries where safety accidents occur frequently.

  • 해양경찰에서 발행한 2012년 해양사고 통계연보를 따르면 해양사고의 69%가 어선기인 사고이다. 이에 여수연안 VTS 관제구역내에서 발생한 어선기인 사고사례들을 분석, 어선의 안전관리 현황과 환경을 짚어보고 어선기인 해상사고가 끊이지 않는 원인과 문제점을 파악 어선의 안전관리를 위한 방안을 인적부분, 설비 및 정책부분, 관제부분 등 다각적으로 검토하여 어선기인 사고를 줄이는데 이바지하고자 한다.

  • 항로표지는 선박에 대하여 등광, 형상, 색채, 음향, 전파 등을 수단으로 운항 선박에게 위치, 방향 및 장애물의 위치 등을 알려주는 항행보조시설 일체를 의미하며, 주야간 선박항행의 안전을 위한 기본 수단이다. 예인선은 안전을 위해 종류별 최소 설비요건을 마련하여 사고를 대비하고 있지만, 예인삭의 길이, 조류의 영향, 상대적으로 중량이 큰 부선의 타력으로 인한 영향 등으로 예인선과 선회권이 달라, 변침 시 부선이 예인선을 따라가지 못하여 등부표와 추돌하는 사고가 발생하기도 한다. 본 연구의 목적은 두 선박의 물리적 관계를 분석하여 예인선열을 식별하고 등부표와의 위험을 항로표지 관리운영 시스템을 통해 전파하는 기초 시스템을 제시하는데 있다. 연구를 통해 예부선의 사전 식별 가능성을 확인하였고, 위험 전파를 위한 메시지를 설계하고 모의 시스템을 통한 위험 전파 및 전자해도 상에 위험을 표시하였다.

심층 네트워크 모델에 기반한 어선 횡동요 시계열 예측 (Fishing Boat Rolling Movement of Time Series Prediction based on Deep Network Model)

  • 통계에 따르면 어선의 전복 사고는 전체 전복 사고의 절반 이상을 차지한다. 이는 미숙한 조업, 기상 악화, 정비 미흡 등 다양한 원인으로 발생할 수 있다. 업계 규모와 영향도, 기술 복잡성, 지역적 다양성 등으로 인해 어선은 상선에 비해 상대적으로 연구가 부족한 실정이다. 본 연구에서는 이미지 기반 딥러닝 모델을 활용하여 어선의 횡동요 시계열을 예측하고자 한다. 이미지 기반 딥러닝은 시계열의 다양한 패턴을 학습하여 높은 성능을 낼 수 있다. 이를 위해 Xception, ResNet50, CRNN의 3가지의 이미지 기반 딥러닝 모델을 활용하였다. Xception과 ResNet50은 각각 177, 184개의 층으로 구성되어 있으며 이에 반해 CRNN은 22개의 비교적 얇은 층으로 구성되어 있다. 실험 결과 Xception 딥러닝 모델이 가장 낮은 0.04291의 sMAPE와 0.0198의 RMSE를 기록하였다. ResNet50과 CRNN은 각각 0.0217, 0.022의 RMSE를 기록하였다. 이를 통해 상대적으로 층이 더 깊은 모델의 정확도가 높음을 확인할 수 있다.

익형 형상을 적용한 레저 선박용 안전 덕트 개발 (Designing of Safe Duct for Leisure Boat with Wing Section)

  • This study deals with the design of a safety device around a leisure boat propeller. The safety device is to be designed to minimize performance degradation attached to propulsors in coastal waters. These devices, important for preventing propeller accidents, negatively gives influence boat performance, especially at higher speeds. In order to minimize the negative effect, the accelerating ducts, normally used in ESDs (Energy Saving Devices) have been chosen as a safety device. The present study aims to design an optimal duct (minimizing negative effect) through the parametric study. Based on the Marine 19A nozzle, the nozzle's thickness and angle were varied to obtain the optimum parameter in the preliminary design by the computational fluid dynamics program Star-CCM+ Ver. 15.02. In the detailed design, a NACA 4-digit Airfoil shape resembling the Marine 19A by modification at the trailing edge was chosen and the optimum shape was chosen according to variation of camber, thickness, and incidence angle for optimization. The optimally designed duct shows a speed decrease of about 10% in the sea trial result, which is much smaller than the normal speed decrease of at least 30%. The present designing method can give wide applications to the leisure boat because the wake is almost the same due to using the outboard propulsor.

수조 실험에 의한 게 통발 어선의 복원성에 관한 연구 (A study on the stability of a crab trap fishing boat with water tank experiment)

  • According to the recent statistics of marine casualties in Korea, fishing boats are more likely to be ended in the casualties, and small fishing boats especially cause much more accidents in sinking and capsizing than any other big vessels. These casualties were mainly produced from the ignorance on the lack of own ship stability. From this view, this study aims to analyze the characteristics of stability on the crab trap fishing boat receiving transverse wave by means of carrying out the water tank test. The rolling angle of the model ship was affected largely with the displacement and the wave period of it, and the trends were shown that the magnitude of the angle was proportional to the displacement, but inversely to the wave period. And the wave height had effect on the rolling angle just in the specific range of the wave period. The force of steady wind didn't have influence on the rolling variation significantly.
