Consortium Configuration of Local Governments for Disaster Joint Response Plan (재난 공동 대응을 위한 지자체 컨소시엄 구성 방안)

  • Recently frequencies and scales in natural disasters have been significantly increased and enlarged and that leads to increase interests on preventing disasters. As natural disasters occur, it is difficult to fulfill the scale of natural disasters using ordinary stocks in a local government. Thus, it is necessary to establish a system that commonly uses protection resources according to regional characteristics in order to rapidly implement labor mobilization and equipment distribution based on the damage of natural disasters. In this study, regional characteristics in Korea provinces are analyzed and 'a way of composing a local government consortium for common disaster responses' is proposed. First, a disaster map that represents the amount of damage for each local government published in the disaster yearbook from 2002 to 2011 is produced using GIS. Then, the whole land is divided into five different sections according to administrative regions and that are divided into 12 clusters again based on the geographical and humanistic characteristics and the analysis of the scale of damage in typhoons and heavy rainfalls. Finally, disaster protection base stations for each region are selected. The data of analyzing disaster damages may be used as a reference material for establishing disaster prevention plans.

Spatial Extension of Runoff Data in the Applications of a Lumped Concept Model (집중형 수문모형을 활용한 홍수유출자료 공간적 확장성 분석)

  • Runoff data availability is a substantial factor for precise flood control such as flood frequency or flood forecasting. However, runoff depths and/or peak discharges for small watersheds are rarely measured which are necessary components for hydrological analysis. To compensate for this discrepancy, a lumped concept such as a Storage Function Method (SFM) was applied for the partitioned Choongju Dam Watershed in Korea. This area was divided into 22 small watersheds for measuring the capability of spatial extension of runoff data. The chosen total number of flood events for searching parameters of SFM was 21 from 1991 to 2009. The parameters for 22 small watersheds consist of physical property based (storage coefficient: k, storage exponent: p, lag time: $T_l$) and flood event based parameters (primary runoff ratio: $f_1$, saturated rainfall: $R_{sa}$). Saturated rainfall and base flow from event based parameters were explored with respect to inflow at Choongju Dam while other parameters for each small watershed were fixed. When inflow of Choongju Dam was optimized, Youngchoon and Panwoon stations obtained average of Nash-Sutcliffe Efficiency (NSE) were 0.67 and 0.52, respectively, which are in the satisfaction condition (NSE > 0.5) for model evaluation. This result is showing the possibility of spatial data extension using a lumped concept model.

A Multistage Authentication Strategy for Reliable N-to-N Communication in CGSR based Mobile Ad Hoc Networks (CGSR 기반의 이동 애드 흑 네트워크에서 신뢰성 있는 통신을 위한 노드간 인증 기법)

  • A Mobile Ad Hoc Network(MANET) is a multi hop wireless network with no prepared base stations or centralized administrations, where flocks of peer systems gather and compose a network. Each node operates as a normal end system in public networks. In addition to it, a MANET node is required to work as a router to forward traffic from a source or intermediate node to others. Applications of MANET are extensively wide, such as battle field or any unwired place; however, these are exposed to critical problems related to network management, node's capability, and security because of frequent and dynamic changes in network topology, absence of centralized controls, restricted usage on network resources, and vulnerability oi mobile nodes which results from the special MANET's character, shared wireless media. These problems induce MANET to be weak from security attacks from eavesdropping to DoS. To guarantee secure authentication is the main part of security service In MANET because networks without secure authentication are exposed to exterior attacks. In this paper, a multistage authentication strategy based on CGSR is proposed to guarantee that only genuine and veritable nodes participate in communications. The proposed authentication model is composed of key manager, cluster head and common nodes. The cluster head is elected from secure nodes, and key manager is elected from cluster heads. The cluster head will verify other common nodes within its cluster range in MANET. Especially, ID of each node is used on communication, which allows digital signature and blocks non repudiation. For performance evaluation, attacks against node authentication are analyzed. Based on security parameters, strategies to resolve these attacks are drawn up.

Distribution of Benthic Polychaeta Community in Yoja Bay, Korea (남해안 여자만의 저서 다모류 군집 분포)

