  • 서울시 120 다산콜센터는 서울시민의 민원문의 및 처리를 위해 도입된 전화 민원서비스이다. 공공 부분 정보제공 서비스 사업으로는 드물게 매우 활발하게 이용되고 그 역량을 인정받아 다수의 기관으로부터 벤치마킹(benchmarking)의 사례가 되어 왔다. 도서관계에서는 그동안 도서관 이용자의 정보 요구를 해결하기 위한 온라인 오프라인 참고정보서비스(Ask-a-librarian)를 시도하였으나 그 이용실적은 저조하였다. 이에 본 연구는 다산콜센터를 정보제공 서비스 측면에서 하나의 모범사례(Best Practice)로 판단하여 도서관계로 적용해 볼 수 있는 부분을 도출하여 제안해 보고자 한다.

Personalized Movie Recommendation System Combining Data Mining with the k-Clique Method

  • Today, most approaches used in the recommendation system provide correct data prediction similar to the data that users need. The method that researchers are paying attention and apply as a model in the recommendation system is the communities' detection in the big social network. The outputted result of this approach is effective in improving the exactness. Therefore, in this paper, the personalized movie recommendation system that combines data mining for the k-clique method is proposed as the best exactness data to the users. The proposed approach was compared with the existing approaches like k-clique, collaborative filtering, and collaborative filtering using k-nearest neighbor. The outputted result guarantees that the proposed method gives significant exactness data compared to the existing approach. In the experiment, the MovieLens data were used as practice and test data.

Current Status and the Future of Occupational Safety and Health Legislation in Low- and Middle-Income Countries

  • This article addresses three key issues. First, the commonalities, differences, strengths, and limitations of existing occupational safety and health (OSH) legislation of low- and middle-income countries were determined. Second, required revisions were identified and discussed to strengthen the laws in accordance with the best international practice. Finally, proposals for additional OSH laws and interventions were suggested. A literature search of OSH laws of 10 selected low- and middle-income countries was carried out. The laws were subjected to uniform review criteria. Although the agricultural sector employs more than 70% of the population, most of the reviewed countries lack OSH legislation on the sector. Existing OSH laws are gender insensitive, fragmented among various government departments, insufficient, outdated, and nondeterrent to perpetrators and lack incentives for compliance. Conclusively, the legal frameworks require reformation and harmonization for the collective benefit to employees, employers, and regulatory authorities. New OSH legislation for the agricultural sector is required.

  • In the software industry of Korean Small and Medium-sized Enterprise(SME)s, the development process is often not mature. This may lead to failures in quality control and output management. As a result, the quality of the software can be degraded. To solve the problem, the software visualization technique, which is from the National IT Industry Promotion Agency Software Engineering Center can be applied. We have experienced with mentoring not only the visualization of software development process, but also various visualization process of SMEs. However, the existing software visualization method was difficult to install environment and its time cost was high. This paper proposes a software visualization environment through a cloud service along with a case of building a software visualization environment. We expect that this method will make it easier to build a visualization environment and improve the quality of SME software.

Obesity Paradox-Bias or Fact? (비만 역설-편향 혹은 실제)

  • Although it has been confirmed that excessive body fat increases health risks and all-cause mortality, several epidemiological studies have reported that overweight or obesity in patients with chronic diseases and in older adults is advantageous with respect to mortality. Several mechanisms have been proposed to explain the biological basis of this obesity paradox. The marked heterogeneity of findings observed across studies and the possibility of systematic errors in these studies have cast doubt on the actual existence of the obesity paradox. However, the obesity paradox questioned the validity of body mass index as the best indicator for obesity in terms of predicting its comorbidities and urges clinicians to focus more on changes in body composition and related metabolic derangements, rather than body weight per se.

