This study focuses on the case of FIRA(Korea Fisheries Resources Agency) and analysis the introduction effect of BSC(Balanced Score card) implementation. So it will set forth the improvement method and the implications for Quasi-governmental organizations which are trying to introduce or are operating the BSC system. This study suggests how to improve the problems of BSC as below : (1) Building of reasonable and balanced evaluation index system (2) Acquiring of comparability and equality through adjustments of group evaluated (3) Enhancing of competence and professionalism of evaluating group (4) Alleviating of difference gap of performance incentives and promoting of non-money incentives (5) Enhancing of positive acceptance and recognition for BSC.

본 연구는 Usability의 투자 성과관리(ROI: Return On Investment)를 위한 균형성과지표(BSC: Balanced ScoreCard) 관점에서의 Framework 개발을 목표로 한다. 2000년 이후 Usability에 대한 투자 규모는 높은 증가세를 유지해 왔으나 대규모 투자가 진전되는 가운데 Usability투자의 수익성을 어떻게 확보하고, 그 효과(Effectiveness)는 어떻게 측정할 것인가 하는 문제는 상대적으로 관심을 끌지 못하고 있다. Usability 투자에 대한 시스템적 성과관리를 위해 개발된 Usability BSC Framework은 BSC의 4가지 관점에서 Usability 투자성과관리에 대한 변형된 관점의 모델을 제안한다.

Risk is the probability of an adverse event given exposure to hazard. There are many reason for unsafety situation without safety operation. The reason is no safety evaluation system in small enterprise. And then this study purposes safety management activities that is evaluation system for total safety efficiency's maximization. Therefore, in this study, this model that can evaluate quantitative activities in small enterprise that maximize safety efficiency wishes to do design using balanced scorecard. In other words, this study aims to suggest a performance measurement model reflecting the characteristics of safety evaluation system, especially the model for return manufacturing related to safety, and to develop the S-BSC(Safety-Balanced ScoreCard) measurement model using a weight lifetime value to which a relative weight is applied by using AHP based on the BSC.

Even though, the recent management innovation techniques: The 'Six-Sigma' and the 'BSC (Balanced Score Card)' are introduced to many different companies and are used very effectively. Based on the company's substantial and unique characteristics, the quality and the strategies on management are showing the reliability limits in applications in the company. Therefore, the Integrated Management System is presenting a model for stable application of the activity in the Six-Sigma based on the theoretical notions of the BSC.

Ammunition Demilitarization facility (ADF) should be set up the feasible goals and continue to operate, taking into account non-profit characteristics. However, due to the lack of performance measurement methods in ADF, which are essential to national policy at a significant cost each year, the reliability of the evaluation results can be insufficient. In this paper, the Balanced Score Card (BSC) method was applied that could be evaluated to reflect the financial and non-financial features. The relevant literature research and army regulations reflected the results of various interviews of the expert group. The extraction of success performance area in ADF was confirmed using the BSC method and the Decision Variable (DV) candidate was created to use regression for selecting the DV. Additionally, the key performance indicator was presented by verification the feasibility of content by conducting the survey of experts. The implications of this paper are as follows. First, the proposed BSC model was found to be suitable for practical use in ADF reflecting the non-profit characteristics. Second, accurate evaluation of ADF can contribute to long-term development of ADF. Finally, it can be applied to the management process of the other military sector, so it can be expected to play a role in providing basic data and spreading it to other areas.

공공기관은 지속적으로 심화되는 경쟁 환경 속에서 계속기업으로 존속 발전하기 위하여 경영전략을 달성할 수 있는 혁신적 관리기법들을 도입함으로써 대외적인 경쟁력을 향상시킨다. 효과적인 경쟁력 향상을 위해서 공공기관은 경영성과에 대한 정확한 측정 및 보상을 위한 성과평가시스템을 구축하고 있다. 본 연구는 BSC 및 성과평가지표와 경영성과의 관계를 규명하기 위하여 BSC가 성과평가지표와 기업성과에 미치는 영향을 연구한다. 본 연구는 BSC의 활용정도에 따라 성과평가유형에 미치는 영향, 성과평가유형과 경영성과간의 영향, BSC활용정도에 따른 경영성과에 미치는 영향 등을 분석한다.

This study was designed to examine the existing studies on Balanced Score Card(BSC) which is being spot-lighted as the performance system in hotel industries. In addition, this study also examines the effects of BSC on service qualities when applied in service industries. Services business have different features from other manufacturing industries and also highly value the importance of service quality as a factor which can directly affect the performance in service industries. Therefore, the performance system measuring service Qualify need to be developed in terms of BSC. This study is to prove the need of strategic approach to achieve improvements in service quality using BSC. For this study, Statistical similarities were used to prove the interrelationship between service quality and four factor in BSC. However, there was a limit on the statistical and study model. To overcome the problems, more related studies need to be followed up for a general use.

This study was designed to analyze the relationship of process quality, result quality and management performance in Korean insurance industry. For this study the linkage scheme of service quality concept is used on PZB model and BSC(Balances Score Card) system. In the linkage model, the 5 service qualitry factors used in PZB model are used as the result quality variables, and internal process factor, learning/growth factor in BSC are used the process quality variables affecting the result quality variables. And also customer satisfation factor and financial performance index are used as the management performance variables. In the ivsurance industry, the process quality variables were verified to meaningfully affect the result quality variables, and the result service quality variables were verified to affect the management performance indices. As the result, the process quality and the service quality must be emhanced for the competitiveness of Korean insurance industry.
