A Study on Managing Dataset in the Administration Information System of Closed Private Universities (폐교 사립대학 행정정보 데이터세트의 기록관리 방안 연구)

  • In this study, we focused on creating plans to manage the administrative information dataset of public records in closed universities. In particular, according to various reference materials and internal materials of the institution, we studied the theoretical discussion about the dataset and figured out the management status of the closed university's dataset. Therefore, as a measure for the data management of the Comprehensive Information Management System, recording targets are selected, retention periods are determined, administrative information dataset management standards are prepared, administrative information dataset evaluation and deletion are implemented, and comprehensive management systems of closed universities are established.

  • Administrative information datasets are a kind of record produced based on an organization's work performance. A dataset is evidence of the act of recording and contains a lot of information that can be used for work. Datasets have been neglected in Korea's records management system. However, as the law was revised in 2020, the management of administrative information datasets was legislated. Organizations that require management of administrative information datasets have already gradually begun record management. The core of managing administrative information datasets is the preparation of the Management Reference Table for the dataset. Regardless, there is confusion with the Records Management Reference Table for Dataset in institutions that work on records management, and it is difficult to work because the Management Reference Table for Dataset has a new concept. This study looked into the problems in the records management of datasets that appeared at the beginning of work. It isuggests a method to effectively settle records management for datasets. In that way, the Management Reference Table was selected as the research subject, and the problems discussed so far were summarized. In addition, the items of the current Management Reference Table were analyzed. As a result of the study, we have proposed the simplification of items in the Management Reference Table, the reorganization of areas in the Management Reference Table, the introduction of the concept of retention periods, and the preparation process of the Management Reference Table.

A Study on the Development of a Classification System for the Records in Closed Private Universities: Focused on "Seonam University" (폐교 사립대학 기록물의 분류체계 개발에 관한 연구: 서남대학교를 중심으로)

  • Records at closed private universities are simply kept in stacks without the use of records classification systems. However, the systematic management of such records is needed as these are important records that have legal and evidential value during the litigation process. Therefore, this study intends to develop a classification system for recordkeeping at closed private universities aiming to eliminate unnecessary follow-up procedures that may occur because of the absence of a records classification system, and to develop practical tools for managing records at closed universities. To this end, Seonam University, among the 13 transfer records kept by the Korea Advancing Schools Foundation, was selected as the example for this study. The peculiarities of the closing processes and the catalogs of the transfer records were reviewed, and a business function analysis was conducted. Based on the Guidelines for Prescribing Retention Period of University Records by the National Archives and the Ministry of Education, a records classification system for the closed private universities was proposed for the Records Disposition Schedule to handle the uniqueness of closed universities.

A Study on Implementation of Frameworks for Archives Management Based on RFID (RFID기반 기록관리체계 도입방안에 관한 연구)

  • RFID technology that is one of the ways to enhance productivity and competitiveness across diverse sectors of IT, is being hailed as a technology that replaces the bar code system and brings more convenience to the system. RFID system have been already applied to libraries, and archive, and is expected to bring advancements in the development of more effective records management systems. However, the system is still in the initial stage of the introduction, and it has been difficult to introduction because of trivial problems and unsafe elements, and studies have not been conducted to identify the detailed problems of the system. So, In this study, conducted interviews and surveys of executives of archive who operate the RFID based records management system. Based on this, we found the operational status of the RFID based records management system operating in the current archive, and the problems in the RFID based records management system. In conclusion, we suggest improvements in efficient operation methods.

Evaluation of the Preservation Functions in Standard Records Management System for Public Agencies (표준 기록관리시스템의 전자기록 보존 기능 평가 연구 - 문서보존포맷변환 기능을 중심으로 -)

  • This study evaluated the implementation of preservation functions and the degree of implementation in standard records management systems (SRMS) for public agencies. For evaluation, it identified digital preservation activities by analyzing legislation and standards for public records management, especially functional requirements for records management system. Compared to these, it pre-evaluated the functions that SRMS claims to be implemented. It was found that preservation functions implemented in SRMS mainly focuses on migration to standard format. A checklist was made based on the adjusted scope by reflecting the result of pre-evaluation and was distributed to record managers who work for public agencies. This study found that the preservation functions were relatively compliant with the functional requirement for records management system for public agencies, but the way of implementation hardly support records managers of public agencies. The preservation functions of SRMS must be improved or be reconsidered based on the results and further studies.

