환경영향평가와 비용편익분석의 연계를 위한 분석 틀 설계 및 적용 (Design and Application of an Analysis-frame Linking EIA and CBA)

  • This paper aims to design a policy-assessment tool liking the Environmental Impact Assessment(EIA) and the Cost Benefit Analysis (CBA). As a step towards the incorporation of environmental and economic considerations, the approach used herein takes the form of integrating quantitative information on environmental benefits and costs associated with implementing the project into the existing framework of the EIA. Our case study is an project appraisal of a solar energy plant. It is confirmed that the technique is operational, however, there are certain limitations for a complete assessment. The difficulty mainly originated from the omission of important information from each step of the valuation process. Alternatively stated, some environmental services are not identified, nor quantified, and nor monetized in the process. More case studies are warranted in the future along with elaboration in methodology of techniques. In addition, the construction of a database on environmental values will be required to accumulate reliable and systematized data. These are the necessary conditions to improving quality in application of techniques as well as providing comprehensive and balanced information to decision makers.

국내 주요 도시의 스마트시티 수준 분석: STIM 프레임워크를 이용하여 (An Analysis on the Smart City Assessment of Korean Major Cities : Using STIM Framework)

  • 본 연구의 목적은 국내 주요 도시의 스마트시티 수준을 분석하는 것이다. 연구는 문헌고찰, 평가지표 구축, 평가지표 가중치 분석, 지자체 스마트시티 수준 분석, 결론의 순서로 진행되었다. 스마트시티 수준 분석을 위한 평가지표는 다층형 스마트시티 모델(Multi-Layered Smart City Model)의 STIM 구조(Service, Technology, Infrastructure, Management Layered Architecture)기반으로 구축되었다. 평가지표는 스마트시티 개념, 사례, 빅데이터 분석 등을 통해 구축되었고, 전문가 AHP 설문을 통해 가중치가 부여되었다. 연구의 공간 범위는 서울 등 7대 광역시이며, 시간 범위는 2017년~2019년이다. 연구에 사용된 데이터는 KOSIS, KISDISTAT 등의 공공데이터이다. 평가결과는 다음과 같다. 스마트시티 서비스, 기술, 인프라, 관리의 수준은 수도권인 서울과 인천이 비교적 높은 수준으로 분석되었다. 영남권인 부산, 대구, 울산이 비교적 중간 수준으로 분석되었으며 충남권과 호남권인 대전과 광주가 비교적 낮은 수준으로 분석되었다. STIM 종합순위 또한 비슷한 양상을 보인다. 특히 수도권과 그 외 권역의 스마트시티 수준 격차가 매우 큰 것으로 분석되었다. 국내 스마트시티 수준 격차를 줄이기 위해 균형발전 전략이 필요하며, 지역별 특성을 고려한 스마트시티 계획이 필요하다.

해양생태계 보호 기반의 해양 미세플라스틱 위해성평가 전략 (Governance Strategy for Marine Microplastic Risk Assessment based on Ecosystem Protection)

  • 미세플라스틱 입자는 환경 내 어디에나 존재하며 크기, 모양 또는 유형의 표준화된 입자가 아니다. 따라서 독성자료를 바탕으로 해수, 퇴적물 등 해양환경의 다차원을 정확하게 평가하고 관리하는 위험평가 프레임워크를 구축하는 것은 매우 어렵다. 본 연구에서는 해양환경 미세플라스틱의 특징과 영향을 조사하였고, 해양환경 미세플라스틱의 분포와 생물영향에 따른 위해도 평가 프레임워크(초안)를 제안하고 있다. 환경 미세플라스틱의 특성은 매우 다양하지만 대부분의 독성 데이터는 독특한 형태와 유형에 집중되어 있으며, 실험실 노출 생물과 관리해야 하는 생물 종도 다르다. 실제적으로, 지금까지의 수집된 연구결과는 위해성평가에 활용하기에 독성 데이터 품질에 있어 불확실성이 높기도 하며, 전통적인 위해성평가 프레임워크를 적용하는 데 있어 고려할 부분이 많이 존재한다. 그러나, 현재 미세플라스틱 관리에 대한 국제사회의 움직임이 점차 강화되고 있고, 해양환경의 미세플라스틱 오염도가 높아지고 있는 점을 고려하면, 해양환경의 미세 플라스틱 특성에 기초한 위해성평가 기법 구축에 대한 추가 연구가 제안되어야 할 것이다.

