AN ASSET MANAGEMENT ASSESSMENT MODEL FOR STATE DOTs

  • In the past, many state Departments of Transportation (DOTs) in the U.S. managed their highway assets on a "worst first" basis and planned their highway projects in a tactical rather than strategic fashion. Due to increasingly tight highway budgets and recognition of long term benefits of asset management systems, the Federal Highway Administration (FHWA) has strongly pushed and encouraged state DOTs to implement asset management for managing their highway assets and highway projects. Currently, many DOTs have actively implemented and are in the process of applying this asset management concept for their highway infrastructure. However, different DOTs are developing different asset management systems because of their different organizational structures, data management structures, relationship with the legislature, and investment priorities. This study first identifies asset management indicators which are essential to successfully implementing asset management systems for State highway assets. The research team conducted a survey of asset management experts and reviewed the practices and policies of leading DOTs in asset management. Based on these indicators, this study develops an Asset Management Assessment Model (AM2) for different asset management systems. This model can be used by different DOTs to evaluate their current asset management systems and identify their strong areas and also their weak areas to improve in order to fully benefit from the advanced concept of asset management.

  • In this study, it suggests the High Availability (HA) implementation plan of building a continuous service infrastructure as a strategy ensuring availability, as the importance of availability securing corporate business continuity emerges in the knowledge and information society. However, if the reliability of the criticality assessment of information asset is not ensured, it requires assessment measures for availability that can be managed by mapping with service maintenance assessment items, which are availability criteria based on the asset criticality evaluated through the asset value matrix because it is difficult to maintain security in conjunction with the value of real assets. Therefore, this study suggests the assessment measures for availability of information assets.

  • Generally, asset management procedure consists of exact information collection, decision of service level, analysis of aspiration level, analysis of financial condition and available budget, preparation of asset management plan, and value of modified asset. In this study, for the risk-based asset management, condition assessment and performance measuring, assessment of failure modes and risks, evaluation/selection of treatment options, and implementation of optimum solution are additionally included. For this, bridge inventory and performance measure considering risks are classified and method of quantitative/qualitative performance measure is suggested. Also, evaluation method of risk analysis for bridge asset management is suggested and basic research is carried out for applicable method of risk-based asset management. Using suggested risk procedure and method of risk-based bridge service level evaluation, it is possible to perform resonable asset management. Moreover, it is concluded that the proposed applicable method of risk-based asset management will provide a solution to contribute the development of systematical asset management for optimal decision making and prototype asset management system.

  • Social engineering attack means to get information of Social engineering attack means to get information of opponent without technical attack or to induce opponent to provide information directly. In particular, social engineering does not approach opponents through technical attacks, so it is difficult to prevent all attacks with high-tech security equipment. Each company plans employee education and social training as a countermeasure to prevent social engineering. However, it is difficult for a security officer to obtain a practical education(training) effect, and it is also difficult to measure it visually. Therefore, to measure the social engineering threat, we use the results of social engineering training result to calculate the risk by system asset and propose a attack graph based probability. The security officer uses the results of social engineering training to analyze the security threats by asset and suggests a framework for quick security response. Through the framework presented in this paper, we measure the qualitative social engineering threats, collect system asset information, and calculate the asset risk to generate probability based attack graphs. As a result, the security officer can graphically monitor the degree of vulnerability of the asset's authority system, asset information and preferences along with social engineering training results. It aims to make it practical for companies to utilize as a key indicator for establishing a systematic security strategy in the enterprise.

  • Domestic maintenance strategies are shifting from safety assessment to performance assessment, and related systems and laws are being restructured to meet those criteria. In order to introduce asset management based on performance evaluation, related evaluation methods such as performance measures and level of service should be made to evaluate performance according to the characteristics of the structure, but these are not well-prepared in Korea. In this study, we present a computerized model and system for implementing asset management that introduces techniques such as performance evaluation, life cycle cost analysis, performance measures, and level of service in conjunction with existing maintenance and safety diagnosis procedures. The features of this system consist of three modules to enable separate operations of existing maintenance, safety management and asset management. The system is designed to be used as a reference for public institutions to introduce asset management in the future.

