A revised ecosystem-based fishery risk assessment incorporating IUU fishing (IUU어업을 고려한 생태계기반 자원평가)

  • Considering the negative impact of IUU fishing on fishery resources and fishery management, a revised approach for estimating risks of the ecosystem-based fisheries assessment (EBFA) of Zhang et al. (2011) was developed that incorporates three components of the IUU (illegal, unreported and unregulated) fishing as penalties. In this study, we introduced ways to develop indicators of IUU fishing suitable for the Korean fishery and apply them to ecosystem-based resource assessment. The indicator for the illegal fishing component was set as the fishing without licenses or permits, and that for the unreported fishing component was set as unreported fishing activities. Indicators for the unregulated fishing component were set as fishing operated by illegal fishing gear, illegal fish capture, fishing operations in prohibited fishing area, and fishing with restrict permits. IUU fishing significantly impacts the stock of target species. Therefore, in this study, the influence of IUU fishing is included in the Species Risk Index (SRI) at the species level, and weights are assigned based on the ratio of the stock, as $SRI={{\sum\limits_j}{\lambda}_j{\cdot}ORI/{\sum\limits_j}{\lambda}_j}+P_f(B_i/B)$. The revised ecosystem-based fisheries assessment method, which considers the impact of IUU fishing, was applied to major fisheries on the south coast of Korea. It is necessary to reduce the non-reporting rate through the expansion of the TAC system and improve the accuracy of statistical compilation. To this end, the electronic fishing reporting system, which is being implemented on all vessels in Korean distant water fishing vessels, should be introduced to the coastal and offshore fisheries as well.

Run-off Impact Assessment of the Steeped Cornfield to Small Stream

  • This experiment was conducted to evaluate the nutrient loss and to assess the eutrophication into small stream by intensive rains in the steeped cornfield during cultivation. The crop cultivated was a soiling com (DW5969), and the experimental plots were divided into two parts that were 10 and 18% of slope degrees. The amount of T-N and T-P loss was calculated by analysis of surface run-off water quality, and was investigated the effect of eutrophication to small stream as a part of life cycle assessment (LCA) methodology application. For the surface run-off water quality, EC and T-N values were highest in first runoff event as compared to the other events and maintained the stage state with litter variations at every hour during the runoff period except for EC in the slope 18%. However, T-P concentration has been a transient stage after runoff event of July 27. Total surface run-off ratio was not significantly different with slope degrees, but amount of T-N and T-P losses at 18% of slope were high as $5.96kg\;ha^{-1}\;and\;0.65kg\;ha^{-1}$ as relative to 10% of slope degree, respectively. Furthermore, T-N losses from run-off water in the sloped cornfield 10 and 18% were approximately 9.8 and 12.5% of the N applied as fertilizer when the fertilizer applied at recommended rates after soil test, respectively. For the eutrophication impact to the small stream, it was shown that $PO_4$ equivalence and Eco-indicator value at 18% of slope degree were greater as much $6.11kg\;ha^{-1}$ and 0.81 as compared to the slope angle 10%, respectively. Therefore, it was appeared that each effect of nutrient losses, eutrophication and Eco-indicator value was enhanced according with higher slope degree.

  • This paper is to review assessment indicator on priorities for budget allocation of the national R&D program. In priority setting of programs for the budget allocation process of the national R&D program using the Analytical Hierarchy Process (AHP), the survey result on the major influencing factors is as follows: the significance of components of evaluation for the priority of the national R&D programs in budget allocation was as following order: "accomplishment and ripple effect of the project," "basis and driving force for the promotion of project," "feasibility of project goals," and the "possibility of overlapping and linkage among projects". The importance of the final evaluation indicator was as following order: "clarity and possibility for accomplishment of business objectives," "ripple effects in terms of science and technology", "ripple effects in terms of the economy and overall society" and "appropriate correspondence with mid- to long-term plans" (the importance for these four indicators was over 10%) while the importance of "overlapping" and "appropriateness of budget size" indicators which fell below 5% were considered to be relatively less important. there is a need for a clear criteria and conceptions of evaluation indicators for budget allocation of national R&D programs.

A study on the metrical indicator of the major projects of public organizations -Focused on the case of Korea Land and Geospatial InformatiX Co.- (공공기관 주요사업 계량지표에 관한 연구 -한국국토정보공사 사례를 중심으로-)

  • The Ministry of Strategy and Finance of South Korea accesses public organizations annually for increasing outcomes with effective and clear managements. The management assessment is categorized into the business management applied all organizations and the main business assessed by purposes and characters of organizations. This study analyzes metrical indexes of main businesses with using the logic model and suggests the direction of developing metrical indexes of organizations. Metrical indexes of the Korea Land and Geospatial Informatix Corporation in 2017 were analyzed to develop indexes. The results indicates that metrical indexes of the Korea Land and Geospatial Informatix Corporation are mainly consisted of the commitment and process. The logic model was suggested to analyze proprieties of metrical indexes of the main business. This study shows that organizations develop metrical indexes of the main business with classifying that these are from calculation indexes or result indexes. Thus, this study suggests that organizations consider result indexes based on the logic model for developing metrical indexes of the main business.

