최근 공공부문에서 성과관리의 필요성이 강조되고 있다. 그 방법론 중 하나로 제안되고 있는 것이 균형성과표(BSC)에 의한 성과관리이다. BSC는 재무적 측면 뿐만 아니라 조직의 내부 프로세스와 구성원 역량, 그리고 고객의 관점 등에서 성과관리를 할 것을 제안하고 있다. 그동안 공공부문은 민간부문과 비교하여 성과측정 및 관리를 소홀히 해 왔던 것이 사실이다. 그 이유는 민간부문처럼 경쟁의 심화 및 지속적인 수익창출을 위한 성과주의 조직관리의 필요성이 공공부문에서는 제기되지 않았기 때문이다. 그러나 공공성 뿐만 아니라 효율성과 지속적인 혁신이 중요한 가치가 됨에 따라 성과지표의 선정 및 관리에 따른 성과향상이 중요해지기에 이르렀다. 본 연구는 공공부문에서 성과관리의 일환으로 제기되고 있는 BSC의 타당성을 검토하고 BSC의 도입이 공공부문의 인사관리에 어떠한 영향을 미치는지를 살펴보고자 한다. 나아가 공공부문의 바람직한 인사관리 방향성에 대하여 제안하고자 한다.

본 연구의 목적은 국제표준 도서관 성과지표 2007(ISO/DIS l1620 : 2007)의 구성 및 개요, 적용된 BSC 개념 등을 검토하고, 디지털도서관 성격의 성과지표 10개를 B대학 도서관에 직접 적용하여 그 시사점을 제시하는데 있다. ISO 11620은 TC46/SC8/WG4에서 다루어지고 있으며, ISO/DIS 11620:2007은 균형성과표(BSC: balanced scorecard) 구조를 이용하여 44개의 성과지표를 관점별로 제시하고 있다. BSC 구조에 의해 4개의 관점별로 구분된 44개의 성과지표를 전통적, 하이브리드, 디지털도서관 성격의 지표로 재 구분하였고, 그 중 디지털도서관 성격으로 구분된 10개의 지표에 대하여 그 실용성을 검증하였다.

본 연구에서는, 기업 경영적 측면에서 청년 고령자 고용상생을 촉진하기 위한 구체적인 실천방안을 제시하고자 하였다. 이를 위해, 세대 간 고용상생을 위해 적극적으로 노력하고 있는 일본 기업의 고용상생 전략과 경영성과를 분석하였다. 경영전략은 인사조직 전략, 생산전략, 기술개발 및 인재육성 전략으로 구분하여 분석하였고, 경영성과는 균형성과평가 모델(BSC)을 활용하여 분석하였다. 청년 고령자 고용상생기업의 경영전략을 분석한 결과, 대부분의 기업에서는 청년 고령근로자의 협업과 유연근무제 도입, 기술개발을 위한 교육 프로그램을 적극적으로 실시하고 있었다. 또한, 균형성과평가(BSC)를 활용하여 경영성과를 분석한 결과, 매출액 증가 및 원가절감(재무 관점), 신규 거래처 증가 및 시장점유율 확대(고객 관점)와 같은 재무적 성과를 달성하고 있는 것으로 나타났다. 또한, 재무적 성과 외에도 제품 및 서비스 품질개선(내부프로세스 관점), 청년 고령근로자의 기술향상(학습과 성장 관점)과 같은 비재무적 성과를 달성하고 있는 것으로 나타났다. 이러한 연구결과를 바탕으로 향후 우리나라 기업의 청년 고령자 고용상생을 실천해 나가기 위한 구체적인 실천방안을 제시하였다.

전략적 성과관리체계인 BSC(Balanced Scorecard)는 조직 성과향상을 위한 혁신적 도구로서 주목받아 오고 있다. 최근 몇 년간 정부는 BSC의 장점을 인식하고 공기업들이 BSC를 구축하여 조직을 혁신하고 성과를 극대화하도록 유도해왔다. 그러나 많은 공기업들의 경우 BSC 고유의 특성과 장점에 대한 충분한 공감대를 확보하지 못하고 기존의 평가 제도나 조직 문화의 특성으로 인해, 효과적인 BSC 구축 및 BSC 성과의 극대화에 어려움을 겪어오고 있다. 따라서 본 연구에서는 공기업 중 성공적으로 BSC를 도입한 것으로 평가를 받고 있는 한국남부발전(주) 사례를 분석함으로써, 공기업이 BSC를 구축할 때 수행해야 하는 활동 및 절차, 필요 자원(인력, 시간), 주요 의사결정 이슈 등을 실제 산출물과 함께 제시하였다. 이와 같은 프로젝트 세부 사항들은 공공기관 또는 비영리 기관들이 BSC를 구축하는 데 유용한 가이드라인으로 활용될 수 있을 것으로 기대된다. 또한, 본 사례 기업이 BSC 구축과정에서 겪은 문제점에 대한 극복 노력과 이를 기반으로 도출한 시사점들은 BSC를 구축하고 운영하는 다른 조직들에게 유용한 경험 지식과 통찰력을 제공해 줄 수 있을 것으로 기대된다.