  • Radiation therapy (RT) is a very important treatment for cancer that irradiates a large amount of radiation to lead cancer cells and tissues to death. The progression of RT in the aspect of personalized medicine has greatly advanced over the past few decades in the field of technical precision responding anatomical characteristics of each patient. However, the consideration of biological heterogeneity that makes different effect in individual patients has not actually applied to clinical practice. There have been numerous discovery and validation of biomarkers that can be applied to improve the efficiency of radiotherapy, among which those related to genomic information are very promising developments. These genome-based biomarkers can be applied to identify patients who can benefit most from altering their therapeutic dose and to select the best chemotherapy improving sensitivity to radiotherapy. The genomics-based biomarkers in radiation oncology focus on mutational changes, particularly oncogenes and DNA damage response pathways. Although few have translated into clinically viable tools, there are many promising candidates in this field. In this review the prominent mutation-based biomarkers and their potential for clinical translation will be discussed.

  • In competitive society, performance management is an essential element of business success. Despite the importance of performance management, it has not been widely implemented in construction companies. In the recent years, construction companies have become more aware of its need to identify, implement, and sustain performance improvements more systematically. Thus, the objective of this paper is to develop performance management system (PMS) for construction companies. The roles of performance management system is not only measuring performance but also offering guidance to improve performance. Therefore, PMS needs benchmarking process that provides Best Practice and new knowledge. This paper investigates the case of PMSs in UK, USA, Brazil, and Chile and discusses the lessons learned. To overcome the limitations of existing PMSs, new performance measurement framework, in form of 'Construction' BSC, is proposed. Based on the 'Construction' BSC, key performance indicators are derived and methodology of performance management is suggested. This paper concludes by developing PMS for benchmarking in construction companies and recommending some further directions on this research topic.

Best Practice on Inspecting the Abnormal State of Bridge (Engineering works) Establishment with Augmented Reality (AR) Mechanism

  • In the current world, with the massive scale of SOC construction, it is difficult to diagnose and check all of a bridge's abnormal states with even the experts' eyes for maintenance. It is because we should spend huge costs and time on maintenance. Still, there are not many alternative ways to inspect bridges remotely regarding accuracy or reality. Therefore, we remark on the advantages and disadvantages of previous methods through practices in SOC maintenance. To inspect the abnormal state of the Bridge, we suggest inspecting bridges with an Augmented Reality (AR) mechanism to reduce cost, human resource consumption, and the risk of work. Through the proposed approach, we expect that it provides ways to solve massive construction problems with software-based technologies.

Clinical Feature and General Management of Post-Hemorrhagic Hydrocephalus in Premature Infants

  • Recently, the survival of the high-risk population of preterm infants has steadily improved, and the severity of prematurity is a growing threat of gestational-age-related fatal conditions. Posthemorrhagic hydrocephalus (PHH) is the most common but serious neurological complication in premature infants, which can have life-threatening consequences during the acute phase in the neonatal period and life-long psychomotor and cognitive sequelae in their later life. Although neonatologists, pediatric neurologists, and pediatric neurosurgeons have investigated a diversified strategy for several decades, a consensus on the best management of PHH in premature infants still must be reached. Several approaches have tried to reduce the incidence of intraventricular hemorrhage (IVH) and mitigate the effect of IVH-related hydrocephalus. This paper reviews and discusses the clinical feature of PHH in premature infants, general/nonsurgical management of prematurity for IVH prevention, and posthemorrhagic management, and how and when to intervene.

Fuel-Flexible Anode Architecture for Solid Oxide Fuel Cells

  • This paper provides an overview of the trends and future directions in the development of anode materials for solid oxide fuel cells (SOFCs) using hydrocarbons as fuel, with the aim of enabling a decentralized energy supply. Hydrocarbons (such as natural gas and biogas) offer promising alternatives to traditional energy sources, as their use in SOFCs can help meet the growing demands for energy. We cover several types of materials, including perovskite structures, high-entropy alloys, proton-conducting ceramic materials, anode on-cell catalyst reforming layers, and anode functional layers. In addition, we review the performance and long-term stability of cells based on these anode materials and assess their potential for commercial manufacturing processes. Finally, we present a model for enhancing the applicability of fuel cell-based power generation systems to assist in the realization of the H2 economy as the best practice for enabling distributed energy. Overall, this study highlights the potential of SOFCs to make significant progress toward a sustainable and efficient energy future.