Application of OECD Agricultural Water Use Indicator in Korea (우리나라에 적합한 OECD 농업용수 사용지표의 설정)

  • In Korea, there is a growing competitive for water resources between industrial, domestic and agricultural consumer, and the environment as many other OECD countries. The demand on water use is also affecting aquatic ecosystems particularly where withdrawals are in excess of minimum environmental needs for rivers, lakes and wetland habits. OECD developed three indicators related to water use by the agriculture in above contexts : the first is a water use intensity indicator, which is expressed as the quantity or share of agricultural water use in total national water utilization; the second is a water stress indicator, which is expressed as the proportion of rivers (in length) subject to diversion or regulation for irrigation without reserving a minimum of limiting reference flow; and the third is a water use efficiency indicator designated as the technical and the economic efficiency. These indicators have different meanings in the aspect of water resource conservation and sustainable water use. So, it will be more significant that the indicators should reflect the intrinsic meanings of them. The problem is that the aspect of an overall water flow in the agro-ecosystem and recycling of water use not considered in the assessment of agricultural water use needed for calculation of these water use indicators. Namely, regional or meteorological characteristics and site-specific farming practices were not considered in the calculation of these indicators. In this paper, we tried to calculate water use indicators suggested in OECD and to modify some other indicators considering our situation because water use pattern and water cycling in Korea where paddy rice farming is dominant in the monsoon region are quite different from those of semi-arid regions. In the calculation of water use intensity, we excluded the amount of water restored through the ground from the total agricultural water use because a large amount of water supplied to the farm was discharged into the stream or the ground water. The resultant water use intensity was 22.9% in 2001. As for water stress indicator, Korea has not defined nor monitored reference levels of minimum flow rate for rivers subject to diversion of water for irrigation. So, we calculated the water stress indicator in a different way from OECD method. The water stress indicator was calculated using data on the degree of water storage in agricultural water reservoirs because 87% of water for irrigation was taken from the agricultural water reservoirs. Water use technical efficiency was calculated as the reverse of the ratio of irrigation water to a standard water requirement of the paddy rice. The efficiency in 2001 was better than in 1990 and 1998. As for the economic efficiency for water use, we think that there are a lot of things to be taken into considerations to make a useful indicator to reflect socio-economic values of agricultural products resulted from the water use. Conclusively, site-specific, regional or meteorogical characteristics as in Korea were not considered in the calculation of water use indicators by methods suggested in OECD(Volume 3, 2001). So, it is needed to develop a new indicators for the indicators to be more widely applicable in the world.

Patient characteristics associated with length of stay in emergency departments (응급실 재원시간과 관련된 환자의 특성)

  • The length of stay in emergency departments has been used as a quality indicator to reflect the overall efficiency of emergency care. Identifying characteristics associated with length of stay is critical to monitor overcrowding and improve efficient throughput function of emergency departments. This study examined the level of waiting time for initial assessment by physician and length of stay in emergency departments. Furthermore, we investigated the characteristics of patients' attendance associated with length of stay. An observational study was performed for a sample of 1,526 patients visiting ten nation-wide emergency departments. A structured form was designed to collect information about patients' demographics, route of admission, time and mode of arrival, triage level, cause of attendance, initial assessment time by physician, departure time, and disposition. Multiple regression analysis was performed to determine factors associated with length of stay. The average length of stay was 209.4 minutes (95% confidence interval [CI]=197.1-221.7), with a mean waiting time for initial assessment of 5.9 minutes (95% CI=5.1-6.7). After controlling for emergency department characteristics, increasing age, longer waiting times, attendance due to diseases, higher acuity, multiple diagnoses($\geq$2) and requiring admission or transfer to other health care facilities were positively associated with length of stay in emergency departments. The findings suggest that both patients' characteristics and the flow between emergency departments and parent hospitals should be taken into account in predicting length of stay in emergency departments.

The Proxy Variables Selection of Vulnerability Assessment for Agricultural Infrastructure According to Climate Change (논문 - 기후변화에 따른 농업생산기반 재해 취약성 평가를 위한 대리변수 선정)

  • Climate change has impacts on not only the average temperature rise but also the intensity and frequency of extreme events such as flood and drought. It is also expected that the damages on agricultural infrastructure will be increased resulting from increased rainfall intensity and frequency caused by climate change. To strengthen the climate change adaptation capacity, it is necessary to identify the vulnerability of a given society's physical infrastructures and to develop appropriate adaptation strategies with infrastructure management because generally facilities related to human settlements are vulnerable to climate changes and establishing an adaptive public infrastructure would reduce the damages and the repair cost. Therefore, development of mitigation strategies for agricultural infrastructure against climatic hazard is very important, but there are few studies on agricultural infrastructure vulnerability assessment and adaptation strategies. The concept of vulnerability, however, is difficult to functionally define due to the fact that vulnerability itself includes many aspects (biological, socioeconomic, etc.) in various sectors. As such, much research on vulnerability has used indicators which are useful for standardization and aggregation. In this study, for the vulnerability assessment for agricultural infrastructure, 3 categories of climate exposure, sensitivity, and adaptation capacity were defined which are composed of 16 sub-categories and 49 proxy variables. Database for each proxy variables was established based on local administrative province. Future studies are required to define the weighting factor and standardization method to calculate the vulnerability indicator for agricultural infrastructure against climate change.

