  • Reduced crew performance is frequently cited as a major causal factor in maritime accident causation. Although considerable research has been conducted on the hours of work undertaken by seafarers through interviews and the analysis of records, experimental studies to observe the effects of factors such as high workload, shift patterns, stress, sleep deprivation and disturbance on the cognitive performance of mariners have been limited. Other safety-critical transport industries, such as aviation and rail, have developed fatigue management tools to help manage the work patterns of their operators. Such a tool for mariners would assist shipboard crew, marine pilots and shore management in planning and improving work schedules. The overall aim of this paper is to determine a fatigue factor, which can be applied to human performance data, as part of a software program that calculates total cognitive performance. This program enables us to establish the levels of cognitive performance of a group of marine pilots to test a decision-making task based on radar information. This paper addresses one of the factors that may contribute to the determination of various fatigue factors: the effect of different work patterns on the cognitive performance of a marine pilot.

A development of an Optimization-Based Flight Scheduler and Its Simulation-Based Application to Real Airports (최적화 기법 기반의 항공기 스케줄러 개발 및 실제 공항의 수치적 모사)

  • Several problems caused by inevitable increment of airplane have been issued. The most effective solution to solve the issues is considered as establishing appropriate Air Traffic Management (ATM) that reduces aircraft's delay at an airport and intensify the airport's capacity. The purpose of this paper is to produce the optimum aircraft schedules that maximize the aircraft throughput by smooth air traffic flow near terminal area of an airport In this paper, mathematical formulations of the scheduling problem are firstly specified. Based on the mathematical modelling, an Optimization-Based Flight Scheduler that provides the optimum flight schedules for arriving aircraft is developed by introducing the Mixed Integer Linear Programming(MILP) and the Genetic Algorithms(GA). With this scheduler, we calculated the optimum schedules to compare to real schedule data from an Incheon Airport. As a result, it is validated that aircraft throughput produced by the optimum schedule is much better than that of the schedule from the Incheon airport. The optimization-based flight scheduler is expected to deal with problems due to the aircraft saturation in near future.

GPS L5 Signal Tracking Scheme Using GPS L1 Signal Tracking Results (GPS L1 신호추적 결과를 이용한 GPS L5 신호추적 기법)

  • The United States will proceed with the effort to modernize the GPS system, and one of its main content is to provide L5 signal. L5 will be transmitted in a radio band reserved exclusively for aviation safety services. And, L5, in combination with L1, will improve the position accuracy via ionospheric correction and robustness via signal redundancy. However, The acquisition processing time of L5 takes longer than that of L1 as the code length of L5 is 10 times longer than that of L1. To reduce this acquisition processing time, a higher number of correlators in the aquisition module should be used. However, there is a problem that this causes increase in the complexity of the correlator configuration and the computation power. So, in this paper, we propose L5 signal tracking scheme using tracking results in the GPS L1/L5 receiver. The proposed scheme could reduce the hardware complexity as the GPS L5 signal acquisition module is not needed, and provide fast and stable tracking of L5 signal by aiding L1 tracking results such as PRN, the code phase synchronization, and the Doppler frequency. The feasibility of the proposed scheme is demonstrated through simulation results.

  • In recent years, earthquakes and volcanic activity have been occurring actively in Japan, China, and Southeast Asia in the central Pacific Rim, and the cycle interval is shortening. In addition, there is Baekdu mountain, which is a large active volcano in Korea. On the other hand, the legal system and guidelines related to volcanic ash are very limited to counteract volcanic disasters. The volcano manual does not present specific countermeasures against volcanic disasters. The preparation of systematic disaster prevention measures against an eruption of Mt. Baekdu and the volcanic activity in Japan and China, which are occurring continuously, is necessary. Therefore, this study suggests an improvement to the relevant laws and regulations against volcanic disasters to analyze the aviation safety manual and relevant legal system. The problems with the current legal system are improved by modifying the legal system related to the air traffic sector when volcanic disaster occurs, and it is expected that more efficient manuals and guidelines will form the basis for the smooth operation of the manual at a disaster site.

  • In conjunction with the Fourth Industrial Revolution, the unmanned aerial vehicle industry is being developed to a new paradigm by combining advanced technologies such as AI, Big Data and the IoT. Aeronautical developed countries such as the U.S. are focusing their efforts on the development of the safer unmanned aerial vehicles. The Korea Aerospace Research Institute, as part of the national R&D project in 2011, had succeeded in developing the first vertical takeoff and landing (VTOL) UAS, called Smart-UAV. However, although the development technology of the VTOL UAS is possessed, developing and operating of the VTOL UAS for commercial or military use are limited. The type certification procedure of the VTOL UAS developed by domestic technology is stipulated in the Korean Aviation Safety Act, but the Korean VTOL UAS airworthiness standards (KAS) hsve not been established. Thus, this study investigated the development trends of the VTOL UAS in Korea and abroad and national certification systems and procedures, and benchmarked the special conditions for the VTOL aircraft, announced by the EASA on July 2, 2019, to establish standards for type certificate of the VTOL UAS in Korea.

