Microbial Risk Assessment (미생물학적 위해성 평가)

  • Risk assessment defines as the process of estimating both the probability that an event will occur and the probable magnitude of its adverse effects. Chemical or microbial risk assessment generally follows four basic steps, that is, hazard identification, exposure assessment, dose-response assessment, and risk characterization. Risk assessment provides an effective framework for determining the relative urgency of problems and the allocation of resources to reduce risks. Using the results of risk analyses, we can target prevention, reme-diation, or control effects towards areas, sources, or situations in which the greatest risk reductions can be achieved with resources available. Risk assessment is also used to explain chemical and microbial risks as well as ecosystem impacts. Moreover, this process, which allows the quantitation and comparison of diverse risks, lets risk managers utilize the maximum amount of complex information in the decision-making process. This information can also be used to weigh the cost and benefits of control options and to develop standards or treatment options.

Site-Level Assessment of Other Effective Area-based Conservation Measures - Focusing on the Korea National Arboretum - (기타 효과적인 지역 기반 보전 수단(OECMs)의 개별 평가 - 국립수목원을 중심으로 -)

  • By delivering effective, in-situ conservation of biodiversity, OECMs can contribute to sustaining existing biodiversity values and improving biodiversity conservation outcomes. In this study, for the reporting of OECMs required by Kunming-Montreal Global Biodiversity Framework, the site-level assessment of the Korea National Arboretum and Buffer Zones were conducted using the assessment tool of IUCN. The site-level assessment was carried out in three steps(step 1: screening, step 2 : consent for full assessment, step 3 : the full assessment). It was found that the criteria were satisfied except for the consent for full assessment, sustainability of governance and management arrangements, and the equity of governance and management. Although the governing authority, rights-holders or any other stakeholders could be identified, the step of acknowledging and agreeing to the full OECM assessment was not possible because the governance was not established. As a result of the assessment of equitable governance and management in the aspect of recognition, procedure, and distribution based on criterion(the equity of governance and management), it is judged that more specific measures are needed in the aspect of recognition. And in the aspect of procedure, there is no legal basis for participation in governance and collection of opinions, so it is judged that there is a limit to listening and reflecting the opinions of stakeholders. In the aspect of distribution, it is necessary to further confirm whether it provides direct benefits to rights-holders such as landowners in the region. And it is necessary to prepare specific criteria to assess the important biodiversity values. Therefore, in order to promote OECM reporting in the future, it is necessary to conduct detailed research on various types of governance establishment and operation plans that can establish the basis for recognizing and agreeing to OECM assessment, specific criteria and reasonable measures to judge equity, and important biodiversity value.

GIS-based Tunnelling-induced Building/Utility Damage Assessment System-Development and Application (GIS기반의 터널시공에 따른 주변건물/매설관 손상평가 시스템-개발 및 적용)

  • A GIS-based tunnelling risk management system (GIS-TURIMS) has been developed in this study The developed system uses ArcView 8.2 as a basic platform and the built-in interface(VBA) has been used to perform first-order simplified analyses for prediction of tunnelling-induced ground movements and building damage assessment. The main emphasis in this study was to develop a working framework that can be used in the perspective of tunnelling risk management. The developed system is capable of carrying out computationally intensive first-order analyses for ground movement prediction as well as building/utilities damage assessment with fully taking advantage of the GIS technologies. This paper describes the concept and details of the GIS-TURIMS development and implementation.

  • This study was intended to point out the limit of existing digital content-centered studies, or approaches from the viewpoint of the supplier and in the aspect of business profit model and find ways to assess the quality of digital content, considering the characteristics of digital content. For this, the study is to apply value innovation strategy to digital content assessment, to analyze the applicability, and to propose a new and practical framework for digital content assessment method. To this end, this study selected the global No. 1 search service provider Google and local portal site Naver search service. The study on assessment factors by value innovation strategy was based on existing literature, while user-value elements in that respect were confined to information quality, interactivity, communication, interactive storytelling, and usability. This study objectified the relation with the value innovation strategic analysis, through qualitative and quantitative analyses on value elements of search service users.

