This paper proposes a way to a risk quantification of public sector comparator in the value-for-money test of the BTL (Build-Transfer-Lease) scheme in rail investment projects. Two principal risks that are project delay and budget increasing costs are identified and are empirically quantified with a case study of the Haman-Jinju link. The methodology suggested is expected to be a good reference for the similar research afterwards and also to help in settling down the scheme that is only an early stage.

BTL projects for educational facilities were conceived in 2005 to supply public facilities in a timely and efficient manner After the projects were completed in March 2007, proper facility maintenance has become an increasingly important issue. However, BTL projects are still in an early developmental stage, and the data on the maintenance and operation of such facilities are not yet available because the operation of the facilities has just begun. Accordingly, this study is conducted to derive maintenance processes and to specify maintenance items for the efficient maintenance of BTL educational facilities. Then, database on the maintenance processes will be created, and a maintenance system module will be designed.

Build-Transfer-Lease (BTL) was introduced to the domestic construction market in 2005. Now, seven years later, the BTL model is most active for educational facilities. In 2011, 93 educational facility projects entered the maintenance stage. Considering the characteristics of today's BTL projects for educational facilities, the main issues are the initial performance and maintenance of educational facilities and the service-providing status for the 20-year operational management period, in relation to providing safety and convenience to students, the facility users. Seeking a solution, local education offices and departments in charge of BTL under the Ministry of Education, Science, and Technology have been exploring various methods of evaluating operational maintenance performance from various perspectives. For educational facility BTL projects, however, the appropriateness of initial operation performance evaluation, rather than considering the 20-year operational management period, is controversial in regards to sustainability. On this account, performance evaluation items in four areas-operational maintenance evaluation, facility performance status evaluation, maintenance subject evaluation, and sustainable change response evaluation-should be extracted. An indicator of facility performance evaluation is presented in this study through an AHP survey targeting experts, as part of establishing an operation performance evaluation system for educational facility BTL projects.

This study is VE LCC case analysis on two school BTL projects which is constructed by Private sector and rented to government. Then private sector payback their initial cost and profit by rental fee from government. The VE in Korea, revised by the method of the Construction Technique - Enforcement Ordinance in 2005 is applicable to construction business which size is over 10 billion won. The VE well known as a way of productivity elevation is already proven and outstanding management method In construction industry inside and outside of the courtly. As its unique personality of BTL business, VE workshop period is too short. There is a few accomplished BTL project and data base, because BTL business begun from year of 2006. So we are trying to proof effect of VE LCC through case study of school BTL projects.

Even though a sewer rehabilitation BTL project has been executed throughout the nation with the input of a significant amount of budget, the overall review on effectiveness of the project is insufficient. And disputes over effectiveness of the project and of the employment of I/I indexes for evaluation of the project are continued due to reliable issues of flux data which has been measured after completion of certain projects and excessive amounts of I/I. Thus, this study has reviewed effectiveness of the project, current status and problems of the installation of fixed flow meters as well as countermeasures based on 15 projects subject to the operation performance evaluation after the completion of the project. The review on operation of the project has revealed that sewer rehabilitation BTL projects are significantly effective and highly effective on reducing a rate of infiltration water. The review on the employment of proper countermeasures for main issues revealed during the investigation on the installation and operation of fixed flow meters has shown that such countermeasures could result in securing more reliable flux data.

In case of the BTL Project for current educational faculties, the proper standards to analyze those said educational standards lack, so it is very difficult to conduct an exact analysis and those improper standards are problematic when proper management and maintenance costs are calculated. In case of such educational facilities, as students have to use them safely for a long time and the quantity of their activities and the status of their physical growth based on individual classes, as well as the features for use by facility and the regional characteristics are different, other standards for maintenance and management must be considered unlike an apartment house. Thus, in this study, to set up the standards considering the features of educational facilities, the maintenance and management level suitable for educational facilities is presented by comparing and analysing that required to maintain and manage an apartment house, targeting the experts specializing management of educational facilities.

Unlike conventional BTO(Build-Transfer-Operate) projects, this BTL project aims at fixing the financial deficiencies of the government and expanding infrastructure through private capital. It allows the government to attract private capital for the construction of public facilities such as schools and social welfare agencies for whom private users don't need to pay, thereby bolstering national finance. BTL projects are causing a variety problems in progress. Therefore, we are required a practical approach to can improving a variety problems. In this study, we were derive the problem areas as follow. First, research data on the problem of domestic BTL projects, Second, high-performing foreign data analysis than domestic. And, we were analyzed to systematic management method for problem areas by using affinity techniques, matrix comparison analysis, AHP technique. Results of this study are expected provide management standards through real problem areas and the analyzing of relatively importance.

As the law on the private sector investment in social infrastructure was amended in January of 2005, the government is aggressively promoting BTL projects but many trials and errors and problems are occurring. Especially, the Value-For-Money evaluation conducted by the responsible agencies to judge the appropriateness of the project found there was a conspicuous difference between the computed cost and the final contract sum. Accordingly, this study is aimed to grasp the problems in the current Value-For-Money evaluation and to improve it in order to proceed with BTL projects efficiently. To achieve this, through a relative comparison to the final contract sum, a clear standard for the items of Value-For-Money evaluation was presented and thus, a model that can ensure accuracy in computing the Value-For-Money was established so that a delay in negotiations can be avoided. If the Value-For-Money evaluation established in this study is used in assessing the appropriateness of unit prices for BTL projects for education facilities, a reasonable result can be expected to be drawn in selection and negotiations with contractors, and maintenance and Post-Operation-Evaluation(POE) of education facilities as well.

The purpose of this study is to analyze the problem of BTL business through the sensitivity analysis of financial model and presented efficiency business strategy when private business owner propose their business. For this, we analyzed the sensitivity of financial model after analyzed costs of the school facility construction case for each place of business. The results of this study are as follows. 1)As the results of the sensitivity of financial model, requirement-earning rate for the results of analysis was decreased average 2.28 points (0.5%) per increasing 0.10% and Construction costs and the maintenance costs were decreased average 10.73 points (2.38%), 6.22 points(1.38%) for increasing 1billion won. 2) The Problem of BTL business according to the sensitivity analysis of financial model was analyzed that the price consultation low investments, and estimation from personal consideration caused it. So, it was analyzed to increase maintenance costs is more efficient method than to increase construction costs.