  • This study investigated the composition and the distribution of the benthic polychaeta community in the semi-enclosed Yoja Bay on the southern coast of Korea and was designed to deduce temporal changes in the community with the comparison of the previous studies. In YoJa Bay, benthic polychaetous community structure was investigated on the base of the samples from 87 stations. The surface sediment was mainly composed of fine-grained sediment, mixed clayey silt and silty clay. The total benthic macrofaunal density was $387 indiv./m^2$, and the density was higher in the middle bay, and in the mouth of bay than in the inner bay. scapharca subcrenata (Bivalvia) and amphipods (Crustacea) were important species in the inner and the middle of the bar, respectively. Benthic polychaetes were comprised of 72 species with a mean density of $149 indiv./m^2$. Their distributions showed higher densities in the mouth of bay than in the rest of bay. The dominant species over 1.0 percentages were composed of the 20 species, and they occupied $84.5\%$ of the total density. The most dominant species was Sternaspis scutata ($13.6\%$), fallowed fly Heteromastus filiformis ($9.8\%$), Polynoidae indet. ($8.3\%$), Sigambra tentacuzata ($7.1\%$) and others. The cluster analysis revealed that the study area was divided into three station groups. At the station group YI located in the inner bay, the most dominant species was Heteromastus filiformis . At the station group YII in the middle bay, the dominant species was Sternaspis scutata. And at the station group YIII in the mouth of bay, the dominant species was Paraiacydonia paradoxa. Whereas Sternaspis scutata and Mediomastus sp. were the dominant species in the past study, Heteromastus filiformis and Tharyx sp. appeared newly to be the dominant species, even if their low densities that in the past. These facts mean that Yoja Bay be maintained yet as little polluted area compared to other bays on the coast of Korea, but needed some caution of marine environmental management.

  • SBAS(Satellite Based Augmentation System) broadcasts the correction message based on satellite communication to improve the positioning accuracy of GNSS user. For this reason, SBAS is actively being utilized on navigation part. To apply SBAS to navigation part, it should satisfy not only accuracy but also integrity, continuity, availability, coverage requirements and so on. Since SBAS reference station is the base infrastructure of SBAS, it is the main factor to determine the environment, position, and geometry of reference stations to achieve SBAS service performance. Therefore, a site environmental analysis should be performed prior to the selection of SBAS reference station. In this paper, it performs the environmental analysis of NDGPS(Nationwide Differential GPS) reference station sites on the premise that SBAS reference station will be co-operated in the same site of NDGPS operated by MOF(Ministry of Oceans and Fisheries). The environmental analysis is conducted as carrying out the visibility analysis of GPS satellite and interference analysis. This paper also presents the brief procedures and requirements for site survey of SBAS reference station.

A Cell Selection Technique Considering MIMO Precoding (MIMO 프리코딩을 고려한 셀 탐색 기법)

  • In the CS/CB(Coordinated Scheduling/Beamforming) scheme, the cell edge user throughput is increased by selecting MIMO (Multiple Input Multiple Output) precoders which can minimize the interferences from adjacent base stations (BSs). However, in current LTE(Long Term Evolution) systems, the serving cell is selected in the initialization stage by using the synchronization signals and cell specific reference signals transmitted by adjacent BSs with a single antenna. The selected BS in the initialization stage may not be the best one since the MIMO precoding gain has not been considered in the cell selection stage. In this paper, a new cell selection technique is proposed for LTE systems with MIMO precoder by taking into account the effect of the precoder in the initialization stage. The proposed technique enables a user equipment (UE) in the cell boundary to select the serving BS by using the information (channel rank, effective channel capacity, and effective SINR(Signal to Interference plus Noise Ratio)) acquired from cell specific reference signals of candidate BSs. It is verified by computer simulation that the proposed technique can increase the channel capacity significantly in the multi-cell environments, compared with the conventional CS/CB scheme.

  • A mobile ad hoc network (MANET) is a collection of mobile nodes without any fixed infrastructure or my form of centralized administration such as access points and base stations. The ad hoc on-demand distance vector routing (AODV) protocol is an on-demand routing protocol for MANETs, which is one of the Internet-Drafts submitted to the Internet engineering task force (IETF) MANET working group. This paper proposes a new multipath routing protocol called maximally disjoint multipath AODV (MDAODV), which exploits maximally node- and link-disjoint paths and outperforms the conventional multipath protocol based on AODV as well as the basic AODV protocol. The key idea is to extend only route request (RREQ) message by adding source routing information and to make the destination node select two paths from multiple RREQs received for a predetermined time period. Compared to the conventional multipath routing protocol, the proposed MDAODV provides more reliable and robust routing paths and higher performance. It also makes the destination node determine the maximally node- and link-disjoint paths, reducing the overhead incurred at intermediate nodes. Our extensive simulation study shows that the proposed MDAODV outperforms the conventional multipath routing protocol based on AODV in terms of packet delivery ratio and average end-to-end delay, and reduces routing overhead.

