Objectives: Busan had the highest mortality and the shortest life expectancy at birth among 16 provinces in Korea in 2008 and there were considerable health inequalities within the region. This study was performed to build up a priority setting framework in Healthy City Busan project. Methods: Analytic hierarchy process was used to determine the relative priority weight for different strategic and program dimensions along with the consistency of response. An on-site workshop-based meeting (calculating importance) and online survey (calculating risk) were conducted to obtain data from 8 experts. Results: The results showed that in strategic criteria "active health promotion & diseases prevention" and "building infrastructure for the Health City project" were two most important factors. In program criteria, considering both importance and risk scores, "making a healthy community" and "building community health centers" in disadvantaged areas were a top priority group. In addition, "enacting an ordinance for the Healthy City", "building the infrastructure for health impact assessment" and "making health care safety net for vulnerable population" were also higher priorities group. Conclusions: Our findings suggest that the Healthy City project in Busan should be focused on strengthening health equity and building infrastructure for sustainability of the project.

To figure out the cause of underestimating the roughness and shear strength of rock joints suggested by numerous researchers, we analyzed roughness mobilization characteristics, characteristics of roughness parameters, effects of sampling interval, and waviness for roughness parameters. It was found out that lack of understanding of the roughness mobilization characteristics, inappropriate applications of roughness parameters, and effect of aliasing provide a main reasons for those problems. Several practical alternatives for improving those problems were suggested. As far as digitizing methods are concerned, we can find that using a 3D scanner can give a relatively effective result. To avoid aliasing, sampling interval should be less than one-quarter of the minimum asperities. As for the quantification of roughness, it was analyzed that the roughness parameter should be classified into two components depending on the scale of roughness to apply the shear strength model. For classifying the roughness, a framework of the criterion was suggested based on the plastic flow concept for the asperity failure, and the basis for proposing a new alternative shear strength model was established.

Despite proven effectiveness and accuracy in laboratories, the existing damage assessment based on guided ultrasonic waves (GUWs) or acoustic emission (AE) confronts challenges when extended to real-world structural health monitoring (SHM) for railway tracks. Central to the concerns are the extremely complex signal appearance due to highly dispersive and multimodal wave features, restriction on transducer installations, and severe contaminations of ambient noise. It remains a critical yet unsolved problem along with recent attempts to implement SHM in bourgeoning high-speed railway (HSR). By leveraging authors' continued endeavours, an SHM framework, based on actively generated diffuse ultrasonic waves (DUWs) and a benchmark-free condition contrast algorithm, has been developed and deployed via an all-in-one SHM system. Miniaturized lead zirconate titanate (PZT) wafers are utilized to generate and acquire DUWs in long-range railway tracks. Fatigue cracks in the tracks show unique contact behaviours under different conditions of external loads and further disturb DUW propagation. By contrast DUW propagation traits, fatigue cracks in railway tracks can be characterised quantitatively and the holistic health status of the tracks can be evaluated in a real-time manner. Compared with GUW- or AE-based methods, the DUW-driven inspection philosophy exhibits immunity to ambient noise and measurement uncertainty, less dependence on baseline signals, use of significantly reduced number of transducers, and high robustness in atrocious engineering conditions. Conformance tests are performed on HSR tracks, in which the evolution of fatigue damage is monitored continuously and quantitatively, demonstrating effectiveness, adaptability, reliability and robustness of DUW-driven SHM towards HSR applications.
The purpose of this study is to analyze Korean students' mathematics achievement characteristics and draw implications for better math education in schools through comparing the results of three east Asian top level countries, Korea, Singapore, and Japan in PISA 2012 results. As a results, the rate of correct answers of Korea students was relatively low compared with those of Singapore, but relatively higher than Japan. From the results of effect size, similar results from t-test was discovered. As shown in analysis according to sub-elements in math assessment framework, the Korean students had low effect size in every sub-elements than Singapore. and they had high effect size at most of sub-elements than Japan, except "personal" context. In top performing level(above level 5), the Korean students had high effect size at "quantities" in mathematical contents, and "employ" in mathematical processes compared with Singapore. And they had row effect size at 6 sub-elements compared with Japan.
This study examines that North American Nursing Diagnosis Association(NANDA) and Home Health Care Classification(HHCC) is appropriate to classify home health care client's nursing problems and suggests a modified nursing diagnosis classification system. Two hundred and forty-nine clients' records at a general hospital were reviewed and nursing problems were diagnosed according to each classification system. Results of this study are as follows. The major client's medical diagnosis are pregnancy, childbirth and puerperium, malignant neoplasm, and benign neoplasm. Of four hundred and sixty-three nursing problems, all nursing problems made a diagnos according to HHCC, while three hundred and eighty-five made a diagnosis according to NANDA. The HHCC diagnosis included 78 more nursing problems than NANDA. The discrepancy in the results may indicate a significant advantage to HHCC diagnosis because HHCC nomenclature was created empirically from hard data. However, this may be due to limitations in the data collection method so determination of which classification system is more useful is difficult to judge. However, nursing components of the HHCC are more concrete and clearer than human response patterns of the NANDA. Also the HHCC facilitates the documentation of patient care by computer, while using a conceptual framework consisting of 20 Care Components based on the nursing process: assessment, diagnosis, outcome identification, planning, implementation and evaluation. Accordingly, the practical application of HHCC is more useful than NANDA. Limitations of this study include a retrospective data collecting method and universality of samples. Further research for various samples that use prospective data collection method is recommended.
As the Seated Iron Buddha Statues, Vairocana Buddha of Dopiansa Temple in Cheolwon, Nosana Buddha of Samhwasa Temple in Donghae and Sakyamuni of Mangisa Temple in Pyeongtaek were made during Unified Silla to Koryo Dynasty. These are damaged degradation which are crack, break-out, peel off and various pollutant. As a result of deterioration evaluation using radiography, crack, gap, break-out, pore space and restoration material are confirmed inside in the Buddha Statues. Based on iron strength, the Buddha Statues will be maintain current state as long as a high external impact is not applied. Also, iron core and nails used for fixing of internal and external framework were observed in the Buddha Statues. According to prominent line of surface, embossed inscription, hands cast separately and combined, the Buddha Statues were made by using division casting.