Comparison of Accuracy between Analysis Tree Detection in UAV Aerial Image Analysis and Quadrat Method for Estimating the Number of Treesto be Removed in the Environmental Impact Assessment (환경영향평가의 훼손수목량 추정을 위한 드론영상 분석법과 방형구법의 정확성 비교)

  • The number of trees to be removed trees (ART) in the environmental impact assessment is an environmental indicator used in various parts such as greenhouse gas emissions and waste of forest trees calculation. Until now, the ART has depended on the forest tree density of the vegetation survey, and the uncertainty of estimating the amount of removed trees has increased due to the sampling bias. A full-scale survey can be offered as an alternative to improve the accuracy of ART, but the reality is that it is impossible. As an alternative, there is an individual tree detection using aerial image (ITD), and in this study, we compared the ARTs estimated by full-scale survey, sample survey, and ITD. According to the research results, compared to the result of full-scale survey, the result of ITD was overestimated by 25. While 58 were overestimated by the sample survey (average). However, as the sample survey is an estimate based on random samples, ART will be overestimated or underestimated depending on the number and size of quadrats.

Assessment of Regional Seismic Vulnerability in South Korea based on Spatial Analysis of Seismic Hazard Information (공간 분석 기반 지진 위험도 정보를 활용한 우리나라 지진 취약 지역 평가)

  • A seismic hazard map based on spatial analysis of various sources of geologic seismic information was developed and assessed for regional seismic vulnerability in South Korea. The indicators for assessment were selected in consideration of the geological characteristics affecting the seismic damage. Probabilistic seismic hazard and fault information were used to be associated with the seismic activity hazard and bedrock depth related with the seismic damage hazard was also included. Each indicator was constructed of spatial information using GIS and geostatistical techniques such as ordinary kriging, line density mapping and simple kriging with local varying means. Three spatial information constructed were integrated by assigning weights according to the research purpose, data resolution and accuracy. In the case of probabilistic seismic hazard and fault line density, since the data uncertainty was relatively high, only the trend was intended to be reflected firstly. Finally, the seismic activity hazard was calculated and then integrated with the bedrock depth distribution as seismic damage hazard indicator. As a result, a seismic hazard map was proposed based on the analysis of three spatial data and the southeast and northwest regions of South Korea were assessed as having high seismic hazard. The results of this study are expected to be used as basic data for constructing seismic risk management systems to minimize earthquake disasters.

Indicators for the Quantitative Assessment of Tree Vigor Condition and Its Theoretical Implications : A Case Study of Japanese Flowering-cherry Trees in Urban Park (도시공원에 식재된 왕벚나무 수종을 중심으로 한 수목활력도의 정량평가지표 개발 및 이론적 고찰에 관한 연구)

  • The vigor condition of trees is an important indicator for the management of urban forested area. But difficulties in how to assess the tree vigor condition still remain. Previous efforts were limited in the 1) measurement of single indicator rather than using multiple indices, 2) purpose-oriented measurement such as for air-pollution effect or specific pathological symptom, and 3) ordinal-scale evaluations by field crews 4) despite human errors based on his/her experiences or prior knowledge. Therefore, this study attempted to develop a quantitative and objective methodology for assessing tree vigor condition, by measuring multiple modules and building the profile inventory. Furthermore, the possibility and limitations were discussed in terms of schematic frames describing tree vigor condition. The vigor condition of 56 flowering cherry plants in urban park were assessed by in-situ measurements of following eight items; growth of crown(Gc), growth of shoots, individual tree volume(Vol), plant area index, woody area index, leaf area index, leaf chlorophyll content(Lc) and leaf water content(Lw). For validation, these measurements were compared with the ranks of holistic tree vigor condition, which were visually assessed using a 4-point grading scale based on the expert's knowledge. As a result, the measures of each evaluation item successfully highlighted a variety of aspects in tree vigor condition, including the states of both photosynthetic and non-photosynthetic parts. The variation in the results depending on evaluated parts was shown within an individual tree, even though the broad agreement among the results was found. The result of correlation analysis between the tested measurements and 4-point visual assessment, demonstrated that the state of water-stressed foliage of the season (Lw) or the development of plant materials since sapling phase (Vol) could be better viewed from the outer appearance of trees than other symptoms. But only based on the visual assessment, it may be difficult to detect the quality of photosynthesis (Lc) or the recent trend in growth of trees (Gc). To make this methodology simplified for the broad-scale application, the tested eight measurements could be integrated into two components by principal component analysis, which was labelled with 'the amount of plant materials' and 'vigor trend', respectively. In addition, the use of these quantitative and multi-scale indicators underlies the importance of assessing various aspects of tree vigor condition, taking into account the response(s) on different time and spatial scale of pressure(s) shown in each evaluated module. Future study should be advanced for various species at diverse developing stages and environment, and the application to wide areas at a periodic manner.