A Study on the Interpretalion of the Synthetic Unit Hydrograph According to the Characteristics of catchment Area and Runoff Routing (유역 특성과 유출추적에 의한 단위도 해석에 관한 고찰)

  • The following is a method of synthetic unitgraph derivation based on the routing of a time area diagram through channel storage, studied by Clark-Jonstone and Laurenson. Unithy drograph (or unitgraph) is the hydrograph that would result from unit rainfall\ulcorner excess occuring uniformly with respect to both time and area over a catchment in unit time. By thus standarzing rainfall characteristics and ignoring loss, the unitgraph represents only the effects of catchment characteristics on the time distribution of runoff from a catchment The situation abten arises where it is desirable to derive a unitgraph for the design of dams, large bridge, and flood mitigation works such as levees, floodways and other flood control structures, and are also used in flood forecasting, and the necessary hydrologie records are not available. In such cases, if time and funds permit, it may be desirable to install the necessary raingauges, pruviometers, and stream gaging stations, and collect the necessary data over a period of years. On the otherhand, this procedure may be found either uneconomic or impossible on the grounds of time required, and it then becomes necessary to synthesise a unitgraph from a knowledge of the physical charcteristics of the catchment. In the preparing the approach to the solution of the problem we must select a number of catchment characteristic(shape, stream pattern, surface slope, and stream slope, etc.), a number of parameters that will define the magnitude and shape of the unit graph (e.g. peak discharge, time to peak, and base length, etc.), evaluate the catch-ment characteristics and unitgraph parameters selected, for a number of catchments having adequate rainfall and stream data and obtain Correlations between the two classes of data, and assume the relationships derived in just above question apply to other, ungaged, Catchments in the same region and, knowing the physical characteritics of these catchments, substitute for them in the relation\ulcorner ships to determine the corresponding unitgraph parameters. This method described in this note, based on the routing of a time area diagram through channel storage, appears to provide a logical line of research and they allow a readier correlation of unitgraph parameters with catchment characteristics. The main disadvantage of this method appears to be the error in routing all elements of rainfall excess through the same amount of storage. evertheless, it should be noted that the synthetic unitgraph method is more accurate than the rational method since it takes account of the shape and tophography of the catchment, channel storage, and temporal variation of rainfall excess, all of which are neglected in rational method.

  • Routing protocol in ad hoc mobile networking has been an active research area in recent years. However, the environments of ad hoc network tend to have vulnerable points from attacks, because ad hoc mobile network is a kind of wireless network without centralized authentication or fixed network infrastructure such as base stations. Also, existing routing protocols that are effective in a wired network become inapplicable in ad hoc mobile networks. To address these issues, several secure routing protocols have been proposed: SAODV and SRPTES. Even though our protocols are intensified security of networks than existing protocols, they can not deal fluidly with frequent changing of wireless environment. Moreover, demerits in energy efficiency are detected because they concentrated only safety routing. In this paper, we propose an energy efficient secure routing protocol for various ad hoc mobile environment. First of all, we provide that the nodes distribute security information to reliable nodes for secure routing. The nodes constitute tree-structured with around nodes for token escrow, this action will protect invasion of malicious node through hiding security information. Next, we propose multi-path routing based security level for protection from dropping attack of malicious node, then networks will prevent data from unexpected packet loss. As a result, this algorithm enhances packet delivery ratio in network environment which has some malicious nodes, and a life time of entire network is extended through consuming energy evenly.

Bhumipol Dam Operation Improvement via smart system for the Thor Tong Daeng Irrigation Project, Ping River Basin, Thailand

  • The Tor Tong Daeng Irrigation Project with the irrigation area of 61,400 hectares is located in the Ping Basin of the Upper Central Plain of Thailand where farmers depended on both surface water and groundwater. In the drought year, water storage in the Bhumipol Dam is inadequate to allocate water for agriculture, and caused water deficit in many irrigation projects. Farmers need to find extra sources of water such as water from farm pond or groundwater as a supplement. The operation of Bhumipol Dam and irrigation demand estimation are vital for irrigation water allocation to help solve water shortage issue in the irrigation project. The study aims to determine the smart dam operation system to mitigate water shortage in this irrigation project via introduction of machine learning to improve dam operation and irrigation demand estimation via soil moisture estimation from satellite images. Via ANN technique application, the inflows to the dam are generated from the upstream rain gauge stations using past 10 years daily rainfall data. The input vectors for ANN model are identified base on regression and principal component analysis. The structure of ANN (length of training data, the type of activation functions, the number of hidden nodes and training methods) is determined from the statistics performance between measurements and ANN outputs. On the other hands, the irrigation demand will be estimated by using satellite images, LANDSAT. The Enhanced Vegetation Index (EVI) and Temperature Vegetation Dryness Index (TVDI) values are estimated from the plant growth stage and soil moisture. The values are calibrated and verified with the field plant growth stages and soil moisture data in the year 2017-2018. The irrigation demand in the irrigation project is then estimated from the plant growth stage and soil moisture in the area. With the estimated dam inflow and irrigation demand, the dam operation will manage the water release in the better manner compared with the past operational data. The results show how smart system concept was applied and improve dam operation by using inflow estimation from ANN technique combining with irrigation demand estimation from satellite images when compared with the past operation data which is an initial step to develop the smart dam operation system in Thailand.