A Study on Restricted Category Type Certification Procedure of Surion Derivatives Rotorcraft (수리온파생형 회전익항공기 민간 제한형식증명 획득 절차에 관한 연구)

  • For operating military aircraft, military certificate of airworthiness (MCA) must be obtained from military authority. Among procedures of general airworthiness certification, there is a military type certification process that aircraft design complies with military airworthiness certification criteria. The Surion is the first military rotorcraft which has obtained military type certificate, production validation and airworthiness certificate in Korea, and the Surion derivatives for special mission are being operated for government services. Based on Aviation Safety Act, in order to operate the Surion derivatives (military aircraft) for special purpose (such as emergency patient transportation and firefighting), the issuance of special airworthiness certificates was needed from civil airworthiness authority, and the restricted category type certification (RTC) is one of design approvals for special airworthiness certification to be streamlined. This study discussed the procedures for acquiring RTC for special purpose operation of the Surion derivatives classified as military derived aircraft, and suggested procedural ideas to improve Korean RTC system.

  • Railway is one of the public transportation systems along with shipping and aviation. With the recent introduction of high speed train, its proportion is increasing rapidly, which results in the higher risk of catastrophic failures. The wheel bearing to support the train is one of the important components requiring higher reliability and safety in this aspect. Recently, many studies have been made under the name of prognostics and health management (PHM), for the purpose of fault diagnosis and failure prognosis of the bearing under operation. Among them, the most important step is to extract a feature that represents the fault status properly and is useful for accurate remaining life prediction. However, the conventional features have shown some limitations that make them less useful since they fluctuate over time even after the signal de-noising or do not show a distinct pattern of degradation which lack the monotonic trend over the cycles. In this study, a new method for feature extraction is proposed based on the observation of relative frequency energy shifting over the cycles, which is then converted into the feature using the information entropy. In order to demonstrate the method, traditional and new features are generated and compared using the bearing data named FEMTO which was provided by the FEMTO-ST institute for IEEE 2012 PHM Data Challenge competition.

Suggestion for the Enhancement of Military Supplies via Segregation of Defense Quality Management System (국방 분야 품질경영시스템 세분화를 통한 군수품 품질향상 방안)

  • Recently, many weapon related quality issues have arisen in the armed forces, such as failures of K-21 Infantry Fighting Vehicles, K-9 self-propelled mounts, and grenade explosion during boot training. Since all of the issues are repetitive phenomena, we examined the defense quality management system and identified the possible solutions for it. Since the government quality assurance agency performs their quality assurance activity using the system evaluation technique, we first reviewed the regulations related to the defense quality management system. Then, we benchmarked some other advanced quality management systems. We suggested two types of defense quality management system, one for small (in terms of the amount of the contract) competitive contracts and the other for large private contracts. For the first one, we adopted the framework of MIL-I-45208 (Inspection System Requirement), while for the second one, we adopted the framework of NATO AQAP 2310 (Quality Management System Requirements for Aviation, Space and Defense Suppliers).

A Study on Reliability and Shelf-Life of DELAY M9 (DELAY M9 탄약의 신뢰도 및 저장수명 연구)

  • DELAY M9 is an ammunition used in combination with the fuse M904 and M905 of aviation drop-off ammunitions. Due to the properties of the ammunition, the performance or safety of the ammunition cannot be verified until it is used, because of its one-time function, no reproduction and is finally destroyed at the same time. Long-term storage of ammunition in use by the army is inevitable due to its operational characteristics, and a test evaluation is required to maintain and verify the performance of stored ammunition for immediate use in case of emergency. This paper estimates the reliability and shelf life of the DELAY M9 ammunition by using the test data obtained through ASRP performed from the past to the present. The result of the performance evaluation test for the currently stored DELAY M9 ammunition is analyzed, and the reliability and shelf-life of the stored ammunition are assessed by examining the number of defects according to the storage time and production year. This research result can be used to manage the stored ammunition, such as ASRP planning and evaluation test, result analysis and munition state decision.

Effects of Fume silica on synthesis of New Austria Tunnel Method Resin for new material in space aviation (우주항공의 신소재를 위한 New Austria Tunnel Method 수지합성에 대한 Fume silica의 영향)

  • The microstructures of NATM were examined by SEM, FT-IR spectra, tensile properties, mole % of [NCO/OH], and particle size analyzer. Growing concerns in the environment-friendly industries have led to the development of solvent-free formulations that can be cured. We had synthesized NATM(New Austria Tunnel Method) resin having the ability to protect stainless steel against corrosion. Comparing with general NATM resin and coatings, this resin that synthesized with polyurethane and epoxy was highly stronger in intensity and longer durability. Hybrid resin was composed of polyols, MDI, epoxy, silicone surfactant, catalyst and crosslink agent, and fillers. Moreover, fillers such as fume silica not only accelerated the curing rate but also improved the physical property as thermal barriers. The rigid segments of synthetic resin in mechanical properties were due to fume silica and the increase the mole% of [NCO/OH] for corrosion protection. In conclusion, the hybrid resin microstructure with crosslink agent and fume silica are good material for thermosetting coating of metal substrates such as stainless steel.