2000년도 국가수준의 중.고등학교 수학과 교육성취도 평가 연구 (A Second Year Study of National Assessment of Educational Achievement in Mathematics Subject)

  • This study is to develop assessment framework, test items and questionnaire for the National Assessment of Educational Achievement(NAEA), which administered in the elementary and secondary schools across the country in this year(2000). According to the first year study result of the NAEA, the test was administered in two core subjects, Mathematics and Social Studies. In this study, test items and sets of questionnaire and administered pretest were developed in the last year. In this year, the NAEA was administered with the adjusted test items and questionnaires and the results was analyzed and would be reported to the public. NAEA was developed on the basis of national curriculum, especially of the nature and objectives of subject curriculum in Mathematics (and also Social Studies). In the framework of assessment, we set up four differentiated levels of student achievement: 'under basic', 'basic', 'intermediary', and 'advanced'. Here 'the intermediary level' means the level of educational achievement in which students can understand average content of subject curriculum. 'Advanced level' indicates the level of educational achievement in which students master all the content of subject curriculum and apply basic concepts and principles to a variety of situations. 'The basic level' means the level of educational achievement in which students do not achieve the intermediary level. Students who do not understand average content of subject curriculum are classified as belonging to the basic level. Finally, this study would explain how to administer and analyze the test in the future. The test result was analyzed to report students' educational achievement according to regions, content areas, behavioral characteristics, and etc. This study would show how to report test result\ulcorner and how to set up students' academic achievement.

융합형 '과학' 평가에 사용된 선다형 문항의 특성 분석 : 4개 고등학교의 사례 (Analysis of the Characteristics of Multiple-Choice Test Items Used in Integrated Science Assessment: Focused on the Case of Four High School)

  • 이 연구에서는 2009 개정 교육과정에 따른 고등학교 융합형 '과학' 교과에서 사용된 선다형 평가 문항의 특성을 분석하였다. 문항의 출제 경향을 분석하기 위해 융합형 교과에 특이적인 분석틀을 구안하여 분석하였으며, 문항 반응 이론을 적용하여 문항의 특성을 양적으로 분석하였다. 문항의 출제 경향 분석 결과, 문항 출처, 융합 범위, 인지 수준 측면에서 융합형 '과학' 교과의 취지를 제대로 반영하고 있지 못하는 것으로 나타났으며, 기존 교육과정의 과학 교과와 같은 분과적 교수-학습 및 평가가 이루어지고 있음을 알 수 있었다. 문항 반응 이론을 적용한 분석 결과, 대체로 문항의 난이도는 적절하며, 변별도는 높은 수준인 것으로 나타났다. 하지만 분석틀을 구성하는 3개 범주와의 연관성은 나타나지 않았다. 이와 같은 연구 결과를 토대로 융합형 '과학' 교과의 취지를 반영한 교수-학습과 평가를 위한 개선점을 논의하였다.

지속가능한 개발을 위한 교육의 활성화를 위한 환경영향평가영역의 활용가능성 연구 - 고등학교 환경교과서를 중심으로 - (A Study on the Availability of EIA in High School)

  • This study aims to analyze the objectives of environmental education in Environmental Impact Assessment (EIA) and the Education for Sustainable Development(ESD) factors used EIA in 'ecology and environment' textbook, and finally to analyze the situation and contents level of EIA domain in textbook to explore the possibility of the positive availability of EIA domain in high school for realization of effective ESD. To analyze the objectives of environmental education in EIA and ESD factors used EIA, researchers used the text, the activity and the teaching tip in three kinds of 'ecology and environment' textbook by the 7th curricula as the object of analysis. Framework to analyze the objectives of environmental education in EIA is the category of environmental education objectives of UNESCO presented according to 'Tbilisi Intergovernmental Conference on Environmental Education' and framework to analyze ESD factors used EIA is developed on the basis of the theory about EIA and ESD factors updated in this study. In conclusion, it proves that the EIA domain through the activity is effective for realization of ESD. According to the analysis of the study, it is proposed that the follow-up studies on the improvement of EIA domain in textbook in both quality and quantity as well as 'the teaching & learning methods and various development of teaching materials, etc: based on the emphasis on the activity are needed to progress steadily for realization of effective ESD in high school in the future.