  • Engineering asset management (EAM) requires the accurate assessment of current and the prediction of future asset health condition. Suitable mathematical models that are capable of predicting time-to-failure and the probability of failure in future time are essential. In general reliability models, lifetime of component and system is estimated using failure time data. This paper deals with the reliability assessment of elevators using life of main components. Especially this work is concerned with the stochastic nature of life of elevator components. First, we investigate the Weibull statistical analysis of lifetime data for the components. The final goal is to establish the mathematical model for reliability assessment. This work provides more perspectives to future research in the fields of reliability and maintainability.

  • Nowadays new water supply projects have been on the decline as the water-power constructions have saturated, which means that the existing power equipment have slowly aged and they require more efforts to maintain the system performance. An effective asset management method of power equipment has become a great necessity from both economical and technical aspects. To be balanced, the asset management should look into all three parts: management, engineering, and information. The purpose of this paper is to study a Risk-Based Maintenance (RBM) matrix method through the deterioration evaluation algorithm for an efficient reliability assessment of oil-immersed power transformers by considering both asset management and technical evaluation. Make use of this result, the equipment will be decided to be replace or repair otherwise on service.

Development of sewer condition assessment and rehabilitation decision-making program(SCARD) (하수관거 평가 및 정비 우선순위 의사결정도구 개발)

  • A CCTV inspection method has been widely used to assess sewer condition and performance, but Korea lacks a proper decision support system for prioritizing sewer repair and rehabilitation (R&R). The objective of this paper is to introduce the results that we have developed in the Sewer Condition Assessment and Rehabilitation Decision-making (SCARD) Program using MS-EXCEL. The SCARD-Program is based on a standardized defect score for sewer structural and hydraulic assessment. Priorities are ranked based on risk scores, which are calculated by multiplying the sewer severity scores by the environmental impacts. This program is composed of three parts, which are decision-making for sewer condition and performance assessment, decision-making for sewer R&R priority assessment, and decision-making for optimal budget allocation. The SCARD-Program is useful for decision-makers, as it enables them to assess the sewer condition and to prioritize sewer R&R within the limited annual budget. In the future, this program logic will applied to the GIS-based sewer asset management system in local governments.

  • Bridges are exposed to very severe environment and experience, as service life increased, elevated traffic load and traffic flow, in addition to natural disasters. In comparing to other road structures, bridges may cause more significant damage, such as human-involved accidents, to the society in the event of collapse. A certain level of service shall be necessarily secured to assure the minimum safety of users. The cost for manage and preserve bridges will increase gradually and more restrictions will be loaded to efficiently distribute the limited resources, such as monetary budget and human resource etc. In order to enhance performance and serviceability of bridges with the limited resource, asset management technique has been applied into the bridge management system, which capitalizes the road infrastructures including bridges and assess them in accordance with the government finance report. In the application of asset management, there must be a tool for assess the performance of bridges and this study introduces the basic information on the definition and role of performance measures for asset management for bridges. This research suggests future development direction of performance measure for asset management for bridges in Korea.

  • There have been a lot of researches about KM(knowledge management) in domestic and foreign countries since 1990. Especially, there have been a lot of researches about enabler of KM, knowledge asset etc. but these are insufficient researches about performance measure of knowledge management considering maturity of KM. In addition, performance measure and maturity considering enabler to manage successful knowledge as well as knowledge asset which can be the following result are not the sufficient situation. Therefore, this study makes developmental levels of the inside and outside of the corporate by observing previous studies about the maturity of knowledge management and classifies enabler of knowledge management and measure item about knowledge asset by level, considering the features of each developmental level. And it is designed to propose maturity measure methods considering maturity level of actual knowledge management item by drawing indicator to measure classified items.