Risk is the probability of an adverse event given exposure to hazard. There are many reason for unsafety situation without safety operation. The reason is no safety evaluation system in small enterprise. And then this study purposes safety management activities that is evaluation system for total safety efficiency's maximization. Therefore, in this study, this model that can evaluate quantitative activities in small enterprise that maximize safety efficiency wishes to do design using balanced scorecard. In other words, this study aims to suggest a performance measurement model reflecting the characteristics of safety evaluation system, especially the model for return manufacturing related to safety, and to develop the S-BSC(Safety-Balanced ScoreCard) measurement model using a weight lifetime value to which a relative weight is applied by using AHP based on the BSC.

BSC(Balanced Scorecard)는 재무지표 뿐 아니라 비재무지표의 활용도를 높여 기업의 성과를 측정하며, 재무, 고객, 내부 프로세스 그리고 학습과 성장의 시각에서 성과측정지표를 결정하고 이를 균형있게 관리하려는 접근법이다. BSC가 비재무지표의 활용도를 높인 것은 큰 성과로 여겨지지만 지표를 선정하고 이를 향상시키기 위한 요소를 찾는 것은 여전히 해결해야 할 과제로 남는다. 이 논문은 TOC 관점에서 BSC를 이해하고 BSC가 보다 성공적인 전략실행 도구가 될 수 있는 논의를 제안한다. TOC와 BSC가 서로 협력하여 성과를 거두기 위해서는 BSC가 성과지표를 원가회계보다는 쓰루풋회계를 활용하여 측정하고, 성과지표 선정에서도 제약과 비제약을 구분하는 기준이 도입되어야 할 것이다.

Researchers indicates several issues as to performance evaluation methods for public health centers. Firstly, health centers are passively involved in the evaluation process, the performance indicators are activity-oriented, and mostly unrealistic. Balanced Scorecard is one of the methods for evaluating organizational performance, which is utilized at current in many industries including public sector. The purposes of this study is to apply balanced scorecard approach to a public health center and to develop performance indicators as well as their vision and strategies. For developing performance indicators, researchers selected K City Public Health Center and implemented brainstorming with members of health promotion team. Through team process they suggested goals, strategies and several indicators they considered proper to accomplish their shared vision. And then appropriateness of the indicators were evaluated by professional researchers in health promotion field for consensus building by email questionnaire. Based on survey and professional consensus meeting, 11 performance indicators were tailored in four perspectives as well as 6 strategies and 10 strategic goals, which are steps for accomplishing shared vision of health promotion team. For details, refer to the paper. Most members of health promotion team were satisfied with the indicators. However issues such as low level of recognition and familiarity with a new concept of BSC, and cultural resistance to strategic approach in public organizations should be addressed for future application and dissemination of BSC technique to public health organizations.

This paper proposes a new model to· evaluate the effectiveness of websites using balanced scorecard (BSC) and weighted formula based methods.fisrt, we Use BSC method to find out the cause-and-effect relationships between the measure and website activities, and our proposed model evaluates website performance from six perspectives: business value, operational excellence, customer value, website interface, management, maintenance, and learning and innovation. Next, we usedformula-based approach to identify what makes website performance low by developing the evaluation formula through investigating website users; finally, case studies of two famous websites are given to show how our method can be used Our evaluation model can not only evaluate website performance but also suggest how to improve performance.

In this study, we investigate the relationships among organizational market orientation, learning orientation, information technology(IT) support for firm resource, IT support for strategy, and balanced scorecard(BSC) performance in export firms. The development of the research model is based on the empirical studies of strategy and resource-based view. The data from the survey was analyzed using Partial Least Squares(PLS). The results from the empirical model suggest that IT support for firm resource is effected by market orientation and learning orientation. And, IT support for strategy is enhanced by IT support for firm resource. Finally, BSC performance of export firms is effected by IT support for strategy.
