Arrival at the Caspian Coast: Migration, Informality and Urban Transformation in Sumqayit, Azerbaijan

  • The city of Sumqayit in Azerbaijan was famous in the USSR for its chemical plants, which supplied the whole country with plastics, detergents, and fertilizers. While production increased in the post-WWII period, young people from remote Caucasian villages were attracted as workers to the industrial settlement on the shore of the Caspian Sea and worked together with specialists from all over the USSR. Migration did not stop when the USSR collapsed. To the contrary, mobility increased as Azerbaijani refugees from Armenia and IDPs from Karabakh fled to Sumqayit, which grew to become the second-largest city of Azerbaijan. Although a generation has passed since the ceasefire, IDPs still are separately administered. In the last 20 years, more and more internal migrants have chosen the Greater Baku Region as their destination, mostly finding jobs in the informal labor market. In the post-independence transformative period, informal housing has offered migrants a place to stay in the city. Sumqayit can be regarded as an arrival city, an established urban platform for migrants who prefer internal over transnational migration.

Influence of silver nanoparticles on the photovoltaic parameters of silicon solar cells

  • Influence of Ag nanoparticles on optical and photovoltaic properties of, silicon substrates, silicon solar cells and glass have been investigated. Silver nanoparticles have been fabricated by evaporation of thin Ag layers followed by the thermal annealing. The surface plasmon resonance peak was observed in the absorbance spectrum at 470 nm of glass with deposited silver nanoparticles. It is demonstrated that deposition of silver nanoparticles on silicon substrates was accompanied with a significant decrease in reflectance at the wavelength 360-1100 nm and increase of the absorption at wavelengths close to the band gap for Si substrates. We studied influence of Ag nanoparticles on photovoltaic characteristics of silicon solar cells without and with common use antireflection coating (ARC). It is shown that silver nanoparticles deposited onto the front surface of the solar cells without ARC led to increase in the photocurrent density by 39% comparing to cells without Ag nanoparticles. Contrary to this, solar cells with Ag nanoparticles deposited on front surface with ARC discovered decrease in photocurrent density. The improved performance of investigated cells was attributed to Ag-plasmonic excitations that reduce the reflectance from the silicon surface and ultimately leads to the enhanced light absorption in the cell. This study showed possibility of application of Ag nanoparticles for the improvement of the conversion efficiency of waferbased silicon solar cells instead of usual ARC.

아제르바이잔 정보시스템에 대한 사이버보안 정책과 전략의 실행모델 구축 (The Model to Implement the Cyber Security Policy and Strategy for Azerbaijan Information System)

  • 본 논문은 아제르바이잔 정보 시스템에 대한 사이버보안 정책 및 전략의 우선순위를 평가하는 실행모델을 구축하는 것을 목적으로 한다. 이를 위하여 ITU 국가 이익 모델로부터 사이버보안 정책 및 전략의 4개 요인을 구성하고, 사이버보안 분야를 선도하는 8 개 선진국의 우수사례를 바탕으로 5개 사이버보안 대안을 도출한 AHP 연구모델이 제안되었다. 연구모델을 바탕으로 작성된 설문지를 사용하여 24명의 정보보안 전문가들이 각 요인 및 대안의 전략적 우선순위를 평가하였다. AHP 분석용 소프트웨어를 통해 분석한 결과 아제르바이잔 정보시스템의 사이버보안 핵심요인은 국토방위와 경제복지이지만, 이들을 구현하는 중요한 대안은 역량개발과 기반시설 분야로 판명되었다. 본 연구는 각 요인 및 대안의 중요도 분석을 통하여 아제르바이잔 정부가 채택할 수 있는 사이버보안 정책 및 전략적 우선순위를 제시하였다. 본 연구는 아제르바이잔이 국가 사이버보안을 강화할 수 있는 실행 가이드를 수립하는데 기여할 수 있다.

Trade Routes, Trading Centers and the Emergence of the Domestic Market in Azerbaijan in the Period of Arab-Khazar Domination on the Silk Road

  • Bloody wars between Arab Muslims and Khazar Turks in the Caucasus continued for a more than a hundred years from the mid $7^{th}$ century to the end of the $8^{th}$ century CE. The Khazar state survived but had to withdraw from Caucasian Albania, the present territory of the Republic of Azerbaijan. However, the Khazars managed to expand their political control over the trade routes north-east and north-west of the Caucasian ridge. A trade partnership was established between former rival powers in the region that allows us to call the period after the end of the Arab-Khazar wars up to the time of the collapse of the Khazar state in the middle of the 10th century an era of Arab-Khazar partnership and domination of the Silk Road. This article highlights the impact made by geopolitical shifts in the regions of the time upon international trade tracks and particularly on the development of trade facilities, infrastructure, and local production in Azerbaijan, which became a major transit country of goods from the north to markets in the Muslim Near East.