A Study on the Records Management Tasks for Obtaining Quality Research and Laboratory (연구 품질 확보를 위한 기록관리 방안 연구)

  • The research and laboratory records management is the prerequisite for quality research. Quality research assurance system can work out on the sound basis of quality research records management. It is an important task that establishing a proper research and laboratory records system for obtaining quality of research according to the rapid growth of Research and Development area in Korea and the trend of electronic laboratory notebooks. The purpose of this study is to identify issues and find a direction for solutions related to the research and laboratory records management systems. For this after analysing previous studies and current status related to the research records management and GLP(Good Laboratory Practice) is benchmarked as a best practice for quality research, some suggestions for enhancement of research records management are given as a result.

A Study on Information Disclosure Systems and Transparency in Public Organizations (공공기관의 정보공개와 투명성의 관계에 관한 연구)

  • The purpose of this study is to analyze whether, in public organizations, a significant relationship can be found between transparency and information disclosure systems. The study also aims to analyze how the relationship has changed and whether political regimes and organization type matter for such changes. The meaning of information disclosure and the concept of transparency were reviewed through existing literature, the status of which was analyzed using related statistical data. Using a decade of disclosure rate and integrity index data from 2003 to 2013, the correlation between those two variables by political regimes and organization type was analyzed. To improve the information disclosure system and transparency in public organizations, ensuring the documentation of work process, providing the consumer with the information that he/she wants, and institutionalizing systems to evaluate transparency are important. The results of this study will be used as a basic material for understanding the relationship between the information disclosure system and transparency.

Presidential Archives Management in Crisis - An Archival Approach to the Solutions - (위기에 처한 대통령기록물관리, 문제의 인식과 해결을 위한 접근 방식)

  • This paper reviews recent records issues surrounding former president Roh Moo-Hyun's private possession of the copies of the presidential records in Korea. While the former president transferred his records to the National Archives of Korea, he copied his electronic presidential records and kept them in his house after the term. His retention of the "records copies" arouse critical records issues and criminal charges. In this paper, I examined the definition of presidential records and legal status of records copies, authenticity of electronic copies of public records in public and private records systems, nature and scope of presidential privilege of access to his records, and most importantly, political neutrality of national archives. I examined these issues comparing with foreign experience, especially that of the United States which has the Presidential Records Act like Korea. All issues are examined in the professional spirit of archives principles and archives ethics. Legal status of the electronic copies of presidential records is not firmly established and the criminal charge seems groundless. However, it is against public archives principles and ethics that private former president privately possesses and manages private information and national security information held in the electronic copies of the presidential records. Presidential Records Act of Korea provides an effective tool to protect the presidential records for 15 years and it should be respected. It is time to consolidate the public records management institutions in Korea, not to disintegrate them.

Understanding the Ongoing Archival Research on the Permanent Preservation of Electronic Records (전자문서의 영구보존을 위한 표준화 연구 동향)

  • In the fast growing digital environment, assuring continued authenticity is an essential and intransigent preservation consideration for digital data and records. Several key issues need to be addressed, including: What are electronic records and data?; Which intellectual and technical elements of data and records are essential for assuring authenticity in electronic format?; How should these be maintained and preserved over time?; How are authentic data and records used in various systems of practice?; and What are the best strategies of preserving authentic electronic records and data?. There have been many research projects to answer these questions to date. This paper discusses the characteristics of electronic records in light of preservation consideration and reports the activities and findings of some of the research projects in brief. This paper focuses on explaining the InterPARES (International Research on Permanent Authentic Records in Electronic Systems) Project, which is defining requirements for authenticity that can help develop strategies for long-term preservation in electronic records. To identify those requirements, more than thirty case studies have been conducted with government agencies, academic institutions, and various organizations in America, Canada, Europe, Asia and Australia and models developed for appraisal, preservation, and strategies in relation to the management of electronic records. The paper also suggests research questions and implications for preserving authentic electronic records as well as the encouragement for Korean research on digital preservation.

A Study on the Classification System of National Construction Project based on WBS (WBS 기반의 국책 건설사업 기록물 분류체계에 대한 연구)

  • National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.
