Spatial database architecture for organizing a unified information space for manned and unmanned aviation

  • The widespread introduction of unmanned aircrafts has led to the understanding of the need to organize a common information space for manned and unmanned aircrafts, which is reflected in the Russian Unmanned aircraft system Traffic Management (RUTM) project. The present article deals with the issues of spatial information database (DB) organization, which is the core of RUTM and provides storage of various data types (spatial, aeronautical, topographical, meteorological, vector, etc.) required for flight safety management. Based on the analysis of functional capabilities and types of work which it needs to ensure, the architecture of spatial information DB, including the base of source information, base of display settings, base of vector objects, base of tile packages and also a number of special software packages was proposed. The issues of organization of these DB, types and formats of data and ways of their display are considered in detail. Based on the analysis it was concluded that the optimal construction of the spatial DB for RUTM system requires a combination of different model variants and ways of organizing data structures.

  • 국제민간항공기구(ICAO)는 항공기 등록국가별 정비조직인증 및 감독활동에 대한 산업계 및 항공당국의 중복 업무 및 규제부담을 경감할 목적으로 정비조직인증 국제인정(AMO Global Recognition)체계에 대한 로드맵을 2015년에 제시하였다. 이후 ICAO는 2024년 이 체계 시행을 목표로 ICAO 표준 및 지침서등을 순차적으로 개정하고 있다. 우리나라는 ICAO의 로드맵 대응 목적뿐만 아니라 국내 항공정비산업(MRO)의 발전을 위해서도 정비조직인증 국제인정체계를 적극적으로 준비하여야 한다. 이에 본 논문에서는 정비조직인증의 핵심 분야인 업무한정체계에 대한 ICAO 표준 검토 및 항공선진국 제도와 국내 제도를 비교분석하여 차이점 및 보완사항을 식별하고 관련 법규의 개선 방향을 제시하였다.

  • 제4차 산업혁명은 한편으로는 인류에게 새로운 문명 패러다임을 구축할 수 있는 긍정적인 기회를 제공해 주고 있다. 그러나 다른 한편으로는 제4차 산업혁명으로 인해 '구글 알파고(Google Alpha Go)'와 같은 인공지능(AI)이 혁명적으로 진보하면서 인간의 고유한 능력마저도 '실리콘칩(silicon chip)'으로 대체되고, 물리적 공간에서 사람의 온기를 느끼면서 의사소통할 수 있는 기회가 축소됨에 따라 인간의 존재감이 약화되었으며, 사이코패스(psychopath)와 같이 인간을 게임하듯이 사냥하는 강력범죄가 증가하는 등 사회적 병리현상이 더욱 심화될 수 있다는 우려감도 확산되고 있다. 더구나 최근의 국제 테러리즘은 무고한 사람들을 무차별적으로 공격하는 '반사회적 강력범죄'와 유사한 형태로 전개되고 있고, 이에 따라 테러단체가 제4차 산업혁명이 제공하는 문명의 이기를 테러의 수단으로 악용하고, 제4차 산업혁명으로 인해 나타나는 사회적 병리현상을 전략적으로 이용할 개연성은 갈수록 증대되고 있다. 따라서 향후 항공 테러리즘의 패러다임 또한 항공기보다는 공항시설 및 이용객들을 공격하는 방식으로 변화될 것으로 전망된다. 왜냐하면 공항시설은 갈수록 지능화 무인화되고, 많은 사람들이 밀집해 있는 '다중이용시설'이며, 사이코 패스적(psychopathic) 테러리스트들이 쉽게 접근할 수 있기 때문이다. 이러한 관점에서 볼 때 우리의 항공테러 대응체계는 (1) 테러방지법상 대테러센터의 한계 (2) 항공테러와 일반테러의 초동조치 관할권 충돌 개연성 상존 (3) 효율적인 현장 지휘통제 제한 (4) 항공보안과 대테러 사무의 협의기구 이원화 (5) 정부부처별 대테러 정보수집 기능 분산 (6) 공항 일반구역(Land side)의 보안체계 취약 (7) 공항운영 시스템상의 사이버 보안태세 미흡 (8) 항공 테러리즘에 대한 국제협력 네트워크 구축 미흡 등 여러 가지 측면에서 취약한 부분이 많이 있다. 따라서 국내 '항공테러' 대응체계를 제4차 산업혁명 시대의 국제 테러리즘에 선제적으로 대응할 수 있도록 개선할 필요가 있다. 본 연구에서는 이를 위한 대안으로 (1) 항공특별사법경찰대 창설(조직편성 측면) (2) 공항 일반구역(Land side)의 보안태세 강화 및 현장 지휘체계의 실효성 보장을 위한 항공보안법 및 테러방지법 정비(법령정비 측면) (3) 사이버 공간에서의 '테러 대응' 역량 강화(보안태세 측면) (4) 항공 테러리즘에 대한 국제협력 네트워크 구축(국제협력 측면) 등을 제시하였다.

As an independent navigation system, four, five, and six geosynchronous satellite constellations are simulated to provide a navigation system for the region and dilutions of precision of the proposed systems are analyzed and compared.

