항공안전을 위한 인간공학적 대응 (A Human Factors Approach for Aviation Safety)

  • Objective: The purpose of this paper is to review, with the main focus on aviation safety technology and management program, how human factors are currently taken into consideration within transportation sectors, especially aviation, and to further share related information. Background: Human factors account for the majority of aviation accidents/incidents. Thus, the aviation sector has been comparatively quick in developing and applying technologies and management programs that deal with human factors. This paper reviews the latest safety technologies and management programs regarding human factors and aims to identify the trend. Method: This paper, based on literature research and practical experience, examines the latest international standards on technologies and management programs, those that deal with human factors and are adopted by international and domestic aviation organization. The main focus of discussion is how human factors are reflected during the system design and operation process. Results: The current most important issue in designing is the consideration of human factors in Cockpit, Automation, and Safety system technology design. From an operational point of view, the issues at hand are screening and training aviation workers to promote aviation safety, providing education on human factors and CRM/TEM, and running a safety management program to implement SMS. They were discussed based on the operational experience within the aviation sector. Conclusion: Major examples of a human factors approach to promote aviation safety are safety programs and various safety and monitoring technologies applied to aviation personnel for error management. These programs must be managed in an integrated manner that takes both the system designing and operational point of view into account. Application: It is thought that the human factors approach for promoting aviation safety reviewed in this paper can be extended and applied to safety management programs in other transportation sectors such as the railroad, maritime, road traffic etc.

항공안전투자 공시제도 현황 분석 및 향후 발전 방안 연구 (Analyzing the Public Disclosure of Aviation Safety Investment System and Studying Future Development Strategies)

  • Korean aviation authority required air service providers to submit public disclosure of aviation safety investment to encourage proactive and voluntary safety investments. In 2023, two airport operators and seventeen airlines disclosed their safety investment results and plans for the first time. This study aims to examine and analyze the current status of the disclosure system, identify insights for its development, and set directions for the future. Safety investments by airport operators decreased by 14.3% in 2022 compared to 2021 due to decreased aviation demand. Airline increased their safety investment by 46% to 4 trillion won, investing heavily in MRO and aircraft replacement, leading to a decrease in the average fleet age by 0.8 years. FSCs have shown a significantly higher level of safety investment compared to LCCs. However, LCCs show higher safety investment relative to revenue. It is necessary to consider the characteristics of each operator as well as the scale when comparing safety investments. A roadmap is suggested based on the importance of disclosure items for the strategic approach and improvement measures for the aviation safety investment disclosure system.

항공정비 분야의 안전증진을 위한 학습문화 연구 (A Study on Learning Culture for the Safety Promotion in Aviation Maintenance)

  • The organization's safety culture is strongly tied to the success of its safety learning programme. All personnel must understand the concept and necessity of Safety Management System. In order to settle the culture which they are willing to share the responsibility of safety, it is essential for service provider as the airline company to develop the technique and knowledge which intenses the organization's safety and to perform safety learning programme to be applied. This study has looked into the preceding studies about the learning culture and surveyed how the airmen have acquired the safety lessons learned thru their safety promotion within aviation maintenance organization. Accordingly, it intends to contribute safety promotion by suggestion of the effective and positive learning culture thru the establishment of strategy and the safety learning programme suitable to the organization.

  • ICAO는 Annex 19(Safety Management)와 Doc 9859(Safety Management Manual)를 통해 데이터 기반 항공안전관리 및 의사결정 체계 구축을 권고하고 있으며, 이를 통해 생산된 항공안전정보를 산업 전반에 공유함으로써 안전성을 크게 향상할 수 있음을 강조하고 있다. 이에 따라 항공 선진국의 경우 다양한 항공안전데이터를 통합적으로 수집하고 분석하기 위한 인프라를 구축하고 있으며 식별된 주요 안전 이슈를 산업 전반에 전파하기 위해 노력하고 있다. 반면 우리나라의 경우 각 이해관계자가 업무 수행과정에서 수집할 수 있는 안전데이터를 개별적으로 관리·분석하여 활용하고 있어, 이를 통합적으로 활용하기에 제한이 있다. 또한, 현재 수행되고 있는 안전데이터 분석 결과 등 안전정보의 공유·활용 범위 또한 정부 차원의 안전관리에 치중되어 있어 산업 전반에 공유가 이루어지기에 부족함이 있다. 이에 따라 본 연구는 국내 항공안전정보의 공유·활용 방안을 제시하는 것을 목적으로 한다. 이를 위해 미국 FAA의 사례에 기반하여 국내·외 현황을 비교하고, 이를 통해 주요 개선방안을 제시하고자 한다.

국적항공사 조종사들의 항공안전문화 인식도 변화에 대한 연구 (A Study on Degree of Perception Changes of Korean National Carriers' Pilots in Safety Culture)

  • Among other various aspects of safety culture, this research has considered safety culture from the view of aviation. A tool to examine aviation safety culture has been developed on the basis of Global Aviation Safety Network's safety culture survey. Using this tool, the degree of perception of Korean national carriers' pilots in safety culture has been examined three times for the period from 2002 to 2015. Compared to an initial result of the survey in 2002, results in 2008 and 2015 demonstrate that safety culture among pilots has rapidly changed from negative and bureaucratic to positive. Hence, it is expected that positive index of safety culture will increase 28% (total approximate 90%) in 2020.

