Various smart phone applications have been widely developed and an intelligent service to take a picture for the visually handicapped is needed. By using an auditory service and/or other's help, the blind capture an image with their cameras for keeping a record or exchanging the information with another people. However, they are difficult to take the wanted picture because they are unable to grasp the visual contents in the viewfinder. This paper presents a novel guiding system for the blind people to take a picture with the smart phone. The proposed method identifies a person in the picture and determines the presence of eye blinks and blurring. The system provides a guiding information such as camera directions, which are transferred into the blind user with auditory service.
Proxy signature scheme allow a designated proxy person to sign a message on behalf of the original signer. Partially blind signature scheme allows the signer to insert non-removable common information into his blind signature. Proxy signature and partially blind signature are very important technologies in secure e-commerce. In this paper we propose new proxy signature scheme and ID-based partially blind signature scheme using bilinear pairing. further combining them, we propose a proxy partially blind signature scheme. The security of our schemes relies on the hardness of Computational Diffie-Hellman Problem. If we removing common information form propose ID-based partially blind signature scheme and proxy partially blind signature scheme, then they become variants of ID-based blind signature scheme and proxy blind signature scheme of Zhangs respectively.
Most of the blind are low vision blinds due to injury or disease. As their vision decreases, they are experiencing inconvenience in their normal life and forgetting their memories with their family. The purpose of this study is to use Lithophane printing technology to help their normal life and to remember their family. Also, the manufactured 3D plates are to study the conditions that can be optimal understood through the tactile sense of low vision blind. When the low vision blind person understood the 3D plates, they chose three parameters that affect their tactile sense. And by comparing their tactile sense, the optimal condition results were found. This paper was concluded with (1) the round form that perceived as 3D objects, (2) the thin thickness similar to Braille, and (3) the high resolution that can be expressed in detail.

The idea I set my thesis upon was to develop a methodology for the visually impaired to perceive an environment through their other senses. Since the Blind perceive spatial relationships by combined association of their other senses, it was essential to create a setting where their senses can be amplified. Thus this garden was designed to accommodate two or more of blind person's senses at once to provide more of '3-D' spatial relationship. The main goals of this thesis are, first, to create a place where the Blind can enjoy and nurture their own specific interests. Second, to reveal the nature in its allowing individual analysis and interpretation of a garden. Third, to move away from the prejudice of gardens for the Blind being made of only touching and smelling. To achieve these goals, the most important task was to establish a sense of space. In order to do so, five principles were used; Perspective, Enclosure, Light/Shade, Form, and Environment. After all, the garden for the Blind does not proclaim its purpose in loud terms nor in obvious manner. It should attempt to provide joy, serenity, and activity; a freedom to choose, recognize and analyze nuances of garden, the rhythm of enclosure and openness to experience variety, also to delight in subtle changes and to just imagine.
In this paper, We have developed the Internet web browser for the blind and visually impaired person. The Internet Web browser system consists of personal computer connected to Internet, braille display, voice synthesis devices for character information, tactile display for the representation of web image and braille printer for web page printing. We convert character in the web page to braille and print it to braille display. The image in the web page is printed with tactile display actuated by solenoid. The blind can acess the Internet web site with this web browser system and understand the Internet information.
In this paper, a blind person using a white cane as an adjunct of the things available sensing technology has been implemented. Sensing technology to implement things ultrasonic sensors and a webcam was used to process the data from the server computer. Ultrasonic sensors detect objects within 4meter people distinguish between those things that if the results based on the results will sound off. In this study, ultrasonic sensors, object recognition and human perception with the introduction of techniques and technologies developed for detecting objects in the lives of the visually impaired is expected to be greater usability.

This paper presents the device of recognizing image of the studded paving blocks, transmitting, the information by vibration to a visually handicapped person. Usually the blind uses the walking stick to recognize the studded paving block. This research uses a PCA (Principal Component Analysis) based image processing approach for recognizing the paving blocks. We classify the studded paving blocks into 5 classes, that is, vertical line block, right-declined line block, left-declined line block, dotted block and flat block. The 8 images for each of 5 classes are captured for each block by 112*120 pixels, then the eigenvectors are obtained in magnitude order of eigenvectors by using principal component analysis. The principal components for images can be calculated using projection of transformation matrix composed of eigenvectors. The classification has been executed using Euclidean's distance, so the block having minimum distance with a image is chosen as matched one. The result of classification is transmitted to the blind by electric vibration signals with different magnitudes and frequencies.

Also, research about assist for disabled person that belong on category that is disabled persons' cloth elevation estranged in the past according to disabled person population's increase and change of advanced human rights consciousness to ruins of industrial society and traffic civilization is afoot abuzz. Guidance robot of sight obstacle can speak as its part. This research is thing about voice system about location set and search in guidance robot that is embodying to make sight disabled person can visit schedule place smoothly.

The Internet of Things can offer disabled people the assistance and support, which is essential to achieve a good quality of life. The visually impaired people need assistance in finding locations, detecting obstacles on the way, and getting directions while moving around to reach their destination. Based on this persistent need, this paper proposes a navigation system for blind people using Internet of Things. The technologies used in our proposed system are: a smart cane containing an RFID reader and an ultrasonic sensor, a smart phone and Internet. The sensed data from the ultrasonic sensor for detecting obstacle is converted to International Standard format from ISO/IEC 23005-5 (MPEG-V Part 5). The system detects the blind person's location using the RFID tags implemented on the way. The system uses voice message in the smart phone to communicate with the blind person to lead him to his destination. The proposed system has been tested to navigate successfully in the campus.
This paper discusses American disability theater's representations of disability identity and disability identity politics. Dramatists John Belluso and Lynn Manning, among others, present characters with disabilities who experience oppressions at multiple, interlocking levels of domination on the basis of disability, race, and ethnicity. In Manning's Shoot, the black, blind hero iterates episodes in which he experienced discrimination and insults in encounters with whites who used derogatory racist words or belittled him and with some school children who taunted him for just being blind. This play, as in Manning's solo performance, Weights, presents narratives of a blind person traversing multiple locations of oppression in "a long litany of losses" in a white-dominated and ableist society. Belluso's Gretty Good Time similarly weaves together stories of disabled women, Gretty and Hideko, who bond together to resist the dominant ideology that reduces them into titillating commodities of mass consumption. Hideko's story serves the two-fold function of both affirming the specificity of her individual experience as an ethnic other and espousing the communal experience of stigmatization she shares with other disabled women like Gretty. In these plays, the intersection of the identity categories of disability, race, and ethnicity highlights the diversity of the body and the fluidity of boundaries, foregounding the specificity of disabled bodies, while at the same time overthrowing the hierarchical binarism between disabled and "normal" bodies.
