A Comparative Study the Quality of Life using the Life Environment Indicator - Focused on the Jeonnam Area - (군지역 도시생활환경지표를 활용한 생활의 질 비교연구 - 전남 지역을 중심으로 -)

  • Urban planning is the task to explore measures for bringing order to the change in urban space of future predicted in relation to the size and purpose of the land and a variety of facilities in cities in order to present the environment that can promote the qualitative improvement of activities of residents, ensure orderly urban space of future, and create appropriate urban environment which meets the desire of citizens by anticipating the urban development on the basis of overall activities such as politics, economics, culture, etc, so that the improvement in urban life can be accomplished ultimately. Therefore, this study attempted to examine current conditions information necessary for establishing policies pursuant to the national land development plan and regional development, as well as respond to the needs of urban residents who need the improvement of settlement environment including various amenities for the convenience of life, by shifting away form the macroscopic and one-size-fits top-down approach of development so far and aiming a balanced development of national land in quest for welfare society and by utilizing the urban index as the basic prior task necessary for seeking the shift ind the direction of policies and setting the direction for policies on the basis of the top-down development approach which suits the anticipation and hope of local residents as the subject of development, considering the growing interest in the shift in the policies for regional development in this era of localization. Techniques for urban planning need to be applied, such as the prior planning and the following development, along with the support at the policy level for achieving the improvement in the related sector, in order to induce continuos urban deelopment based on the establishment of healthy and sound settlement environment, and furthermore, the efforts must be drven forward to improve the urban settlement environment while the urban planning and policies are established.

Derivation of Inequality Areas in Spatial Accessibility to Support the Establishment of Neighborhood Unit Plan (생활권계획 수립지원을 위한 공간적 접근성 불평등 지역 분석)

  • Recently, the concept of neighborhood unit plan has been receiving attention due to expectations of balanced development and sustainable development through resolving regional gaps and reflecting regional characteristics. Accessibility to essential living facilities that can support daily life is considered an important factor in neighborhood unit plan. Therefore, this study analyzed accessibility from facilities based on the living facilities and access range set in the neighborhood unit plan, and analyzed spatial accessibility inequality in connection with the neighborhood unit plan and spatial clustering. As a result of analyzing accessibility in Busan Metropolitan City, various accessibility ranges were found depending on the facility. In addition, as a result of analyzing in connection with spatial clustering, regional inequality was found, such as hotspot areas in Gangdong, old downtown, Dongrae, and Haeundae, and coldspot areas in Gangseo and Gijang, and spatial inequality was found in which hotspots and coldspots exist simultaneously within the same neighborhood unit. Considering these spatial characteristics, detailed planning and policy establishment are necessary for facilities lacking in small-size neighborhood units, and the results of the analysis are expected to be meaningful in realizing the urban policy of balanced development that has been recently promoted.

A Study on Eco-friendly Plan by Analysis of Tourism Development Trend and Example (관광개발의 경향과 사례분석을 통한 친환경적 계획방안 연구)

  • Interests in tourism and leisure have increased with the quality of life in Korea. The government takes the lead in development of tourism for balanced development between regions and local governments use development of tourism as a means for vitalization of local economy. The sustainable and eco-friendly development plan is required for the tourism development, because it needs effective use of limited natural resources and consideration of environmental capacity in the region. This study analyzed the trend of tourism development during nine years, and problems with respect to planning and environment aspects on the basis of four examples which follow recent development trend. We suggest improvement plan that 1) establishment of consistency and systematics of tourism development, 2) enforcement of setting up regional tourism development plan, 3) comprehensive and systematic plan establishment in consideration of private sector, 4) reasonable adjustment and environmental management for development project of approval organization, 5) removal of duplicate regulations for development project. Application of the improvement plan while setting up tourism plan could contribute to vitalization of local economy, and environmental preservation and management.

An Analysis on Traffic Networks of Local Metropolitan area Based on Express Bus and Car O/D (고속버스, 승용차 O/D를 활용한 지방도시권의 교통네트워크 분석)

  • This study examined flow between regions based on the spatial structure of the territory and characterized the flow patterns by analyzing regional networks via transportation connectivity. To accomplish this, transportation connectivity of the entire nation was examined using 2010 national express bus OD data from the Korea Transport Database. After the initial analysis, 2010 car OD data describing networks in seven regions (125 cities and districts), Gangwon-do, Gyeongsangnam-do, Gyeongsangbuk-do, Jeollanam-do, Jeollabuk-do, Chungcheong-do and Seoul, were analyzed to identify transportation connectivity. The results revealed that Korea has strong triangular-belt-shaped transportation connectivity that connects among metropolitan areas in the Jeolla and Gyeongsang areas. Particular zones are set by regional characteristics and functional connectivity for each zone. The results of this study will be useful as a basic material to establish development strategies and customized regional policy development, as well as balanced development.

