The continuous monitoring of the runoff in the small-scaled urban watershed and easily accessible experiment catchment is necessary to investigate the overall status of the development in the urban catchment and the varying aspects of the discharge characteristics due to the urbanization. However, the research on the management and the characteristics of the small-scaled model basin for discharge tests has not been actively performed up to now. This study selects the Dong-Eui university basin, which locates at Gaya-dong in Busan, as the experiment catchment to monitor the discharge rate in the urban watershed. EMS(DEMS, DATA-PCS EMS, mini rain gage & AWS(AWS-DEU, DATA-PCS AWS) monitoring system installed for the collection of hydrological data such as the rainfall and the waterlevel. This experiment catchment is the typical urban catchment and is under development, and it is possible to analyze the varying aspects of the discharge rate during and after the development.

The determination of feasible design flood is the most important to control flood damage in river management. Model parameters should be calibrated using observed discharge but due to deficiency of observed data the parameters have been adopted by engineer's empirical sense. Storage constant in the Clark unit hydrograph method mainly affects magnitude of peak flood. This study is to estimate the storage constant based on the observed rainfall-runoff data at the three stage stations in the Imjin river basin and the three stage stations in the Ansung river basin. In this study four methods have been proposed to estimate the storage constant from observed rainfall-runoff data. The HEC-HMS model has been adopted to execute the sensitivity of storage constant. A criteria has been proposed to determine storage constant based on the results of the observed hydrograph and the HEC-HMS model.

This study analyzed the change of flowout and suspend solid in Andong and Imha basin according to the climate change to develop evaluation index about turbid water occurrence possibility and to support the countermeasures for turbid water management using GIS-based Soil and Water Assessment Tools (SWAT). MIROC3.2 hires model values of A1B climate change scenario that were supplied by Intergovernmental Panel on Climate Change (IPCC) were applied to future climage change data. Precipitation and temperature were corrected by applying the output value of 20th Century Climate Coupled Model (20C3M) based on past climate data during 1977 and 2006 and downscaled with Change Factor (CF) method. And future climate change scenarios were classified as three periods (2020s, 2050s, 2080s) and the change of flowout and suspended solid according to the climate change were estimated by coupling modeled value with SWAT model.

Long-term runoff model can be used to establish the effective plan of water reources allocation and the determination of the storage capacity of reservoir. So this study aims at the development of monthly runoff model using artificial neural network technique. For this, it was selected multi-layer neural network(MLN) and radial basis function neural network(RFN) model. In this study, it was applied model to analysis monthly runoff process at the Wi stream basin in Nakdong river which is representative experimental river basin of IHP. For this, multi-layer neural network model tried to construct input 3, hidden 7, and output 1 for each number of layer. As the result of analysis of monthly runoff process using models connected with artificial neural network technique, it showed that these models were effective in the simulation of monthly runoff.

A term, $\ulcorner$Water Efficiency$\lrcorner$ was defined as a measure for the effective water management improvements in agriculture. To estimate the water efficiency, 7-year (1993∼1999) historical pumping records were collected from 59 pumping stations and water requirements of paddy fields for each station were estimated in the Han River basin. The water efficiency was estimated monthly and annually, and the assessment of the results was performed for each station and the associated branch offices of KARICO.
Present condition of the Youngsan River pollution is serious. Concentrations of organic materials and nutrients are high and algal bloom takes place frequently. The pollution is mainly caused by domestic wastewater input from urban areas like Kwangju and Naju City. In this study, 6 times of water quality surveys were done for mainstream and tributaries. Delivery ratios of each tributaries are calculated with the water quality and flow data. With Arc/View GIS, sub-basin are divided and pollution loads are estimated. These data are used for water quality modeling. River quality improvement effects are analysed with 5 scenarios including process upgrade of present WWTPs and construction of new WWTPs. These scenarios are applied for the Youngsan River based on the 7Q10 and Q275. And total wastewater treatment cost in the basin is analysed for each scenario.

As a result of the recent water resources crisis, development of water management automation system becomes important. This system should be developed with open architecture in order to flexibly meet the spacial and time change of irrigation water demand. Thereby, water management automation system requires open architecture and suitable software program. This study presents an application of object-oriented methodology for Open Water Management Program(OWMP). Accordingly, OWMP provides a high degree of reliability which allows modification of parameters by change of region or time to be possible. OWMP consists of Data Base Management System(DBMS) and Model System. DBMS makes it possible to analyze data related with planning water schedule and establishing database. Model System calculates reservoir inflow, reservoir effluent and basin water demand. An operator decides the reservoir operation with results of Model System and DBMS. OWMP could be adapted to the planning and decision for saving water.
In this study, non-point pollution sources in the Yeongsan river basin are analyzed; then, the priority regions (areas divided on a small scale) of management are selected for efficient water management of the Seungcheon and Jooksan reservoirs, which were constructed as one of the 4 major rivers restoration projects. The priority regions are decided by using the criteria of the excessive rate of target water quality, non-point pollution load per unit area, total TP load and down flow distance. The results of this study are as follows. The upper 10% of the priority regions for non-point pollution management includes YB15, YB05, YB10, YB24, YB14 and YB11 for the Seungcheon reservoir watershed, and YC24, YC25, YC30, YC34, YC22 and YC17 for the Jooksan reservoir watershed. However, a few regions in each of the Seungcheon and Jooksan reservoirs need to be selected in higher order, and the non-point pollution removal facilities in the regions need to be installed with respect to budget, urgent matter, and so on.
Total Maximum Daily Loads (TMDLs) System has been used to improve water quality in the Youngsan·Tamjin river basin since 2004. The Basic Policy of TMDLs sets up the standard flow based on the average dry condition or mid-range flow during the last 10 years. However, Target Water Quality (TWQ) assessment on TMDLs has been used to evaluate water quality through eight-day intervals over 36 times a year. The results for allocation evaluation and target water quality evaluation were different from each other in the same unit watershed during the first period. In order to improve the evaluation method, researchers applied Load Duration Curve (LDC) to evaluate water quality in nine unit watersheds of the Youngsan·Tamjin river basin. The results showed that achievement rates of TWQ assessment with the current method and LDC were 67~100% and 78~100%, respectively. Approximately 11% of the achievement rates with use of LDC were higher than those with use of the current method. In conclusion, it is necessary to review the application of the LDC method in all Four Major River Watersheds.

The input emergy of an advanced treatment plant for reducing the 1 kg of TN and TP was estimated 4.14E+14 sej/kg, 5.02E+15 sej/kg, respectively. In addition, the input emergy of constructed wetland for reduction of the 1 kg of TN and TP reduction was estimated to be 2.48E+14 sej/kg, 3.38E+15 sej/kg, respectively. The cost reducing 1 kg of TN and TP for an advanced treatment plant was estimated 197,466 won and 2,388,739 won respectively and constructed wetland was estimated 117,976 won and 1,609,213 won respectively. As a result, All of the emergy source of constructed wetland for reducing non-point source is renewable resource. If we use the constructed wetland, it results in enhancing economic value by reducing of non-point pollution, controlling a flood and providing the habitat of animals or plants. Improving water quality program in the Nakdong River Basin should be changed into an ecological treatment facilities from expansion of the sewage treatment facilities and advanced treatment plant using high cost and non-renewable energies.