국내 유류오염지역에서의 석유계총탄화수소에 의한 비발암 인체위해성평가 전략 (Human Health Risk Assessment Strategy to Evaluate Non-carcinogenic Adverse Health Effect from Total Petroleum Hydrocarbon at POL-Contaminated Sites in Korea)

  • Human health risk assessment for petroleum, oil and lubricant (POL) contaminated sites is challenging as total petroleum hydrocarbon (TPH) is not a single compound but rather a mixture of numerous substances. To address this concern, several TPH fractionation approaches have been proposed and used as an effective management tool for the POL-contaminated sites in many countries. In Korea, there are also recognized needs to establish a reliable and cost-effective human health risk assessment strategy based on the TPH fractionation method. In order to satisfy the social and institutional demand, this study suggested that the comprehensive risk assessment strategy based on a newly modified TPH fractionation method with 10 fractions, the Korean Standard Test Method (KSTM)-based analytical protocol and a stepwise risk assessment framework should be introduced into the domestic contaminated land management system. Under the proposed strategy, POL-contaminated sites can be effectively managed in terms of human health protection, and remedial cost and time can be determined reasonably. In addition, more researches required to increase our understanding of environmental risks and improve the domestic management system were proposed.

건축재료 LCI DB 기반의 공동주택 부위별 환경영향 평가 프로그램 개발 및 적용에 관한 연구 (The development and application of environmental impact assessment program for apartment building element based on building materials LCI DB)

  • Purpose: The purpose of this study is to develop and apply an environmental impact assessment program for apartment building elements, based on the building materials of the LCI DB, which can link the LCA results of building materials and buildings. Method: For this purpose, a framework for building elements was established, and several building material combinations were developed. In addition, the LCA method for quantifying environmental load emissions from the building materials of each site was applied to establish an environmental impact database of the building materials of the LCI DB. Result: An environmental impact assessment program, based on a Microsoft Excel worksheet, was developed for apartment building elements. This program can link the environmental impact assessment of building materials and building units. To validate the program evaluation results that were obtained in this study, a comparative analysis was carried out using the results of existing evaluation methods. The error rate was estimated to be 5% for environmental impact assessment using existing evaluation methods.

교과기반 학습성과 평가시스템 개발: 군산대학교 공학인 건축공학심화프로그램 사례 연구 (Framework for Course-Embedded Outcomes Assessment: A Case Study of Architecture & Building Engineering Program at KSNU)

  • Kunsan National University obtained accreditation for its Architecture & Building Engineering Program from the Accreditation Board for Engineering Education in Korea (ABEEK) in 2004 and has offered an ABEEK-accredited degree pathway ever since. Then, in 2018, the university introduced the course-embedded outcomes assessment system as per ABEEK's KEC2015 accreditation criteria. One year into its implementation, the new system allows the measurement and assessment of 10 program outcomes covering 19 curricular modules and 1 non-curricular licensing examination. The system incorporates the four areas of specialization within architectural engineering as well as the three course categories of the math, science, and computer; liberal arts; and engineering core modules under the accreditation scheme. It also takes the students' academic years into account, especially for the mandatory modules offered to all students. Its rubric clarifies the performance criteria, performance level, assessment tools, objectives, and modules. The 2018 course-embedded outcomes assessment system is an ever-evolving structure with regular CQI: Continuous Quality Improvements along the circular process of system establishment → implementation → evaluation as per the virtuous cycle model required for an accredited engineering program.