  • Objective: The objective of this research is to study preceding literature on safety culture surveying tools and indicators used in aviation organizations to help the further understanding of aviation safety culture by presenting Korea-Safety Culture Survey Indicator (K-SCSI) as a relevant case. Background: The aviation field puts a great deal of effort in preventive safety management through the application of Safety Management System (SMS), which was co-developed by international aviation organizations such as ICAO and FAA. To successfully operate safety management system, safety culture factors such as the organization member's level of consciousness, attitude and faith regarding safety must be put together. However, the aviation field currently lacks programs to promote safety culture and the exact understanding of some safety culture concepts. Method: This research inquired into the definition of safety culture in the aviation field and the surveying tools used to measure it. It then described the development and application process of the Korea-Safety Culture Survey Indicator (K-SCSI) mainly focusing on case studies. Results: In this research are presented safety culture promoting programs that can be applied to subordinate indicators of K-SCSI such as organization commitment, management involvement, rationality of reward system, employee empowerment and reporting system. Conclusion: For a mature safety culture to settle successfully, it is essential that safety culture survey indicators are developed and applied in a way that fits the organization's features. Also, behavior measuring indicators are required to develop a more objective indicator and thus must be standardized. Application: Cases that deal with the development and application of safety culture measuring tools within the aviation field can be studied and applied in other domains to spread safety culture.

법제도 및 데이터 현황 분석을 통한 항공안전관리시스템 개선방안 연구 (A Study on the Improvement of Aviation Safety Management System through Analysis of Legal System and Data Status)

  • 연구목적: 본 연구에서는 최근 항공산업현황과 항공안전관리시스템 운영체계 현황을 살펴보고 현재 운영중인 항공안전관리시스템의 미비점을 파악하여 항공안전관리의 선제적 예방 및 개선방안을 제시하는 것을 목적으로 한다. 연구방법: 최근 발생한 사건사고조사와 국내법 현황, 해외 운영기관 및 안전관리 체계 분석을 통해 항공안전관리의 개선방안을 제시하였다. 연구결과: 최근 발생한 항공기안전 관련 사건과 현재 운영하고 있는 항공안전관리점의 미비점과 국외 항공선진국의 대응 사례를 통하여 관리체계와 법제도 측면의 개선점 및 예방적 항공안전을 위한 관리방안을 도출하였다. 결론: 항공안전관리 개선방안을 데이터를 활용한 기법을 기반으로 제시하였으며, 추가 관련 연구를 통해 구체화해 나가야 할 것이다.

  • The checklist currently used for aviation safety inspection performed by ASIs(Aviation Safety Inspectors) consists of inspection groups and multiple items, it does not have safety attribute and structured hierarchy system which required to efficiently process aviation safety analysis. On this study, categorized the domestic and foreign ASI checklist by safety attribute from ICAO recommended and presented composition of checklist for safety assurance by comparative analysis composition of domestic and foreign ASI checklist.

  • 항공안전관리를 위해서는 서비스제공자들의 안전성과를 측정하고 관리하기 위한 안전성과지표의 수립이 반드시 선행되어야 한다. 특히, 예방안전지표는 사고 및 준사고의 발생원인을 사전에 식별하고 이를 관리할 수 있게 하는 중요한 역할을 한다는 점에서 그 의미가 크다고 할 수 있다. 하지만 현재 국내 항공산업의 안전성과지표는 이미 발생한 사건에 기반한 후행지표에 초점을 맞추고 있다는 한계를 가지고 있다. 따라서 본 연구는 예측적 항공안전관리를 위한 예방안전지표를 구성하는 것을 목적으로 하였다. 또한, 전문가의 검토와 AHP 분석을 통해 지표의 타당성과 중요성을 검증하였다. 본 연구는 상대적으로 연구가 부족했던 예방안전지표의 개발을 통해 국내 항공산업의 선제적인 안전관리를 지원할 수 있다는 점에서 의의가 있다.

국내 항공안전감독 품질 향상을 위한 개선방안 연구 (A Study on Aviation Oversight System Quality Management Improvement)

  • This paper analyzes quality management of aviation safety services in Korea and proposes practical implications for improvement. We look into how quality management is conducted in the Korean aviation industry and confirm aviation authority's efforts for a quality management system. We also compare and analyze international standard ISO 9001 and aviation safety oversight system quality management cases of International Civil Aviation Organization (ICAO) and U.S. Federal Aviation Administration (FAA) with a Korean case. Results find the difference in defining the scope of ISO 9001 management between ICAO/FAA and the Korean authority which causes unnecessary misunderstanding in oversight perception. The Korean aviation authority strives to provide a high level of safety oversight services by educating aviation safety inspectors as well as establishing a quality management system. We believe that our proposals can help Korean aviation safety oversight system secure objective credibility and seek a safe growth and development of the aviation industry.