Gastrointestinal Cancer Incidence in East Azerbaijan, Iran: Update on 5 Year Incidence and Trends

  • Background: A cancer registry program has been established in East Azerbaijan and this has emphasized the importance of cancers of gastrointestinal tract in this region. The aim of the present pathology-based cancer registry report is to renew epidemiologic aspects of gastrointestinal tract cancers and estimate recent trends. Materials and Methods: A survey team reviewed and collected all records of cancer cases from all referral and valid pathology laboratories of East Azerbaijan province during September 2007-2011. Crude rates, age-specific rates of cancer incidence and annual percent change were calculated. Results: The total newly diagnosed cancer cases (n=6,889)comprised 4,341 males (63.0%) and 2,540 females (36.9%). Gastric cancer was the most common GI tract cancer with an ASR (per $10^5$) of 23.1 for males and 7.69 for females. The ASRs for esophageal and colorectal cancers were 9.69 and 11.2 in males and 7.35 and 8.93 in females. Trend analysis showed a significant decline for esophageal cancer and increasing incidence for colorectal cancer in females. Conclusions: The prevalence of gastric cancer is high in East Azerbaijan province of Iran. This pathology based cancer registry showed an ascending trend for colorectal cancer and decreasing trend for esophageal cancer in females during 2007-2011.

검은 황금인가 악마의 저주인가? 아제르바이쟌의 석유와 연줄망 (Black Gold or the Devil's Curse? Oil and Networks in Azerbaijan)

  • 주로 수입원유에 의존하는 한국경제의 만성적 불황은 최근 급등하고 있는 수입 원유가에 기인하는 바가 상당히 크다. 이러한 한국의 현실을 감안할 때 풍부한 유전과 가스전을 보유하고 있는 카스피해 연안의 아제르바이쟌은 일부 한국인들로부터 선망의 대상이 되고 있다. 그러나 많은 이행경제체제 국가들, 특히 아제르바이쟌을 포함한 카스피해 지역에서 석유 붐을 타고 있는 것으로 알려진 상당수 국가들이 천연자원은 풍부하지만, 이러한 자원의 혜택이 외국자본과 결탁한 국가의 엘리트에 의해 유용되고 있는 것이 현실이다. 특히 아제르바이쟌은 내부적 연줄망과 외부적 연줄망에 의해 지배되고 있다. 이러한 과정에서 외국의 자본은 아제르바이쟌의 알리예프 대통령과 관련된 이러한 사적인 연줄망을 더욱 강화해 주는 역할을 하고 있다. 따라서 아제르바이쟌의 경우, 풍부한 부존자원으로 인한 국가수입이 일반국민들의 생황향상에는 도움이 되지 못하고 있는 것이다. 오히려 이러한 부존자원으로 인한 증대되는 수입은 개혁의 유인을 감소시키면서, 에너지 분야의 과도한 성장으로 인해 여타 경제 부문에 대한 투자를 밀어냄으로써 이행경제체제의 발전에 장애가 되는 소위 '네덜란드병'을 발생시킬 가능성까지 야기하고 있다.

Ministry of Taxation Tower in Baku, Azerbaijan: Turning Away from Prescriptive Limitations

  • Beginning a few decades ago, Baku, the capital city of Azerbaijan, has experienced a dramatic construction boom that is revitalizing its skyline. The expansive growth looks to uphold the historic past of Baku as a focal point within the Caspian Sea Region while also evoking aspirations for a city of the future. With superstructure complete and interiors progressing, the Ministry of Taxation (MOT) tower is the latest addition to the city, with its stacked cubes twisting above a multi-level podium at the base. Each cube is separated by column-free green roof terraces, creating unique parametric reveals of the developing surroundings. Aside from MOT's stunning shape, its geolocation resulted in unusually high wind loads coupled with high seismic hazards for a tower of its height. In addition, limitations on possible structural systems required stepping away from a typical prescriptive code-based approach into one that utilized Performance-Based Design (PBD) methods. This paper presents the numerous structural challenges and innovations that allowed the design of a new icon to be realized.

Study of the organic and mineral composition of living pupae of the wild silkworm Saturnia pyri for use as food additives

  • The article presents the results of the content of the chemical and biochemical composition of the pupa of the wild silkworm Saturnia pyri belonging to the family Saturniidae, species of Lepidoptera. The nutritional value of silkworm Saturnia pyri pupae was evaluated, which contained 51% dry matter, 52.50% crude protein, 27.89% fat, 10.50% chitin fibers, 2.5% ash and 27 macro- and microelements and 25 mg alpha tocopherols in 100 g oil. The X-ray fluorescence method was used to determine the content of mineral elements in the pupa of the silkworm Saturnia pyri. It was revealed that the pupa of this type of silkworm contains 25 elements, of which the relative amount of K, Mg, Na, Ca, Al is much higher than other elements.

Iranian Cancer Patient Perceptions of Prognosis and the Relationship to Hope

  • Background: The aim of this study was to investigate Iranian cancer patient perceptions of their prognosis, factors that influence perceptions of prognosis and the effect this has on patient level of hope. Materials and Methods: Iranian cancer patients (n=200) completed self-report measures of their perceptions of their prognosis and level of hope, in order to assess the relationship between the two and identify factors predictive of perceptions by multiple linear regression analysis. Results: Cancer patients perceived of their prognosis positively (mean 11.4 out of 15), believed their disease to be curable, and reported high levels of hope (mean 40.4 out of 48.0). Multiple linear regression analyses demonstrated that participants who were younger, perceived they had greater family support, and had higher levels of hope reported more positive perceptions of their cancer prognosis. Conclusions: Positive perceptions of prognosis and its positive correlation with hope in Iranian cancer patients highlights the importance of cultural issues in the disclosure of cancer related information.