As a follow up to the Agenda 21's policy statement for safe management of radioactive waste adopted at Rio Conference held in 1992, the UN invited the LAEA to develop and implement indicators of sustainable development for the management of radioactive waste. The IAEA finalized the indicators in 2002, and is planning to calculate the member states' values of indicators in connection with operation of its Net-Enabled Waste Management Database system. In this paper, the basis for introducing the indicators into the radioactive waste management was analyzed, and calculation methodology and standard assessment procedure were simply depicted. In addition, a series of innate limitations in calculation and comparison of the indicators was analyzed. According to the proposed standard procedure, the indicators for a few major countries including Korea were calculated and compared, by use of each country's radioactive waste management framework and its practices. In addition, a series of measures increasing the values of the indicators was derived so as to enhance the sustainability of domestic radioactive waste management program.

Under Korea's Enforcement Decree of the Framework Act on Environmental Policy amended in 2013, total organic carbon (TOC) is newly added as water quality parameter to assess organic pollution in water and aquatic ecosystem. To meet the TOC requirement and improve quality of effluent discharged into public watershed, it is also necessary to develop standards for TOC in effluent from public sewage treatment works (PSTWs). In this study, we reviewed the characteristics and removal efficiency of TOC in influent and effluent of PSTWs. The study found that phosphorus treatment process removed not only soluble phosphorus but also a portion of TOC remaining after the secondary treatment process. TOC concentration in effluent from PSTWs operated in tandem with industrial wastewater treatment work was higher due to influx of insoluble substances from the industrial wastewater treatment work. In order to lay a foundation for the management of TOC from PSTWs, it is necessary to carry out research on TOC from different perspectives. For example, studies on the generation mechanism of TOC and the impact of TOC on drinking water resources, assessment of effluent qualities through monitoring, and development of measures to control TOC for the preservation of aquatic ecosystem are needed.
This research adopted a Robust Decision Making framework to re-evaluate four alternative strategies proposed by the Comprehensive Flood Management Plan for the Yeongsan River Basin report (MLTM, 2005) considering uncertainties of future floods under condition of climate change. To reflect the uncertainties, multiple sets of future flood scenarios were used with three uncertainty factors: the change in rainfall intensity based on the RCP climate change scenarios and the changes in the temporal and the spatial flood distributions. With combinations of these factors, 216 plausible flood scenario sets were generated and the performances of the four alternatives under different future states were evaluated. From the results, the most robust alternative among the strategies was identified. Moreover, the key factors which made the tested alternatives poor were discovered through assessment of the uncertainty factors. This information can provide detailed insights to decision makers and can be utilized to overcome alternatives' potential vulnerabilities by modifying the strategy to be more robust.

In response to the increasing emphasis being placed on the importance of international cooperation as part of global efforts to cope with growing non proliferation, and security, concerns in the nuclear field, the Director General of the International Atomic Energy Agency (IAEA), Mohamed ElBaradei, appointed an international group of experts to consider possible multilateral approaches to the nuclear fuel cycle. The mandate of the Expert Group was three fold: ${\bullet}$ To identify and provide an analysis of issues and options relevant to multilateral approaches to the front and back ends of the nuclear fuel cycle; ${\bullet}$ To provide an overview of the policy, legal, security, economic, institutional and technological incentives and disincentives for cooperation in multilateral arrangements for the front and back ends of the nuclear fuel cycle; and ${\bullet}$ To provide a brief review of the historical and current experiences and analyses relating to multilateral fuel cycle arrangements relevant to the work of the Expert Group. The overall purpose was to assess MNAs in the framework of a double objective: strengthening the international nuclear non proliferation regime and making the peaceful uses of nuclear energy more economical and attractive. The Group identifies options for MNAs - options in terms of policy, institutional and legal factors - for those parts of the nuclear fuel cycle of greatest sensitivity from the point of view of proliferation risk. It also reflects the Groups deliberations on the corresponding benefits and disadvantages (pros and cons) of the various options and approaches. Although the Expert Group was able to agree to forward the resulting report to the Director General, it is important to note that the report does not reflect agreement by all of the experts on any of the options, nor a consensus assessment of their respective value. It is intended only to present options for MNAs, and to reflect on the range of considerations which could impact on the desirability and feasibility of those options.
