Private companies will get back their investment by leasing facilities to the government, Since act on private participation in infrastructure were changed in January 2005, BTL(Build Transfer Lease) project of introduced in the domestic construction market for the purpose of providing public facilities with the public. BTL projects is for with approximately project life cycle form plan to maintenance the success of the project totally depends on the capability and role of concessionaire. Accordingly, this study is aimed to improve in order to proceed with BTL project efficiently, a clear standard for the item of evaluation was presented.

The objective of this research is to develop an assesment system for BTL Project. A new method for the prediction of construction and maintenance cost in the educational facilities has been considered and under development by the authors. This paper explains the current BTL assesment method used by most local district office of education and lists its potential problems. Main conceptual modules in the new Assesment System are shown in this paper. Also, viable results of each module are discussed in this paper.

The BTL project, 4 years since its operation, has benchmarked the PFI Project in Japan and has been introduced. Given the evaluation step to select a preferred bidder, in a technological factor, the basic plans are corrected and complemented, whereas in a price factor, the low price bidding system is being enforced. There is concern that how to select preferred bidders and how to operate project costs during operation and management period may be problematic. Thus, in this study, using the Analytic Hierarchy Process, the method of deciding the pribrity to select preferred bidders in an early stage of the project and the evaluation model to evaluate the validity of BTL project expenses in process of project enforcement are established. Targeting the group. composed of experts who have experiences in the BTL project. Then, the levelling of evaluation factors and grouping have been carried out as following: LCC analysis and disbursement for government including two more detailed factors.

The capital of investment of SOC projects is too large to be taken charge of a country. The government introduces the private investment like a BTL project because of the limited national resources. However, even the company which wants order constructions, do not consider the fundamentals such as accurate estimation, capability of construction company and construction period. The purpose of the research is to suggest the basic influential factors for obtaining a BTL project and offers the concludes for the successful operation after the contract. The result of the research is followed. 54 effect successful factors are compressed into 11 principle factors by analysis on those 54 factors, CSFs of BTL business are constructed. Regression analysis is induced by variable of primary success factors and success degree, and derives the influence degree of effect successful factors in business. Regression analysis that is mentioned above showed considerable issues from importance of primary factors, prime cost fluctuation factors and comparison of management-level. So this study could suggest the effective operate plan of BTL business.

Since 2005, the government began to introduce and promote a new project delivery system, BTL(Build, Transfer, and Lease), in order to provide high level of public services for the upgraded quality of life and to boost the domestic and local construction economy. However, the lack of experiences in the new system by the constituents from diverse economic sectors brought a number of drawbacks from each constituent's perspective such as improperly low earning rate, excessive expenses for preparation of the project proposal, imbalanced regulations, heavy cost and procedures to establish SPC, the ineffective structure of the consortium, the short-term oriented evaluation criteria for the selection and so forth. These drawbacks turned out to be obstacles for the successful BTL projects. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the changes to resolve those for the improvement and finally to deliver the successful BTL projects for the diverse public owners.

Since the partly changed 'Private Investment Act for Social Infrastructure Projects' set forth in January 2005, the number of BTL(Build-Transfer-Lease) projects offered to the market has rapidly increased. The scope of BTL projects offered covers not only legally defined facilities but several facilities for the private schools. A BTL project, by definition, is a way of project management that includes the entire process of development such as planning, design, construction and operation over the period of 20-30 years. As a result, various types of risk may happen at each stage of the project and it is extremely important to efficiently control the sensitive factors that affect the risk profiles of the project. The examples of the sensitive factors are construction cost, interest rate, discount rate, lease amount, rental fee, O&M cost and so on. This study examines the characteristics of these sensitivity factors, analyzes their impact on the project feasibility and suggests the alternatives to manage them efficiently.

Recently, Korean government promotes BTL(Build-Transfer-Lease) for their public construction project to apply private sector's experience and finance initiatives. Many of public buildings and civil infrastructure projects were planned to be delivered by BTL and it helps to continue public projects under tight budget conditions. Since the characteristics of BTL projects, creative ideas for the project function, performance and its LCC (Life Cycle Cost) become more important than usual public work project. This paper introduces the systematic "VE job Plan" application techniques for BTL project and shows the process. This study shows the application of "VE job Plan" for BTL project to help decision making and value improvement. Also, Project cost was estimated by LCC (Life Cycle Cost) analysis. Technical "FAST diagram"was developed and used to find major functions of the project. So, it helps to improve performance of functions and make creative ideas. FAST diagram also help to find relationships between functions and cost. A case study (Daegu Art Gallery BTL Project) was conducted using proposed "VE job Plan. Study demonstrates how value management helps save money and increase functional performance. Researcher found that project can save cost and improve performance of functions significantly by using appropriate VE analysis process at appropriate time.

When promoting BTL(Build Transfer Lease; below BTL) project, negotiation is a stage of examining observation and reflection of RFP(Request for Proposal below RFP) in terms with facilities, operating and financing. It keeps an important position in whole process. However, there is no consistent guideline or model which helps evaluating the result of negotiation. It is difficult to apprise the quantitative outcome after executing negotiation. Thus, this study presented the Value Engineering -based process and model of estimating the outcome of negotiation for the purpose of estimating and verifying the result of negotiation objectively, Evaluating factors of negotiation were classified into 6 fields, 38 divisions and 135 items, focused on cultural facilities on BTL project. Weight of every factor was estimated, and quantitative checklist was established. This study presented the model which could measure the outcome of negotiation. This result would be a critical checklist before negotiation on BTL project, an index of feedback during negotiation, and also a standard of estimating the outcome after negotiation.

In 2005, the revision of the Private Investment Law made the private investment objectives to extend a new area, such as institute and well-fare, military facilities by BTL(Build-Transfer-Lease). This revison will cause budget extension from 1.3 trillion to 1.6 trillion in military facilities BTL project Therefore, it is necessary to analyze the general problem of BTL and its cases. And then to be successful project, the problems must be improved. This study was focused on the improvement of regulations and analyzed the general problem from previous studies and the military projects. And then it conducted survey to soldiers for severity and performance. Finally it suggested the improvement of regulations of military facilities in BTL scheme from FGI.

Beginning January 2005, the BTL (Build-Transfer-Lease) project was initiated by government to provide high level of public services for the upgraded quality of life. The most important process of the BTL project is operation, because the company have to operate the building about $20{\sim}30$ years after completion. But a lot of problems have been founded so far. For example, no counterplan for the risk in operation, no total control system and the vagueness in project guideline and so on. These problems will cause serious demage to the BTL project. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the improvement and deliver the successful operation in BTL project.