Growth of Korean Shipbuilding-Allied Industries and Regional Implications (우리 나라 조선관련산업의 성장과 지역적 함의)

  • The aim of this study is to examine the regional features of shipbuilding-allied industries comprehensively. Inaddition, this study would offer groundwork to construct spatial networks of shipbuilding-allied industries. Relatively in short term, large modem shipbuilding firms of South Korea have developed under the national strategic support, around southeast coast region. Although small shipbuilding firms and marine equipment firms have supported regional economy, these firms have scaled down their functions and roles due to the national policy. In the long tenn, Korean shipbuilding-allied industries have limitations in stable development, because they have separated their roles. Consequently it is necessary the balanced development of large, medium, and small shipbuilding firms and linkage system with marine equipment firms for overall development of shipbuilding-allied industries. This study suggests two spatial strategy for shipbuilding-allied industries development. First, we need to construct a shipbuilding specialization area which agglomerates competent parts firms adjacent to large shipyards. Second, in national strategy, a long term strategy is required to utilize extremely synergy and external effects induced from a shipbuilding duster of southeast coast region which systematically combines shipbuilding-allied industries, universities, the government authorities, and research institutions.

  • For the first time basic settlement area development plan was established in 2010, in order to promote cooperative coexisting development among regions, as time that regional competitiveness determines national competitiveness started. Basic settlement area development plan is composed of 7 sectors and 24 general subsidy projects. It was judged that experience and tourism business as the center is required to be analyzed, which may have effect on activation of farm village, fishing village and mountain village, and inflow of city people, in agriculture, forestry and fishery sector in order that added value of agriculture and fishery is increased, and tangible and intangible resources are applied, and pure agriculture, forestry and fishery is developed. And currently farm village, mountain village and fishing village of our country faces desperate crisis situation that they cannot help groping for substitutive to create new revenue model, and agriculture and fishery of primary industry has limit of increasing income of farmer and fisherman. Agriculture, forestry and fishery experience and tourism business was classified by types, and then standard of 12 categories and 48 sections was prepared, for searching method to supplement and develop it. Trend of experience and tourism business was understood, and problem was found, and then it may be used as indicator material to carry out creative and differentiated business plan establishment and business operation, and may be opportunity to reject overlapped business among regions, and to promote balanced regional development.

  • With the advent of local autonomy, local governments are seeking balanced regional development through the decentralization of the central government's authority. In line with this trend, each province has begun to recognize the significance of local identity as a means to promote regional development, and this recognition contributed to developing various brands using local resources. However, a number of these brands are similar to one another because they were developed without thoroughly analyzing and strategically differentiating local identities from one another. Thus, this study aims to propose local characteristics and consumer consciousness that need to be considered in local speciality brand development through practical marine product brand development cases representing Yeosu's local characteristics. This study intends to contribute to setting an effective direction of marine product branding by applying local color to brand development strategies and brand identity elements and by suggesting post-management and promotion plans of local brand positioning.

  • The public organization in the metropolitan area moved to regional province by Regional Innovation Policy in South Korea. This policy was settled to solve the problem of concentration in metropolitan areas and underdeveloped regions caused by industrial development strategy for 40 years from 1960s till 2000s. Government decided the plan under the judgement that moving public organization (or institutions) is one of National Innovation Strategy for balanced development. Furthermore, Central organizations/institutions were to be the subject of regional innovation by leading the regional innovation and building a new regional innovation system. The Purpose of this study is finding out the new direction of regional innovation paradigm and a new regional innovation system to be changed after previous public organization moving from metropolitan area to region province. And this study pointed up the problem between plan and process of Organization Removal, suggested the topics for success of New RIS, and prepared more details methods in future study.

A Framework for Description and Measurement of National Scientific Wealth with a Case Study on Iran

  • A sustainable development in science, innovation, and technology requires a balanced distribution of scientific wealth in sub-country regions. This paper addresses the issue of geographical distribution of scientific wealth and its goal is to offer a framework to describe and measure the share of provinces in national scientific wealth. Our proposed model divides the indicators of scientific wealth into two groups, production and the use of scientific wealth. To evaluate this model, the scientific wealth of Iran was studied using recorded data on IRANDOC databases. Rich, average, and poor provinces were identified and the results showed that 70% of the scientific wealth belongs to 20% of the provinces. The findings can facilitate planning for a sustainable science and technology policy.

A Critical Review on Japan's Offshore Wind Bidding System (일본의 해상풍력 입찰제도에 관한 비판적 고찰)

  • This study examines the issues regarding the selection competition process of offshore wind power operators conducted in Japan in 2020. It also explores the implications of the findings on the legal system of Korea for the introduction of offshore wind power in the future. Drawing on Japan's example, Korea must reconsider the importance of the price aspect when introducing offshore wind power and adopt policies that prioritize balanced industrial development and focus on regional and domestic economic ripple effects.