  • The importance of human factors has been emphasized for pilots because most of aviation accidents have been caused by the human factors of pilots. Human factors issues such as fatigue affecting flight safety are needed to be educated to student pilots who have less experience in flight training. In order to prevent aviation accidents caused by human factors, the management of stress, fatigue, and obsessive-compulsive disorder which increase psychological harmful factors of student pilots, is essential for aviation safety. The management of fatigue is required as a part of safety management system following the guidance of leading aviation authorities. The purpose of this article was to investigate the factors of fatigue at each stage by classifying it into before, during, and after flight training to manage the fatigue of students pilots. Then, the factors of relatively high fatigue were analyzed by using the AHP process to provide factors related fatigue affecting pilot training.

  • The Organization's ability to respond to social disasters has begun to be treated as important through social shock situations that have never been experienced, such as COVID-19. Among them, the ability to respond to unexpected risks and resilience is emerging. Since social disasters such as infectious diseases are periodically repeated, compounded, and enlarged, they develop into a global crisis situation, so this crisis response capability is treated as national competitiveness. Therefore, this study aims to improve the organization's response capability in terms of risk response and resilience under rapid social disasters such as COVID-19. The aviation safety field was taken as an example. From the Safety-II perspective, safety management focuses on the ability to resilience in response to system vulnerabilities in various situations. In this study, I intend to apply RAG(Resilience Assessment Grid) of Respond, Monitor, Learn and Anticipate, the four major potential of resilience engineering. Based on Hollnagel's research, potential elements were classified into four, and items were organized through an expert panel using Delphi techniques. The final configured RAG items are 15 Respond, 15 Monitor, 15 Learn and 11 Anticipate. The RAG was evaluated by 42 experts in the field of aviation safety.

항공종사자 건강증진활동계획에 반영되어야 할 근거자료: 3년간의 항공신체검사 결과 분석 (Analysis of Three Years of Airmen Medical Certificate for Preparing Aviation-related Health Promotion Plan)

  • In accordance with ICAO SARPs, the states should implement appropriate aviation-related health promotion for airmen subject to an aviation medical examination to reduce future medical risks to flight safety. We aimed to analyze the results of the aviation medical examination to use as objective evidence for establishing an aviationrelated health promotion plan. The results of the final issuance of airmen medical certificate from 2015~2017 were collected from the e-sky computer system. The 30 cases (0.3%) in 2015, 22 cases (0.2%) in 2016, 38 cases (0.3%) in 2017 were unfit for flight duty. The 34 unfit out of the total 90 cases were renewal physical examinations. The cardiovascular disease was most commonly in 11 cases, followed by 8 tumors, 4 psychiatric diseases, 3 ophthalmic diseases, 2 respiratory diseases, 2 neurologic diseases, 2 otolaryngological diseases, 1 endocrine disease and 1 digestive disease. The results of this study can be used as objective data in aviation-related health promotion plan. The health promotion activities based on objective data can contribute to improving aviation safety by improving the lifestyles of airmen.

조종사 관점에서 UAM 운영개념 수립에 대한 고찰 (Discussion on Establishing UAM Operating Concept from the Pilot's Perspective)

  • Aviation industry is moving towards the third innovative era of AAM with electric power and AI after the JET-powered era following the Wright brothers' first flights. Research on UAM, eVTOL development, certification, and operations is competitively progressing, primarily in aviation-leading countries, aiming to resolve urban traffic saturation and foster the future aviation industries. This study introduces the concept of the pilot's role transition in operational safety as AI autonomous flight advances, comparing K-UAM operational concept with research from FAA, NASA, and EASA. It is to identify and propose solutions for challenges from the pilot's perspective in developing UAM and its safe operation system. To succeed in Advanced Air Mobility National Project, we suggest the collaboration among industry, academia, and institutions, along with the cooperation between civilians, governments, military, and the need for Urban Air Mobility integrated policies.

항공보안에서의 프로파일링 연구 (A Study on the Profiling System in the Aviation Security)

  • As intellectual terror threats increase, we feel the limit in coping with those threats and the things we do are placing traditional X-ray machines & ETD and increasing aviation security staffs. In fact, even if air transportation system is the fast and most efficient transportation methods, it is true that there are many inconveniences to endure due to terror threats. In the name of security, even if we make a lot of efforts and time to screen both good-natured passengers, baggage, cargo and suspicious passengers, it is impossible to screen perfectly and it is not an efficient methods. Therefore, we introduce profiling system that reduce the effort to screen good-natured passengers but focus on screening dangerous passengers and baggages. Profiling system strengthens aviation security, using the concept "Selection & Concentration". Israel started to introduce manual profiling system in aviation security, which is interviewing suspicious passengers and it has been used in crime investigation since 1960. And it has been upgraded and diversified to CAPPS(Computer Assisted Passenger Screening Program) and SPOT(Screening Passenger by Observation). So, this theses is to study on the concept & kind of profiling and profiling methods adopted in airlines. Also it presents the method of introduction of profiling system in Korea and the necessity of making law on it.