  • In a competitive and globalized business environment, the need for the green products becomes stronger. To meet these trends, the environmental assessment besides delivery, cost and quality of products should be considered as an important factor in new product development phase. In this paper. a knowledge-based approximate life cycle assessment system (KALCAS) for the collaborative design environment is developed to assess the environmental impacts in context of product concept development. It aims at improving the environmental efficiency of the product using artificial neural networks consisting of high-level product attributes and LCA results. The overall framework of the collaborative environment including KALCAS is proposed. This architecture uses the CO environment to allow users on a wide variety of platforms to access the product data and other related information. It enables us to trade-off the evaluation results between the objectives of the product development including the approximate environmental assessment in the collaborative design environment.

  • Prevention of the disasters is the best welfare to workers and it brings the growth and stability of an enterprise, finally uplifts the national competitiveness. Because small-scale businesses do not have safety and health managers, the government provides a wide range of safety and health management supports to small-scale businesses. However despite of this government's effort, the industrial accident rate of small-scale businesses does not decline, which is mainly because the projects are not differentiated according to the risk level of individual business. Therefore, this paper aims to obtain implications concerning a plan to conduct a reliable assessment of education through a safety job assessment, and to build a framework which may improve a technical area through the AHP analysis.

An Assessment of Reactor Vessel Integrity Under In-Vessel Vapor Explosion Loads

  • A safety assessment of reactor vessel lower head integrity under in-vessel vapor explosion loads has been performed. The core melt relocation parameters were chosen within the ranges of physically realizable bounds. The premixing and explosion calculations were performed using TRACER-II code. Using the calculated explosion pressures imposed on the lower head inner wall, strain calculations were peformed using ANSYS code. Then, the calculated strain results and the established failure criteria were used in determining the failure probability of the lower head, In the explosion analyses, it is shown that the explosion impulses are not altered significantly by the uncertain parameters of triggering location and time, fuel and vapor volume fractions in uniform premixture bounding calculations. Strain analyses show that the vapor explosion-induced lower head failure is not possible under the present framework of assessment. The result of static analysis using the conservative explosion-end pressure of 50 MPa also supports the conclusion. It is recommended, however, that an assessment of fracture mechanics for preexisting cracks be also considered to obtain a more concrete conclusion.

  • The objective of this study is intended to propose plans for reforming environmental impact assessment(EIA) systems by reviewing the current legal systems of EIA related laws and their implementation status in Korea, and by comparing the Korean situation to EIA systems in several foreign countries. This study tried to integrate all EIA related systems scattered over several laws into one comprehensive EIA law, and also to develop legal procedures necessary to accomplish the legislative purpose of the integrated EIA law. Therefore, I propose four reforms (1) All EIA systems should be integrated into one comprehensive EIA act. (2) Administrative plans and policies, though environmentally harmful, which are not currently subject to any prior consultation system, should be covered by the prior consultation system. (3) A screening or scoping should be adopted. (4) Widen civil participation should be encouraged and the administrative control enforcement and introduction of group litigation or citizen suits would be considered.

  • Purpose - Investors, creditors, governments, and others make decisions using reasonable information provided by others. In many cases, the users of this information have goals and objectives conflicting with those of the information's producers, indicating the need for external auditors. Research design, data, and methodology - Competition in auditing has noticeably intensified globally, especially in developed countries. This means that auditors are striving to increase the efficiency of their methods. In recent years, risk-based auditing has become prominent among these efforts. In risk-assessment auditing, the auditor may directly affect the effectiveness and efficiency of the audit. Results - As a central framework, the risk assessment process improves audit quality and effectiveness such that the audit will lead to necessary changes. Previous studies have shown that risk assessment affects the nature, timing, and content of audit procedures. Conclusions - In the planning stage of an audit, audit risk assessment may identify any inappropriate or inefficient distribution of resources or determine whether the results of an audit will be ineffective or incorrect. Thus, assessing audit risk is a critical task.
