The sigma filter is a nonlinear filter of modifying average filter to develop edge-preserving characteristics. However, this filter is yet weak to the impulsive noise such as BSC noise. Therefore it has not been used so highly in the image restoration area. In this paper, We propose an adaptive image restoration algorithm using the local statistic and the characteristic of human eyes in order to compensate its drawback and to improve its performance. The performance of the proposed algorithm and the vonventional ones are compared for images degraded by BSC noise. The proposed algorithm shows better performance than the median filter and yields 5 dB performance improvement over the convertional K-sigma filter on SNR gain.

Technology Management and R&D(Research and Development) have been one of the most difficult divisions for measurement and evaluation. In spite of these difficulties, the concern and importance of R&D has been dramatically increased. However, it is actually very difficult to manage more efficiently and effectively than any other departments of production, finance, marketing and so on. As criticizing the shortcomings of the traditional evaluation system in making decisions for corporate management which has only been focused on financial indices, so Kaplan & Norton has suggested the Balanced Scorecard (BSC) which can be managed Critical Success Factors(CSF) in accordance with corporate's strategy. The Analytic Network Process(ANP), though based on the Analytic Hierarchy Process, allows the decision makers to leap beyond the traditional hierarchy to the interdependent environment of network modeling. Basing on BSC, this study has developed the evaluation system for R&D which has used ANP transforming quantitative and qualitative indices to the quantifying scales in evaluating R&D.

This study compared the compressive strength and healing strength to confirm the self-healing performance of mortar incorporating Bioinspired Self-healing Capsule (BSC) into cement composites as part of a study to mitigate the problem of durability deterioration due to cracks in concrete structures. As a result of the evaluation, it was found that the healing performance decreased as the mixing ratio of the BSC capsule increased.

The purpose of this study is to develop the self-diagnosis methodology based on process for improving the effectiveness in public institutions service and to suggest it. For this goal, we would like to select the management methodology which can be easily handled from the viewpoint of working personnel in the public institutions and make it as a process. First, the strategy for the public institutions and the strategic task for practicing it are acquired using BSC (Balanced Score Card) which is now under the active research. At this time, the relative degree of significance is derived using the AHP (Analytic Hierarchy Process) which is conducted for the professionals and management to get the degree of importance in the strategic tasks. The acquired relative degree of significance and the figures related to the performance of each strategic task derived from the subsequent questionnaire are used to get the final highly efficient strategic task through IPA (Importance Performance Analysis). In this study, this process based self diagnosis methodology will be explained in detail using the case of Project A in order to verify the effectiveness of the management science technique on the self diagnosis of the public institutions.

The government has conducted a management evaluation for business management and main business to establish autonomous responsibility management system of public agencies. And many public agencies build and operate EA for alignment of strategy and technology, information resources management, IT standardization. There are many similarities between management evaluation and EA, such as BSC-based performance management, based on the PDCA management procedures can improve, etc. This paper analyzes the similarities and relationships between the two institutions, research ways to apply to management evaluation in the EA in terms of resource management, strategic management, and performance management. Through this expanded utilization of EA and propose a ways to systematically preparing management evaluation and to operating the performance-based management system.

Competition is now moving from between companies to between networked enterprises(NE). It's difficult to evaluate the outcome of NE because formalization of collaboration among partners is difficult. This paper introduces a performance-management model focusing on collaboration in NE. The model is an integration of BSC and EFQM model, but it is different from conventional researches as it links performance management with strategic management based on a comprehensive framework of collaboration. Theoretical and empirical researches are further required to validate the model. Studying cases of several Korean NEs, we have obtained some findings for further research and application.

정보기술의 개발 및 도입을 위하여 많은 투자가 이루어지고 있으나 IT가치평가의 독특성과 IT가치의 다양성으로 계량적이고 객관적인 IT가치평가가 용이하지 않다. 이 연구에서는 IT의 가치를 평가하고 IT가치전략을 분석하기 위한 새로운 IT가치평가방법을 제시하고자 한다. 이 방법론은 경영 전반의 관리 및 성과 평가를 위한 Balanced Scorecard(이하 BSC)의 평가요소를 이용해 새로운 프레임워크를 제시함으로써 가능하다.

This study developed the ISM (Electronic Store Success Model) by basing upon the revised D&M IS Success Model and reflecting the characteristics of marketing and e business. The theoretical rationale of this model was as following : 1) Though the revised D&M IS Success Model (2002) must be more logical and complete model than the original D&M IS Success Model (1992), it did not reflect characteristics of marketing and e business. 2) In the marketing studios, Service Quality has been suggested as one of basic strategies for success. 3) In e business studies, Trust has been emerging as a potentially important antecedent of e loyalty. 4) There has been a paradigm shift from satisfaction to loyalty in marketing emphasis. 5) Nowadays, ERP (Enterprise Resource Planning) has been pervaded in many organizations and has supported PCA (Profit Center Accounting) or Channel based Accounting, so it has not been difficult to evaluate financial performance of Electronic Store. The ESM that has six dimensions (System Quality, information Quality. Service Quality, Trust, Loyalty, Financial Performance) and expresses the causal relationship among them was proposed and was compared with BSC (Balanced Scorecard), WebQual, and EWAM (Extended Web Assessment Method). The results showed that the ESM coincides with BSC and contains dimensions of WebQual, and EWAM.

Organizational abilities which assure human resource of excellent quality in enterprise and organization, manages human resource effectively and systematically will be depended on the performance and successful or not of enterprise. The organization which readies to accept changes will survive, the organization makes full use of changes to opportunity and strategy will be a winner. Now when the environment of enterprise is uncertain and environment of management changes, organization should manage HRM in strategic point of view to maintain persistent competition superiority. We investigated how outsourcing affected on organizational performance perception according to inducting BSC from the employees of metro. As a result of the investigation, outsourcing is perceived importantly in study, growth, internal process point of view, but didn't perceived in finance and customer. We guessed that outsourcing would be perceived importantly in financial point of view as a cost reduction. In 5 years from the beginning of metro, it seemed to be perceived importantly, as organizations grow older, perceptions of outsourcing are perceived low because of stabilization of organization and labor's resistance. It is why that the more outsourcing is performed, the more reduction of organization and decrease of employees is expected as much as cost reduction.

In this paper, estimation of the compressive strength of the concrete incorporating blast furnace slag subjected to high temperature was discussed. Ordinary Portland cement and blast furnace slag cement (BSC;30% of blast furnace slag) were used, respectively. Water to binder ratio ranging from 30% to 60% and curing temperature ranging from $20^{\circ}C{\sim}65^{\circ}C$ were also chosen for the experimental parameters, respectively. At the high temperature, BSC had higher strength development at early age than OPC concrete and it kept its high strength development at later age due to accelerated latent hydration reaction subjected to high temperature. For the strength estimation, the Logistic model based on maturity equation and the Carino model based on equivalent age were applied to verify the availability of estimation model. It was found that fair agreements between calculated values and measured values were obtained evaluating compressive strength with logistic curve. The application of logistic model at high temperature had remarkable deviations in the same maturity. Whereas, the application of Carino model showed good agreements between calculated values and measured ones regardless of type of cement and W/B. However, some correction factors should be considered to enhance the accuracy of strength estimation of concrete.
