Introduction of Generator Unit Controller and Its Tuning for Automatic Generation Control in Korean Energy Management System (K-EMS)

  • Automatic generation control (AGC) is an important function for load frequency control, which is being implemented in Energy Management System (EMS). A key feature of AGC is to back up governors to enhance the performance of frequency control. The governor regulates system frequency in several to ten seconds, while the droop control concept results in steady-state control error. AGC is a supplementary tool for compensation of the steady-state error caused by the droop setting of the governors. As the AGC target is delivered to each generator as an open loop control target, the generator output is not guaranteed to follow the AGC target. In this paper, we introduce generating unit controller (GUC) control block, which has the purpose of enabling the generator output to track the AGC target while maintaining the governor performance. We also address the tuning methods of GUC for better performance of AGC in the Korea Energy Management System (K-EMS).

  • KEPCO has completed the installation and demonstration of a 52 MW battery energy storage system (BESS) for frequency regulation. Especially, 24 MW BESS is for Automatic Generation Control (AGC) in Shin-Yongin substation. Recently, KEPCO Research Institute has operated it connected to EMS of KPX. This paper discussed the operation strategy of EMS through a study on using 24 MW BESS in AGC operation and propose the improvement of AGC target. It is expected that this paper helps a safe and reliable operation and control of ESS for AGC through its continuous update.

  • Controller that is designed in this paper is form that apply PID controller about Fuzzy algorithm. Fuzzy Controller that using this paper is can speak that compensation style fuzzy controller as form to solidify action of PID controller for plant. This is not form that autotuning the each PID coefficient. We Apply and examined the response character to AGC(Automatic Generation Control) system using designed controller.

A Study on the Frequency Bias Setting of the AGC based on Frequency Response in Korea (전력계통 주파수응답 실적 기반의 국내 AGC 주파수 바이어스 설정치 산정에 관한 연구)

  • This paper presents Frequency Bias setting for the adequate AGC(Automatic Generator Control) operation based on the frequency response of power system in Korea. AGC frequency control recovers the frequency up to 60Hz following a primary control when the frequency suddenly drops due to a fault in power system. AGC can compensate an appropriate amount of generation by calculating ACE(Are Control Error) from the frequency deviation with the AGC frequency bias set from the actual frequency response in power systems. An appropriateness of the proposed AGC bias setting is verified through case studies employing the simulation model.

  • Automatic Generation Control(AGC) is a control system whose objectives are to hold system frequency close to a specified nominal value and to maintain each unit's generation at the most economic value. It has been used to control the output of a generator by the control signal of the generator, but it is not appropriate to apply to generators which adopt the distributed control system. In this paper a method for improving the AGC operation is proposed, and the different response of each generator and various types of control systems of generators are considered. The interface among Remote Terminal Detector(RTU) and control systems and the direct delivery of the data between EMS and DCS also are proposed in the paper.

  • Battery energy storage system(BESS) attract the attention of the power system operators with its fast response to a disturbance in spite of its limited energy capacity. This paper proposes the operating method of BESS for following the Automatic Generation Control(AGC) frequency control which is centrally distributed by a system operator. As BESS needs to just meet the control requirement from the system operator, it should be able to properly manage the state of charge(SOC) of BESS to be available to control signal. For doing these, the proposed method distributes the control requirement to available batteries in proportion to its SOC. In addition, unavailable batteries are controlled to recover the SOC to an appropriate range, and the recovering power is supplied by available batteries meeting the control requirement. Moreover, the proposed method manages the efficiency of power conversion system (PCS) by limiting the number of PCS to be assigned for the low control requirement. Finally, the case studies are carried out to verify the effectiveness of proposed strategy.

Provision of Two-area Automatic Generation Control by Demand-side Electric Vehicle Battery Swapping Stations

  • Application of demand-side resources to automatic generation control (AGC) has a great significance for improving the dynamic control performance of power system frequency regulation. This paper investigates the possibility of providing regulation services by demand-side energy storage in electric vehicle battery swapping stations (BSS). An interaction framework, namely station-to-grid (S2G), is presented to integrate BSS energy storage into power grid for giving benefits to frequency regulation. The BSS can be regarded as a lumped battery energy storage station through S2G framework. A supplementary AGC method using demand-side BSS energy storage is developed considering the vehicle user demand of battery swapping. The effects to the AGC performance are evaluated through simulations by using a two-area interconnected power grid model with step and random load disturbance. The results show that the demand-side BSS can significantly suppress the frequency deviation and tie-line power fluctuations.

A Burst-mode Optical Receiver for 1.25Gbps PON (1.25Gbps PON용 버스트 모드 광 수신기)

  • We designed a burst mode optical receiver for 1.25Gbps PON(Passive Optical Network), fabricated it using $0.8{\mu}m$ BiCMOS foundry. We minimized the loss of the data in the front of the burst by reducing AGC(Automatic Gain Control) signal generation time using an exponential amplifier. We confirmed that AGC of the burst mode optical receiver functioned well and showed good performance in measurement. However, although the eye of the eye pattern was opened the jitter characteristic was deteriorated due to the heavy waveform distortion.

  • 본 논문은 제주도에 신설되는 제주급전소 EMS/SCADA 기능의 일부인 자동발전제어(AGC) 기능의 설계 내용을 제시한다. 제주 EMS의 자동발전제어(Automatic Generation Control(AGC)) 기능은 지역으로 구분된 계통에서 전력수요를 만족시키기 위해 지역 내의 발전소 유효전력 출력을 제어하는 계통급전센터의 온-라인 응용 소프트웨어이다. 본 논문에서는 제주 EMS에 적용된 AGC 기본 알고리즘과 운영자 편의를 위한 MMI 설계를 보여준다.
